in new york when a train hit a a car on the tracks and quickly burst into flames. a delivery driver is telling his side of the story after the nfl player shs the guy who jump started deflate gate attacked him here in our city. >> that player plays for the indianapolis colt but he lives here along the u street corridor in d.c. >> thin hearing new details from his alleged victim about what went down last night. here's pat collins. >> reporter: it happened in this alley off u street. a pizza delivery man s he was attack ed attacked by a professions car was parked in the linebackers space. a linebacker for the indianapolis colts is the guy who caught the interception from tom brady that led to the deflate gate investigation.

now jackson is known for something else. assault suspect. >> he really pulled me like this. he hold me like this. he say he going to kill me. he do it like this. >> reporter: jose fuentes is a pizza delivery man on u street. last night he was parked in this alley behind jackson's townhouse. fuentes's car was blocking jackson's space. he said he offered to move it t t jac came after him. >> he hit me everywhere. he choke me for more than one minute. >> around your neck? did he hit your head against the side of the car? >> yes. he try to take me out of my car and hit me like this. >> reporter: jackson, charged with simple assault, he's pending a further court hearing in the case on february 26th.

i tried to get reaction. i knocked on his door. no answer. i called his agent, no comment. the pizza man said he didn't even know jackson was a football player. more about that coming up at 5:00. live in northwest, pat collins, news 4. i'm scott mcfarland. word there have been more emergency raiddio breakdowns inside d.c. retrotunnels. in the three weeks since last month's deadly incident in the plaza. emergency radios used by firefighters and law enforcement to deal with emerggm e the breakdown. they told us they have had at least ten failures during those tests. many on the orange line, one on the green line platform and on the red line.

the city is so concerned about breakdowns they have increased the frequency of their testing. they used to do it once a month and now they are doing it once a week. during the testing, they found ten failures on emergency radios. more on the story coming up at 5:00. more coverage coming up. now we have an update on a story you saw first on news 4 about that 911 dispatcher. the one who asked the teen to stop whining when she called because her father was injuried in a deadl maryland. that dispatcher is not currently in contact with the public on his job. a spokesman for the fire department ss a investigation is underway into his behavior. that call came in late sunday night after someone hit and killed a man as he changed a tire on the parkway. the driver is still out there. some people will return home tonight to damaged cars after a service line broke sending water into an apartment building

garage. this happened here at the jefferson house in foggy bottom around 11:00 this morning. it flooded the garage and parts of the first floor and made the main entrance unusable. water is turned off. they are working to put an es estimate on the damage. we have late deve f t crash. the tracks on one of the busiest railways are now blocked after yesterday's crash that killed six people injured more than a dozen others. jay gray has the latest from new york as federal investigators examine the burned out wreckage. >> reporter: federal investigators continue to pour through the charred metal that still litters one of the busiest commuter railways the metro north in new york. >> we have several busy days ahead of us. >> reporter: after what was a horrific night -- six people are dead more than a dozen injured

after the train slammed into an suv stopped on the tracks. >> we intend to find out not only what happened but we want to find out why it happened. >> reporter: initial indications are the crossing gates came down on the suv. the driver got out to check for damage but when she got back inside couldn't get out of the way. the suv exploded into flames as it was pushed more than 100 yards down the tracks. the front car of the train also caught fire. chris gross was inside. >> i hit the ground. people fell on top of me. total chaos. >> reporter: chaos captured in pictures and home video from witnesses and passengers outside the crash. inside the images were much worse. >> the guy in front of me broke his leg. the guy across the way from him broke his leg. somebody who had fallen on top of me flames came up about a

foot away are from me. after that happened people were screaming, crying. >> reporter: a pain and sadness that lingers as the search for answers continues. jay gray nbc news. now to a development on the plane crash caught on camera in taiwan. rescuers used a crane to hoist the wreckage from a shallow river. . it shouded may day three times as they tried to regain control of the prop jet. it clipped a highway bridge and plummeted into the river there. rescuers pulled 15 survivors from the wreckage including a toddler. at least 31 deaths are confirmed now. 12 people are still missing. ian williams is gathering new information and we'll have his report in our next half hour. we have new details on a hit-and-run case in arlington that critically jaured a man. we pulled court documents that

a breast feeding controversy this week in alexandria is

drawing a the lot of reaction. a worker at the wreck center told a woman she could not breast feed in the play room. she posted the incident on a brog and the spokesman apologized for what happened. there's no policy at the city department or center level that prohibits breast-feeding in any city facility. we are following up to enshire that all staff understands that breast-feeding is fully permitted. it is the health crisis that so many people are now talking about. it's the surge in measle ls cases and it now affects our area. why we need to be concerned. >> the cdc says cases of measles are growing across the u.s. the d.c. joins these states where one person has been infected by the disease. it's the only place in our area in the health department says it's not related to the spread of the disease in california.

i'm scott macfarlane. police investigating a stabbing in a metro rail car. one person said to be in custody or being held by police right now. at one person injured. pet ro transit police saying they found a person with a wound consistent with a stabbing in frat center southwest. unsure where the stabbing location was, but the person was found on that car at that station. there will r going to be major delays because of this as police continue their investigation. likely 30 minute delays. that's a key station near so many federal offices. more information as it comes. for now, back to you. two local students got a chance to tell president obama

how immigration reform has changed their lives, especially when it comes to their education.t with a group of five dreamers in the oval office. dreamers are young undocumented immigrants who received protection from deportation under a program mr. obama implemented in 2012. one of the dreamers is from rockville. his family came to the u.s. when he was just 8 years old. he's now a junior at the university of maryland studying . >> as i told president obama, being able to work is more than just bringing money home. it's about being able to pay bills and have your dignity. it's about being able to wake up in the morning and provide for the economy and for the benefit of my communit ao at the meeting today, a college student from arlington who moved to the states from mongolia with his parents when he was 10. he's pursuing a finance degree at george mason university. president obama's nominee to

police investigate an apparent stabbing. it appeared to be a stab wound found on a train southwest in the district. that's major metro station and these delays will be major for the rest of the day. police stopped all train service in the area for 20 minutes. now they expect delays of about 30 minutes through the afternoon rush. one person is being held by police for the stabbing. one victim they are not sure where the location of the stabbing was. the person found on the train at federal center southwest. more coming up. we'll post updates. for now, i'm scott macfarlane. as you have seen on social media, the dash cam video is so chilling and investigators are looking for the answers in that plane crash that killed at least 31 people in taiwan. ian williams reports. >> reporter: the battered body of the plane has been hoisted

from the river and attempts are underway by rescue workers to locate those passengers still unaccounted for. now the death toll seemed certain to rise. this was only two minutes into. a flight when it lost control, slammed into that roadway overpass and then down into the river. when it hit the water, it triggered a massive res operation at one point involving several hundred police army and soldiers pain stakingly looking for survivors among the 58 passengers and crew. now there is speculation tonight that the pilot may deliberately have tried to steer the plane into that river in order to miss the apartment blocks that appeared to shave and in so doing wishing to avoid a worst disaster. a lot of speculation about what might have caused the crash, perhaps engine failure. crucially they have recovered the black boxes.

it means they were easy to define. we should know quite soon what did lead to this terrible crash today. nbc news beijing. jury selection is set to get underway tomorrow in the so-called american sniper trial in texas. eddie ruth is the man accused of gunning down chris kyle the naef seal who became the deadliest sniper in iraq. he wrote the book that formed the basis for the movie. ruth's lawyer says he can't get a fair trial because kyle's considered a hero in texas and the movie is still playing in theaters. but they were unsuccessful in delaying or moving the trial, so they are expected to pursue an insanity defense. the housing crisis of 2008 left many properties in our region empty and squatters are taking advantage of it. just yesterday authorities raided a million dollar home in prince georges county after a

robbery suspect in nine other people were found squatting in a foreclosed home. that same fort washington house was raided last summer when police found a suspect in the d.c. shooting living there with a dozen others. neighbors told us police need to squatting is a growing problem in prince georges county. troy johnson is here in the studio with today's talk around town. the squatting issue is just a reminder of how people are still struggling with this housing recession years ago. >> absolutely, the struggle continues as some people would say. this is a perfect example of the story we just heard. if you're going to take the opportunity to try to squat in a home obviously outside of the fact that that's a criminal situation, it really lends to the fact that a lot of people are not recovering in this so-called recovery that we've had. it's still very tough. this is a situation it might be easy for some to be squatters

because a lot of the homes are unoccupieds a time of year when a lot of people aren't at home shopping. so it just cretes a perfect opportunit . >> there are studies that show the housing crisis has had a profound impact on minority communities. >> and having these homes open drags down the property value. it attracts vandals and situations like that. some listeners are telling me that the wealth was zapped in the community as well. 1 in 7 african-americans net worth was depleted in 2013 according to the federal reserve survey of consumer finances. homes lost more value in the economic meltdown and didn't gain a lot of value . the network of the typical african-american family declined by one-third between 2010 and 2013. the typical family was left with about 8 cents for every dollar of wealth that's held by whites.

first now at 4:00, the i-team has a morning. cold mornings are bringing out the thieves, preying on drivers who are trying to warm up their vehicles vehicles. >> scott m how quickly and how often this is happening. >> reporter: a morning routine playing out so many neighborhoods this time of year warming up the car while waiting inside from the cold. >> seconds. >> reporter: but watch this. surveillance video from one home white car idling as another vehicle drives by backs up and a man hops in the car and takes off. thieves call them puffers because of the ignition coming out of the back. they are easy to spot even from far away and easy to steal.

>> people usually think their driveway is safe. >> reporter: we spent several cold mornings with the wave team. we're not showing their faces because they work undercover not only looking for thieves, but warning potential victims too. >> the one right next to us lit up as well. >> reporter: we first spot that giveaway puff of smoke from a bmw but we're surrounded by other cars quickly. >> four cars. >> reporter: including this honda. officers approach the drivers to alert them about car thieves. >> i have to take that into consideration because it's one-car family and i wouldn't want my car to be stolen. >> this fusion runs more than 20 minutes before officers finally knock on the door. vanessa says she didn't realize it's illegal. >> i have to be with the vehicle. it would be a $70 fine.

>> reporter: this day no tickets, just a warning. >> i'll think about it but i'll keep an eye on it. >> that can make things worse. escalating a stolen car to a possible carjacking. gas stations also easy pickings according to the wave officers. when they steal the cars they are not stealing the cars to keep them. >>t for profit. >> reporter: many of the cars end up being sold online or exported overseas like this black car swiped from a gas station. it was found in a shipping container headed to africa. >> this is their job. they get up in the morning just like you or i go to work. >> rep organized teams use the stolen cars to commit other crimes. as our cameras roll, officers pull this vehicle after spotting it driving through several gas stations and speeding. they suspect they were searching for a vehicle to steal.

right now, federal investigators are on the scene examining the burned out wreckage from yesterday's deadly crash between a train and suv. this happened 20 miles north of new york city. five men on the train and the woman driving the suv were killed. officials have to use dental records to identify them. >> jeff rossen looks at the number of accidents that occurred recently across our country. >> reporter: right now, officials are investigating the deadly crash in upstate new york trying to figure out exactly what went wrong. >> there was a loud bam like an

explosion type thing. once we jumped off on the side there was another explosion. >> reporter: it's happened before. check out this video from inside a train crash just outside of orlando last may that demolished a new sports coupe. it stalled on a railroad crossing. the driver got out with seconds to spare. just last month in houston, a mother father and six children escaped injury when this freight train struck their car and another at a crossing. officers say the conductor sounded the horn several times but the two cars didn't move in time. and in glendale california, an suv stuck on the tracks caused this commuter train to derail hitting trains on both sides of it killing 11 people. >> i was like a pretzel. i was totally in the way. >> reporter: according to the federal railroad administration more than 230 people were killed

robbery. >> live outside the federal center metro station a couple blocks from the capital. >> reporter: good evening, before we talk about that alleged cell phoneet you know that there are minor residual delays on the orange, silver and blue lines. we're talking around 15 minutes. i'm standing outside the federal center southwest and this is where this all came to an end. that's when the metro transit police worked together and zeroed in on the man calling a suspect. let's show you what he looks like here. police say the 19-year-old tried to snatch a phone from someone either on a train or on a platform at the plaza metro station. he then boarded an orange line train and took it here to the federal center southwest station. while on board, a passenger saw the suspect, saw what was going on and tried to intervene. police say the suspect stabbed the man in the hand. that man is now in a hospital.
