department of health confirmed that someone has it but says that person was infected outside of the country. and this case is not related to the outbreak in california. the health department is urging you to vaccinate your children. the disease is now in 14 different states. take a look at your screen. the states are all highlighted in yellow. it is defined by a red blotchy rash all over the skin. today mayor hogan gives his first state of the state address at noon. hogan is expected to talk about his priorities including tax cuts and heroin crisis. news 4 will be at the statehouse and will be tweeting and also streaming the address live on nbc washington's app. i feel like we're having a cold warning, but some positive news coming our way. >> tom, do you have some positive news? >> i do. enjoy it while you can. by popular acclaim, we'll be

warming things up by later this afternoon courtesy of a southwesterly breeze. we'll have dry pavement bright sunshine temperatures a little below freezing for the morning commute. then after that we'll quickly warm. for the afternoon commute, we should be soaring into the upper 40s. dry roads. just a few clouds. noontime temperatures in the mid to upper 30s much of the region. then by mid to late afternoon, should be hovering quickly in the mid to upper 40s metro area. maybe even mere 50 degrees from fredericksburg over to culpepper. mid to upper 40s prince george's county montgomery fairfax county. and then just near 40 farther to our north and west. low 40s for highs neighborhoods around the bay by later this afternoon. so enjoy this milder weather because it will be turning much colder overnight tonight into tomorrow. that's when we have the possibility of a little bit of

light snow. we'll look at the timing on that coming up. now let's look at our wednesday morning commute. overall no major problems at this point this morning looking pretty good. here is a live picture 270 at montrose road. the folks that would be driving here headed southbound here for us this morning. everybody else head north, nice and clear there. beltway at indian head highway also looking quite good, no problems there. do have some construction on the way of course until 5:00 this morning. 66 west near 123, the right lane blocked until 5:00 a.m.. and then along 95 southbound just before dale city two right lanes blocked until 5:00 a.m., as well. wider look everything rolling quite nicely. a live picture of 95 coming up. right now new information this morning on a deadly train versus suv crash just outside new york city. overnight, another person died from that accident. angie goff following the developments from the live desk. >> this story continuing to unfold north of new york city. right now we know the ntsb a

team investigators from right here in washington headed to that deadly train accident. seven people are dead after that commuter train slammed into the suv on the tracks. the video is dramatic as you can see. this happened during the rush hour tuesday night. and reports say that the driver of that suv stopped on the tracks that crossing gate came do you know down she got out of her vehicle and then back in and that's when she was hit. the driver and six others were killed ten others seriously hurt. rescue crews still on the scene. this was the deadliest accident in metro north history. we'll continue to follow the latest developments and bring them to you. and angie mentioned later this morning, national transportation safety board will launch a go team to investigate the metro north crash. the team leaders expected to do a quick media briefing this morning before hopping on a plane at rayeagan national. some people are questioning the tone of 5911 dispatcher who took the call about a hit and

run over the weekend. the accident happened on the bw parkway. julia pearce suffered two broken legs in the crash. her fiance rick warrick was killed. both were outside of the car changing a flat tire when the crash happened. when the victim's daughter dialed 911 for help she was upset and shall say the anome say the it is patcher's tone was inappropriate about that. >> ma'am, stop yelling. i need a location. so two people were struck. >> >> yeah they both -- >> okay. let's stop whining, okay? it's hard to understand you. >> the anne arundel county fire department told news 4 the dispatcher could have used a better choice of words, but he was just trying to get information to send help. police are still looking for the driver of the car that left the scene. lawyers in the jesse matthew trial are requesting a delay. they're expected to ask the judge this friday they want the trial moved from plarmg tomarch to this

summer. he's charged with the attempted murder and rape of a woman in 2005 and also charged with kidnapping hannah graham last september. an important reminder if you like to wear head phones on your morning jog or walk to school. police say they could make you a target for criminals. this warning comes after a map sexually assaulted a girl walking home from wakefield high school in arlington on monday. the girl says she was grabbed from behind near south 4 mile run drive and walter reed. it happened in broad daylight. she managed to get away but police say she had ear buds in and probably never heard the suspect coming. >> try to use only one ear. if you can, walk with a friend home. and again, most kids and people are carrying cell phones now a days. contact police immediately. >> police say the suspect did get away. and they are looking for witnesses who may have seen the attack happen. we're now hearing from the d.c. charter school after three teachers were let go. howard university middle school says the teachers resigned.

parents believe they were fired for teaching takeextra black history lessons lessons. it is new 4:36. today prince william county school board will talk about making $11 million in possible cuts to next year's budget. board members will consider cutting full day kin ter dar ten to half a day, also discuss eliminating bus service for special programs. the chairman of the school board says the system will need to make cuts if about the county approves a proposal to hold real estate tax bills at the rate of inflation. that meeting will happen tonight at 7:00 at the kelly leadership center in manassas. the purple line could be on track, what planners are learning today plus the power move from the white house that could make that line a reality. developing news in jordan the country retaliates after isis kills the jordanian pilot. >> and it will be freezing at the bus sto

the time is 4:39. today the purple line is becoming a little more real. there is a meeting this morning about the line. prince george's county and montgomery county leaders will learn what is new about the project and how it can impact the region long term. they will also talk about the next steps for the line including how to pay for it. project leaders are hoping some of the money comes from the federal government. president obama set aside $100 million in the federal budget for the purple line. your commute on metro trains might take a little longer. cold weather is forcing metro to

morning. so when you're choosing what to wear as you step out, dress for a cold morning. a warm coat, hat, gloves. you won't need the umbrella today. likely need sunglasses, though. we'll have high clouds over us thousand drifting away plenty of sunshine for the rest of the morning and into the afternoon. that's when we'll have milder temperatures. but at the bus stop this morning, we will stay below freezing. we're in the mid and upper 20s. we'll stay that way between 7:00 and 8:00. then will get up around 30 between 8:00 and 9:00. a look at our snow chances for tomorrow and maybe accumulating snow after that next weather and traffic on the 1s. still dealing with work zones? >> should be around for the next half hour or so. right now in laurel route 1 at cherry lane we have the right lane blocked there. 395 south at seminary two left lanes blocked until 5:00 a.m.. wider leak atook at things everything moving around quite nicely. in virginia, 95 just north of pohick road, no issues there.

nominated ashton carter. he's been working at harvard for the last year. the senate is expected to confirm him today. this morning we're hearing the call for help after strong wind gusts brought down a tree in montgomery county. we first showed you the pictures of that tree on chris fisher's home on monday. he called 911 shortly after it happened. >> it's falling on highmy house right now. >> he sounds awfully calm. the tree slammed in to the house around 7:00 p.m. monday. a huge tree. wind gusts were up to 50 miles per hour at the time. glad that he was safe though.

14 before the hour. d.c. school officials apologized for accidently exposing personal information of some 10,000 students. buzzfeed pound it unfound it unprotected. it had been open to the public since 2010. d.c. schools says this, quote, there is currently no evidence the data was compromised and we understand how important it is to safe guard student information and will conduct a top to bottom review of our security practices to ensure this does not happen again. today d.c. council committee will hold a hearing about what grade your kids can be suspended from school. david grasso wants to ban from suspending pre-k students. report from the d.c. office of the state superintendent of education found 181 pre-k students were suspended back in the 2012, 2013 school year. that hearing will happen this afternoon at 2:00 at the wilson building. a d.c. councilman wants to

rename the university of the district of columbia for the late marian barry. vincent orange introduced a bill that would name it the marian a. barry junior university of the district of columbia. he says it could be referreded to as mbudc. he says barry was the university's biggest champion. 4:47 now. maryland's teachers union says governor hogan is short changing your child's education. critics say it will lead to larger classrooms. they created a website that lets you see how the budget will affect your district. if you have your phone or tablet you can go to the washington app and search hogan to take a look. the new governor disputes the criticism saying he is spending a record amount on he hadded indication and new school construction. a squatter found at a prince george's county mansion is a robbery suspect. p that suspect and nine others including children were found yachting in this foreclosed home. it's been vacant for four years. this is the second time this home in ft. washington has been

raid. neighbors say police need to find a solution. >> we have a warm of vacant 40uss in prince george's county where the net sex of squatters can be and we can't keep having 21 cars come to every house twice a year to solve this problem. >> last summer police found the suspect in a d.c. shooting living in that same home along with 12 other people. we have a crime alert in virginia. the common wealth's realtor's association is warning agents who are women to look out for a potentially aggressive man posing as a customer. the association says in the past week agents received calls from a man who demands to see listings late at night. he refuses to meet during the day or at the office. agents from the hampton roads area to richmond have received these calls. we now know more about two kids found alone in a locked car in foggy bottom. their parents are accused of leaving them while they went to a wine tasting. video shows the children were left in that car for 45 minutes.

more than 45 minutes. the kids had on coats but no hats. one child had no shoes or socks. the parents say they were monitoring the children with an iphone they left in the car. those parents now charged with attempted second degree cruel pi to children. kids are in the custody of family services. bedbugs are a big problem and they are getting tougher. that's according to an entomologist. bedbugs are becoming more resistance to pesticides making them tougher to kill. but you can do some simple things to prevent them from making their way into your home. >> people are moving around more they're coming in contact with bud bugs in different places. >> okay. i've completely lost my appetite. all right. the expert says if you're returning from traveling, put all your clothes in the drier before putting them away. oh that's a good idea. the heat from the dryer will kill the bugs. also check hotel bedding for any signs of bedbugs.

gross. sorry. i can't do it. in news 4 your health this morning, if money stresses you out, are you not alone. money is the leading cause of stress for americans. a pole of over 3,000 adults found that 72% had felt stress about money during the past year. money troubles also caused problems in about one third of relationships. the study says even though money is the top stressor overall, stress levels have dropped since 2007. snow delays will not put a damper on the patriots victory. they will take part in a victory parade this morning, the first championship win for the team since winning back to back super bowls, that was 10 years ago. tom brady was still the quarterback, too. that parade starts at 11:00. it was delayed because of all the snow. >> a lot of people pushing to saturday but football players are going on vacation. >> they want a break. let's turn to tom kierein

today military personnel will get double the tools at sears. the discount is available to all of those who are serving or have served. it is in honor of the 74th birthday of sears. you must present a valid i.d. to get your discount. for the first time researchers can look at a private collection from the late civil rights icon rosa parks. today the library of congress will show personal papers letters and pictures of the woman who started the montgomery alabama bus boycott in 1955. she refused to move to the back of the bus. that collection has never been seen before because of a lengthy estate battle. and it shows her inner most feelings at the time. >> i don't think it's difficult

they hop on a plane at reagan national. tracie strahan is on the scene and joins us with new developments this morning. >> reporter: good morning. that train involved in the crash is still on the tracks here in valhalla new york. ntsb are had been here if just a few hours to investigate the crash that metro north officials are calling the worst in its bill lowed from the back of the train. officials say a jeep was stopped on the traction when the railroad gate came down on top of it. the driver drove it forward and it was hit. several departments responded to what was a mass casualty accident. seven people were killed many more injured urks some seriously. 400 riders had ob evacuated from the rear of the train taken to a sports club in the area. when the ntsb arrives here in
