already hitting the midwest. here is a live look from milwaukee. just as chuck mentioned, this is part of a wintery mix that will bring rain and sleet into our region. it's already causing a mess for airline travelers. more than 1200 flights have been canceled ahead of the storm. several airlines are waving rebooking fees to cities in the storm's path. we just checked flightaware.com. here is a look at our region, reagan national, 17 flights canceled, bwi marshall nine cancellation, dulles ten flights canceled. that's also up. remember to check with your airline before you head to the airport. new this morning, investigators are trying to figure out what caused an apartment fire that hurt two firefighters in montgomery county. the fire broke out just after 3:00 this morning. this was on dudley lane just off rockville pike in bethesda. news 4's derrick ward is live with some new information. hi, derrick. >> reporter: good morning. take a look at the scene here of this fire.

later we'll show you video. now we want to show you what it looks like from the outside. so many things came together to keep this from being a much worse fire than it actually is. take a look at video from the scene earlier this morning. it was about 3:00 a.m. when this fire actually broke out. the first 11 call came from someone at a nearby marriott hotel. it's one of the taller buildings in the area.gt they're actually able to see the flames. the good thing about that person just being up and having the sense -- the frame of mind to call authorities, not even knowing the address but getting them here. this fire wasn't easily detectable inside when it started as we hear from pete perringer. >> it appears it started in a drier vent into the siding. eventually we lrnd it was in many concealed void spaces. >> reporter: as this fire was burning, people were able to get themselves out. three families have been

displaced displaced, but no october panltsz were injured. two firefighters were injured. one injured his hand as he was putting one of the ladders up. another slipped on the ice, always a hazard when you have fires in theqd subfreezing temperatures. crews came out and put down some salt. we've seen someone from the management company down and put more samt out. luckily it's warmer. someone from the marriott hotel from across the street happened to see the flames and was able to call police and fire. they got here soon enough to keep this from being a lot worse. we're told it's believed this fire started in a drier vent on the outside there. none of the occupants said they had a drier on at the time, so that is still under investigation now. but a cleanup here three families displaced. they're being helped by the red cross. we are live in bethesda, derrick ward, news 4. back to you.

>> glad they got out and are okay. also new this morning, crews are repairing another water main break happening on bradley boulevard. this is just off wisconsin avenue in bethesda. the water should be back on we're told by lunchtime. >> police in d.c. are working to identify a body found near reagan national airport. the body was found in a stream of the potomac river just before noon yesterday. police say it was pulled out near thomas avenue and four mile run. it's not known if the body is male or female. we're working to get more information on this story. ç7 a developing story this morning. japan says it is highly likely that a video posted on twitter showing the killing of a journalist is authentic. a heinous crime that is how president obama described this killing. he says the u.s. is standing in solidarity with the japanese ck"aa1h the onliner(t&há videohp &h showsc% a hooded man with a knife to kenji goto's throat and a man threatening to execute others. a spokesperson for the japanese government says it is priority now in making sure japanese

citizens abroad a safe and to add stronger security to their schools. in the week ahead a virginia woman facing terrorism charges will be in court on monday. heather coffman has a plea hearing scheduled in richmond. the fbi arrested her late last year following a series of #yfdt&háhp &hc% facebook posts she made promoting the militant group isis. she also allegedly offered to help an undercover agent travel to syria to help the group. coffman's attorney has previously said his client has no connection to isis. tomorrow, the navy yard building 197, that will reopen following a deadly shooting rampage. a ceremony will be held at 8:00 a.m. to reveal the $63 million renovation. this includes a remembrance area to honor the 12 people who were killed. 400 human resources employees will move in tomorrow. others will move in in the coming weeks. well, super bowl xlix, it is here, and more than 100 million

mountain. a national guard helicopter airlifted them to a portland hospital. the woman broke both ankles, the man broke his leg. a third climber who fell was able to escape 23409 hurt. if you've ever gotten a highway toll bill in the mail, you know the balance can often shock you. listen to this. one washington state man got a shock of his life when he opened a bill for $18,000 in the mail. that's right, $18,000. turns out his son had taken the toll bridge every day to work and from work, but he never got the equivalent of an ez pass. the state billed his dad $1300 in tolls and more than $16,000 in penalties. yikes. >> he's probably grounded. >> you think so? >> maybe took the car away. how do you not know you're going back and forth. shouldn't he have gotten aúó bill before this. >> something fishy about this. hoping for healing. how the washington capitals are helping a local boy recover

praying for a virginia boy hit by a carr while sledding. the 6-year-old is a huge fan of the washington capitals. >> now there's a social?s media movement to send his prayers. news 4's darcy spencer has our report. >> reporter: he's one of the caps biggest fans and he's in desperate need of prayers. 6-year-old bensten is in critical condition after being involved in a sledding accident. it happened in his mclean neighborhood last wednesday. family members waiting at the hospital decided to start a call for prayers through social media. they're using #prayforbman. it's taken off. this young hockey fan cot the attention of the capitals team owner ted leonsis. he said please take a moment to send your prayers an well wishes. we at the caps are praying for his speedy recovery. some caps players have also posted messages. the caps announcer posted this youtube video. >> bensten, we're all thinking about you here with the washington capitals, and we want

welcome back. one of the most effective crime solving tools for police might be in your hands right now. it's your smart phone. >> that's right. an investigation by the news 4 i team reveals d.c. area police have been cracking a fast rising number of cases by cracking into the crook's cell phones. you might call them cell phone sleuths. as scott macfarlane shows us some of the police have been calling in extra help to avoid a backlog. >> it almost didn't seem real. >> reporter: one of the worst days3ç in jody's life happens to be caught on camera. in this bank surveillance video you see the robber and his gun. >> he was saying give me $500 [ bleep ]. >> he wanted something and he took my phone. >> little did the crook know that would be his undoing. cops sent out canines and a

chopper to find the man, but he disappeared. but sheriff's deputies would find a piece of jody's phone broken in the woods. three months later the crime lab identified a fingerprint of the gunman on that phone. cops arrested him for armed robbery. >> the i-team found police aren't just checking the outside of phones, but in a fast increasing number of cases they're looking in the phones at text messages, cause, the information inside to solve cases. >> everybody is carrying a phone. >> in d.c., police are so flooded with investigations in which they want to check smart phones either belonging to the crooks or the victims the city opened a new digital forensics lab. >> no matter what happens what a person is doing, an innocuous daily task or engaging in something they shouldn't be doing, there's going to be a phone present. >> news 4 i-team cameras are the only ones allowed inside the lab. they place seized phones in a

website, nbcwashington.com. happening today school buses forp7ñ arlington public schools can install and issue traffic tickets. that means tomorrow, if you pass a stopped school bus with a camera, you could be ticketed. violators could face up to a $250 fine. the cameras will automatically issue tickets to any violators. >> a college student who traveled out of penn station in new york has been diagnosed with measles. the student took an amtrak train last sunday. officials are urging anyone who traveled train 283 departing penn station at 1:20 p.m. on january 25th to contact their doctor, especially if you have developed a fever. the train was headed to albany and niagara. t montgomery1)frñ county council wants school superintendent joshua starr to testify tomorrow. the council is holding a hearing as to why the schools didn't

notify parents in a timely manner about sexual allegations involving student workers. you children could be affected by kindergarten funding cuts. a meeting will be held on wednesday to discuss the potential for a $20 million cut in.1$et )jt next year. the school board chairman says that they need to prepare for unplanned and dramatic revenue #÷ cuts cutting full-day kindergarten to part time at the county's 35 elementary schools may become a reality. rough estimates say that could save the county about pds 10 million. the cuts will come if a proposal to tax real estate bills at the rate of inflation is approved. metro board's chair hand will be in the hot seat this week. he will appear before the d.c. council on thursday to answer questions about the deadly metro incident. news 4 will be at the meeting tweeting the latest updates. in fact, adam will be there. the council members right now

demand dedemanding answers. while the d.c. council searches for answers for what happened inside l'enfant plaza, news 4 uncovered documents that show exactly how this type of emergency should be handled. >> heavy smoke and emergency response. so what should metro and the fire department have done? we got our hands on the metro rail transit fire rescue emergency procedures policy most recently signed by all local fire chiefs and metro in 2011. very clearly this document spells out procedures for the third rail andb evacuations. one of the more interesting findings in this report, the firefighters didn't have to wait at all to cut power to the third rail. they could have done it without notifying metro. according to this section should fire rescue personnel directly encounter a incident with immediate danger to life safety, third rail power may be removed by depressing the red emergency trip button found at the emergency trip station. metro's operation control center

she spent nearly ten months in the hospital until she got an unforgettable christmas gift. >> news 4's doreen gentzler has the story of one brave little girl. ♪ ♪ >> reporter: theresa perezia loves to dance and laugh and play. but that can be tough when you're barely 2 years old and the only thing keeping you alive is an artificial heart. it started last march. theresa barely 2 years old was throwing up had cold symptoms and wupz so lethargic she couldn't even play. >> it's scary yeah very, very scary especially because the symptoms are sort of vague. then when we found out her heart was really big on her chest x-ray and it wasn't pumping well, then we my the reason behind her symptoms. >> the doctors diagnosed her with dilatedño cardiomyopathy meaning her heart muscle wasn't working and she would need a transplant to survive. melissa jones is a nurse

practitioner at children's national health system. >> the best way for her to wait for her heart transplantation was to implant this ventricular assist device or the artificial heart. >> the device is called a berlin heart, nearly the size of theresa herself. as long as she was using it she would have to stay at the hospital's intensive care unit. doctors have hear wear a helmet because the device is so heavy it leaves her unbalanced and at risk of falling. >> it's great technology because before we had it, somebody like theresa would never have survived long enough to get a transplant. >> reporter: dr. janet shield is director of transplant at chirp's hospital. she says kit take as little as a few weeks or as long as the year. that's because the heart has tof@ match both the recipient's blood type and size. >> what these donor families do is pretty amazing.

>> reporter: her doctors and nurses tried to make he feel at home in the icu. melissa jones even brought her own son to work so theresa would have somebody to play with. >> she was around adults all the time in the icu. so giving her the opportunity to play with another child i thought would be really fun for her. >> reporter: then finally,v"j on christmas eve the call came in. there was a heart, and it was a perfect match. melissa left on christmas day to retrieve the heart. all the details about the donor are private. >> it was really a miracle that she, not only got her heart after waiting for nine months but got it on christmas morning. >> reporter: dr. shield says that small heart started beating in theresa's chest right away. just two weeks after the transplant surgery nearly ten months after she arrived at the hospital theresa went home, and she's expected to live a normal life. >> i don't think we could have
