deer and protect them at the same type. >> we're running into some redskins fans at super bowl central and redskin ryan kerrigan his autograph hand get a workout. we'll hear from him coming up. news 4 at 11:00 starts now. tonight, at 11:00, you're looking live at our storm team 4 weather deck camera. ice is the issue out there tonight. but by this time tomorrow the wind chills could be down in the single digits. a wind advisory has just been issued. i'm doreen gentzler. >> i'm jim vance. telling us that the gusts could approach 50 miles per hour tomorrow. that's a lot of wind and it's going to be cold as well? >> that's really the case here. we're talking about temperatures that will only be in the mid-30s mid-30s. you add that with a to 30 40-mile-per-hour wind and your wind chill could be in the teens. but this is off of the clipper system that continues to move in through the area.

overnight maybe another stray shower or two, but that's really about it. it's all about the cold and the wind behind this storm system. wind advisory in effect beginning about noon in this area winds gusting up to 50 miles per hour. we'll talk about what are our chances for snow on super bowl sunday. >> oh my. thank you, doug. developing right now this is the scene on a busy d.c. street. a water main break forces businesses to close their doors. jackie bensen is in northwest washington where crews are still trying to identify the break. >> reporter: you heard us first talking about this on twitter earlier this evening. and we have an update for you now. we're told that this repair is going to take much longer than expected because, as of right now, the crews cannot find the water main break. despite some jackhammering and lots of man hole lifting, the source of the water main break eluded d.c. water crews late

into the evening. they painstakingly examined the 50-plus year-old underground pipe system. residents in the 1700 block including red light, cork wine bar had to shut down. they remained dark unable to operate without water. >> we're walking down the street looking for a place to go for a couple drink before a show and thins are closed. >> reporter: it put a damper on what would normally be a busy thursday evening wee came from arlington specifically for the food on this wonderful block. >> there are other options but this was going to be my first time here so. >> reporter: just yesterday water gushing from a service a dupont circle restaurant to close for the evening. closed means clost income for everyone involved. at least one owner brought their frustration to twitter tweeting just extremely frustrating. third time this month.

so we've got one lane southbound side of 14th street shut down. you could see that go into tomorrow morning. d.c. water has been doing a very good job in a very tough situation of using twitter to inform people about what is going on with this aging pipe system that is meeting some very cold weather. live in northwest, jackie bensen news 4. >> thanks jackie. a public hearing in montgomery county tonight on the question of whether businesses should be required to give workers paid sick leave. chris lawrence here now to tell us more about this. >> it certainly got heated. dozens of people debated whether the county should mandate this paid time off. the earned sick and safe leave bill would require montgomery county businesses to ploy every employee with earned sick and safe leave so the workers or their family members could use it if they got sick or hurt or even victims of domestic

violence. everyone agreed it would be good for the employees, but some aren't sure this particular bill is the way to go about it. >> what happens to an abused spouse who has no protection if she takes time off to get a restraping order? even workers authorized to take time off will lose a day of pay which can throw a paycheck to paycheck situation into chaos. >> so much to think about. it would give employees one hour for every 30 days worked but government officials haven't on it. >> thanks chris. a man who once drove a cab in northern virginia has been added to the fbi's most wanted terrorist list. that man is now being defended by members of his family. a lawyer for liban mohammed's brother says the terrorist allegations have no basis in fact. mohammed is charged with providing support to al shabaab. he also has connections to

convicted terrorist zachary chesser who is also from northern virginia. last week flames burn a christmas tree and destroyed an annapolis mansion. today montgomery county fire officials show just how effective a sprinkler system can be be. the one over the tree on the left defused the fire quickly. it helped save lives when this high rise caught fire in 2005. prosecutors say he tried to hire somebody to kill his ex-wife, but she may not have been his only target. dallas brumback is charged wit hiring a hit man, $5,000 to kill his ex-wife. he told him to kill anyone with his ex-wife at the time of the hit. brumback's ex lindsey took the stand today to urge a judge to keep brumback behind bars

because she's felt threatened for years. >> she has felt that way since she left him. always looking over her shoulder. always wondering if the phone rings at night and somebody hangs up is that somebody trying to get information for him. >> brumback's current wife asked that he be released because he has a blood disorder but the judge denied his bond. a local rapper who goes by the name honest abe is going to prison. abraham komari is his name lived in in silver spring. last april people tried to stop a box truck he was driving but he took off. that chase ended a while later when he crashed the truck into a police car. police found 74 grams of marijuana and a digital scale inside. there was a flooding accident on matthew mills road in mclean today. it's left a 6-year-old child in a coma. police say the boy and his friends were sledding down a neighbor's driveway when he was hit by a car. the driver stopped and helped

give first aid until emergency crews arrived and flew the boy to fairfax hospital. a family friend told the reporter that the little boy's skull was fractured and he had some swelling to his brain. police say no charges will be filed against the driver of the car. there is a plan in northern virginia to try to control the area deer population without killing a lot of the deer. wildlife officials are tranquilizing and then sterilizing the does. shomari stone got up close and personal with that process. >> i think this is a great project. >> reporter: jeff newman is a veterinarian in northern virginia. tonight he's operating on deer in this makeshift surgical clinic inside the city of fairfax police department. he teamed up with wildlife experts and police to manage the deer population. >> it's a big enough problem. i think that unfortunately, a lot of deer get hit by cars and so there are, you know health concerns for people. >> reporter: instead of using

sharpshooters to kill the deer the city of fairfax hired darters. they shoot the deer with a tranquilizer. inside there's an anesthetic and a sedative. once it shoots inside the deer's buttocks it falls asleep. >> then they're trped in here and then we start doing what we do. >> reporter: they remove the doe's ovaries so she can't reproduce. after the surgery is o finished they put a tracking collar around her neck after surgery and recovery. >> first off we want to make sure they're okay three days after the surgery. >> reporter: their goal is to capture 15 year like this one over the next four days. they're above schedule. this one is the 13th. >> we want to stay ahead of the curve and really use this as a preventive measure. >> reporter: to safely protect deer and drivers. >> i hope what i'm doing is going to make a difference. >> reporter: shomari stone, news 4. president obama was in

philadelphia tonight to rally democratic lawmakers. he spoke at the annual policy retreat for house democrats. the president laid out his agenda for the next couple of years which includes raising taxes on the wealthy, free community college tuition and helping the middle class. he also challenged republicans to find issues both sides can work on together. >> the good news is that i think there are some who want to work with us and maybe the fact that i've now run my last election means that instead of just blocking what we're trying to do they may be interested in getting some stuff done. >> 188 democrats were asked to the retreat. the president took responsibility for the big losses in to gop in last november's election. no disrespect to the court or nothing. >> and with that a kentucky teenager accused of a multi-state crime spree abruptly left a scheduled court appearance today after seeing

news cameras in the courtroom. dalton hayes faces ten charges after allegedly stealing three vehicle, stealing checks and leading police on a trek across at least five southern state. the preliminary hearing was rescheduled for next week. new concerns at the super bowl tonight. they have nothing to do with security. jim handly is in 2350e7b iks to tell us more about that. >> yeah jim, all week in the valley we have been talking about security concerns. tonight there is a health concern. seven people here in the state of arizona have come down with the highly contagious measles virus, potentially threatening about a thousand other people with tens of thousands still on their way for the super bowl clinics around phoenix have signs up tonight warning that a runny nose cough and fever could be more than a cold. now to our redskins all the way here in phoenix, we caught up with ryan kerrigan tonight. his hand was getting an

you can call them cell phone sleuths. one of the most effective crime solving techniques for police right now might be in your hands. >> an investigation by the i-team reveals that d.c. area police have been settling a number of quickly increasing number of cases by cracking into the crooks' cell phones. scott mcfarland shows us now they've been doing so much of that, police have called in extra help. here you see the robber and his gun. he took her cash and then demanded more valuables. >> he wanted something. and he took my phone.

>> little did the crook know that would be his undoing. cops sent out canines and a chopper to find the man, but he disappeared. but sheriff's deputies would find a piece of jody's phone broken in the woods. three months later the crime lab identified a fingerprint of the gunman on that phone. cops arrested him for armed robbery. the i-team found police aren't just checking the outside of phones but in a fast increasing number of cases they're looking in the phones at text messages calls, the information inside to solve cases. >> everybody is carrying a phone. >> in d.c. police are so flooded with investigations in which they want to check smartphones either belonging to the crooks or the victims, the city just opened a new digitalic forensic labs. >> no matter what a person is doing, doing something they shouldn't be doing.

>> news 4 i-team is the only one allowed inside. >> no cell service can get into it. >> and checking text messages on the phones and the locations and times in which those messages were sent. even cracking pass codes. >> they might stop us for a little while or we'll figure out a way or somebody will figure out a way. >> the city recently hired a team of forensic phone specialists to work here and they'll soon hire more. they're not the only ones increasingly turning to cell phones. there have been at least 245 forensics reviews of portable electronic devices by virginia state police in just the past two years. 188 more by maryland state police. inside the maryland state police lab which is secured by a special code and card access smartphones and tablets are a priority. >> technology is always changing. >> but for a specific type of crime. >> we look at every bit of information. >> crimes against children

tips@news4iteam.com. doug more about our weather. sounds like we should dress up in layers tomorrow. >> bundle up then come super bowl sunday you might need a snow shovel. so winter really trying to make its presence felt here. temperatures tonight on the cold side. we did see sleet and slick sidewalks and roadways. that will continue overnight. temperatures are at the warmest they've been all day. 39. that wind chill at 33. we have a a little bit of a wind out of the southwest coming up as a result of that little clipper to the north and still just a couple of showers. these will fall in the form of rain sleet, maybe mixing with snow at times. you can sew that clipper spin up to the north. but there is one atowards the west that i'm watching. this could actually move in towards the region. but one thing it's all going to do. it's going to bring in very cold air and a lot of wind right out of the northwest tomorrow from the great lakes. that's why we have a wind

advisory in effect. it goes into effect noon tomorrow all the way through midnight. but gusts up to 50 miles per hour in some of these location. just about everybody in our viewing area is in this wind advisory advisory. watch out during the day tomorrow. could be a very windy afternoon for sure. the wind chills tomorrow are going to also be a factor into the mid to low 20s at around noon. you know you will deal with the wind and it will make things feel colder. look at 8 chk tomorrow night. a friday night, people like to get out. 4 degrees in gaithersburg, 9 in annapolis annapolis, and while we're still down into the single digits saturday will be one cold day. high temperatures tomorrow into the mid to upper 30s with some sun. the wind is going to be the big deal during the day tomorrow. weekend storm chance. the cold air is on place saturday. here comes our next storm. that storm system moving up. it moves in on saturday. i still think it's mostly snow.

i do think it will be a significant storm. one of the computer models comes in the way of mild air. we have to introduce that rain chance too. we'll continue to watch this storm system. again, it will continue to change as we move on to the next couple of days. 32 tomorrow. monday ending has some snow. then it turns colder. highs only in the 20s.
