>> right now on news 4 today, another round of winter weather for the weekend. >> storm team 4 radar is showing snow headed our way. >> chuck bell is typing out when it will reach the neighborhood but more on when things will warm up. there bitter cold temperatures out there. >> you bet. good morning to both of you and a good saturday morning. the weekend off to a bright and sunny start, but it is cold outside this morning. temperatures in the teens to near 20. it's a bundle up factor. 18 in winchester and 22 in washington. that's one of the warm spots. 20 in st. mary's county. the wind chill is down into the single digits all over the area. 3 in gaithers berg. get out your heavy caps and gloves and mittens and sunglasses.

it will stay cold all afternoon. temperatures in the teens and 20s and rising to 30 for lunchtime after about 35 for a high today. that's not much above freezing. a cold start tomorrow morning will make for a not so super sunday. a chance of sleet and snow tomorrow afternoon becoming all rain by a messy monday morning. all that and the timing is coming up in a few minutes. back to you news. >> crews working hard trying to fix a water main break in the adams morgan part of the district. >> good morning. this is what you might call the worst case scenario. the 1800 block of harvard street. if you are familiar with this area it is a steep downgrade now. the water has frozen. they have the street blocked early this morning before dawn. they happened to come across

running water here. that's not good considering the temperatures and a crew got up there and shut down the water main break. there is a breech in the roadway where that happened. but once that water stopped running, it froze quickly. with the downgrade, you can imagine what the scenario could be. police had this blocked off and we are told the crews will come here and put something make this a little bit more navigatable. you will be blocked from summit at one end. you will be diverted around and note that the entrance to the zoo that comes off of harvard street has been closing. they want to minimize traffic through here while this situation is still under way. i think a crew just arrived and we may be getting stand or something on this rope. this is what you have to watch out for when you have subfreezing temperatures. we are live in northwest, back to you.

>> thank you. >> following a developing story out of northern virginia new video now. this shows fairfax county police forcing their way into a man's home in a standoff in august of 2013. that's the video you are looking at. police shot and killed him. he was not armed at the time but police tell us there was a gun nearby. a group supporting justice for gear will protest at the annual town meeting at 10:00 this morning on old mt. vernon road in fairfax county. a judge forced fairfax county police to release the 11,000 pages of documents related to the case including something we rarely see. the police debriefed with the officers involved. the digital team posted to nbcwashington.com if you want to check it out. approximate are. >> the beltway is back open and it was closed between university boulevard and new hampshire avenue. it happened around 3:30 and

tuition is fees are on the rise in and government funding is on the decline. going to a public college may not be as cheap as you think. funding has been cut by nearly 25%. in maryland funding is down 12% and here in the district over 5%. total student debt surpasses $1 trillion. >> the district ended with a surplus of more than $200 million. city agencies spent less money than allocated. most will go to the rainy day fund. this is the fourth time in as many years they ended up with the surplus and the d.c. mayor said she will close a projected $250 million budget gap. >> this may be shocking to hear but 1100 children are sleeping in homeless shelters in the

district. that was the count this past week as volunteers counted the homeless population. mark went along with one of president obama's cabinet member who is helped with the count. >> this is a problem we can solve. >> shawn donovan is alongside hundreds of others. >> we can't solve homelessness if we don't know how many folks there out on the streets, but what the challenges are. >> donna and the team led by the social worker scoured a section of southeast. armed with clip boards and a survey they were tasked with finding people living on the streets to find out as much as they can about their circumstances. one of the main goals is to identify veterans. they searched parks, alleys and stair wells, finding several homeless men on a sidewalk just blocks from the u.s. capitol.

temperatures will not be in free fall. we will say in the mid- to upper 20s. it will be cold outside, but not near as ferociously as it was yesterday. winter stormwatches are up north of the mason-dixon line. no advisories first thing this morning. that could change into tomorrow morning. the cold air will be in place for sure. a large area of low pressure will come up the valley. as a result with the cold air and moisture over the top of it we may start out around lunchtime to the early afternoon with sleet or light snow. not expecting much in the way of accumulation but that could be out there between about noon and 6:00. this will all change over to all rain. start off temperatures tomorrow morning will be in the mid 20s. the clouds come in and seal out the sunshine and prevent much of a warm up. temperatures hovering in the low 30s as the moisture gets here. the sleet is possible and sleet
