wind advisory noon to midnight includes just about all of virginia all of maryland eastern west virginia. this afternoon we could have gusts to 50 miles per hour and some scattered power outages are possible by later this afternoon. hour by hour through the day ahead, we'll have the temperatures climbing just into the upper 30s and low 40s during the afternoon with some rather strong gusts of winds. those winds could be gusting to around 50 miles per hour. that will be settling down by later on tonight. another new accident? everything was so calm until the past couple of minutes. inner loop after van dorn, you can see the crash and the response off to the right. so getting around to the left. on metro, green line single tracking with branch avenue and naylor road because of an

emotional day for many as they return to the building that was the scene of such horror. many changes have been made here in this renovation of building 197. the hope is that employees can once again feel comfortable and safe working this. the building now has a new name. it will be called the humphreys building after joshua humphreys. the new color school a new cafeteria, the cubicles have been redesigned. so unlike the tight corridors of the old floor plan things are more open easier to navigate. there will also be a special area honoring the 12 people who died in the attack. this morning i spoke to a gentleman who work here's says it will be a tough day, but it's good for people to get back into that building. >> i've been walking by it for the last year and a half waiting for it to reopen. and it's got its moments, but i don't know. my emotions have been kind of

numbed by the whole situation. >> reporter: 400 employees will return today. hundreds more will return over the next several week. there will be heightened security and also counselors on hand to talk to anyone who is having anxiety about returning to the building. megan mcgrath, news 4. today rmgreg anthony will head to court. the basketball analyst is facing charges for allegedly soliciting a prostitute inside the double tree hotel in northwest washington. this happened last month. according to the police report anthony used a computer to find a prostitute and was caught in an undercover police operation targeting prostitution. after his arrest anthony was suspended indefinitely by cbs. today former nba player -- we mentioned that. a nationals player is out of jail this morning. he is heading back in a few

days. jayson werth turned himself into serve part of a five day jail sentence. werth pled guilty to reckless driving. he was pulled over in july after driving his porsche 105 in a 55 mile-per-hour zone in fairfax county. werth was sentenced to 180 days, but 170 of those were suspended. he will serve half of that jail time on weekends only so that he can still go for physical therapy. today there is extra security he at the university of virginia. rich moppedmond times dispatch reporting they hired g4s to step up security. students can call kurt to walk them home or wait with them at a bus stop. it will patrol popular areas. you'll want to check your bus schedules if you're commuting in loudoun county starting today there are a lot of changes. commuter bus service begins

could you pay doublee for gas by the end of the year year. former shell oig president predicts the price will double. he says the industry is shutting down drilling rigs and that will affect oil production supplies raising the price. gas prices are up slightly from last week. aaa reports the average is $2.40 for regular in d.c. in maryland it's $2.10 per gallon. in virginia the average is $1.95. still the lowest. and in west virginia it is $2.15. you have until saturday to renew your expiring driver's license and vehicle registration. the dmv says there was a computer system outage saturday and that forced them to close

radar shows weather moving out for now. howard county, though announced that it's opening schools two hours late. that's because there are slick spots in howard county especially in the northern parts of the area. chuck bell is in the storm team 4 x 4 live with us now this morning to show what the roads look like. any slick spots so far, chuck?

>> reporter: good morning. we are in mt. airy in howard county where there is that two hour delay. and definitely a little colder. we're at 33 degrees here now. so not a lot of ice on the major roads because of that temperature being up a little bit, but there is just enough on the side streets where this is probably is good call to make that two hour delay for the schools. we're along route 27 here in mt. airy. and some of the steeper windier neighborhood roads could be a little slippery first thing this morning. so if you live in howard county you may want to set out to your destination maybe a little earlier. aaron, it's groundhog day and i say there is no way that guy can see his shadow in pennsylvania this morning. >> we'll check him out anyway in a couple minutes just to see what punxsutawney may have to say. a nasty snowstorm is moving out of the midwest and into new england. angie goff watching it from the

live desk. >> right now the northeast bracing for more blizzard conditions. up to another foot of snow could fall there. this after the storm buried parts of the midwest. killed two people closed down big interstates, as well. and in new york and boston air travel has been crippled. and a lot of schools already closed this morning. snow crews have been out since yesterday trying their best to get ahead of the storm. a lot of that bad icy weather, the worst of it expected to happen in the early morning hours. so right around now. may have a hard time catching a flight today. we just checked with flightaware.com for you. more than 2300 flights have been canceled that's up from just an hour ago. in our region reagan national has 55 flights canceled. wh.b bwi marshall, 32. dulles has canceled 21. from the sky to the rails amtrak says it has crews on standby between new york and

boston. it's planning to run normal service today, but some of the acela and northeast regional servicee modified. the wintry weather will be history by the time you head home tonight. new this morning, a new study about your children eye health. we learn the numbers overnight that say your kids may be eating too much salt and sugar. researchers at the cdc say nearly 8 out of 10 young children eat more than the daily recommended dose of salt each day. 7 out of 10 dinners for sod letters have too much salt that's according to the study, as well. it also said that one out of three of those dinners has an added sugar which adds calories without any benefits to your kids' health. the study was published in the journal for pediatrics included recommendations that you can check for when you're at the store for salt and sodium, you should stay away from foods that

have more than 210 milligrams in a serving. sugar should not be making up more than about a third of the calories in any meal. police are trying to figure out why a woman stabbed herself inside a safeway in silver spring. it happened about 6:30 last night. our crews were there when police took a large suitcase away and a bag of evidence. the condition of that woman not known right now. no one else was hurt though. right now several families are out of a home after fire ribbed through a bethesda apartment building. the flames started at a building on dudley lane.through a bethesda apartment building. the flames started at a . two fchs sfirefighters suffered minor injuries. they believe it started in a dryer vent. we're working to find out more about the condition of two pedestrians hit on the bw parkway near route 198. at last check police told us a man and woman are in serious condition. the circumstances surrounding the accident are under

the school board extended a deadline for contract negotiations just last night. news 4's kristen wright joins us live from the montgomery county school headquarters with more on where the negotiations stand right now. >> reporter: good morning. it is a critical day. the future of montgomery county school superintendent joshua starr. today is the new deadline for starr to notify the school board whether he wants the board to renew his contract. that deadline was extended from yesterday. the school board must decide by march 1st whether to renew superintendent starr's four year contract. that agreement expires in june. we do know that starr released a memo to the school board dated january 22 detailing his accomplishments during his tenure. he cites improved graduation rates and test schools, he also writt he's helped narrow the achievement gap between white and minority students. the news 4 iteam obtained a

school board memo issued during the 2013/2014 school year. in it board members expressed concerns about communicating with starr. they have declined so far several requests to comment on whether they do plan to keep the superintendent in his position. starr has had some not so bright moments involving the notification of reports of sexual assault, school start times and a proposal to remove religious holidays from the school calendar. we should note that the president of the montgomery county school pta does support superintendent starr. so again, very important day and we'll stay on it for you. kristen wright news 4. it will be a busy day for starr. he's expected to testify in front of a montgomery county council in just a few hours. he faces tough questions about why the district waited weeks to tell parents about several recent sex assault incidents. the incidents allegedly involve

staff and middle school students raising questions both about vetting an communication. a middle school principal has already apologized to parents. and today president obama is expected to release his budget proposal. we went truthhrough to pick out some of the highlights. the president is expected to propose a $4 trillion budget that includes a pay raise for federal workers and our military service members. he also plans to make upgrades to transit, bridges and highways. the "washington post" reports the budget also includes a one time tax on foreign profits kept overseas by corporations. there is also a tax credit for middle class americans. the president is talking about vak sen natd vaccinating your kids. savannah guthrie sat down with the president. >> good for them and the challenge is if you have a certain group of kids who don't get vaccinated, then the folks who complaint get vaccinated small infants for example,

a reminder stop for all school buss that have their stop sign extended. starting today, traffic cameras on arlington county school buss will start issuing ticket. if you pass a bus with a camera, you will automatically get a ticket. and could face up to $250 fine. funding plans for the mlk library have reportedly been scrapped. the idea was to add several floors to the top and then lease them out to bring in revenue. many question the plan saying

coming up. today is an emotional day many returning to building 197 for the first time since the mass shooting left 12 people dead. megan mcgrath joins us with more on today's ceremony. >> reporter: good morning. we've moved on to base. and behind me you can see the building that was formerly known as building 197. this is where the shooting took place. and it's completely different. it just underwent a $63 million renovation. it is opening for the first time since the shooting this morning. and really just about an hournow. you can see that it has a brand new name. it's called the humphreys ss building. all of the glass is new. lots of changes on the inside as well. i spoke to a spokesperson here who has worked here for ten years and he said that went

in yesterday and he actually got lost that's how different the building is. he said it looks nothing like it used to look. there is a new color scheme, new cafeteria, the cubicles have been redesigned. there will also an special area honoring the 12 people who died in the attack. they will be holding a ceremony later on this morning at 7:55, a renaming ceremony. and then we'll be allowed in will for a tour. 400 people will be coming to work here today. hundreds more will start to come to their offices over the next several weeks. reporting live at the navy yard megan mcgrath, news 4. 6:47 now. starting today, students at the university of virginia can call a security guard to walk them home near campus or wait with them at a bus stop. uva hired an international security form called g4s to provide the extra security. they will patrol popular areas near greek houses and off campus

quantico and wood bridge. a little bit across fairfax county montgomery and prince george's county. but the main area of the steadier rain is in west virginia leading edge of that moving in to the shenandoah valley. that will come through later this morning. so at the bus stop, have an umbrella and also a wind breaker. the winds will be picking up when you get back home. we'll have gusts up to 50 miles per hour. all these areas in tan northern virginia, eastern west virginia the metro area eastern shore for some strong gusts of wind. and we could have a few scattered power outages. make sure your cell phone is fully charged and you have the storm team 4 app. temperatures right now above freezing. we're in the mid to upper 30s metro area. near 50 in southern 345ermaryland. but that mild air is tracking east of us. and we'll have some slush on roads like this photo i took north of laytonsville about 2:00 this morning. still a little bit of the lingering slush this morning and wet pavement for the morning commute with temperatures in the
