still a lot of work to be done. this is a massive effort and will take days to complete. >> yesterday was the first day investigators were able to enter the house. it had to be shored upafter three stories collapsed into the basement. today we will find out whether a man accused in three high profile murders will be hospitalized to evaluate his mental competence encities. this morning prosecutors will ask a judge to hospitalize charles severance to see whether he is competent to stand trial. last month severance displayed a rude gesture when a judge ordered a mental competency exam for him. the findings of that report will be revealed this morning. a there says he is difficult to evaluate because he refuses to cooperate. prosecutors say that is no reason to find him mentally incompetent tent to stand trial. severance is accused of killing nancy dunning, ron kirby and ruth an ladato during a ten year period. today the man accused of plotting to bomb the u.s. capitol will be arraigned.

270 at clarksburg a little bit of fog here in this germantown area. so be careful of that. 66 and 95 in virginia no problems this morning. prince george's county also looking quite good. nice and green, lots of movement. i'm back at 4:41. it's 4:33 now. what started as a vigil for a teen killed in a recent shooting in southeast d.c. turned to panic. the crowd gathered to remember a friend. five or more shots were heard as the vigil ended about 7:45 causing people to run away and police to start to search for a shooter. the vigil was being held for philip jones who was shot two weeks ago on martin luther king skrr oig avenue jr. a s friends are in disbelief. >> that's redick clus. shoot at a vigil? that's gone too far. >> d.c. police are asking anyone

with information are on that shooting to contact them. today the archdiocese of washington will host a march for life rally and mass. more than 28,000 people are expected to attend the annual event. they will take place at the verizon center and d.c. armory beginning at 7:30 this morning. you could be affected by the rolling road closures throughout the day. here is the march route so you can see the area to avoid. it is now 4:34. republicans will not be debating a bill banning all late term abortions. objections there gop women and other lawmakers have left republicans short on votes. republican leader pass planned to push the legislation through the house today. this is timed to coincide with the annual march for life rally we just mentioned. instead the house will debate legislation banning taxpayer funding for abortions. i'm richard jordan at the live desk. new this moing, a top u.s. navy official in guantanamo bay has now been reassigned. captain john nelgtsson was

states. >> hogan was sworn in amid the snow yesterday. it was a pretty scene. he did not mention the budget in his inaugural address but we're expecting significant budget cuts with maryland facing a $750 million deficit this year. transportation and education could be affected by the budget this year. news 4 iteam reporter scott mcfarland reached out to public school leaders. they say they're prepare to go eliminate as much as 500 teaching jobs if they're hit by significant budget cuts. the change would mean your child's classes would have two extra students on average. also in montgomery county, your children's school start time may be changing. today you can give your thoughts on the proposed changes at two public hearings. montgomery county school looking at adjusting bell times. this comes after national research shows that teen brains don't function as well early in the morning. the meetings will be held today at the auditorium at the carver educational services center in

apartment complex in edgewater, new jersey. the smoke could be seen across the hudson river. that a look at those massive flames that erupted last night. an parts of the building collapsing, crumbling to the ground. there were 175 units in the building about 300 residents. fortunately everyone was able to get out. there are no injuries to report. but to youu you do have several people that have to find another place to stay including the announcer for the new york yankees. he found a hotel room he could spend the night in. this morning there are schools closed many roads have been restricted. still no cause behind this fire here, but pretty iconic that 15 years ago at that same site there was a construction project under way and there was also a fire there. we'll be watching for developments here throughout the morning. 4:46 now. working smoke alarms helped save an arlington family from a house

fire. you first saw this video as breaking news yesterday morning here on "news 4 today". two people had to climb on to the roof of their house after flames quickly engulfed their home. rescuers used ladders to get the people down. they were rushed to the hospital and treated for smoke inhalation. we're told they will be okay. the north arlington home had extensive damage. yet on the cause. right now there is a group of diplomats in cuba to negotiate the country's ties with the u.s.. it is the biggest u.s. delegation there in decades. they're expected on discuss new embassy this isies in both countries including right here in n. district. they will also talk about immigration which the u.s. coast guard is already working to enforce today. super bowl xlix less than two week away and one of the teams will hold a press conference today. patriots coach bill belichick will probably face questions about the afc championship and nfl source tells nbc sports that

the chimney of the came bridge place home. yesterday the owner decided to call police and they determined that it was in fact full of gunpowder. yikes. so they called the fire department which then called a military bomb team. we spoke to a neighbor who has seen the actual cannon ball. >> it's about this big in diameter and it has solid metal exterior. and i thought it was just solid shot. >> the cannon ball was packed into a metal tube and taken to virginia for further analysis. thank goodness they took out that cannon ball when they did. let's turn to tom. some places still cautious about ice. >> and some fog away. and we have a few flurries coming through, as well. maybe a little bit of freezing
