out to dave & buster's for dinner. then came the flat tire then came the hit-and-run. rick warrick ended up dead in the road. we beginning our story now with his mom. >> when i got the call i just didn't want to believe it i couldn't believe it. >> reporter: rick warrick was 38 years old. he was a car sales mannman. he was struck last night trying to change a flat on his 2007 sonata hyundai car. you look closely you can see the spare is in place, lug wrench at the ready. the car itself not even a scrape. >> he got killed on the spot. it's no words. >> reporter: it happened along the shoulder of the road of the b vw parkway north of 197.

rick warrick was out changing a flat on his car, his fiance helping him, his two teenage children in the back seat. a car comes along, it strikes her, it strikes him. she ends up with broken bones in her leg, fractured pelvis and skull. she cries out to him, keep breathing keep breathing. his teenage children see what's going on and call 911 for help. tonight, rick warrick's mom has this message for that hit-and-run driver. >> it's hard on me. i think the right thing will be to do just to turn yourself in. accidents happen and we understand it was a tragic accident. >> reporter: this is not the first time violence has visited the warrick family. more about that coming up at 6:00. pat collins, news4. news4 is tracking some

ferocious winds right now. temperatures plummeting and windchills soon in the teens. gusty winds proving to be dangerous. this was the scene in germantown earlier today. the wind knocked down a light pole that landed on a minivan and no one seriously hurt. and wind is driving a dramatic drop in our temperatures. how cold will we see it? >> temperatures up to 50 degrees earlier, now, it feels close to 20 and 30 degrees colder already just getting started with that dramatic drop. gusts upwards of 40 miles an hour some locations a little higher than that. wind gusts reported 38 towards manassas and and wind gusts at baltimore and the river. and that includes the entire region as we will see winds gusting up to 50 miles an hour

and with that we could see tree branches and a few thousand people without power in our region too. windchills dropping. here we are at 5 o'clock. notice the 20s, teens and single digit. watch what happens by 7:00 teens move into the i-95 corridor. by 9:00 single digits into the metro region and just about everybody in our area in the teens and the next chances for snow coming up in just a couple. right now, we will show you live pictures of a snowy portland maine. people in the northeast digging out after some parts are under more than a foot of snow and chicago and new york and boston each seeing hundreds of cancellations. at least five people have been killed including a massachusetts woman hit by a plow truck in the parking lot. that weather system created travel problems in our area with more than 200 flight

cancellations. reagan national had the most with 122 flights canceled. bwi marshall had nearly 50 cancellations and dulles had 32. >> we have an update in prince george's county where a student punched a teacher in class and the school saying it was a misunderstanding. new information and reaction. this happened thursday at forestville high school. the school sent a note home informing parents of this incident and we will hear from one parent that led to the so-called mix-up that led to the student attacking the teacher. and a squatter that tried to take over their house. a jury convicted her today. now, she's facing more than six decades in prison. it was 2013 when johnson and her family moved into a vacant home in prince george's county.

when the rightful owners tried to evict her, johnson forged documents, including a contract and deed to make it seemed she'd purchased that house. she is to be sentenced in march. not guilty the plea from a former nba player greg anthony caught in a prostitution ring in d.c. he went before a judge today. he was arrested last week after trying to solicit an undercover cop. he responded to an undercover escort ad online. he's a basketball analyst for turner sports and suspended indefinitely. three days down two more to go for nascar jayson werth who spent the weekend in the jail after pleading to a reckless driving charge 105 miles an hour in a 55 miles an hour zone. he has to serve five days in jail but being allowed to do that on weekdays weekends only so he can rehab from shoulder

surgery and train for the upcoming season. we have a story we brought to you onnous 4. it was communication inside a metro tunnel that led to smoke filling it and one woman died from it. along the red line in wheaton, what happened in the last few hours. >> reporter: here's what we can tell you definitively. montgomery fire crews reported communication at the wheaton station. in the last couple of hours, metro says those problems have been identified and fixed. metro technicians shined flashlights and walked the tunnels deep down at the wheaton station. montgomery fire crews were here friday conducting a routine test and found there were communication issues trying to talk on radios directly from the ground to the platform. >> either the equipment in the

tunnels or equipment at the surface may not be fully functional to the specs we require. >> reporter: mike is head of montgomery's fire communication technology department. the key question how big a problem is this? >> reporter: does anybody have any reason to worry you guys wouldn't be able to communicate effectively? >> they do not. the montgomery country fire department and regional partners have systems in place to community communicate effectively and do so on a daily basis. >> reporter: they said they could not communicate with each other inside the station. this first reported by the "washington post." metro said this was not a problem up and down the red line only at the wheaton station. back here live metro says the problem was only here in wheaton. what does montgomery county fire say about all that? in my next report at 6:00.

getting everybody back together again and get everything to start getting back to what could be reasonable as normal as can be. >> reporter: inside building 197 looks completely different than it did september 16th, 2013. >> it's been renovated. the idea was give it a new feel new sense for the work force so when people came back they wouldn't be constantly reminded of the things they saw that day. >> reporter: one of the biggest changes employees will no longer come and go through the old main entrance where the security guard was killed. it has been roped off and a memorial to all those killed that day. >> this is where one of the most traumatic events occurred that day. it needed to be changed. it needed to be changed for us. shortly after the shooting i tried to come in this way and i just couldn't do it. >> reporter: only 400 of the

and the school district will add cameras to stop drivers from passing stopped buses. they will add video cameras to its buses like they do in maryland. cameras record video of drivers who blow past buses with flashing lights. a spokesperson said it could be 90 days before they're up and running and violators could face a $250 fine. tonight, a man killed by police is getting more clarity. after reading some of the 11,000 pages of document released by police about the shooting. >> it's been a fight by the family to get any information about his death over the last year and five months. for the first time they now have a better idea why only one police officer fired. speaking with the father today, join us for his reaction. >> reporter: his father tells me when he read the interview of the police officers at his son's

shooting he came to two main conclusions. one, his son's shooting was not justifiable justifiable, two, the officer who fired the shot was distracted and maybe even angry when he arrived at the scene that day. >> it made me feel good several of the officers saw the same thing i did. >> reporter: that's his reaction as to what's in the thousands of documents released in summons to a court order. he was shot and killed by officer adam torres. don has always maintained his son's hands were up as he stood inside the screened door during the standoff he was unarmed. torres told investigators he fired when he saw his hands go down towards his waist and thought he might be reaching for a weapon. four other officers saw it differently. when the shot happened his hands were up. i'm not here throw officer torres under the bus but i

didn't see what he saw. >> officer torres apparently saw something other than what we saw. i just can't feel he was justified in pulling the trigger. >> reporter: even after these many months there's been no determination whether the shooting was justified or torres should be charged. it's under the review of the justice department's civil rights division. >> representing the family in a wrongful death suit. >> was his ability to perceive affected by the fact he had just been in a fight with his wife an hour before the scene? i don't know. these are things we are discovering. >> the police department and leaders have been under fire for waiting so long to release the details of the shooting. they say lessons have been learned. >> i feel we could have attorney

a much better job of sharing information both to the family but also to be more clear with the public about the basics of what happened. >> reporter: john geer's family attorneys say they learned something important from the court documents that the officer had a meltdown just months before the shooting. why they're headed to court friday to find out more about that. news4. we are digging through the 4 trillion budget president obama sent to congress today calling for 1.3% pay hike for federal workers, however, the president noted today the department of homeland security is only funded through the end of the month because of a disagreement with congress on immigration. he said immigration officers secret service agents and airport screeners could work without paychecks. >> don't jeopardize our national security over this disagreement.

not talking about light winds and trees bending. we're seeing downed branches and trees and power policy. we have a couple of thousand people without power this evening and could increase through the night and the winds not expected to increase until tomorrow. storm radar not showing anything in our radar. the storm system is bringing it. way up towards the northeast and boston still getting pummeled. they have now seen upwards of 3 feet of snow in the last seven days and canceled school again tomorrow. 5 out of 6 days they had school cancellations and already seen their seasonal totals up there january through early february. for us we're not out of the woods and won't see improvement in the next 48 hours. windy tomorrow and it could give you a problem driving especially high profile vehicles. better driving commute between 5:00 and 7:00.

america's most convenient bank. now a story you will see only on news4. a teacher attacked by a student in his own classroom. it's been called a misunderstanding. prince george's tracee wilkins has pictures of the aftermath of this assault and reaction from parents. >> reporter: according to parents and students who are familiar with this incident they tell us the teacher may have said something that this student found incredibly offensive.

his reaction they say was unnecessary. this is all under investigation. >> oh my god. that's horrible. >> reporter: the pictures are graphic, a teacher bleeding heavily. we cropped some of that out but you can still see that this man was hurt. >> that should not have happened. >> reporter: inside the forestville classroom a student punched the teacher. the school system released a statement that read in parent on january 29th, a misinterpretation of a comment in a classroom of forestville high school resulted in an assault with the teacher. teachers and students familiar with the incident said the teacher made a comment the student considered racially insensitive. >> if the comment was made i was told that was made i could understand the pain and anger incited in that student. >> reporter: the parents we spoke with say this is a racially charged climate. some young males are on edge. >> this nation is hurting.

>> reporter: but they weren't excusing the student's response. >> he's teacher. he's here to teach, okay? whatever comment was made whether it was him or somebody else you know that's no reason for him to be attacked. >> it's really baffling on both sides. yeah. because from what i understand he was really injured. >> reporter: in the letter to parents, it read in part prince george's county public schools are committed to ensuring a safe and supportive environment in all schools. >> where were all the rest of teacher? my daughter said everybody crowded around the teacher while he was basically getting beat up. >> reporter: that teacher was taken to the hospital and treated for minor injuries. we cannot get into specifics about what was allegedly said again because this is all under investigation. the school system cannot comment specifically on that at this time. we do understand the student has been disciplined but no more

information than that was made available about the student or teacher because of privacy. i'm tracee wilkins reporting live. a plan to protect students from child abuse and neglect will impact parents in montgomery county. the school system is working with police and prosecutors to develop new safety procedures. they include background checks for new teachers contractors and volunteers who have access to kids in schools, plus a system to quickly notify parents when abuse allegations do surface. the county council heard the details this morning. >> calling 911, making sure we're providing services and protection to our children. removing the teacher accused right from the beginning and sending them home those are the key components i think parents have been looking for. >> the new procedures should be ready by the end of june also when superintendent joshua starr's contract runs out. chris gordon explains why a pivotal decision about his

future could come as early as tomorrow. new this afternoon, reduced charges for parents charged with leaving their two toddlers alone in a car so they could sample wine at a foggy bottom restaurant. zachary kiesch was there for their appearance at the superior d.c. court. >> reporter: it was brief today. just before 4:00 p.m. the judge released this couple with the news to have no contact with their two young children until their february 18th court date. this is a bizarre story. we now know the ages of these young children ages 1 and 2 years old, taken into child and family services at the scene of this. talking about foggy bottom. according to charging documents, jenny chang and christopher lewis went to a wine tasting if you're familiar with the foggy bottom. video shows them getting out of the car at 3:40 without the

kids. at 3:40 police get a call for abandoned child. police get there, two kids alone, windows up door ss locked. small kid crying in the back. both kids strapped into their car seat. shortly after police got there, mr. lewis walked up to the car saying they were monitoring the children from inside the wine tasting using an iphone. we know police talked to the manager and they were inside at least an hour. today, charges reduced to two counts of attempted child neglect. charging documents make note of the video at the ritz carlton shows them get out of this vehicle at 3:40 without the children. reporting live. police are looking for a man involved in a vy lenlt armed problem bri. this is taken inside the market.

we learned new security procedures will be put in place after violence there. there was a shooting just outside the zoo's entrance on the traditional family day just after easter and the shooter was 14 years old. there have been three violent incidents in the zoo on this monday after easter in 15 years. in 2011 there was more violence when a teenager stabbed another teenager at the zoo and police presence was heightened at an event that draws thousands
