week's deadly underground emergency. >> among them train operators will now be able to turn off ventilation systems and there will be new signs for first responders. >> transportation reporter adam tuss spoke with metro officials today about these broad changes. >> reporter: the news of the day here metro is making immediate safety changes in the wake of the deadly l'enphant plaza smoke incident. we have the changes right here. now, metro says it's not being directed to do this by the ntsb just doing it on its own. now, here's some of what we know will be happening. train operators will be able to cut ventilation systems to their train on their own without getting permission from the central command office to do that. these ventilation systems are pretty much like the air conditioning or the heater on your car. trains will get new markings on the outside explaining where emergency doors are. metro wants a report on installing smoke detectors throughout the system. metro interim general manager

also talked today about signage that is already posted in trains. >> we have over the last year or so made improvements in the communications we have on the trains for employees and for customers to know what to do in the vent ofevent of an emergency. i just encourage our riders to read this type of information on every railcar we have. >> reporter: my next report at 5:00, the head of the union that represents metro's front-line employees talked to news4 and says more needs to be done than just these safety changes. adam tuss news4. they lost children and parents in one dramatic tragedy. today four parents in mourning speak out as work continues to recover those lost in the annapolis mansion fire. news4's darcy spencer is looich now live now with this update. darcy? >> reporter: that fire scene is right here behind me down this private driveway. this is as close as we can get to the scene right now.

yesterday we reported that cadaver dogs had found two bodies in that debris. what we learned today is they alerted on additional remains deeper into that debris field. today that's the focus of the investigation, finding those additional bodies. as you've said the family issued a statement today. it is heartbreaking and they have identified the children who may have died in the fire. for the first time we are hearing from relatives of the victims who are feared dead inside this charred debris where a multimillion-dollar mansion once stood. the early morning fire may have claimed the lives of the owners don and sandy pile and their four grandchildren, 8-year-old lexi boone and 7-year-old katie boone as well as 8-year-old charlotte boone and 6-year-old wes boone np in a statement the family says, we wish to express our gratitude and appreciation for the love and support being shared with us during this tragic event. we are blessed that so many family friends, and neighbors have come together for us in our time of need. the statement comes a day after

authorities announced they had recovered two bodies while searching what's left of the mansion. atf officials tell news4 cadaver dogs also detected additional bodies in the debris. the atf national response team is now in place. using those cadaver dogs and accelerant detection dogs as agents continue to search far cause. >> they know what they're looking for and they've got agents sifting through all of the rubble and we'll be able to officially find something in what might just look like to the common eye as a pile of ash. >> reporter: on news 4 at 5:00 we'll have the latest on this investigation including the special software that is being used down here at the fire scene and what are the potential options in terms of what caused this fire. live from annapolis, darcy spencer, news4. big changes in the weather. storm team 4 is tracking them. >> let's go straight to storm

team 4 meteorologist amelia segal and the weather scene. anythings are about to change for the worse on us. >> exactly right. rain and snow to move into the area not tonight but tomorrow evening between 7:00 p.m. and 10:00 p.m. first here's the current temperatures. we're a good ten degrees warmer than this time yesterday. washington coming in at 48 degrees, storm team 4 radar dry right now and it remains dry tonight and for a good portion of the day tomorrow but it's this system that's moving through the gulf that will impact our area tomorrow evening and during the day on saturday. its arrival time on future weather at 7:00 p.m. the pink is rain and snow, the green is rain the numbers, the temperatures you can see as rain and snow moves into the area temperatures largely stay above 32 degrees. so tomorrow evening roads remain wet, not necessarily icy. now, when does the system leave? i'll let you know in about ten minutes. virginia governor terry mcauliffe is back at work today after being released from the

hospital. he tweeted pictures today of him surprising children taking a tour of the executive mansion. while on vacation over the holidays he broke several ribs after being thrown from a horse. on monday, mccauliffe wasized for shortness of breath and had fluid removed from his lungs. a man in his 70s has died after a fire in arlington. dennis lee was the only person inside this house on south randolph street near walter reed drive this morning. the home did have smoke detectors but it's not clear whether they were working. our pat collins will have more about the life of mr. lee coming up right here at 5:00. a state senator from our area is making a push in richmond to decriminalize marijuana. adam ebbenen says his legislation is about responsible adults not being overpenalized. >> millions of americans use marijuana and we'll got to start having our laws reflect reality,

prohibition on alcohol was not something that worked so reducing it to a civil penalty is a step in the right direction. >> the aclu, the naacp, and the national organization for the reform of marijuana laws joined eben in calling for decriminalization. accused serial killer charles sevrens is headed to a hospital. kor kor was in the courtroom during today's herring. he made several outbursts telling the judge husband attorneys don't represent him. he's not cooperated with doctors in the passed. he's accused in murders of nancy dunning, ron kirby and ruth ann lodato over a ten-year period. the ohio man accused in the capitol bomb plot just pleaded not guilty. christopher cornell was arraigned in federal court in cincinnati about 930 minutes ago. the fbi said he planned to set

off bombs at the capitol and shoot people when they tried to escape. if he's convicted on all counts he could spend 30 years or more behind bars. you will soon face more toll lanes on interstate 66 both the inside and outside of the beltway. i'm scott mcfarlane at the live desk. new pictures just released by the fbi. local agents searching for a serial bank robber in northern virginia calling him the forever loyal bandit. a series of bank robbers last summer he wore the same hat and twice wore a shirt with the words "forever loyal" on the chest. an fbi official tells us the robber didn't show a gun but passed a note to the teller demanding the money. he hit two capitol one banks and a suntrust bank and attempted to rob a, be bb&t bank all in falls church.

people in new jersey are start over after a massive apartment fire. it broke out yesterday afternoon. many people were at work or school. everyone got out without serious injury but hundreds have lost their belongings and their homes. coming up, a closer look at the fire and how it's impacting more than just the people who lived there. lawyers for boston bombing suspect dzhokhar tsarnaev just filled out their questionnaires. 85% of the jury pool thinks their client is guilty and/or has a personal connection to the events of that day. the opening statements set for monday were postponed today because the jury has not been seated. breaking news out of foxborough massachusetts. new england patriots quarterback tom brady is about to adesz accusations he played with improperly inflated footballs during the afc championship. his news conference set to start live. we'll have that for you.

footballs in that game against the indianapolis colts. you're looking live at the scene where the news conference will take place. earlier today bill belichick said he didn't know how the footballs became deflated during that game that fot got his team to the super bowl but declined to answer a lot of questions saying he didn't know a whole lot about this. some folks are saying he threw tom brady under the bus today. the nfl of course is investigating. we'll bring you this news conference just as soon as it begin begins. in montgomery county school start times are being debated at a sboortd meetchool board meet right now. joshua starr supports changing start times but is concerned about the cost of transportation. a second public hearing starts at 6:30 tonight. the move comes three months after fairfax county adjusted its bell schedules. we want to warn you right now about a cleaning product recalled because the bottles were mislabeled.

about 83,000 bottles of the mean green cleaner and degreaser are being recalled because the label says the products don't contain ammonia, but they actually might. if ammonia is mixed with bleach it can release toxic gases. the products were sold at stores like walmart and dollar general nationwide last year. climate change is real and not a hoax according to the u.s. senate. members voted 98 to 1 yesterday to pass the keystone pipeline amendment saying just that. the message was designed in part at a jab of senator james inhofe of oklahoma because he questions the science of climate change. he and other republicans struck back saying climate change is real but not that it is man made. potentially dangerous chemicals are paking the investigation of a plane crash tough for firefighters. this happened in central florida this morning. a small plane crashed into a

warehouse. a massive fire erupted. it's home to some explosive chemicals. no one was inside this warehouse at the time. a spokesman said two people on board the plane are believed to have been a student and instructor. there's a lot of digging out today in north texas. more than a foot of snow fell in part of that panhandle. schools are closed in amarillo. crews are working to keep the roads clear and free of ice. hope is on the way. the sun is spoeed to come out from behind the clouds tomorrow. but it could be bad news for us. that same storm system is expected to move up the northeast. amelia when whst it going to hit us? >> between 7:00 p.m. and 10:00 p.m. tomorrow evening. there's a 100% chance we're dealing with rain or snow starting tomorrow night and throughout the morning and midday hours on saturday. but overall during the day tomorrow the weather having very little impact on your day,

supposedly alter the balls? >> i didn't have have any -- i didn't alter the ball at all. i have a process before each game where is i go in and take the footballs i want to use before the game. our equipment guys do a great job of breaking the balls in. you know they have a process they go through. when i picked those footballs out, at that point, you know, to me they were perfect. i don't want anyone touching the balls after that. i don't want anyone rubbing them you know, putting any air in taking any air out. to me those balls are perfect and that's what i expect when i show up on the field. that happened obviously on sunday night the same process i always go through.

i didn't think anything of it woke up monday morning and answered a question on the radio about it and that was it. >> this has raised a lot of uncomfortable questions around the nation for people who view you as their idol. the question they're asking themselves is what's up with our hero? can you answer right now, is tom brady a cheater? >> i don't believe so. i mean i feel like i've always played within the rules. i would never do anything to break the rules. i believe in fair play. i respect the league and, you know everything that they're doing to try to create a very competitive playing field for all the nfl teams. it's a very competitive league. you know every team is trying to do the best they can to win every week. i believe in fair play and will always for as long as i'm playing. no. everyone's obviously trying to figure out what happened. i think that's the main thing over the last couple days trying to figure out, you know, what happened. as i said i -- you know, i was as surprised as anybody when i heard monday morning what was happening. i think over the last few days people have been trying to fig yourt, as the nfl is trying to figure out, part of the process and, you know, from when i saw the ball which was five hours before halftime, you know what exactly happened. >> tom-- dr. duval that he'd done anything differently than anybody else in the league? >> i'm not sure. i can only speak for myself. i think there's a process everybody goes through breaking in footballs and it's probably like a baseball mitt when you're a kid. i try to explain that to my friends a lot. when you use it and that's your equipment, a football is something that i handle on every play. i want to be very familiar with

the equipment that i'm using just like my cleats just like my helmet just like my, you know pads. you go through the process of breaking in the balls and getting comfortable with them. i choose the balls i want to use in the game and that's what i expect to go out on the playing field with. >> -- get the out of the way and take this head on with your teammates and everything get focused on the super bowl. >> well, you know that's where the importance is as far as i'm concerned. i know this is a very important thing and that's why i'm here addressing it. i know my teammates, you know, we've accomplished something really special gettinging to this point. i don't like the fact this has taken away from some of the accomplishment of, you know what we've achieved as a team. and i think hopefully our best is still to come. so we're going to work as hard as we can over the next ten days

to put nours a great position to be prepared for the game. >> would you know the difference tom, from a, quote, unquote, underinflated ball to an overinflated ball? and the ball you used in the first half did you notice a difference in the balls you used for the second half? >> i didn't -- from the first half to the second half i didn't think twice about it. i don't put one thought into the football at that point. once i approve ball, that's the ball i expect out there on the field. it wasn't a thought, inkling, a concern of mine that, you know they were any different. i assumed they were exactly the same first half second half. >> there you have it tom brady quarterback for the new england patriots heading into the super bowl in nine day, did not altar the balls. he said last saw them five hours before halftime and again he

treats it as a piece of equipment, he has to break in the balls he said but he didn't believe -- he's always played by the rules he said and always believes in fair play. >> let's go to diana at the live desk. he says he respects the league and believes in fair play. >> he does and he said he didn't think twice about it after that first half. you know you heard the reporters ask him if tom brady is a cheater and he responded, you know i do not believe so. i play within the rules. and hope that i always have. everyone is still trying to figure out what exactly happened between four hours before the game started, when the refs said that all the air in the ball was at the correct weight, and then at the second half when it changed from 13 psi to 11 psi. so something happened between that time when the refs approved the balls to when they then measured them again and at that second half it was down to 11.

right new at 4:30 metro makes moves to help riders feel safer during their commutes. today officials announced a

series of safety changes. it's all in response to the smoke incident that left one person dead last week. train operators will now be able to turn off train ventilation systems and there will be new signs for first responders. >> and we are hearing today from the relatives of those who died in that mansion fire in annapolis. the boone and pyle families released this statement thanking the community for the support they've given during this time. two adults and four children are believed to have been in the house at the time. the remains of two people were found yesterday. and welcome back at 4:30.i'm jim handly. >> i'm pat lawson muse. 42 years after the roe vs. wade supreme court decision advocates on both sides of the emotional abortion date debate are here in washington to march and rally for their beliefs. today's marches and rallies coincide with anti-abortion action in congress. >> and along with the calls to save the unborn there is a new

push to combine forces with an effort to save children from gun violence. steve handelsman has our story. >> share the conviction that every life is a gift. >> reporter: it could change an institution. the annual march for life in washington against abortion. on this 41st year a giant of that movement reverend rob shank, is calling for a wider focus against gun violence. >> that is itself a form of abortion. it's aborting life. >> reporter: the school kids gunned down in newtown, the massacre at the theater in colorado and the gun accidents that week that devastated families made shank decide his right to life movement has to get involved. >> to me it is an emergency, it is a crisis. >> reporter: nearby the house debated abortion. >> vote to protect life. >> reporter: conservatives wanted a ban on abortion after 20 weeks. opponents disputing the claim that fetuses that young are viable. >> junk science, junk science, junk science, flatout lie.

>> reporter: and moderate gop women got the bill pulled a loss for shank. do you worry that focusing now on gun violence in america will detract from your message about abortion in america? >> i don't think so. i don't think so. >> reporter: marchers today are divided on that. >> i think the two relate because it is honestly all about the love and respect for human life. >> if you ask anybody here against gun violence they'll probably say yes, but we're here to protest abortion today. >> reporter: in a nation where the number of abortions is going down but deaths by firearm are going up. rob shank says he wants ap ss anti-abortion activists to take a new look at the gun issue and wants longtime backers of gun control to reconsider abortion. steve handelsman news4. big issues for maryland residents on the table as governor larry hogan takes his first steps in office. today he revealed a $16.4 billion budget that includes cuts to education and funding for metro's planned purple line.

news4's chris gordon will have more on how this budget could impact students and parents in montgomery and prince george's counties along with plans far new hospital. that's coming up at 5:00. we're getting a closer look at the progress on the mg mx casino at national harbor. until now, most of the work has been underground, but now tower cranes are being put into place to get the foundation ready. the billion-dollar resort is designed to be a green building with minimal fossil fuels and carbon emissions used. right now it's a dirt lot with construction vehicles but in just a couple months the first level of the garage is expected to be in place. a casino is expected to open in 2016. a man in the district surely did not count on clear surveillance cameras when he walked into a bank. take a look at this guy. he's suspected of trying to rob the bank. he had a hat and sunglasses on his head but they did not cover his face. happened on new year's eve on k street. before the robbery, he waited in

line with other customers. he walks up demands money. the teller did not give him any. he walks out of the bank but police were not able to catch him. a competency hearing is going on for the alexandria man charged with murdering a d.c. corrections official. he was indicted last month for the murder of d.c. corrections official carolyn cross. details showed he didn't know cross but went into her apartment and attacked her with a wrench. a judge ordered an evaluation on the premise that he lacks the ability to understand the charges against him. the doctor's report is due in court by next monday. the major stretch of highway shut down when a bridge collapsed last weekend is now open to drivers once again. the closure caused commuting headaches but for one man the accident was more than an inconvenience. he survived almost being crushed by the collapsing bridge.

>> i was only going 45. >> reporter: as eric meyers looks through the pictures of what's left of the semitruck he was driving he can't help but to be thankful. >> crying with my daughter when i thought i'd never see her again and she'd never know her dad. she's only 6. >> reporter: he was driving on i-75 in cincinnati monday when an overpass that was undergoing demolition collapsed. he described what happened moments before. >> i was in the left lane. i slowed down. took a minute for cars to let me back in. if it wasn't for that there would have been cars under the bridge you know. it looked like it was three feet in front of me when it started to fall and i saw both sides -- it was so close i saw both sides just brake and start to fall down. i thought it was going to come through the windshield. >> reporter: thankfully it didn't. this grainy video from a traffic camera shows the moment the bridge begins to fall. meyers slammed into the overpass as the debris landed. he got out of the truck with only minor injuries.

raised and that more research needs to be done on the relationship between hormones and brain cells. when family pets are injured in an accident or when they suffer ill health it can be very difficult on a family. but it can be more devastating to the pets. now doctors in north carolina are improving the lives of several four-legged patients who were paralyzed after spinal cord injuries. nbc's erica edwards has the story. >> reporter: dogs love to run and play explore the world and often want to keep fetching and playing long after their mumen playmates get tired. so it can be difficult for dogs and their owners when the animal loses the ability to walk after experiencing some kind of traumatic spinal cord injury. doctors at north carolina state university are finding some success with two experimental drugs to get paralyzed pups back on their feet. >> it's absolutely a wonderful moment when you see an animal

suddenly take some steps. >> reporter: the study included 19 dogs. of those, three dogs showed improvement in bladder control and walking. >> good job. >> it wasn't a miraculous cure but certainly they had quite a dramatic change in their abilities while they were on the drug that would disappear again when we discontinued the drug. >> reporter: one of the drugs is called 4ap and is approved to treat people with multiple ske low sis. in large studies with people with spinal cord injury though it failed to show major benefits. she says future research will focus on whether it may work better for certain types of injuries. >> that's what we're now focusing on and maybe we will uncover something that will have relevance to humans. >> reporter: one puppy in the study showed a surprising side effect the ability to wag his tail happily when seeing his owners. erika edwards, nbc news. some educators have called it child abuse. we're talk about the common core

at 4. turning now to the weather, amelia and the snow. how will it impact us? >> we'll see it impact us tomorrow evening for the most part after the evening rush or right as it's winding down so that's good news. we are going to see some snow especially for those of you north and west of the d.c. metro area. those of you, though living inside of the d.c. metro area southern maryland, this storm system not having too big of an impact on your day on saturday. so here are your weather headlines. not one but two storms are in the forecast. the first one like we've been talking about arrives tomorrow evening, continues saturday morning and midday hours comes to an end around the early afternoon hours on saturday. that makes sundays a better weekend day for the most part sunday being dry. once we get into sunday night and during the day on monday tracking another system that will bring more rain and snow to the area. temperatures right now for the most part are in the 40s. washington near 50 degrees, coming in at 48. college park at 45. 43 in rockville after a cloudy start this morning, even some

doug but another storm system that impacts our area starting sunday night. >> yeah. the interesting thing about that is this first system looks like it wants to come a little farther west so let's talk about that what that means. as it s closer the coast, it will allow warmer air and more mild air to make its way back into the storm system. that's why we're thinking most of this should be rain even d.c. metro area. that storm bringing in that mild air so that does not allow the cold air in behind it so storm number two on monday which was looking like it could be all snow now also has a potential to be more of a rain than snow event. but it's something we're going to continue to watch here. one thing we know for sure storm track farther west means we will see more rain than snow but it may still accumulate as we're talking about highest accumulation you just mentioned off to west. >> unfortunately, those of you back to the west if you love snow looking for more again, not only on saturday but monday as well.
