here is the winter weather advisory that goes across northern maryland, panhandle of west virginia, northern shenandoah valley. not looking for a big impact. during the daylight hours, light snow and snow flurries off and on mainly through about sun sechlt maybe an inch possible north of the media metro area during the day. not looking for a lot of snow. temperatures now are at or below the freezing mark. so anything that falls this morning should be in the form of snowflakes, although you can see here the radar is trying to indicate a little bit of a mix of precipitation in culpepper. we are showing at least snowflakes falling through the clouds. i don't know how many are getting to the ground. the air mass overhead is very very dry. a lot of those are evaporateing before they reach the ground. nevertheless, have your warm coat and a brimmed hat. off and on chances for light rain or light snow through the daylight hours. steadier rains come in tonight

news 4's darcy spencer reports. >> reporter: he's one of the caps biggest fans, in desperate neat need of prayers. 6-year-old benson is in critical condition after a sledding accident. family members waiting at the hospital decided to start a call for prayers through social media. they're using the #prayforbman. this young hockey fan got the attention of capitals team owner ted leone sis. he said please take a minute to say your prayers. we are praying for his speedy recovery. some caps players have also posted pray for b man messages. the caps announcer posted this youtube video. >> benson, we're awful thinking about you here with the washington capitals. we want you to get better soon and unleash the healing! get better pal.

>> benson's story was picked up by the cap's blog, russian machine never breaks. the bloggers posted photos of the little boy who built a caps player snowman with his sisters the day before the tragic accident. benston is in a medically induced coma with family at his side. these messages are being documented to show him the love and support he's received when he wakes up. darcy spencer, "news 4 today." >> and family members tell news 4 benston's condition is touch and go. they say they are grateful for the love and support they are getting from the community and from around the world. police in d.c. are working to identify a body found near reagan airport. it was found in a tributary of the potomac river just before noon yesterday. police say it was pulled out 23450er thomas avenue and four mile run. it's not known in the body is male or female. we're working to get more information on this story. a developing story this morning, japan says it is highly likely that that video posted on

twitter showing the killing of a journalist is authentic. a heinous crime that is how president obama described this killing. he says the u.s. is standing in solidarity with the japanese people. now, the online video shows a hooded man with a knife to kenji goto's throat and a man threatening to execute others. goto was captured by isis militants in october. a specs person for the japanese government say it is priority now is making sure japanese citizens abroad are safe and to add stronger security to their schools. coming up in the week ahead, a virginia woman facing terrorism-related charges will be in court on monday. heather coffman has a plea hearing in richmond. she was arrested late last year following a series of facebook posts she made promoting the militant group isis. she also allegedly offered to help an undercover agent travel to syria to help the group. coffman's attorney has previously said his client has no connection to isis. tomorrow navy yard building

welcome back. federal regulators are recalling more than 2 million cars and trucks for a second time because of a possible problem with the air bag. the recall involves the acura mdx, dodge viper, jeep grand cherokee, jeep liberty, toyota corolla, matrix and avalon. the 2002 through 2004 models are the ones;q affected. we posted a complete list on nbcwashington.com. today that hands-on contest at the washington auto show comes to an end. the last person standing gets a brand new 201,500 dyson nat that. those taking part have to keep at least one body part on the car at all times. contestants are allowed a

get a picture of a snowflake first thing this morning. 29 degrees all cloud cover in washington. wind out of the southwest at 3 miles per hour. there is a winter weather advisory. officially it doesn't go into effect until noon. from noon until 8:00 monday morning for the areas up to the north of the immediate metro area, northern howard county, the panhandle of west virginia. again, not looking for a lot of snow. just light snow and snow flurries off and on through the daylight hours. i couldn't rule out up to an inch possible closer to the maryland border with pennsylvania. again, not looking for a lot of snow. temperatures right now are cold for sure, cold enough to support frozen precip. 23 gaithersburg, 25 manassas 28 leesburg. temperatures today all in the 20s this morning. most areas climbing above the freezing mark till about 9:00 and noon today. in and around the metro area, we should make it into the low and mid 40s. as you're going to your super

mix can't be ruled out. it's all rain tomorrow and ferociously windy and bitter called tuesday morning into a small chance of a rain-snow mix on thursday and more cold air by next weekend. back to you. >> chuck, thank you. we're looking at 6:17 right now. next up we have report's notebook. >> we're back in 15 minutes. welcome to "reporter's notebook." i'm pat lawson muse. we begin with the cost of broken speed cameras. it appears lost speed camera revenue is partly to blame for d.c.'s nearly $40 million deficit. that's according to mayor bowser. police admit the cold and snow we got last winter made it tough to change all the batteries in the cameras and sometimes the cold affected the charge in the cameras and apparently some cameras aren't installed. in addition more drivers are obeying the law. cameras are fixed now, but the budget certainly isn't. joe madison it appears the city was depending on that revenue.

>> you're absolutely right. that contradicts what they were saying when the cameras were being put in. we won't be depending on this. this isn't about balancing our budget or adding to our budget. all the things you've just read you have councilwoman shea who says i'm not buying an4of it to be quite candid. at least she's not buying the excuse about cold weather. that is kind of ironic because the funny thing about it if it's cold in washington, d.c. it might be colder in montgomery county, and the cameras work. i think, as somebody said, a lot of explaining to do. >> does it speak to the issue of cities using speed and red light camera revenue to support their budgets? >> it sure does. >> and in addition to the fact that they are using more than they apparently at first led on that tells you something. why aren't they looking for other areas of revenue if they

really mean to keep that promise. more to the point, it's sort of a dog ate my homework thing. we couldn't get out and repair the batteries. you know they need maintenance. you know there's going to be cold weather. we have thermal patrols go out and rescue people -- we're really serious about it being cold and hurting people. why not look at the machines? this deserves an investigation. >> joe we thought the reduction in number of tickets being handed out is because everybody is obeying the law. >> everybody is obeying. we all know where the cameras are down, and that's what's happening. people who obviously are going to benefit from all this whatever the excuse is will be one, lawyers, when you have to lawyer up to go before a judge because a lawyer is going to ask the question did the camera work. and number two, it certainly will be drivers who will now say, wait a minute i want to test to see do the cameras work. they do benefit.

aaa also got in on this and they've taken the position that, look, this is supposed to be about safety. this is not supposed to be about balancing budgets. and i think this has opened up a can of worms now. >> reducing air traffic. reduce the traffic, that is one of the challenges that could come to the montgomery county air park. there were proposals to reduce the number of training flights and hours of flight operations in the wake of that deadly crash into a home back in december. residents near the airport have turned up the pressure. right now planes flying into andm3iúa out. is there any reason they're nervous? >> absolutely not. there's a feeling we're living on borrowed time. a lot of people felt that way before the crash. we have more of a population that's not as rural -- certainly not rural at all anymore. that's not part of the county that is pressed as far as

population goes. the question is, you wonder why they weren't thinking about this beforehand. now that they have the problem the question is what steps are they going to take, when are they going to take them and why would there be anymore delays? >> i have to give the county executive and the council member credit because they did talk. they immediately went held a meeting, listening to the concerns. i think once again, here we go. it always takes a tragedy to get people's attention or to at least get them to act on a proposal. i don't think they have a choice in this one. in addition to that as we've talked here, there doesn't appear to be any opposition. i don't know where the opposition< would come from. maybe the pilots, but i don't think they're that big of a constituency, and maybe the owner of the air park. but i don't know what the financial impact would be. so this would be a smart move to

i think respond to the people so that we don't have another tragedy. >> maryland's new governor last week released his budget that didn't have as much pain in it as many had feared. he did make cuts in education and state workers will get pay cuts, but montgomery and prince george's counties are breathing a sigh of relief. the money for the regional medical sterl in prince george's stays in the budget, and for now there's been no cut in funding proposed for the purple line. what did you think about the budget? >> but cuts in medicare -- >> medicaid. >> medicaid, which could do what? send poor people back to emergency rooms. you have one thing going for you now, and that is the affordable care act. so that may be one of the calculations that the -- that governor hogan took into consideration. >> he is not a republican, at least at this point although it happened before he was in office who is against the medicaid expansion through

obamacare. the interesting move, people werec! wondering how deaf he would be, what he would do. some people thought he might have the touch for politics in the state even though he's never held office before leaving the purple line, being easier doing the medical, the medical facility thing in prince george's county. he didn't just poke people in the eye over that. they or not happy with everything he did. he'll have a fight. he may have some breathing room. >> here is where the -- the fight will certainly come from state employees because they did get hit, and that means the unions are going to be the ones that are going to put the pressure on the delegates and state senators. >> meanwhile his predecessor, former governor martin o'malley is taking another step toward a presidential bid. he hired two more staff members to his pacs, a sign he's moving ahead with the bid while taking a job as a visiting professor of

john hopkins. >> what state do those two staff members happen to be from? >> one is from iowa and the other has worked in iowa. >> oh okay. >> he's obviously -- i'm sure he wants to make a run. why not, he's probably saying. at this point in time i can give it a2q shot. if things don't work out well i gave it my best shot. he might appeal to the warren wing of the party. she said she's not running. he had a very liberal record as maryland governor. on the other hand, if he tries to reach out from that, hillary clinton's assets, he might have a tough time i'm hearing from sources. >> what's interesting, and dave, you've been around the various circles and up on capitol hill. when a governor shows up -- the formal governor he doesn't get recognized a great deal, do they? >> not especially no. but he's not the only governor that has that experience. >> but he's the only governor

plans to take advantage of his time before prison by spending it with his family. your thoughts about this, dave? >> the final nail was not driven in. there must have been some thinking, how far do we have to go? is there th guy a threat is he going to leave town? it will give him time to collect his thoughts, to prepare for prison, to be with his family and serve a term that most -- many people agree is proper and just, even though he didn't do horrific things his defenders admit, he was in the process of accepting gifts. he did things to the governor's office at virginia that were really harmful and he deserves some punishment. he's not going to get the full blast until after this period during the appeal. theoretically he could change things. few people think they will @ change. >> i don't think it will change. and basically what the appeal court said was he's not a flight

risk. that what the basis of their decision. now they overturned the lower court judge who wanted him in jail immediately, but the decision rested on the fact that he wasn't going anywhere, but let him out and he should take full advantage because may will come sooner than he thinks. >> what did you think about the white house drone landing on the white house lawn crashed into a tree. it turns out the owner of that sdroen an employee with the national gio spatial intelligence agency, the nga. the employee was off duty, didn't involve his work. apparently, he had little to drink and was just having a little fun. >> you know, it lit up our lines all week long. of course, any time you bring it up people are still talking about it.

on the serious side, if it has done anything, it has now forced the hand of government to get serious about the potential i'm . >> i still have my mind the drone that flew right in the proximity of the german leader. they had to pick it up. someone -- and i think it was channel 4, nbc that showed how a drone was armed with paint8risç gun. literally hitting their target. so if it's done anything, the faa and other agencies now have to put something in place to basically protect the president and other officials. >> yet it's interesting, with all the secret service has been through, we learn, yeah we've been looking at this and working the problem. we just can't seem to find what the answer is. that kind of a non-answer makes

welcome to "news 4 today." i'm angie goff. >> i'm adam tuss. it is sunday, february 1st. can you believe that? >> i know. already in to february. super bowl sunday. >> everyone is pumped, even as early as it is this morning. >> definitely. we're getting ready for the big game. we'll carry the bag game on nbc4. chuck bell is tracking our forecast. he's the man of the hour right now. >> so far all i have are sighted snowflakes on radar. several of my weather watchers have tweeted out they say no precip just yet. temperatures are all well below freezing now. mid 20s in most of the suburbs to around 30 degrees in winchester, 28 in]f culpepper. one of my weather watchers says just cloudy skies down there right now. winter weather advisory from northern maryland from noon today until 8:00 tomorrow morning. these are the areas that have the best chance of seeing light snow and snow flurries pretty much off and on through about sunset. that's about it.

not expecting anymore than maybe an inch. by tomorrow morning, an inch to maybe two. there could be a few slushy roads. this should be a low impact event. on storm team 4 radar, it's showing light snow in northern maryland and towards culpepper. no reports of that getting down to the ground just yet. back in couple more minutes with a complete check for the rest of the day. for now, cloudy skies and off and on light snow flurries can't be ruled out. >> recently released records show a man shot and killed by a fairfax county police officer had his hands up and he was unarmed. john deere was in a standoff with police. people many neighborhood demanded answers at a meeting. news 4's derrick ward reports. >> i want to say the fairfax county officers deserve the benefit of the doubt but that does not mean that they can never be doubted. >> county residents still want answers about the gear shooting three years later. it came up during a general q&a shooting a day after the release of more than 1!xñ pages of

documents from the investigation into the shooting of john gear. keith harmon says it's taken too long and been too secretive. >> the fairfax board needs to change the policy of obstruction to one of transparency and create an end dint review board to give officers fair treatment but have some accountability. >> the board decided not to establish or consider establishing an independent review board citizen review board and opted instead to have an internal audit review. >> during the investigation, torres explains he saw gear lower his hands and make a quick movement toward his waste. he said quote, i fired a shot right through the screen door and hit him. police would eventually storm the house but gear was already dead. the release of the documents and reaction from board members didn't impress some of those following the case. >> when pressed on the questions, generic answers. nothing i heard "today" shows any real change. >> ferguson ohio, new york,

those guys are getting away better shake at justice than we are. they're getting disclosures. >> reporter: i spoke with don gear, john gear's father, he said he hasn't had a chance to rooet read the whole report. he said it confirms what he already felt, what he saw, what most of the other officers involved sho saw differs from what the officer who shot his son saw. he said in the entd he'd like to see justice. in fairfax county, derrick ward news 4. happening today, school buses for arlington public schools can install and issue traffic tickets. that means if you pass a school bus, you could be ticketed. violators could face a $250 fine. the cameras will automatically issue those tickets to any violator. >> in the week ahead, the montgomery county school system wants school superintendent joshua star to testify tomorrow. the county council is holding a hearing into why two schools failed to tell parents in a timely manner about sex

investigations involving public school workers. star is expected to testify before the council's education committee. in september a 12-year-old girl at roberto clemente middle school in germantown was allegedly touched inappropriately by a substitute teacher. khñ november at john baker middle school, a contract worker was arrested for allegedly touching a 12-year-old student in a hallway. your children could be affected by kindergarten funding cuts if they attend school in prince william county. a meeting will be held on wednesday to discuss the potential for a $20 million cut in funding next year. the school board chairman says the need of repair for unplanned and dramatic revenue cuts, cutting full day kindergarten to part time at the county's 35 elementary schools may become a reality with rough estimates that could save the county about $10 million. the cuts will come in a proposal to hold real estate tax bills at the rate of inflation is approved. metro board's chairman will

be in the hot seat this week, appearing before the d.c. council on thursday to answer questions about that deadly metro incident. news 4 will be at that meeting tweeting the latest updates. council members are demanding answers about the january 12th incident that left one woman dead and sent dozens to the hospital. >> while the d.c. council searches for an srs for what happened inside the l'enfant plaza metro station, news 4 uncovered documents that showed exactly how this type of emergency should be handled. >> heavy smoke and emergency response. what should metro and the fire department have done? we got our hands onmq the metro rail transit emergency procedures policy most recently signed by all local fire chiefs and metro in 2011. this spells out procedures for the third rail and emergency evacuations. one of the more interesting findings in this report the firefighters didn't have to wait at all to cut power to the third rail. they could have done it without

notifying metro. according to this section, should fire rescue personnel encounter an incident with immediate danger to life safety, they can press the emergency red trip butt found at the emergency trip station. metro's operation control center will be contacted with this action. there was some question about how long firefighters did wait to enter the tunnel. and on metro's side, the train operator of that train that was stuck in the tunnel should have been doing everything he or she could have to get that train back here to the platform. according to this section, when rail service is interrupted during an emergency and passengers must be discharged from cars, every attempt will be made to move the train to the nearest station before discharging them. passengers may be discharged from trains to the rail track bed only when no other alternatives are available. so while wev+ still await more answers about what did happen, here is what we know should have happened.

200 climbers have been rescued from oregon's mount hood. a man and woman fell on the south side of the mountain. a national guard helicopter airlifted them to portland hospital. the woman broke both her ankles and the man broke his leg. a third climber fell but was not seriously hurt. he was able to make it down the mountain with some help. federal regulators are recalling more than 2 million cars and trucks for a second time because of a possible problem with the air bag. the recall involves the acura mdx dodge viper, jeep grand cherokee liberty, toyota corolla, toi toy matrix and toyota avalon. the 2002 through 2004 models are the ones affected. regulators say the air bags

it's been almost a two years since her mother whitney houston passed away. in case you're living under a rock the super bowl is today. so what do you get when you combine the biggest sports event of the year mugs of beer and tubs a dip, a slew of damaged cell phones. according to an online survey by square trade one in ten adults reports damaging a cell phone while watching or participating in a sporting event. 15% of those surveyed admitted to damaging a smart phone in a fit of emotion. no comment. seahawks fans are 11% more likely to fumble the phone than patriots fans. last year people spent all most $2.5 billion fixing their broken phones. >> they say the key here is to keep your phone at hand but not in hand which is really hard when you look at the numbers. nearly half of the super bowl viewers say they will check their phone an average of ten times throughout the game. those under 45, a third of them will be watching it while watching the game as well. second screen experience. >> it's funny, when you watch an
