there is an ongoing investigation and something else is a major improvements program. if you are taking metro, you will see a lot of what we will be seeing. columbia heights is a work zone. this is improvements going on all over the system. the orange line silver blue yellow and green, colors of the rainbow. no pot of gold at the end of this. whaul find is delays. trains will be running every 16 minutes on those lines. red will be running 15 minutes. they will help out a little bit. that's a million dollar improvement and you will see this like we are seeing. they will be working on the platforms. call boxes. this is the largest capital improvement program since metro began and it is all part of

being safe and reliability and if you are running metro, you will have to make adjustments. we are live in capitol heights. you know where we are. >> all right, derek. thanks. his job to help young students and this morning a d.c. elementary school teacher is accused of violating the trust of a special education student this his care. leroy ware was arrested on thursday and the allegations are a 9-year-old child at a school in northwest d.c. that first incident occurred between thanksgiving and christmas last year. he is facing misdemeanor charges of child sex abuse. >> the former first lady could spend the next year and a half behind bars. they say maureen mcdonald should spend a year 1/2 in prison. her attorney doesn't want her to serve a single day and do 4,000 hours of community service. if the judge does hand down a

prison sentence she is requesting a split term of prison and home confinement. the u.s. attorney said mrs. mcdonald benefitted by personally receiving a $19,000 shopping spree and participating in multiple expensive dinners and vacations and she was at times exuberant. virginia's former first lady will be sentenced in two weeks. they will allow her to be free while she appeals her conviction. more on this story and how the sentencing is affecting his wife. >> a developing story from overseas this morning. the parents of an american held by isis are hoping their daughter is still alive. 26-year-old kayla mueller was killed by a jordanian air strike yesterday, they said. there were no usz or combat missions near the area where isis said mueller was killed.

she was abducted in 2013 as she was volunteering with syrian refugees. her parents didn't want her capture publicized. she is the only known hostage held by isis. they are facing terrorism charges for helping groups including isis and al qaeda and iraq. they are accused of sending money, weapons and other supplies overseas. here's a list of what they bought according to the indictment. firearms and military uniforms, tactical gear and other development. they allegedly shift the items. they are from bosnia and immigrated to the u.s. >> working on details about the deadly train and suv crash in new york. records showing that money was actually set aside to install a third set of flashing warning lights at that railroad crossing. that was never done. it's unclear whether more lights would have prevented six people died and 16 others

hurt when a train crashed into an suv on the tracks. >> a prince george's county man arrested on murder charges. police arrested phelps yesterday and they were called to ed warts way and went for a welfare check and found a woman unresponsive. she died a short time later. they tell us he got into an argument with the victim and that escalated to murder. he is charged with first-degree murder. >> a nail technician is facing sex abuse allegation from customers. hung nguyen is a nail technician of the nail salon and spa on p street northwest. they say nguyen touched three women inappropriately when giving pedicures. they said the allegations are not true.

evidence. matthew will be transported back and next month he will be tried for abduction. in june or july he will be tried on an attempted murder and rape charge. >> smoke filled another metro station prompting a big response by firefighters. no one was hurt in the incident after a train car caught fire. this is putting more focus on the preparedness of first responders. the union asked that they obtain old cars for training purposes. the d.c. mayor was noncommittal on that suggestion. >> we have to make the best use of resources. i don't know that that's the answer when we have it set up but i am happy to look into that. >> only 100 fors were trained for the metro incident and only

half the firefighters in the department have had that training. news 4 learned that the interim manager is being called to testify with the manager response. the house oversight committee asked the chairman to appear for a hearing on friday. they are investigating possible safety gaps. >> five more measles cases at a daycare in chicago. five infants at kinder care. they told families they will mandate vaccinations for all staff working with children under the age of 15 months. the u.s. centers for disease control and prevention confirmed 102 cases in 14 states not including the newly diagnosed cases in illinois. with more of these cases being diagnosed, many parents are taking a closer look at the requirements for your kids's schools. we have done work to see how your districts are handling it.

get health care with a nice end of the evening. it will be going on all weekend and several churches. about a dozen churches will be taking part tomorrow as well. live in northwest. back to you. >> a year ago a beloved music teacher was shot to death. a community is coming together to remember ruthanne. julie carey find out how her love of music echoes in the community. >> it was ruthanne's signature song to greet the children in her classes. she led the program for two decades until she was shot to death february 6th as she answered the door at her home. the tragedy has not stopped the music. >> we're didn't know what the family would want to do. if they wanted to keep it going or not. they made it known they did. they wanted it to go on.

new studies show fewer people are drinking and driving, but more people are smoking pot and driving. the national highway traffic safety administration released two studies. one found the number of drivers with alcohol in their system dropped by one third. the same found a large increase of drivers using marijuana or other drugs. nearly one in four drivers tested positive for at least one drug that account affect safety. >> a d.c. teacher in northeast
