zirjs right now at 6:00 another deadly report of a metro incident. the chief is firing back that criticism of the city's communication systems. >> 18 people forced out by fire and smoke. coming up on news 4 where firefighters think this blaze started at this green belt condo. >> and the skies are clear right now, but a new system could dump up to four inches of snow. amelia is tracking when and where. tonight we're getting new reaction to reports that communication issues slowed the response to metro's deadly incident attala font plaza.

i'm chris lawrence. the district is pushing back against metro's claims that firefighters had trouble talking to each other during the rescue attempt. news 4's derek ward is live in southwest with the mayor's response and, derek, the blame game continues. >> well you know there's going to be a lot of that going back and forth until we hear from the ntsb. they're going to be the ones that have the final say. this is all part of a mosaic of information that's coming out. you know this little unassuming piece of infrastructure here actually figured prominently into the early minutes of that whole incident, and we are learning this because of the information that is now coming out in this latest report. it comes from d.c.'s homeland skusht and emergency management agency. now, take a look at some video that we shot earlier. firefighters got here and saw two people that were self-rescuing themselves off of

a train. two of the rescues weren't made from here. this was all early on into that. as we hear from mayor bowser that the latest report looked at that early incident and whether the radios were working correctly in the tunnel and whether they could be n bac and forth machining firefighters. now, we've talked with her today. she talked about some of these things happening. some of the things that have brought up in this report already being addressed. let's hear from the mayor. >> we have -- had a protocol of inspecting the tunnels and the communication signals on a monthly basis. that's how we determined that there was a problem in lafont plaza days before this very unfortunate incident. since then i've called on a weekly inspection of the tunnels and actually by day's end we would have inspected all d.c. metro stations. >> and, you know early on there was some talk that perhaps some encryption issues among d.c.

firefighters radio frequencies and those used by metro may have delayed the communications or made them more difficult. now as we hear from the mayor earlier, she did say that perhaps there was some equipment there in the tunnel that may have had something to do with that. again, this is all part of the mosaic of information that is coming out. it will be up to the national transportation safety board to bring it all together in a final report which we are still waiting for. we are live in southwest actually over the tunnel where all of this stuff happened. eric ward news 4. back to you. >> a lot of questions still to be answered and people are demanding to get answers to those questions. winter storm watch is now in effect and you can expect freezing temperatures if you head out tonight. although it's not rainy or snowing, that's all going to change tomorrow night. meteorologist amelia shows us when this storm gets here. >> well chris, this winter storm watch is in effect for counties north and west of the d.c. metro. this is not going to begin until tomorrow night, and it's actually going to run through sunday evening. all of the counties here in blue western allowden western

montgomery northern howard frederick county are included in this winter storm watch. rain and snow arrive tomorrow evening. the storm system today mainly rain. temperatures weren't cold enough. colder temperatures with this storm system and we're going to continue to track it. it arrives at 5:00 p.m. temperatures you can see well above freezing but they will drop below freezing. i'll have more on the timing chris, and the snowfall amounts you could expect coming up in ten minutes. >> thanks amelia. 18 people will have to find a new place to stay after smoke flames forced them out of their homes. a two-alarm fire broke out in green belt and will et green shows us, a case of hoarding may have fueled the flames. >> fire forced six families to run out of the chelsea wood condominiums on green belt road with little more than the clothes on their backs. >> we had this loud beaningang on the door. we opened the door and it was just smoke coming out. everybody just grabbed a coat, and we ran out. >> reporter: the two-alarm blaze

broke out just before 5:00 a.m. when many of the residents in this three story building were sleeping. >> we woke up because we were smelling smoke. no one was seriously injured. >> the injured resident described as a man in his 80s climbed out of the window to safety. prince george's firefighters say the fire started in his terrace level condo where possible hoarding conditions existed and made it tricky to knock down the flames. that's fuel for the fire. it grew rapidly and extended up to the upper floors. >> we just thank god that we're out. life is more important than

son to the point that he took his own life. grant died in july. three days after he was fired from target. the wrongful death lawsuit alleges he was subjected to a so-called walk of shame. it's a practice some other target workers say they've also experienced. >> it's to humiliate and shame and cause extreme distress to the employee. while he was paraded through the store into a room and was interrogated there. he was then paraded back out through the store, put in a patrol car and taken to the pasadena police station. >> no criminal charges were ever filed against him. the family's attorney still doesn't know why he was fired. they say the young man had asberger's syndrome and may have been let go for a verbal altercation he had way co-worker. target says "our thoughts and sympathies go out to the friends and family of this individual. as this is a pendi litigation

so looking ahead cold tonight with the real stuff coming tomorrow. >> we'll have rain and snow arriving tomorrow night. then that's going to continue throughout the day on monday. monday night and maybe even last into tuesday. now, this storm system the snow totals they were off. you had either month snow or half of an inch of snow. this one i'm tracking sunday night into monday. it will be colder and we will have accumulating snow. wintry weather late sunday through at least monday night. we could also see some sw lingering during the day on tuesday. delays are likely on monday and potentially on tuesday as well. thursday and friday we are dealing with some rain snow in the forecast. temperatures right now in the upper 30s and low 40s. 43 in washington. most locations do get below freezing tonight. there could be some isolated icy spots from the rain earlier today. a little breezy at times overnight tonight. now, tomorrow limited sunshine. potentially to kick off the day. overall it's a cloudy day.

by 7:00 p.m. this is when rain and snow start to arrive for those of you in the winter storm watch. 6:00 p.m. here are the numbers. these are temperatures. the green is rain. the penguin is rain and snow. the blue is snow. washington still above freezing but temperatures will drop to below freezing as we track this system all the way out in the dakotas in nebraska. this is what's going to be bringing us rain and snow on monday. notice 7:00 a.m. that commute will be slow go. likely delays potentially cancellations. we continue to track namely the snow throughout the day on monday. monday night and then maybe even tuesday morning. i'll be post this on my facebook and twitter pages. d.c. metro, about one to three inches. southern maryland to northern. rain maybe just one inch. two to five inches for those of
