tom kierein is in the "weather center". >> because snow will be arriving but you not until later today. right now getting a little bit of a mix of some snow, sleet and freezing rain here in west virginia. and then ohio, northern part of ohio that snow. this is just the leading i think of the system that will be arriving later today. but most of this is passing west of us through the shenandoah valley panhandle of west virginia over another few hours. but not into the metro area until later today. where we have all of these counties in color under a winter weather advisory until 6:00 p.m. includes the metro area extreme northern virginia, fairfax and allow tonloudoun. south are there, mostly rain. it develops late in the morning. heaviest of the snow between noon and 4:00 p.m.. expect some delays occurduring the afternoon commute. mostly rain south of the metro area. a coating to an inch at the most across northern virginia. farther to the north, northern montgomery county, northern loudoun may get an inch or two.

leading cardiovascular surgeon at brigham and women's hospital. police say the gun than went to the doctor's office to talk to him. they got this to a fight and that's when shots were fired. right now there is no motive. the man arrested in a high profile murder case of felicia barnes is free. a judge dismissed all charges against michael johnson yesterday afternoon. he ruled the evidence against johnson was insufficient. 16-year-old barnes was from north carolina. she did disappeared in 2010 while she was ris itting her sister in baltimore. she was found months later floating in the susquehanna river. johnson is her sister's ex-boyfriend. he was arrested and convicted. but that conviction was overturned and he was granted a new trial. johnson's lawyer says her client has maintained his innocence from day one. >> we absolutely firmly believe that the court did the right thing in this case and that justice was done. and we are very very thankful. >> baltimore state's attorney says the court had no jurisdiction to grant the acquittal and plans to appeal.

system approaches us bring something snow and rain our way. right now the storm team 4 radar showing some snow and rain and sleet out in west virginia. areas in green and gray and pink. that's where we're getting the wintry mix. closer to the metro area maybe getting a few flurries northern, western suburbs. most of this will be passing north and west of us through the morning hours. and then it's later today, here is the timing on any accumulating snow. this is about 10:00 in the morning, some of that begins to move into the northern shenandoah valley panhandle of west virginia. then that spreads east between 11:00 until 3:00 4:00 in the afternoon. south, it will be a mix of some snow and rain around the metro area. this area in the green an pepg. but pink. but it will stay all snow for the afternoon from around noon until around 3:00 4:00. but then it's all gone and heads off to the north and east by around 6:00 p.m.. after that we'll have a mostly cloudy evening and it will freeze back up again overnight tonight. so mostly rain south of washington a little bit of a

mix in the metro area. may leave us with a coating to an inch by the time it ends. and north and western suburbs may get 1 to 2 inches. farther to the north, western howard into frederick, washington county panhandle of west virginia could get 2 to 3 inches. some of the high spots might get as much as 3 to 4 inches. and then it's gone. temperatures are below freezing. just a few scattered flurries north and west of us. we're showing our cloudy sky there now live view from storm team 4 city camera. temperatures will be in the upper 20s by 8:00 a.m.. low 30s as the snow and rain moves in around noontime. mid-30s by late afternoon. so a lot of it will be slushy on the roads and much of the accumulation will be on grassy areas. and then patchy ice tomorrow morning with temperatures in the 20s. 40s tomorrow afternoon and partly cloudy. could get another round of snow friday night into saturday. may mix with some rain as well, saturday. sun back sunday. another chance of snow on monday. so we'll have a busy pattern

confirmed surveillance cameras at the vice president's home did not capture any images of the gunman. the post says those cameras were not aimed at the road where neighbors heard a car speed away after shots were fired. the secret service says all security measures were fully functioning at the biden's home in delaware this weekend. new this morning, a report calls out states for not doing enough to he said tobacco use. the american lung association graded all 50 states on tobacco policy and in 2014 no state passed new smoke free laws or increased tobacco taxes. here in our area d.c. maryland and virginia all received an "f" for smoking prevention but both d.c. and maryland got an "a" for smoke free air. the lung association is urging governments to help bring smoking rates below 10% by 2024. the department of justice has reached a settlement with a woman after creating a fake facebook page. federal drug agents used information from her cell phone to set up a fake facebook page

in prison for corruption. the "washington post" reports the probation office puts the sentencing guideline range between 5 and 6 1/2 years. she'll be sentenced next month. bob mcdonnell was convicted on 11 corruption counts. he's appealing his case. he was sentenced to two years recently and will report to prison by february 9. a virginia delegate is the center of a new criminal investigation. delegate morrissey is serving a six month jail service for a misdemeanor conviction. a new investigation deals with allegedly fraudulent documents that were presented at morrissey's sentencing. i have no more comampaigns to run. my only agenda -- i know because i won both of them.

you understand president obama's speech is mark murray nbc's senior political editor. appreciate you getting up with us. >> great to be here. >> let's talk economy. president talked a lot about that last night, in particular about middle class tax cuts. republicans controlling both houses right now. is that going to happen? >> i'm a very optimistic and cheerful person by nature. but, no that's probably not going to happen. precisely for the reasons you mentioned. you have republicans control the house of representatives, united states senate. they're not going to go along with any of this. but one way i was looking at the speech, president obama kind of passing the baton to the rest of his party saying these are the initiatives that we're not going to be able to get the remainder of my presidency but we should next time we have political power once we control congress. things that we should actually shoot for. and he was almost trying to recalibrate his party and saying these are things we need to campaign on. so for example when it comes to taxes, we should roy taxould provide

tax cuts to middle class and raising taxes on the wealthy. >> a lot were excited about the proposal to provide free community college. sounds good especially for the middle class. how will funded? >> one of the reasons is the higher taxes on the wealthy. the total package is about $60 billion. and just like with the tax proposal it's not going to go anywhere. but yet again, this is a way for him to be able to say to our party these are the things we should be for. one reason president obama is talking about this, he made the analogy that there is free public education in high schools, ypwhy not get two more years at least for people who qualify to be able to have an educated workforce going forward. so this will be something i wouldn't be surprised if hillary clinton if she runs campaigns on as well as democrats along the line. and when they have power try to pass it. >> but in the short term for regular folks out there who watched the speech who want these things to be happening,

the main event is still west of us. that will be tracking near us by later today and bringing us some snow. so we do have a winter weather advisory all these counties in color, northern virginia, the district all these counties in maryland and into west virginia this is in effect until 6:00 p.m.. it's snow developing late this morning. heaviest between noon and 4:00 p.m. when we could have a little bit of delay activity as we get in to the afternoon hours. here is the timing. snow arriving in the northern shenandoah valley accumulating snow. thatment won't be until 9:00 10:00. and then most of it passes just north to the metro area. most of it is done by around 5:00 or 6:00 p.m.. overnight tonight, we'll have it refreezing. so a coating to an inch away the metro area. rain farther south. and then farther north and west maybe 2 to 3 inches north and west of the metro area. mountains, higher spots may get as much as 2 to 4 inches. temperatures right now in the

crime spree. horace white is accused of breaking in to an elderly couple's home. when the couple walked in he stabbed the 84-year-old man and abducted his wife. he forced the woman to drive to an atm to withdraw money. white faces several charges including abduction and carjacking. two people are recovering after being injured in a fire in northeast d.c.. no word yet on what caused the fire that gutted the building. took 45 firefighters to get control. we're told a neighbor ran inside and rescued 9-year-old89-year-old rut will why ams and her tod new efforts announced to help young black and latino male students. the program is designed to boost individual achievement and reduce racial disparities in d.c. schools. the school district says 43% of students are males of color.
