frigid morning. up like yesterday morning, we don't have that wind with us. during the afternoon right around sunset we'll have a bit of a win friday mix. a little bit of rain in the metro area. a little sleet and snow just to our north. and a greater chance for accumulating snow it looks like on sunday. hour by hour today, there is the sky over washington now. it's clear. we'll have a few high clouds by #:00 8:00 but still cold. jumping into the 30s by noon. low 40s by around 2:00 with those clouds thickening up. a little bit of rain in the metro area by 5:00 p.m. and a little bit of a mix maybe of some sleet and a little wet snow northern suburbs and up toward the pennsylvania border. and that will all be ending by mid evening this evening. next weather and traffic on the #s amelia segal joins us live with the 4 x 4. your what to wear forecast for the #brrs day. making progress repairing a broken water main at connecticut and r streets.

some roads are still closed. want to go to megan mcgrath with a look at the area you might want to avoid this morning. they're still working, megan. >> reporter: they are making progress. they have actually fixed the pipe and they're now in the process of filling in the hole, tamping down the dirt. so while we still have a closure, t street is closed at connecticut avenue hopefully that will not be the case for too much longer. the other good news here is that they have been able to restore the water to the businesses in the area. there was a restaurant and another building that lost water when this water main broke yesterday. so they have been restored. connecticut avenue is no longer i impacted but as you can see by this video yesterday it was quite a mess. so we are seeing some progress here. connecticut avenue if you generally use that you'll be fine this morning. r street still closed at that intercession but hopefully for not much longer. with more on the workaround

change exchange for the pilot. five minutes after the hour a lot of taxicab drivers are about to leave for richmond to request new regulations for uber. these drivers say they're not against ride sharing companies, but they're concerned they don't have the same proper safety rules. they're planning to talk to lawmakers at the general assembly about it later this morning. we're told about 200 drivers will be leaving from alexandria any minute now. today you can learn more about a plan to require paid sick leave in montgomery county.county is considering a new law that would mandate businesses to give employees an hour of paid sick leave for every 30 hours worked. employees could earn as much as 7 days of paid leave each year. the law would also require safe leave which is paid time off for those dealing with domestic violates. there is a public hearing tonight in rockville. new this morning, a bizarre story out of california. the chilling discovery in a suitcase and what police say was

there is more support this morning for the neighbors of the montgomery county air park who want to reduce the number of flights at the air park. and to close the airport each night at 11:00. now the maryland aviation administration says it would support those efforts. neighbors have been pressuring the county to review airport operations after a plane crashed into a house near the airport in december killing six people in gaithersburg. that plane was not on a training flight. a story warming hearts this morning. a woman in worcester, massachusetts gave birth to twins during this week's blizzard and it happened inside an ambulance. these twins were due on february 27. they wanted to play in the snow maybe. they were a little early. a lot early. paramedics made it just in time. they delivered little gabriel themselves before they could reach the hospital. >> and i could tell like he probably didn't deliver a baby

after math of a large fire in san francisco. take a look when the fire was burning hot late last night. is this a mixed use building. businesses lower level, apartments on the top. you can see the flames shooting out of the building there. the entire building engulfed. firefighters had to use the fire escape to climb up to the roof of the building. one person was rescued, but sadly this was a fatal fire. at the least one person died.

six people went to the hospital and about 60 people that live in the building are displaced. they have to find another place to live now. two nearby buildings were evacuated as a precaution you because it was just that one building there that sustained all of that damage. that is the latest from the live desk. 5:16. and new this morning, a call about a suspicious package leading to a disturbing discovery in san francisco. police say they found a suitcase full of dismembered body parts. police then searched the three block area around it and found more body parts. it's still unclear if the parts are from only one person. it is now 5:16. a developing story now. investigators searching for the airasia jet say the co-pilot was at the controls just before last month's crash. data from the black box flight recorder is giving investigators a pretty clear picture of what happened in the last moments of airasia flight 8501. the jet vanished from radar screens in bad weather. all 162 people on board were

killed. and one of the hostages killed in a standoff in australia was killed by bullets fired by police. the standoff happened at a chocolate cafe in sydney last month. an investigation into the attack found that a ricocheting bullet hit and killed a female hostage. another hostage was killed execution style by the hostage taker. that prompted a police raid at a cafe. 16 other hostages were not hurt. right now a woman is in jail accused in a hit and run in arlington. we first told you about this yesterday. arlington police now say that sheikh is in critical condition after alexandra mendez hit him with her car allegedly will. we have new video to show you. you can see an suv with mendez inside police say hit another car in this parking lot on columbia pike. police say she hit two people as well. >> what she did was pure stu crazy. >> that was one of his friends

you heard from there. mendez is charged with multiple counts of hit and run and driving on a suspended license. in d.c. today, a man will be sentenced for carrying a loaded gun near the white house. this is video of the federal officers searching the car with b. two months ago. they found loaded rifle, ammo and 6 inch knife inside the scar. secret service arrested him. he pled guilty to misdemeanor charges just days later. he could face up to two years in prison. the maker of the drone that crash landed at the white house says it won't happen again. dji will release new technology to block the phantom drone from flying in d.c.. they say the update will be available in just a couple of days. government intelligence employee was off the clock and had been drinking when he crashed his drone on to the white house lawn last week. people are told to leave the drones at home of course if they're heading to the super bowl. high security there for sure.

a virginia senate panel has rejected a bill to decriminalize mayor hair. the republican controlled senate committee rejected the bill with a 9-5 vote. if the bill had passed jail time would have been eliminated replaced by a maximum fine of $100. today the montgomery county council will consider a resolution to change the filler in artificial turf used in athletic fields. the county is considering a new fill erma from coconut fiber, cork and rice husks an alternative to crumb rubber which collects in your kids' cleats.council says the new filler appears to pose fewer health risks. the first two fields to use the filler will likely be churchill high school and la tone i can't recreational park. the council notes the change will cost more money. and speaking of young athletes important new information this morning for your child's health. a new study shows more evidence that football is very hard on the brains of children. former nfl players showed greater declines in memory and

cognitive function if they play tackle football before the age of 12. that was compared to nfl players who joined the game after age 12. love can be scientifically proven. at least that is what two university of virginia scientists say that they figured out. it comes down to two questions. how happy are you in your marriage relative to if you were single and how do you think your spouse answered that same question. during the 1980s, more than 4,000 couples answered those questions. scientists recently got back in touch with those couples. turns out people who thought that they would be better off single were more likely to actually end up that way. >> it's a function of where your focus is. if you think you'll be happier married, you might pull more effort into achieving those goals to be happy when you're a couple. so i feel like some of that is psychological just focusing on what you want and maybemaking that

police believe a man named donald quesenberry drove from central illinois to meet her in christianburg and she willingly got into his car. yesterday her mother made an emotional plea. >> we love you, we miss you and we're worried sick about you. please call us text us, facebook however you can get in touch with us whatever you have to do. >> police say the man and team could be heading south to florida. right now investigators are not saying how the two know each other. you are letting us know your thoughts on social media this morning as a sorority women at the university of virginia are being asked to skip fra sternternity parties for their own safety. this weekend is the end of men's rush but they have been told they reach suspension fines and other penalties if they attend. students are protesting with and online petition.

they say it's a huge step backwards just in terms of basic women's rights. a spokesperson for uva says the school had no part in the latest discussions. this is one of the first big events since greek life was reinstated on campus following a controversial "rolling stone" article. one maryland lawmaker believes armed guards would keep your kids safe at school. baltimore county's delegate says it's only a matter of time before the another mass school shooting. he's proposing a bill that would require an armed officer in every maryland public school. the statehouse committee will take a look at that proposal. the bill would cost the state $100 million. today virginia lawmakers will discuss a bill to keep your energy bills down for the next five years. dominion virginia wants to freeze its base rate until 2020. it says that will prevent any increases caused by national ruleson emissions. criticuld be bad for the environment if it goes

through. right now volunteers are working to help the homeless. dozens are out talking to homeless people to learn how healthy and safe they are. volunteers also want to find out how many homeless people there are in the county. they will then use those numbers on help find them house. in d.c. they're reviewing the numbers from a similar effort. volunteers held a city wide homeless count and survey last night. you can see them in the video here. right now d.c. homeless shelters are at or krond capacity. those numbers will then determine how much money the city can allocate to help the homeless. you can tell vdot what you think about changes coming to i-66. the department is considering hot lanes on the highway just like on the beltway. it also wants to add bus service along 66 and is working to add smartover smart overhead signs. you can go to their district office on alliance drive tonight at 6:00. there are two meetings next week as well. before you sit down in front of the big screen for the big game sunday, a warning. why the placement of that tv
