the scene with what we're learn building that victim. a bit of a surprise for you as you step outside as we are seeing temperatures inching toward 40 degrees here in the district. but it's the wind you'll be talking about this afternoon. storm team 4 meteorologist tom kierein here with your friday weather headlines. >> good news the temperatures are above freezing as the pavement continues to dry out. you'll be dealing just maybe a few patches of wetness, not the ice. it will stay above freezing and increasing sunshine. then during the afternoon dry roads, but winds will be getting very gusty. you'll need to grab on to the steering wheel. we'll be back down to the mid-30s by later this afternoon. headlines this morning, a windy afternoon, maybe a few scattered power outages. then snow chances are changing for sunday and monday. more on that coming up this half hour. temperatures right now cold, but above freezing. mid-30s montgomery county upper 30s most of prince george's county. it's near 40 to upper 30s

north on 95 out of stafford no issues until you get to dale city. then you're a little slow. i'm back at 611 with travel times. 6:02. new this morning, a montgomery county man is in the hospital with serious burns. you can see the smoke was still pouring out of this town home when our crew arrived. knowmolette green is live with more. >> reporter: between morn good morning. take a look at the top of the townhouse where you can see some of the damage from the huge fire. right now, fire investigators are inside combing through all of the charred debris looking for a cause here. we know that the fire started in the downstairs area of the home. when firefighters got here, they saw heavy smoke and flames coming from the building. an elderly man, a man in his 70s who lives inside was next door at a neighbor's house after trying to fight this blaze himself using a fire

extinguisher and a pan of water. and the assistant fire chief tells us that is what delayed the 911 call and made this fire that much more severe. they say the man did not have any burpingning candle, so the search continues for what caused it. the elderly man is in critical condition at a burn unit. we can tell you some of the residents were evacuated for their safety. there was some damage to the adjacent home next to the actual house that caught fire. right now that is the latest live from north bethesda. we're not far from tuckerman lane. back to you. today the family of the woman who died in the l'enfant plaza emergency will file a lawsuit against metro. carol glover died january 12 from smoke inhalation. her family's lawyer patrick reagan will file the multimillion dollar lawsuit

today. we're working to get more details on the claims in that lawsuit. reagan is the same lawyer who represented victims' families after the deadly crash on the red line in 2009. today a man was behind the wheel drunk and killed a student. we'll learn his sentence. last january liam adepo left a bar in college park and hit and killed student cory hubbard as he crossed route 1 and then took off. adepo later told his roommate and family member what happened. more than 20 supporters are expected in court today for adepo who faces up to two years in prison. right now there is still no word on the fate of two hostages being held by isis. japanese officials say they have nothing new to report on the possible prisoner swap. the deadline for the trade passed yesterday. the extremists want jordan to release ap-iraqi woman linked to al qaeda in exchange for those two hostage. and this morning we're learning

more about a local man on the fbi wanted terrorist list. liban haji mohamed was once a cab driver. he's charged with providing support to al shabaab. the fbi also says he has connections to convicted terrorist zachary chesser who is also there northern virginia. mohamed's family says the terrorist allegations have no basis in fact. the fbi says he left the u.s. in 2012 to join al shabaab in eastern africa. nationals outfielder jayson werth heads to jail today. he pled guilty to reckless driving yesterday. he will turn himself in later today. wert oig was flying down the beltway at more than 100 miles an hour last summer. he will serve five days at the fair tax county jail on weekends to minimize disruption to his rehab after should dwi surgery. he also faces driving restrictions including a six hospital ban. new this morning, the loudoun county school board bringing back summer school. it's part of a new budget agreement made just a couple hours ago.

in addition to restoring summer school the budget also reduces the average high school class size by one student. the board also approved $3 million to hire 40 more teachers. in addition all employee would get on average a 2.5% pay raise. the budget now goes to the board of supervisors. if you live in montgomery county your property taxes may soon be going up. county executive ike leggett says he'll propose a significant increase in the next two years. that's according to the "washington post". his plan would also lift an annual cap for property taxes. and that's a tough political cell. the county faces a $200 million shortfall. state funding costs and revenue losses from the recession are making matters worse. they came to a woman's aid moments after she was hit by a dump truck. the special honor in the day ahead for the good samaritans who helped save her life. >> the mild start, we call it mild just part of the story for the day ahead. tom is tracking when the winds will really pick up in your neighborhood. avoiding road blocks if you

. two of maryland's largest casinos are trading in slot machines for table games. the state lottery and gaming control commission approved the request for maryland live and horseshoe to eliminate 300 slot the machines each. shoe will now have 177 table games instead. maryland live will have more than 200. you might face some delays today if you're driving into the district. the inbound right hand lane of massachusetts avenue over rock creek parkway just south of white haven will be closed. repairs to the bridge there will start after the morning rush house and should finish around 3:00 p.m. hose repairrepairs go on

mexico city. overnight a third person tied from that gas explosion at a children's hospital. officials say there was a leak in the hose that a propane truck was using to deliver gas. the hospital kitchen. tanker workers struggled for 15 20 minutes trying to repartappear the league and then the explosion. a baby and nurse were killed. taliban claiming responsibility for an attack at the airport in kabul. a gunman shot and killed three american contractors and one afghan man at that airport yesterday. >> u.s. capital police says it will review how this protest were handled. protesters verbally attacked henry kissinger. they held up signs as he was trying to set down. the protesters are from code pink and they chanted and waved signs demanding kissinger be arrested for w crimes.

senator mccain called one protester low life scum. capital police say their own actions did not live up to their standards. the news 4 iteam broke the story on twitter. two d.c. fire department workers are on leave after allegedly stealing thousands of dollars worth of gas for their personal cars. a 45-year-old woman apparently used her government issued credit card to charge $11,000 in gas. she mostly filled up at a pair of gas stations on pennsylvania avenue not far from her home in southeast. a second employee a 32-year-old man, is accused of making off with about $2600 in gas. investigators tell the iteam the man also sold some of that gas for 50 cents on the dollar. today a man will be sentenced for a deadly stabbing in prince george's county. he was high on pcp when he stabbed terrell burton to death last year. police say they had had an argument. jurors will continue to deliberate the fate of a former

fb chlt agent. arthur gonzalez is charged with second-degree murder for killing his estranged wife julie. prosecutors say julie was shot four times in the chest during a fight with her husband in 2013. arthur gonzalez says she tried to stab him with a knife and he reacted out self-defense .common wl wealth says it was repremeditated murder. the first lady will start about joining forces. it was started four years ago by the first lady and jill biden. more than 1100 children are sleeping in homeless shelters in the district. that was the count as volunteers hit the streets. homeless families are housed in the old d.c. skrngeneral hospital and seven hotels.

close to 3,000 live in shelters possibly thousands more on the streets. despite the national progress on this it seems in d.c. the number of homeless people is on the rise. particularly teenagers with no place to live. you'll be paying more to visit shenandoah national park in 2015. starting may 1st there will be a $5 increase for weekly vehicle passes taking the cost to $20. in 2017 there are more price hikes expected, but this is still awaiting approval. if approved the weekly pass will increase to $25. today the national law enforcement officers memorial will honor four u.s. marshals. that say hone is being held at d.c. court of appeals at 1:00 p.m. the woman that was almost killed by the truck you see here will be there to thank the men who saved her life. all right. we are talking about some interesting weather. because we're starting off mild but it will get colder because the winds will pick up. >> and it's almost february. sort of happens that way.

20 after 6:00. want to get to tom kierein and your forecast. >> yeah we're in the pit of winter. usually the coldest temperatures and greatest chances for any snowstorms. but new model runs coming in showing less snow for sunday and monday for our region. take a look now at the storm team 4 radar, there are some snow showers way out in the mountains, western maryland into west virginia. and nearby just a few flurries flying through the air now. washington county panhandle of west virginia, but those should be dissipating. dress warmly as the winds will be gusting. wind break, warm coat hat, you won't need an umbrella. may need sunglasses though. all above freezing now, so no sis citiness this morning. any moisture left over from yesterday just kind of wet across parts of our reenlgen on. we're in the upper 30s to near 40. hour by hour today, we'll stay in the mid-30s through 8:00 this morning. and then by noontime that's when the winds will start to pick up. maybe gusting 30, 40 miles per

headlights headed south here. and montgomery county bus lot getting ready to head out this morning, as a well. live picture of 66 coming up. breaking news just in. a water main break in arlington a block from the crystal city metro station on crystal drive and 18th street south. arlington police there on the scene. they say the water is flowing. they have called out public works to try to cap the league at this point. but public works crews will take about 30 to 35 minutes to get there, so you'll still have this issue for the foreseeable future at least for the next half hour or so. public works can get there and shuts the water off. an area to avoid. again, crystal drive and 1th street south this arlington. megan mcgrath is on her way to check it out. at 6:23 you'll be waiting on the platform longer than usual this weekend. tomorrow there will be track work on the red and orange lines. trains will run every 16

county judge, the prince george's county's state's attorney's office will handle it. you new initiatives are happening at the university of virginia. and that includes new economic environmental and social programs designed to benefit the school and the charlottesville community. in april, uva is planning to release a sex assault campus climate you are survey. the school says that survey is not a response to a controversial "rolling stone" article that accused the school of having a rape culture. there are new concerns this morning at the super bowl. they have nothing to do with security. nbc's tracie potts is live on capitol hill now with more. >> reporter: it's all about a virus, the measles. it's airborne highly contagious and it's in arizona where thousands are pouring in for the super bowl. officials there say that already as many as 1,000 people have been exposed before the visitors started showing up. they're not so much concerned

about a massive outbreak but they are trying to contain it. now, this is all part of that outbreak that started in disneyland and the cdc now says it's spread to 14 states. we have almost 100 cases in this country. but the health experts down in atlanta think that this actually started overseas. they have a case in minnesota right now that seems to have no connection to disneyland but that person did go overseas. so he they think it was brought into this country. health experts are telling us if you have not been vaccinated or if you can't remember if you've been vaccinated you might want to get that shot because unvaccin this virus have a 90% chance of getting sick. >> tracie potts live on capitol hill for us. thank you. today the faa expected to issue new rules for drones. a drone crash at the white house is just the latest high profile incident. advocates say clarity is needed for how, when and where these small machines may be used. and because many drones carry

cameras, privacy advocates will be watching closely, too. most recreational drones are legal and most commercial drones are banned. starting today, applications are available for the d.c. summer jobs program. mayor bowser will launch that program in just a few hours. the six week subsidized program is for young people 14 to 21. it's billed as a chance for them to get some professional experience pick up new skills and network. for more information on this, you can check out summer jobs.dc.gov. and an attempt to reverse a controversial law in virginia has failed. the law requires a woman who wants an abortion to first undergo an ultrasound procedure. some say the requirement is invasive and medically unnecessary. but the repeal proposal was rejected in the senate so the ultrasound mandate will stay in place. 6:34 thousand. newly proposed bill in virginia hopes to ease breast feeding restrictions in public areas. if passed the bill would allow women to nurse children in anyplace that they are legally allowed to be. virginia is one of three states

your time is 6:44. we're learning the cause of the townhouse fire which sent a man to the hospital with serious burns. you can see here from the scene smoke was still pouring out of that town home when you crews arrived. >> just one of many story we're following to get you up to the minute the meant you're up. molette green, what have you learned? >> reporter: the last fire truck left fire investigators have now gone from the scene because they have determined what caused this fire to the townhouse just over my shoulder. electrical in nature.

that is the cause. fire department spokesperson tells me that a floor outlet in the living room sparked, it caused the couch on the first floor of the home to catch fire. the smoke detector did sound, it got the homeowner's attention. a man in his 70s who lived here for a very long time. he tried to fight the fire himself using an extinguisher and pan of water, but his efforts unsuccessful and actually delayed the call to 911. the man made to a neighbor's home for help and that's whens 919 91 call went out. the gentleman suffered second and third degree burns. and those burns are potentially life threatening. we've also learned that the damage to this house and the house adjacent to it $450,000 the family next door forced out because of the damage to their home. but again, this fire electrical in nature. we just learned that.
