that area to stay off the roads because of the freezing rain there. new jersey transportation leaders are also warning of black ice on the roads. yikes. >> what a terrible scene there. welcome back to "news 4 today" on this sunday morning. i'm adam tuss. >> i'm angie goff. glad you can join us. we want to check back with storm team 4 meteorologist chuck bell. already in our area the weather makingist pretty tricky for drivers on the road. >> the heavy rain across southern maryland is having a big impact on your sunday morning. slow down everybody. leave a lot of distance between you and the car ahead of you and keep the wiper blades and headlights on. it will be a sloppy go for the next couple hours in southern maryland. the heavy rain will be out of here about lunchtime. the worst of it will be over in about another two hours or so. for now it's really coming down in buckets across much of st. mary's county from waldorf southbound to st. mary's county

full page ad in the washington most. >> family and friends will say good-bye to the woman who lost her life because of what happened last week. news 4's darcy spencer is life at l'enfant plaza with more. >> reporter: good morning. this ad is appearing in this morning's metro section of "the washington post." here it is. it is not only an apology, they also thanked the first respond rs who risked their lives responding to that incident and they're promising a thorough investigation. let's take a closer look at that ad now. it apologizes specifically to the family of carol glover who died as a result of this underground emergency that happened nearly one week ago, but also apologizes to the thousands of riders who were impacted that day. there is a promise by metro to address any interim recommendations that could come from the national transportation safety board which is the lead on this investigation. d.c. released its initial report yesterday confirming there were major communication problems among the first responders and

communications at l'enfant plaza specifically were non-existent and especially right there in the tunnel. >> huge rescue effort underground, 800 foot down in the tunnel with zero visibility. >> carol glover is the woman who died as a result ofold. she was the mother of two adult sons described by everyone as a hard working, lovely woman who loved her family. she takes metro to work every day and did not make it home that day. a memorial service is being planned for her tomorrow. it's going to happen at washington's capitol hill baptist church. it's set to get under way at 10:00 this morning. i have not had a chance to talk to a lot of riders this morning about the ad but one rider told me this morning when i asked her what she thought about the ad

that was taken out by metro, she simply said said it's not good enough. we're reporting live this morning from l'enfant plaza, darcy spencer, news 4. >> in the week ahead there will be a congressional briefing to discuss what happened inside l'enfant metro station. two reports have been issued on last monday's deadly incident one from the mayor's office on firefighter response and another from the ntsb about what caused the smoke. d.c.'s delegate eleanor holmes norton called for the briefing with the ntsb and that will happen on wednesday. >> if you can't get your hands on "the washington post" but would like to check out metro's apology swrerks the ad on our app. right now there is a $3,000 reward for information about a murder suspect in howard county. in elk ridge police say this man, timothy fuller killed his sister-in-law and set their house on fire to try to cover it up. stacy fuller and four dogs died. her husband also 4ri6d in that

home but he wasn't there at the tile. investigators believe fuller is driving a 2005 white ford focus with maryland tags 9fem32. if you see him or the car, call 911. state of the union address is coming up in just two days. we learned that president obama will make tax reform a big part of its speech. the white house released more information about the president's proposal to cut back taxes for the middle class. it would involve tripling child care benefits and increasing credits for families in which both spouses work. at the same time taxes will go up for couples who make more than $500,000 a year. the so-called trust fund loophole will be closed. it amounts to a tax break on inheritances for the richest 1% of americans. we continue to follow a developing greek police detain four sus spkted terrorists in athens. yemen police arrest twod french citizens suspected of being members of al qaeda. this follows new anti terrorism efforts following that deadly

attack at the french satirical magazine "charlie hebdo" in paris. this morning the iowa whoit county virginia website is back to normal following this hack. here is what the site looked like on friday. you can see the words "i love isis" at the top of the page and the pictures beneath it. a county spokesman says he doesn't know why hackers could target their site. this happened days after the military's twitter and youtube accounts were hacked. big changes could be coming to prince george's county schools. the chief executive officer has proposed changes to boundaries grade structures and programs at several schools. on wednesday you can let the board know what you think about those proposed changes. the meeting is at 7:00 p.m. also this week you can share your opinion about a proposed change in school start times at montgomery county public schools. there are two public forums on thursday at the carver educational services center on hunger ford drive in rockville.

the first hearing begins at 3:30. the second one starts at 6:30. superintendent joshua star wants to push back the start time for high school students from 7:25 to 8:15 in the morning. the move would also have middle school students in class ten minutes earlier. later this week the montgomery county council will discuss a new bill to limit the use of e cigarettes. the bill would prohibit them in public spaces anywhere traditional cigarettes are banned. it would also require child proof packaging and promote anyone 18 and under from smoking e cigarettes. excitement is growing over the u.s.'s new relationship with cuba. there's new concern over whether cuba is ready for an influx of american tourists. meteorologist chuck bell has his eye on storm team 4 radar.

point in changing the relationship between the u.s. and cuba. >> a group of congressional democrats is on the island right now working with cuban officials. nbc's dan shenaman has more. >> reporter: six u.s. lawmakers arrived in havana. >> we've seen a remarkable change in he lagses between our countries. >> reporter: just last week the administration loosened regulations on travel to the island nation allowing a lot more americans to go a lot more easily. it's a green light for educational groups cultural groups journalists, medical and religious organizations as well as family visits. >> i think that intellectual exchange cultural exchange artistic exchange is always wonderful. >> reporter: the concern is growing over whether cuba is ready for influx of american travelers. from restaurants to hotels many worry cuba simply doesn't have enough amenities that americans

welcome back. this week police in europe arrested dozens of terror suspects following the deadly shooting in paris. >> the violence was triggered by the satirical magazine "charlie hebdo's" controversial cartoon depiction of the prophet muhammad. "meet the press" moderator chuck todd joins us with more. you spoke exclusively with the editor in chief of the magazine. he was unapologetic. >> unapologetic but tried to offer the explanation of what he says is the editorial line that he draws when it comes to satirizing religion. he said they only choose to sat

rise religion when people are trying to use the prophet muhammad jesus, as ways to advance a political and en dachlt he says they are not mocking believers, he's trying to draw that line. a lot of people don't view there is a difference between doing that. that was his explanation, they're not attacking people that believe, that have faith. they're only attacking those that are trying to use it for political purposes. i understand the nuanced argument but it is a tough one to set sell to folks. >> we've seen more protests erupt as well as more terror plots foiled. when we're talking strategy and what the u.s. is doing to avoid these near misses are we at a point where we need to change strategy? u.s. officials have admitted that. >> there seems to be one piece of a strategy that has never really worked is an old phrase i'm going to borrow from vietnam, hearts and minds. that's the missing piece.

we kill a lot of the enemy, but we haven't defeated the enemy, the radicalization part of it. the question is why. why is it that they can cut off a snake head and four other groups pop up. it's been constantly a problem, and it moves around so the name has changed but the ideology is the same. i think we're now at 14 years of this. so the hearts and minds aspect of it when you hear the president talk about it hear others talk about it but there is this feeling that there isn't a lot of good answers right now. >> president will be doing a lot of talking on tuesday, state of the union coming up. what do you expect to hear? >> we know what he's proposing. a tax increase on the wealthy to pay for some benefits for the middle class. it feels like a campaign speech to be honest feels like a flashback to 2012. he wanted to be the candidate of the middle class, make mitt romney the candidate of the rich. in this case he's almost trying to split the party as little bit that way. but whether any of this can get through a republican congress that's why it seems like it's --

let's just say, very aspirational but no blueprint for how it gets done. >> you're talking about 2016 obviously. mitt romney is going to be a subject again. are we looking at a situation where we're hearing romney and hearing clinton and bush where it's going to be a past versus future setup? >> romney clinton, bush paul the son of somebody huckabee it's a lot of reruns. i think you're seeing a split inside the party. you saw these governors who by the way in 2007 some were county officials and city officials and didn't have elected jobs just when mitt romney and hillary clinton started running for president. i think there is that feeling particularly inside the republican party, how does it express itself? there's romney itself where even establishment figures who liked him are thinking boy, three times, that's probably one too many. >> chuck, thanks for joining us.

airport. so about as cold as nasty as it can be. i've been following the dew point number very carefully. now this is above freezing our threat for freezing rain has completely come to an end. my colleague veronica johnson posted a picture on our facebook page of iciness on the roads in howard county. be careful in the next couple hours. rain-soaked roads are also very slippery. this young man has his coat umbrella doesn't have his hat on. if he's going outside, mom will put it on there. latest on the forecast for the remainder of the day, follow me on twitter @chuckbell4. again, there's two chances for rain. this big push of moisture coming from the south. this is the heavy, industrial strength rain for this morning all on the western shore of the chesapeake bay, lower shore, out to delaware and new jersey. this is a lot of rain. places have already had an inch of rain and more to come. this is going to get worse before it gets better across st.

mary's county mechanics ville, hughes ville, all socked in with the raindrops for this morning. meanwhile, barely a drop from leesburg westbound to the blue ridge and the shenandoah valley. rainfall amounts, over a third of an inch in washington. closing in on a full inch just since midnight and the rain is adding up quickly across all these locations. our computer forecast model still cranking out another half inch to maybe another additional inch of rain with this system. again, there's our high resolution computer model over the next couple hours by noontime 1:00 the heaviest rain moving away. there's the weather front coming through, 3:00, 4:00 5:00 which could ring out a shower or twochlt temperatures are in the 30s to near 40. will rise into the low and mid 40s. seven-day forecast time, another chance for an alberta clipper coming our way as we get into the day on wednesday.
