>> just 24 hours into the investigation, congress already stepping in. and the virginia lawmaker who managed to resign and get re-elected on the same day. news 4 at 11:00 starts now. right now, trains are running once again on metro's yellow line. service was restored about 8:15 this evening. and this is new video of the train that was involved in yesterday's incident near l'enfant plaza. it's being moved off the tracks. it was towed to the green belt train yard where it will be part of an ntsb investigation. we'll have more on metro coming up but the other big story we're following tonight is the weather. snow could create another messy travel morning for you tomorrow. >> road crews in d.c. virginia and maryland have already pretreated the major roads. last week it took only about two inches to totally snarl the morning commute. it caused hundreds of accidents and canceled school in some

districts. >> by 4:00 tomorrow morning, the virginia department of transportation will have 700 snow trucks on the road in northern virginia alone. d-dot's going to have 200 trucks out by 2:00 this morning. and maryland did not give an exact number to us but is asking drivers to delay travel if you can. so doug walk us through this. >> well i think the big thing here is we're going to see a lot less snowfall than we did last week but it's not really going to matter. it only takes a light coating on the surface of the road to create big problems. that's why we have the winter weather advisory in effect for most of the area. nothing on the radar. that storm system still down south, but it's starting to come together. not a ton of moisture with this storm. so again we're not talking a lot of snow but the temperatures are well below freezing. we're talking about numbers down into the low to mid-20s. everything that falls will stick. that winter weather advisory from baltimore down i-95 down to the west including eastern

loudoun county and prince george's and down towards charles county. from d.c. down to the south and east. i'll let you know who i think will have the most snow from this coming up in a few minutes. news 4 today airs early tomorrow. it begins at 4:00 tomorrow morning and runs all the way through the "today" show. tonight two people remain hospitalized because of the smoke that poured out of the metro tunnel near l'enfant plaza mound. 61-year-old carol glover died in that emergency. and tonight her friends are in shock, and one local lawmaker is calling part of the response inexcusable. we have team coverage again tonight. we're going to begin with shomari stone who is on l street where glover worked when she was here in d.c. >> reporter: good evening, glover's family and friends are heartbroken tonight. she would catch the metro from alexandria here to l street and

20th street behind me and then walk into that building. she was early, she would leave late she was dedicated, a hard worker her friends say. it's important to point out she'll be missed. she never made it home yesterday. 61-year-old carol glover was the mother of two adult sons a grandmother, a beloved employee at dkw communications a federal contractor. she was killed when thick black smoke filled a metro tunnel yesterday. >> we're all still in shock. i mean we just found out a couple hours ago. carol was a great employee. >> reporter: delivered andrews was her supervisor. she was only with the company a year and a half and won the employee of the year award last month. >> to lose such a talent in such a tragic way, it's very hard for the company right now. >> reporter: tonight jonathan rogers said he noticed a woman who was having trouble breathing. he and some passengers tried to help her. he thinks it was carol glover

but he's not positive. >> this lady can't wait any longer. so we decided to just try to do cpr. a few of us were rotating compressions and mouth-to-mouth. and then like after 20 minutes of that this isn't helping. >> reporter: carol lived in a house in this quiet alexandria neighborhood. she earned a computer science degree from drexel university, and she graduated from eastern high school in d.c. she took the metro to work for two decades. neighbors remember her warm friendly smile. >> would play out here with my son, and we'd see her coming home and exchange pleasantries hello, how are you. very sweet, very nice lead. it's horrible. tragic. >> reporter: indeed. everyone we talked to described carol glover as a nice lady. her family is making funeral arrangements. live in northwest d.c. i'm shomari stone, news 4. from what exactly happened to the emergency response still a number of troubling questions

unanswered tonight. passengers on board that train that was stuck near l'enfant plaza yesterday say it took 40 minutes to an hour for help to arrive. first responders were heard over radio scanners complaining that they couldn't communicate with one another. d.c. mayor muriel bowser said there aren't a lot of answers now, but she's committed to getting them. >> we'll find out what happened get to the bottom of what happened and commit to fixing it. the residents of the district of columbia in this region deserve a safe and reliable public transit system. also members of congress also demanding answers tonight. with the latest on the investigation and some news about the yellow line. >> reporter: that's right. service on the yellow line is restored as of 8:15 tonight. meanwhile, the investigation usually takes the ntsb about 30

days to come out with a preliminary report to explain what happened. tonight, some lawmakers say that needs to happen much sooner for safety reasons. federal investigators are working to find out why smoke still philled the l'enfant plaza tunnel and a metro train upending the ride home monday. the ntsb is studying an unexplained electrical arc or discharge. tonight service is fully restored. >> i was scared to death, but i made it okay. >> i felt terrible for the people that got hurt. i don't know what i would have done in that situation. >> reporter: d.c. delegate eleanor holmes norton is calling for a briefing with the ntsb after what she says was an unacceptable emergency response. passengers trapped in the smoky train report waiting nearly an hour for help or any explanation of what was happening. one woman died. >> what i want to know is why wasn't there better

communication and what was their delay? why was there a delay, an unconscionable delay in getting emergency responders on to the track to get the people out? >> reporter: the tripled and dark train was moved through l'enfant plaza this evening en route to a rail yard. it will remain out of service during the investigation into what went wrong. >> it hasn't restored my confidence in the metro system. i'm ready to ride now. i'm hoping they're ready. that's how i get around the city. >> is there a real culture around the metro, the way they've assured us? if so why was there a failure? >> reporter: the congresswoman says the ntsb will brief members of congress from our area one week from tomorrow. live at l'enfant plaza station, kristin wright news 4. tonight passengers on the red line reported seeing sparks underneath the train at the gallery place chinatown station. metro officials say trains do

independent to represent and he won with 42% of the vote. morrissey claims he is innocent but he entered a plea acknowledging that there was enough evidence to convict him for having sex with a 17-year-old woman he had hired as a receptionist in his law office. morrissey officially resigned 23 hours ago. he said voters should get to decide whether he remained in office. prompt notification of sex assaults on college campuses is going to be the focus of a bill going before the virginia general assembly. opening day of the session, tomorrow. lawmakers have introduced more than a thousand bills for this 45-day session. the sex assault bill comes in the wake of the disappearance and the death of uva student hannah graham. lawmakers in maryland also will begin their legislative session tomorrow. 188 new members will be sworn in. governor-elect larry hogan will not join them in annapolis until

eight years in prison for the man behind a road rage attack at westfield montgomery mall david goldberg was sentenced for the november 23rd incident. goldberg got into an argument with a couple over who had the right of way at a stop sign. and he reportedly tried to run them over then got out of his car and stabbed them. he was convicted of attempted manslaughter. received a sentence of 20 years with all but eight years suspended. investigators tell us that a young child set the fire that left a 12-year-old girl and her 75-year-old grandmother dead. it happened in spotsylvania down in virginia. the 12-year-old died after running back into the house in an effort to save her grandma. >> reporter: charred brick, broken windows and a family devastated after this fire. a day after almost 60

firefighters battled smoke and flames, investigators were back on the scene tuesday trying to piece together what happened. >> the firefighters entered the home through a second-story window using ladders. they conducted their primary searches and did locate two victims in the second floor window. >> reporter: carol hill and her 12-year-old granddaughter rowana were found in an upstairs bathroom. even though crews tried to revive them they were pronounced dead at a nearby hospital. carol's son, rowana's father was also seriously injured. investigators say, sadly, this fire could have been prevented. >> a younger child who did live in the home with the aforementioned was playing with fire-starting material in the living room area which they believe to have been the cause of the fire. >> reporter: investigators say that child was related to both rowana and carol hill. her neighbors in the quiet fox chase subdivision, the burnt-out

shell of a house is a startling wake-up call. >> you really start to think about, you know is my house prepared is my family prepared. having two small children you really start to worry about am i taking the right precautions. >> reporter: 12-year-old rowana hill went to nye river middle school. a school spokesman says a crisis team was at the school today and will remain there as long as it's needed. federal agents continued their search for the remains of two sisters who disappeared from here in the washington area 40 years ago. the parents are searching for the lyon sisters on top of taylor mountain down in bedford county virginia. the sheriff there tells us that new scientific evidence suggests that the girls' remains might be buried there. the search was supposed to wrap up today but it's been extended until thursday because the search areas with larger than they had expected.

a controversy over a student dress code at a florida middle school. jackets with hoods are banned. the no-hoods rule makes sure students can be identified on surveillance cameras and in person. this rule isn't new but parents are complaining that cooler weather has moved into the sunshine state. >> the hood rule is ridiculous. if it's cool or raining, they can't be protected. >> i think we should have hoods. >> you have a sweatshirt on today. >> yeah i borrowed my friends. >> the parents have a financial hardship resources are available to buy a coat for the student. and students can wear what they want while walking to school or while on the bus, but the hoodies have to come off once they get to school. we're going to be bundled up tomorrow morning. >> i think so. bundled up and then watching out for what's happening tomorrow. again, i don't thing we'll need the snow shovels out here, but

give ourselves a little extra time. we saw what happened last week the snow the ice, slick roads across the area especially to the south of washington. now, temperatures are cold. we're at 29 degrees right now. we're going to continue to see these numbers dipping down through the evening hours. 29 but northeast winds at 10 miles per hour. that northeasterly wind making things feel colder than that. down to 28 in gaithersburg 29 in manassas. so when it snows tonight, no problem sticking on the roads. i do pekt to see slow commutes tomorrow. along and east of i-95. we're talking school delays but especially on the roadways. it includes baltimore down through d.c. down towards fredericksburg. i really don't expect much here and very interested to know why calvary county and st. mary's county i do expect snow and ice

for you. even though you're not in the advisory i still expect you to see problems down there. look at the radar. nothing showing up there now. one area around norfolk, another down around raleigh and back to the west this will all fill in as our area of low pressure strengthens. it won't be a very powerful storm at all, but it won't take a lot of snow overnight to cause big problems. just the cloud cover. 4:00 a.m. here comes the snow from the south. notice mostly down around the northern neck this computer model still does not bring an end to d.c. many of the other ones are bringing the snow closer to the district. because of that, i have upped our totals just a little bit. dusting to an inch along the d.c. area leesburg frederick, winchester maybe some flurries but i'm not expecting much at all for you folks. down to the south. maybe 1 to 2 around waldorf, into portions of calvary county and portions of st. mary's county but southern st. mary's
