tuesday night. after the crossing gate came down the driver purportedly got out of her car and then do the back got back in and that's when she was struck. the driver as well as six passengers on the train were killed. we're told ten others were badly hurt. they are believed to be in the hospital and rescue crews are still on the scene. aaron. right now police here are looking for the person who opened fire near a busy shopping center in southeast d.c. killing a man. this happened near the intersection of minnesota avenue and east capitol street. our crews were there as police blocked off the scene during their investigation yesterday afternoon. we're still waiting for police to release the name of the victim. officers are still trying to figure out a motive for the shooting. today maryland governor larry hogan gives miss first state of the state address. he'll speak in front of the joint session is he general assembly at noon. he's expected to talk about his priorities including tax cuts. chris gordon will be at the statehouse live tweeting p. we'll also be streaming the

address live on the nbc washington app. your kids may not be able to attend kin dar ger ten for a full day in prince william county schools. today the school board will consider making $11 million in cuts to next year's budget. chair thanman says the system will need to make cuts if they hold real estate tax bills at the rate of inflation. the meeting is at 7:00 tonight at the kelly leadership center in manassas. a developing story this morning, case of the measles has now reached d.c.. the d.c. department of health will confirms someone has it but says the person was in-effected outside of the country and is this not related to the outbreak in california.was in-effected outside of the country and is this not me seal the health department is urging to you vak you to vaccinate your children. the disease is in 14 different states in addition to the district. take a look at your screen.

the states are all highlighted in yellow. metro is open but some trains may be moving more slowly than usual. cold weather forcing metro to restrict speeds in some places to prevent cracked rails. megan mcgrath live at the station where speed restrictions are in place. >> reporter: you might notice a little bit of a slowdown this morning, these new speed restrictions are impacting every line in the system. take a look at a map here. this will give you an idea of some of the locations that have the speed restrictions in place. that includes noma also greenbelt, west falls church grosvenor, van dorn some of the locations. and those locations could change day to day depending upon ongoing specson ongoing inspections. it's being done as a safety precaution for weather related

cracked rails. trains that normally go about 50 miles an hour will be going about 35 miles an hour along short sections of track just about a few hundred feet or so. however, those restrictions could add time on to your commute. we've been talking to people this morning and they say they don't like the slowdown but they understand they says's better to be safe than sorry. >> well, if that's the reason because it might crack the rails, that might be a safe thing. that would be good for us. >> reporter: and during times of extreme cold and when the temperature fluctuates we see swings in the temperature, that causes rails to expand and contract and that can cause the track cracks. so this is being done as a safety precaution. we could see speed restrictions in place throughout the cold months. so basically the entire winter. megan mcgrath, news 4. we're tracking breaking news out of asia where rescue teams

some startling new information coming in now as the death toll rises in this plane crash in taiwan. you can see from the dash cam video that transasia flight clipped the bridge life slamming in to a river in taipei. it also hit a taxi on that bridge before it hit the bridge. take a look at the close call. the driver was hurt but is expected to be okay. thousand we want to go live to the scene where a huge rescue effort is under way. we just learned that the death toll is now at 19. 24 people are stilling missing. there were 58 on board. early reports indicate a mayday call was placed in regard to some engine trouble which raises

a lot of questions because we're getting new information about this aircraft. we have learned that it was only nine hospitalsmonths old. so very new. 6:17 now. new this morning, one person is dead and three others are hurt following this large apartment fire in pennsylvania. take a look at the scene here. the fire broke out overnight at a complex northwest of philadelphia. you can see the flames shooting from the roof of that building. firefighters rescued several people and battled the fire for three hours. they believe the fire started in a trash chute. a 911 dispatcher facing criticism this morning for the way he handled a call during a hit and run crash over the weekend. >> can you please hurry up? >> ma'am, stop yelling. i need a location. so two people were struck? >> yeah, they both -- >> okay. let's stop whining, okay? it's hard to understand you. >> that call happened after a couple was hit by a car as they were trying to change a tire on the bw parkway.

julia pearce suffered two broken legs. her guy anfiance rick warrick, was killed. the fire department told news 4 the dispatcher could have used a better choice of words but he was trying to get information to send help. police are still looking for the driver of the car that left the scene. a bill to protect victims of campus sexual assaults is moving forward in the virginia house of delegates. it would require colleges to provide the transcripts of students who were expelled or who were withdrawn because of an investigation. the bill also requires police to notify the state's attorney within 48 hours of the start of an investigation. and that bill was named the jesse matthew bill. lawyers for matthew are requesting a delay in his trial. they're expected on ask a fairfax county judge on friday. they want his trial moved from march to the summer. matthew was charged with the attempted murder and rape of a woman in 2005. he's also charged in charlottesville with kidnapping

uva student than thathannah graham. if you'd like to wear your headphones or ear buds on the morning jog or walk, police say they could make you a target for criminals. that warning after a man groped a girl walking home from school on monday. this happened near south 4 mile run drive and walter reed drive. the girl managed to get away but police say she had the ear buds in and probably never heard the suspect coming. police suggest that you walk with one ear bud out and always walk in groups. a squatter found in a prince george's county mansion is a robbery suspect. the suspect and nine others including children were found squatting in this foreclosed home. it's been vacant for four years now. this is the second time the home in ft. washington has been raided. neighbors say police need to find a solution. >> you have a swamp of vacant houses in prince george's county where 9 the next set of

squatters could be. we can't keep having 21 cars coming twice a year to solve the problem. >> last summer police found the suspect in a d.c. shooting living in that same home along with 12 other people. there is a proposal to rename the university of the district of columbia in honor of the late marian barry. a council member introduced a bill that would name it the marian s. barry junior university. he says it could be referred to as mbudc. he says barry was the university's biggest champion. right now cold weather continues to grip much of our country. here is a live look in buffalo this morning. it is snowing there. temperature 25 degrees. and it feels like 12. buffalo has dealt with its fair share, huge share of snow this winter. so is boston. where all the cold and snow is causing all types of problems. trains are having a tough time running, which is causing some big delays for commuters. people became stuck on the train yesterday after it lost power

during the rest of the afternoon, should be mostly clear. and then this evening, we'll have clouds returning and that is the leading edge of some much colder air that will begin to move in tomorrow. right now in the upper 20s nearby suburbs, low 30s by chesapeake bay. and hour by hour today first light showing up over the metro area a live view from our tower camera there is the washington monument. we'll have sunshine through the morning. look at the temperature graph, a steep climb on the roller coaster ride. up we grow this to the 40s by noon. upper 40s midafternoon. and then we level off a bit into the evening hours. then we'll take a big plunge downward as we get into thursday morning. and that's when we may have a little bit of light snow for the morning commute. we'll be in the 20s mainly just to our north a chance of a dusting, but flurries elsewhere for the metro area for the morning commute. it will quickly exit to be followed by strong gusty winds tomorrow afternoon. that will keep it cold probably not even getting above freezing. and then plunging down to the teens by dawn on friday. friday, partly cloudy with afternoon highs only a little

are returning from traveling, put all of your clothes in the dryer before you put them away. the heat will kill the bugs. apparently millions of women worldwide enturdure unwanted pregnancies because of fears of contraception. the report says 40% of women don't use birth control or condoms you because they're scared of the side effects. and the report says there are 15 million up wantednwanted pregnancies across the globe every year. apparently you can take a class and learn about growing your marijuana business. anne arundel community college is offering a business class called entrepreneurial opportunities in emerging markets, marijuana legalization. the professor there says it took two years to get the class approved. students say the business opportunities are endless. maryland decriminalized small amounts of pot. and people in washington state can now buy their weed the same way they can buy a candy

the case lated tensions in the middle east comes just as the u.s. is poised to get a new secretary of defense. ashton carter will face his confirmation hearing in the senate today. tracie potts is live on the capitol hill now to tell us what is expected to happen. >> reporter: in just three hours, lawmakers will start questioning ashton carter and one of the biggest issues likely will be how is this military going to continue to deal with isis and get the upper hand especially in light of what you just talked about. ashton carter who has a long history in the defense department is going to have to explain how his leadership will continue. the pentagon is saying nobody is letting off the gas here as they put it going after isis. but also the latest developments in jordan are drawing criticism from president obama who called them barbac saying they have a bankrupt ideology referring to isis of course. the other thing that is happening here on the hill democrats are now coming out saying this is exactly why we need to fund the department of

money was spent on mayor bowser's inauguration. the mayor released her financial report and it shows that just over $1 million was spent on inaugural festivities. bowser's predecessor vincent gray spent just over $700,000. requiring committees to file financial reports was part of an ethics reform bill that bowser cites as one of her top accomplishments. d.c. school officials apologized for accidently exposing personal information of some 10,000 students. buzzfeed found it unprotected on a school website. apparently it had been open to the public since 2010. that wub sight was locked yesterday after buzzfeed contacted the district. d.c. schools says there is currently no evidence that data was i don't compromised and we understand how important it is to safe guard student information and we'll conduct a top to bottom review of our security practices to ensure that does not happen again.

prince george's county overall looking pretty typical, but fairly slow here. indian head inbound about 11 miles per hour. taking a look 95 in virginia, all the way in to town you're completely fine. same thing as you're headed out of town. no major problems. just a little slow here as you're headed through stafford. it is our typical volume, no major issues otherwise. 6:5 #.4. metro may be running a little slower than normal. megan mcgrath live it at the noma station to explain why speed restrictions are in place. >> reporter: well, yeah it could take you a little longer to get to work this morning with the new speed restrictions. but the folks we've been talks to say they're okay with it. the speed restrictions are really affecting every line in the system including here at noma. here is a map with some of the other locations, as well.

green belt west falls church grosvenor, braddock road, van dorn some of the locations we're seeing the restrictions. the locations can change day to day day. speeds have been reduced about a third. it's been done as a safety precaution in spots with potential for weather related cracked rails. trains that normally go 50 hirnmiles per hour will go around 35 miles per hour. and this is just along short sections of track just about a few hundred feet but the restrictions could add a few minutes to your commute. talked to one gentleman and he says he hasn't noticed a difference but even if he did, he doesn't mind. >> if they have to slow down for cracked rails, we have seen what happened to metro north last night. rails are dangerous when they're not properly maintained. so could be a little slow but we'll get here safely.
