high wind advisory for much of the area this afternoon. you can already see the flags moving out at union station. 40 mile-an-hour winds are not out of the question today. for the first time since a mass shooting at the navy yard the building where it happened is open for business. not without change. we'll take you inside. and police are asking for your help as new information is released on a weekend hit on run as the case takes a tragic turn. good morning. you're watching news 4 midday, i'm barbara harrison. it's a new start for the navy yard and its employees. the building formally known as number 197 re-opened today with a new name and a new look. 12 people were killed inside during a mass shooting back in 2013.

the navy spent over a year and millions of dollars renovating the building following that horrible day. news 4's megan mcgrath is live at the navy yard with more on how 400 employees are setting in today. good morning. >> reporter: barbara, it was a traumatic and life-changing experience for people who were here during the shooting. there are a lot of bad memories inside this hoping that a major renovation will allow workers to once again feel safe and comfortable in their offices. [ applause ] with the breaking of a champagne bottling with building 197, the scene of such horror a year and a half ago, re-opened. an emotional day for those who witnessed the violence. >> mixed feelings but i'm happy to be back. we'll probably get more emotional as we go throughout the day and when you start seeing people you haven't seen since we were in the building. it's good to be back. >> reporter: there's a new name the humphries building new cubicles and work spaces and a

new cafeteria. employees now come in through a different door. the old employee entrance is now gone replaced by a remembrance area. the names of the victims listed on a wall of water. among them security guard mike ridgell, colonel mike mckinney told ridgell to hold the lobby, not to let the gunman aaron alexis out of the building. the spot is a fitting place for the memorial. >> i didn't know in less than 30 minutes he would double back and mike would lose his life holding that lobby for us. it's emotional in here. i think about these folks. this is where one of the most traumatic events occurred that day. and it needed to be changed. it needed to be changed for us.

shortly after the shooting i tried to come back in this way and i just -- i just couldn't do it. >> reporter: and a spoke to a spokesperson here at the navy yard who's worked here for actually ten years. he says that he was in the building yesterday and actually got lost that's how different the building is now. it's not really recognizable from the day of the shooting. it's completely been overhauled. now, the return is being staggered, 400 employees came back to their offices today. and hundreds more will be coming back over the next several weeks. reporting live at the navy yard megan mcgrath news 4. >> thank you, megan. people are digging out after a snowstorm moves from the midwest to new england. here's a look at saratoga springs, new york. just south of there is albany. more than a foot of snow is expected to fall there. in boston massachusetts, you can see crews working to clear the roads, creating huge snow piles out there.

last night on the bw parkway, north of route 197. hearing that the 38-year-old man was with his fiancee on the shoulder of the roadway, when they were hit. park police say that the woman was taken to the hospital. she has nonlife-threatening injuries. as for the driver they didn't stop. they took off. right now if you know anything about this case you're asked to call park police. back to you. >> thank you, angie. today, former nba player greg anthony will head to court in the district. the basketball analyst is facing charges for allegely soliciting a prostitute inside the double trejo tell in northwest washington. according to police report anthony used a computer to find a prostitute and was caught in an undercover police operation. after his arrest last month, anthony was suspended indefinitely by cbs. we'll update you on nbcwashington.com, our app there when we have any new information from that hearing that happens later today. a national star player is

out of jail this morning after spending the weekend there. outfielder jayson werth turned himself in on friday to serve part of a five i had day jail sentence. the sentence stems from a july incident. werth was caught driving his porsche 105 miles an hour in a 55 mile-an-hour zone in fairfax county. he pleaded guilty to reckless driving wasn'ts asentenced to 80 days in jail. 170 of those days were suspended. he'll serve half the time in jail on weekends only so he can still go for his physical therapy for his problems with his back. right now, super bowl and patriots win are trending on twitter. all over the country. lots of you and your friends and nabes can't stop talking about the big game. no moment was bigger than a controversial call at the end. >> play clock at five. it's intercepted at the goal line. >> some of you were saying this was the worst play call of all time. in fact you can hear announcer

kristen wright has been following the story all morning long and joins us live with new developments. good morning. >> reporter: good morning. superintendent starr's contract is nearing its end, right as parents and county leaders are asking a lot of important questions about the handling of sex abuse allegations against a substitute teacher and a contractor. >> the principals were kind of doing what they thought was best rather than adhering to some sort of standard practice and procedure. >> reporter: montgomery county council on a fact-finding mission. education committee members pressing school officials and the school board on delays in reporting sex abuse allegations. absent from the investigative hearing, superintendent joshua starr. his future with the school system unclear this morning. >> did he indicate by february 1st that he wants to stay on as superintendent? >> i don't believe that we received the letter. >> so you don't know what his intention is?

at this point. >> no. >> reporter: that february 1st deadline was extended 24 hours. now starr must notify the school board today if he wants to continue as superintendent. the next big deadline march 1st, when the school board has to decide whether to renew starr's contract. the four-year disagreement expires in june. they attended this morning's hearing expressing their support for starr on the way in. >> can i ask which way youe leaning. >> i'm leaning in support of dr. starr. >> i support dr. starr. i looked forward to raising my hand for him. >> reporter: does it appear he might get the five votes to be renewed? >> i really can't comment. >> reporter: we just learned that the school board will meet tomorrow morning to discuss superintendent starr's fate. we're told it will be a closed-door meeting to receive legal advice on starr's contract. live in montgomery county kristen wright, news 4.

>> thank you. new jersey governor chris christie is in london right now on his agenda today, a meeting with british prime minister david cameron. the possible 2016 republican presidential contender is in britain to promote his state life sciences. that's what he was doing yesterday. the governor watched the super bowl at a pub in london with exchange students from new jersey. he tweeted these picks out. over the weekend, he also went to a soccer match. today, president obama will urge republican lawmakers to pass a bill to fund the department of homeland security. he will release his budget proposal around noon. he's expected to say if a funding bill for homeland security does not pass front line personnel will work without getting paid. the president is expected to propose a $4 trillion budget that includes a pay raise for federal employees and for troops. he also plans to make upgrades to transit, bridges and highways. "the washington post" reports the budget also includes a one-time tax on foreign profits

there seems to be a focus on relieving income inequality. >> the biggest takeaway from this entire budget is we're moving beyond the politics ofous start -- austerity. remember in 2011 2012 when the budget deficit was in the billions of dollars, president obama would say we need to be frugal spend only what we take in. now with the budget deficit in the $400 billion dank he's saying we have to be able to continue to invest alleviate and relieve the inequality. >> do you think that will be a defining issue? >> we're seeing president obama talking about it, republicans talk about it. the two parties couldn't be different in how they want to be able to address this. republicans believe tax cuts

spread out to everyone is the best way to reduce income inequality. democrats believe higher minimum wage taxing the wealthier are the ways to do it. >> an interesting name popped up recently. >> that's scott walker. he was in first place in an a poll of likely iowa caucusgoers in 2016. yes, he right now has his moment. we're probably going to see many people have their moments. he's one in which he's potentially a formidable candidate. >> we haven't heard much about him in the last few months. >> political junkies like me have been paying attention. he won all races three of the last four years. that's what makes him a potentially strong candidate for republicans. because he's able to win in his own state and, remember his state, wisconsin is one that democrats usually have success in in presidential years. >> how did some of the other

you're watching news 4 midday. right now, the d.c. dmv is sitting on a big iou, according to aaa mid-atlantic. d.c. lost about $55 million in unpaid parking tickets last year. over the last three years that number is more than 250 million bucks. aaa says ignoring a parking ticket could get your car booted or towed. if you have a moving violation that could even hurt your credit score.

you could get a ticket from school bus cameras in northern virginia. traffic cameras on arlington school buses will issue tickets to drivers who pass buss with its stop sign extended. arlington county approved this last year and it took effect just last month. foods you should watch out for to keep your children healthy. >> the new numbers say your kids may be eating too much salt and sugar. researchers at the cdc say nearly eight out of ten young children eat more than the daily recommended dose of salt each day. seven out of ten dinners for toddlers have too much salt. that's according to the study as well. it also said that one out of three of those dinners has an added sugar which adds calories without any benefit to your kid's health. the study was done by the journal pediatrics and included

midday. this morning, whitney houston's daughter is fighting for her life in an atlanta hospital. family members are gathering around 21-year-old bobbi kristina brown. she was found face down and unresponsive in a bathtub over the weekend. a sister station e! is reporting she's on a ventilator but hospital officials have not confirmed that. it's time to reboot your resolutions. if you set a new year's resolution it's about that time you're probably losing motivation, maybe you're cheating on your diet or didn't make it to the gym this weekend. we are joined by janet r.labgros, a clinical psychologist and life coach with advice on getting back on track. happy to have you here. >> thank you. it's a pleasure to be here. >> you say most people do have a problem keeping their resolutions once they make them on january 1st? >> absolutely. most people make goals that are

way too lofty. like i'm going to lose 50 pounds in a year. that's difficult to do. if you make small goals you're more likely to accomplish that. >> what's the most common factor in keeping people from keeping their resolutions, is it that too lofty a goal? >> another one is black or white thinking. you try to do it all or none. what happens you miss the gym on a weekend, you say forget it i'm not going to bother, i can't do it rather than okay i'll get up and do it next week. >> that's the most common thing i see. you brought a list of five things that can help us stay on target. tell us about them. one of them you say baby steps. what about that? >> absolutely. if you do small things a little bit at a time you will build on those and have success. for example, if you want to improve your eating make your goal i'll eat one vegetable a

day. once you're doing that regularly, eat one fruit a day. >> if you say i want to lose 50 pounds in a year what do you say, lose 2 pounds in a month? >> a small goal is definitely better. i don't like weight goals because you can't control them. you can control eating a vegetable a day or eating a fruit a day. >> i see. what about cutting out desserts? are most people going to stick with that? >> most people will not stick with something that's that rigid. reducing desserts, maybe. >> measure goals. tell bus that. >> you want something concrete. i'm going to walk 20 minutes three times a week. it's very clear what that is. >> the third one i just saw, can we see that again? >> yes. >> the third one is focusing on the positives. how do you do that? >> well what you do is if your goal is to exercise three times a week and you exercise twice, focus on the fact that you did it twice, next week you want work on making it three times.

rather than focusing on i didn't do it once focus on the fact you did it twice. >> pat yourself on the back. >> absolutely. >> accountability was the fourth one. >> recording what you're doing is a great way to keep track and be proud of your successes. writing down when you exercise recording what you're eating those are great ways to keep track. >> and the fifth one, support from others? >> yes. >> do this in a group, make a resolution with a group? >> you could do that. you could tell your family members and they could help you by not bringing foods in the house that are difficult to control yourself with. you could exercise with friends. >> i used to hang a bikini up when i was in college anyway. that was my way. 2 it worked. >> put a picture on the refrigerator of the beach or something like that absolutely. >> thank you so much for coming in. we needed a little bit of a push to keep on going. when you get to february it's

you're watching news 4 midday. there's a chance you could pay double the price of gas by the end of the year. former shell president john hofmeister predicts the price of a barrel of oil will double and that will of course lead to higher gas prices. he says the industry is shutting down drilling rigs and that will affect oil production. gas prices are up slightly from last week. aaa reports the average is 2.40 for regular in the district and maryland it's 2.10. the average is 1.95 a gallon in virginia in west virginia $2.15 on average for a gallon of regular. you have a few more days to renew your expiring driver's license, i.d. cards, vehicle registration all that stuff in virginia. the commonwealth's department of motor vehicle says there was a computer system outage on saturday that forced them to close their offices to are a short time. you now have until february 7th to renew those items without

we'll be following a number of developing stories from the news 4 newsroom today. we have learned the montgomery county school board will decide tomorrow whether or not to renew superintendent dr. joshua starr's contract. he faces questions about transparency after the district delayed telling parents about recent sex assault allegations in middle schools in the county. starr has pushed back touting his accomplishments. we've learned a 38-year-old d.c. man died while trying to change a flat tire on the bw parkway. it happened last night just north of route 197. park police say rick warrick and his fiancee were on the shoulder when they were hit. his fiancee is expected to be okay. and president obama just laid out his budget proposal. he just wrapped up his announcement that the department of homeland security in northwest d.c. the president pro-prosed a $4 trillion budget that includes a pay raise for federal employees and for troops. one of the most talked about moments of every super bowl is,
