the love the run you're with. the weather great for this. wanted to take a look at the start of the race. you can see those several hundred runners, maybe close to 1,000 taking part in this annual 5k. in these relatively warm temperatures we're having of course you go back to 2010 around this ten, you would have seen anything but folks running in the streets. of course you would have seen lots of snow. snowmageddon gave us about 11 inches of snow 23 inches total. one of the snowiest februarys we've had on record at least since records have been kept. nothing like that today. we talked to runners out there. one woman said she wished she had worn a tank top. i don't know about that personally. later today who knows? we may indeed see some tank tops. we're live in arlington, derrick ward news 4. back to you.

a prince george's county man is behind bars this morning for allegedly killing his neighbor. rudolph phelps is accused of killing 61-year-old karen siegman. police say the neighbors got into an argument that turned violent. she was found when police did a welfare check on friday. a developing story right now, the united arab emirates is joining jordan in the fight against isis. the uae sent a squadron of f-16 fighters to jordan to take part in air strikes against the militant group. jordan stepped up air strikes after isis release add video showing a captured jordanian pilot being burned to death in a cage. > virginia is considering expanding the dan data bank. lawmakers are considering three bills that would require certain misdemeanor offenders to submit a dna sample.

in the hannah graham case is jesse matthew is guilty she would be alive today if we could have legally taken his dna in a previous conviction. virginia became the first state to establish a dna data bank in 1989. new york became the first state to expand the data bank to influid all misdemeanors in 2012. power is back on. an outage at the mall forced people to leave the mall creating a traffic mess. dominion says there was an equipment malfunction under ground that caused the outage. terry mcall expected to make a major economic development announcement at inova fairfax hospital in falls church. christopher barry is charged with simple assault, threats and other charges over an angry

outburst at a bank in chinatown. the montgomery county public school board could vote on the proposed bell time changes during tuesday's meeting. the schools are looking at adjusting bell times to let high school students start later in the day. you may have to pay to send your kids to full day kindergarten in loik schools. "the washington post" saying the school board asked virginia state lawmakers for the authority to charge the parents a fee. right now the county offers part time kindergarten. loudoun is one of three in the common went that doesn't require full day kindergarten. maryland requires full day i understand garden a policy that started in 2007. bobbi kristina brown was facing legal troubles just days before she was found unconscious in a bathtub at her atlanta home. nbc news confirms that there was a warrant issued for the 21-year-old late last month for failing to appear in court for driving with expired te warrant has since been dismissed. the only daughter of whitney

president obama ended the week on a high note with the release of big job numbers, but it was overshadowed by on going global issues hitting close to home. >> moderator of "meet the press" chuck todd joining us now with more on that. chuck, the white house is expected to seek congressional approval for more military action against the militants. i guess the question is is this a slam dunk for the white house or what needs to go into this resolution? >> there's broad support for obviously going after isis. bipartisan support there. i think how this thing is worded is going to be something that i don't know if they'll be able to come to an agreement to. the president has authority to do this without congressional authorization. the war resolutions from iraq and afghanistan that are still league. he could use that or the war powers act. the problem is they want to

narrow the scope, but at the same time that the old war resolution -- and at the same time give flexibility because isis is in syria and iraq. if they pop up in other countries, you have to write the resolution broad enough that you can go after isis in yemen or syria without declaring war on yemen or syria. >> you have an exclusive with secretary of state john kerry. i want to play a sound bite of your interview with him. >> how soon will the united states be providing more security assistance heavier artillery to ukraine? >> i have no doubt that additional assistance of economic kind and other kind will be going to ukraine. we do so understanding there is no military solution. >> so no military solution, but yet we seem to be getting a little more muscly in the whole ukraine thin the next 72 hours are

critical. german chancellor angela merkel is coming the the united states. this is a case where there's bipartisan consensus that there needs to be warming of ukraine. merkel is fighting it tooth and name. she does not want it. she thinks the minute the u.s. provides heavier artillery to ukraine, it creates a hotter war in eastern europe. the peace deal she's negotiating with the russians the u.s. thinks it's appeasement, they're giving the separatists even more territory. this is all going to, i think, be a critical next 72 hours to see where this is headed. >> where we see bipartisan support for the fight against isis isn't it true congress is split when it comes to ukraine and how to respond? >> there is split, but the splits are within both parties, the hawks and the doves. there are hawks in both parties very much many favor of this. you have more -- you want to

call them isolation on the right or peace nicks on the left whatever political term you want to use, that divide is there. the question is is putin a rational actor in all this? we've done all the economic sanctions. they've had an impact but they haven't changed his behavior. >> so if that's not working, the next step is to start pushing back on him militarily. i think what the germans are worried about is a slippery slope. if we're providing arms to ukraine, is the next step that you have to prop up ukraine with your own soldiers. >> let's come closer to home let's touch on measles. >> i don't want to touch on measles. i've e had my vaccination. >> you'll talk about it in the show. this has become its own political thing where people are picking sides -- >> look one of the things we do -- there's always history of this when government decides -- makes a public -- a case for the public good decision smoking

bans seatbelts, vaccinations there is -- there usually is a split in some form or another, the anti-government, libertarian types. in vaccines on the left you have the naturalists, the organic folks who think, hey, you've got to keep your body pure. i think that that is sort of what sparked this debate. what intrigued me about it the perfect storm of what happens when you have social media that spreads misinformation so easily now, our erosion of trust of institutions. you'll hear a woman talk about how can i trust the cdc. if we can't trust the cdc as a society, we have a problem. what is it that you don't trust about the centers for disease control? if that's not working, american society is not going to work. i think this is the larger debate going on here and we try to touch on it a little bit. >> thanks chuck. we'll be watching. a reminder you can see "meet the press" every sunday right here on nbc4 right after "news 4 today." right now, new england bracing for yet another major

snowstorm. want to take a live look. conditions out in rochester, new york where more than a foot of snow could fall today. take a look at this nud video that we got in. this is from albany. right now parts of new england under a winter storm warning. chuck bell saying snow will get more intense later today for those parts. the snow is expected to fall through tomorrow night. speaking of chuck, he's right here. also shedding a little more light on this nice forecast we're seeing to round out the weekend. >> i wish we could all be sunshine all day long because it would make it a little prettier. nonetheless optimism reigns supreme on the weather end of the decks. mild enough already. temperatures today at least ten degrees warmer than average and for parts of the viewing especially south of the metro, some 15 to maybe 20 degrees warmer than average. that will feel nice. it will be our mildest day in more than a month in washington if we can get to 60 degrees.
