good evening, i'm doreen gentzler. >> and i'm jim vance. one of the u.s. allies is pulling out of the operations against isis tonight. it follows that gruesome execution of the pilot from jordan. the united arab emirates suspended air missions over iraq and syria. the country says those missions will not resume until search and rescue teams are moved closer to syria in case another pilot is shot down. it's unclear if one of those teams might have been able to save that pilot. jordan has called for the middle east to unite against isis and has promised retaliation. with the battle against isis in mind, the senate confirmation hearing for president obama's selection to lead the defense department. that nominee is ashton carter. he was grillsed about how he would fight isis.

we have more from capitol hill. >> ashton carter sailed through his nomination hearing today but lawmakers from both sides of the aisle expressed their nr the slow-going fight against isis. >> reporter: ashton carter the pentagon insider nominated to be defense secretary gave a sober assessment in our ability to defeat isis. >> the united states involvement is essential. it's necessary, but it's not sufficient. >> reporter: the extremist group's latest act of brutality, burning a pilot alive, was calculating. >> isis is really trying to fracture the coalition that is helping the u.s. and countries like jordan take the fight to isis. >> reporter: jordan's king abdullah received the bad news as he was on capitol hill lobbying for help. his response hanging two terror suspects isis tried to free and offering to step up the role against fighting isis.

if the united states will let them. >> i couldn't believe what i heard yesterday, all the red tape they have to go through to get something on the front lines to help them defend themselves. >> reporter: carter promised to focus the fight. >> with our air power and other kinds of assistance inflict defeat on isis and make it a lasting defeat. skeptics doubt it can be done without boots on the ground. >> how are we going to dislodge without a ground component. >> reporter: they question the strategy depending on the iraqis and syrians who have given isis a home. in new develop on capito this evening, all 26 members of the senate armed service committee calling on the obama administration to cut through the red tape and give jordan the help it needs to fight isis. live on capitol hill brian moore, news 4. a community is honoring one of their own killed by an isis-linked group in libya.

flags are at half staff for david barry. he was a marine and private security contractor. he was among ten people killed when gunmen stormed a hotel in tripoli last month. he leaves behind a wife and two children in northern virginia. we are learning more about the woman whose suv was part of the deadly train crash up in new york. she's a mother of three children and was rushing home from work when her vehicle was stuck on the tracks. she was 49 years old and she was killed in that crash. five people on the metro north train also died. coming up in about ten minute we'll take a closer look at the rush to save passengers from one of the burning trains. tonight there will be a federal safety inspection on metro as a direct result of the deadly incident last month. the u.s. department of transportation made that announcement on the same day we learned about communication failures at several other

stations in d.c. mark seagraves is live with details. >> reporter: ever since that deadly accident here at the plaza several weeks ago, fire departments throughout our region. have been ramping up their testing of their underground radio systems. they found a small problem at the wheaton station. other stations have also been doing testing and they report the same minimal problems but nothing like what they found in the district over the past two weeks. in the first round of testing right after the deadly acct plaza station, nine different locations in the district failed meaning first responders would be able to have communications in the event of an accident. most of the radio failures were found inside the tunnels including the tunneld foggy bottom, judiciary square and union station and the blue line and capital heights.

the radio system in that tunnel failed twice over the past two weeks. the radios are tested outside the stations inside on the platforms and in the tunnels. they are pleased that the district is doing comprehensive testing on the radio systems. the maintenance and reliability of the equipment being tested is the responsibility of metro. during the fatal incident on january 12th that left one woman dead and 80 people hospitalized firefighters reported problems with their radios inside the tunnel. now it's important to note that all of the failures that were discovered in the district in the past few weeks and other areas around the region have all been fixed and the testing be continue. if you want to see a complete list of where all the recent failures were found you can get

that at our nbc washington app or going to our website. we expect to know more about this tomorrow when metro testify before the counsel. reporting live mark seagraves, news 4. >> we just got a statement frol transit administration would be doing a safety inspection. in part we welcome the participation as all of us work to make metro an even safer system. metro says it made improvements since a similar review in 201. a developing story back to normal schedule and a 19-year-old man locked up after a stabbing at the federal metro station in southwest d.c. we're told this all started when a cell phone was snatched at the station. he then apparently got on a tr it up to federal center. another passenger tried to intervene and he wound up get ing stabbed in the hand.

that passenger is expected to be okay. officers stopped the suspect as he tried to get on another train at federal station. now an update on a story you saw first on news 4. a dispatcher who asked a teen to stop whining when she called about a deadly hit-and-run in maryland is now restrict contact with the public. a spokesman for the fire department says an investigation into that 911 call is underway. the call came from a teen sunday night after someone hit and killed her father as he tried to change a tire on the parkway. the driver is still out there. we look at weather now and, oh my what a day this was. absolutely lovely. o now that you have enjoyed it forget about it because it's not coming back for awhile. >> today was the second warmest day we have seen so far this year. tomorrow will be a far cry from that. we'll show you what's come inging our

way. you noticlevel chico saw a little snow today. we're on the mild side of the system. behind this, chicago, 18 last hour. the kind of air moving our way. the highs today, how about these numbers? 53 in d.c. 58 in fredericksburg. tomorrow it will feel 40 degrees colder than it does right now. that means 13 in d.c. 6 in frederick. we'll talk about that in a minute. another ruptured water pipe is causing problems tonight. this time it's effecting residents of jefferson h 24th street. a service line into the building broke around 11:00 this morning. water flooded part of the first floor and the underground. garage. some vehicles were damaged. it also caused the sidewalk to bu making the main entrance unusable. water to the building is still cut off. d.c. building inspectors are trying to determine the extent of the damage. an update on a murder in the district we reported last night.

the victim was 19 years old. he was killed. somebody shot him 4:00 yesterday afternoon on minnesota avenue. busy shopping area there. police say they have not yet found the suspect. with a budget crisis looming, maryland's new governor has tough choices about taxes and education funding. hours after his first state of the state address, it's clear larry hogan will face road blocks from democrats. chris gordon explains the issues and one both sides of the aisle can agree on. >> reporter: for the first time the governor unveiled his proposals to cut maryland taxes. he wants to repeal the tax and automatic gas tax increases. he would give release to small businesses and retirees. >> this week will start heading towards that goal by submitting legislation that repeals income

taxes on pensions for retired military, police fire and first responders. >> reporter: a stand ovation from republicans, democrats remained seated. >> my county and district both o states. we are losing our citizens to those other more tax-friendly states. >> it's a multimillion dollar hit on the pockets of marylanders and in frederick county especially. that's going to be a huge relief to us. >> reporter: democrats are declaring a budget battle trying to restore proposed education spending cuts, which they say will devastate schools in montgomery and prince georges counties. >> we have to continue fighting. we stand to lose millions of dollars that are going to help our teachers and students improve our education system. >> on the appropriations committee, i can assure you that there are many other areas that can be reduced before we reduce education. >> governor hogan wants to tackle maryland's heroin epidemic

the death toll is rising from the dramatic plane crash in taiwan that was caught on camera. a plane clipped a bridge before it fell into a river. we have the latest developments on this. >> 31 people are now confirmed

dead in ta ta crash and 12 are still missing. we're seeing video of an amazing rescue that shows crews pulling a toddler from the partially submerged plane. the fu sill lodge has been lifted out of the water and the black boxes have been recovered. now investigators are trying to figure out what happened. the plane was almost brand new and weather was relatively clear despite some storms earlier in the day. the media is reporting that the pilots may have made such a dramatic turn to avoid slamming the plane into the high-rise apartments or neighborhoods that you can see there putting even more people in danger. this is the second deadly crash for transarab asia with the same type of plane. her co-workers say she left work in her usual cheerful manner but the mother of three

would never make it her suv got stuck in railroad tracks causing a train to crash. it was her gas tank that fuelled the deadly fire. jay gray has the latest on the investigation. federal investigators continue to pour through the twisted and charred metal that still litters one of the nation's busiest commuter railways the, the metro north in new york. after what was a horrific night. six people are dead more than a dozen injured after the train slammed into an suv that was stopped on the tracks. >> we intend to find out not only what happened but we want to find out why it happened. >> reporter: initial indications are the crossing gates came down on the suv and the driver got out to check for damage but when she got back inside couldn't get out of the way. the suv exploded into flames as it was pushed more than 10 yards

>> it's not going to last at all. we'ra huge change tomorrow but we'll see this on saturday. tomorrow the roller coaster continues. we're going way up today. take a look outside right now. temperature its up to 53. now down to 49 degrees. but those winds still out of the south at 10 miles per hour. that's the reason why we saw these warmer temperatures as they made their way in here. current temperatures around the rest yof of the region 43 in winchester. that's the cold spot. if we're 39 and that's the coldest spot at 6:00 in the evening, i think we're doing okay. as we move through the evening, it's not the rain or snow but move in early tomorrow morning. here it is. it looks like a lot, but it's not going to be much when it moves in here. what it is going to do is usher in a cold front.at cold front behind it has some arctic air. some of the coldest air we have seen this season. that will be moving in during the evening and early part of the day tomorrow.

so tomorrow will be a lot colder. if you walked out the door at 6:00, you might think i don't need the coat but it's after that time we see the real cold air move in. here's 8:00 a.m. and notice i-95 that's the area we start to see some of the snow showers come through. that's all they will be. but it could be enough to slow traffic. give yourself a little extra time. by around 9:00 they are shifted to the south. and really not much going on. that's about it. after that it's the cold and weekendy conditions. we'll see day tomorrow. it will be one cold afternoon. let's look at the windchills. in the 20s around the metro area. by noon we're already in the teens and they will continue to fall. here come the single digits. 6:00 in the evening just about everybody from i-95 to the west is in the single digits.

even southern maryland. we could see single digits by around 11:00 tomorrow night. a very cold night and looks like only one really cold day before we start to get better. a few flakes on the roads, but the roads should remain dry for the most part. temperatures around 31 degrees. not too worried about sticking on the roadway degrees in the evening between 4:00 and 6:00. we warm back up on friday. still chilly but 50 on saturday. saturday is looking like a pretty good day. then we get into an unsettled pattern. what's going to happen next week is something we'll have to wait and see but a good chance of rain sunday night could change over to a wintery mix on monday and maybe ending as all snow late monday into tuesday. once again still a lot of time to figure that out just keep an eye on the cold for now. an emotional roller coaster for the family of american

complex? >> i just want to get the bad guy. >> chris kyle's life is portrayed in the movie "american sniper." tomorrow a trial will get underway for the man charged with murdering kyle. he's accused of shooting kyle at a shooting range in texas. they want the trial moved out of texas because kyle was so well known and loved there. ebola cases are back on the rise for the first time in several weeks. the health organization unsafe practices for that increase. they include a burial ritual in which loved ones put their hands on an infected person but a week ago the number of new cases in west africa was down to 99. that's the lowest level since june. doctors without borders says the drop in cases led to the canceling of testing for a new treatment, but testing will continue for two experimental vax seens.

tonight a local university president. s the white house to take its free community college proposal one step further. they want to include historically black colleges. they sat down with howard university's president and introduces us to one student who wants to see others get the same benefits from higher e. . >>. i'm someone who came from very humble beginnings. >> reporter: howard university senior kevin peterman is the first if his family to go to college. >> to see my graduation day and being able to say i'm going to graduate in four years is a blessing. >> reporter: the experience has meant everything. >> just a series of great opportunities. >> reporter: kevin feels his education is priceless. still there's a price tag. >> it wasn't supposed to happen. the finances in my family. >> that's why i'm sending this congress a bold new plan to lower the cost of community college to zero.

>> reporter: president obama is proposing two free years of community college. howard's president believes the white house's plan should include historically co and universities. >> the students who come here represent those from the lower economic status. >> reporter: he says at howard graduation rates increase by 10% among students who receive full rides. >> if you don't have the historically black colleges as police where is these students can be taken in it there will be less people of color. >> reporter: president obama's plan has drawn critics. it would cost the government and states $60 billion over ten years adding tuition to attend the country's 100 colleges would send the number skyrocketing. kevin just wants others to have the opportunity. he's waiting to hear back from

it on the floor. >> reporter: jose fuentes is a pizza delivery man on u street. last night he was parked in this alley off u street behind jackson's townhouse. his car was space. he said he offered to move it but that jackson came after him. >> he hold me like this. he say he going to kill me. >> he threatened to kill you? >> he grabbed my neck like this. >> reporter: jackson is charged with simple assault. he's out pending further court acti in the case. live in northwest, pat collins, news 4. the local man accused of ramming his dump truck into a has bn indicted on attempted murder chargings. surveillance video shows the truck hitting the car and nearly hitting two officers last month.

conference at the university. they are asking business owners to lobby maryland's governor and remind him what's at stake. >> so what i'm asking and what i'm saying to you, we have to convey that message to the government. >> reporter: the purposele line is a proposed 16 miles of l21 stops. the project is expected to cost $2.45 billion to build. while the state has not committed federal, the administration is expected to green light $900 million for the project. >> if the purple line is canceled the federal investment of $900 million, which will be green lighted by the federal transit administration goes to another state. it doesn't comry s ready to fight for the line but he expects the governor to support it. >> i think he gets it. governor hogan is in real estate. he understands the value of the transit network. >> reporter: while governor did

not call the purple line by name leaving business owners uneasy. they want an absolute con confirmation. i'm tracee wilkins, news 4.> some new changes also could be ahead for the district's streetcar system. news 4 learned that the planned system for eight lines over 37 miles is in jeopardy. after millions of dollars has been spent on the project, only a fraction of that system is likely to be built. sources on the d.c. council say one proposal would complete the line that's already planned from h street west to georgetown and a second line to ann kosta. those would be completed. there's no timetable for when the projects would be complete. today we're getting a closer look at plans to redevelop the west bar neighborhood. they want to change the area to a mixed use space with a town

howard university students say they are concerned about a recent series of break-ins in a school parking lot. tell us at least 20 vehicles were targeted recently. you can see in these photos thieves smashed out windows. one student tells us they took $700 worth of stuff from inside her call including sun glasses and head phones. students pay $250 a year to park in this it lot. there are patrols but a sign also reads park at your own risk. tonight the search is on for an suv involved in a crash that ended with a woman from maryland dying. we're told a driver hit the woman -- a driver hit her as she was walking along route 1 in elk ridge. a second vehicle then hit the woman again. the first driver stopped, but the second car kept going. at this point the first driver is not facing any u charges. now to new details about a

woman in jail in arlington tonight. she's accused in a disturbing hit-and-run that was caught on video. we have learned she was recently arrested for drunk driving and police are investigating whether alcohol and prescription drugs played a role in the incident. a search warrant was dug up to show what it took for police to get her into custody. >> reporter: tonight mk auto operating without its owner. a father of three is still in critical condition. >> he can't breathe on his own. on the plus side he's awake and he's aware of everybody. >> reporter: we showed katherine the seuncovered today. it shows how police caught the driver of this suv. watch the video. it shows the vehicle hit a car and then after an employee comes out to stop her, she backs into two other cars and takes off. that's when police say she drove over his foot and ran over him two separate times.

rescuers had to resuscitate him twice. video caught the plates. . police found out the car was a loaner from a local dealership registered to alexandra mendes, but the address was listed to a ups store so police used a cell phone and called in the u.s. marshals who tracked it to fairfax. they canvassed the neighbo the vehicle. they arrested her inside this home within hours of the alleged crime. this past weekend they seized four prescription bottles and four receipts for alcohol purchases. >> she should not have had a driver's license. >> reporter: katherine is also thankful. she set up a go fund me to help his family. >> we're all human beings and we want to help each other. it's phenomenal. i love it. >> reporter: the warrant says that mendes was arrested last may for dwi. she was convicted for reckless driving. she's behind bars here in

arlington tonight. there is a need for affordable housing in arlington and there's a churc t that is trying to make that happen. members of the arlington presbyterian church have voted to redevelop the church's property on columbia pike and turn it into housing. the pastor says there's a lot of planning and design necessary before construction can begin. >> we will stay in this community. we are connected it to this community. this is a community we feel called to serve. where we will be once the building goes down we still don't know. >> we're excited to be with them on what for them is a faith journey. the people of that church have this wonderful vision for the community and they have embraced affordable housing. >> this is not the first time a church in arlington has attempted this kind of project. the nearby church is an example

close to the single digits by 10:00 at night. cold air is the first story tomorrow. then a lot of people still asking about the sunday event. will it be a big snowstorm? i think the is no. there will be snow to the north and it will bring up enough warm air so most of us will get rain late sunday. the storm will develop off the d t a possibility that it will wrap around some of the snow and colder air during the day monday and into the day on tuesday. so still too early to tell what's going. to happen here. a rain/snow mix. it's going to be so critical once again. there's some snow possible with the storm system on monday. maybe even into tuesday. it's in the seven-day forecast. a few early snow showers tomorrow. friday not bad with of 38. 48 on saturday. saturday looks like a great day. could even hit 50. then we get into that wintery mix late sunday into the day on tuesday. we'll keep you updated on all of that. right now just keep an eye and get ready for the cold to move right back in. >> we're bracing ourselves
