right now at 11:00, a woman is taken off life support days after she was tasered at a local jail. tonight, new questions about what really happened. we've identified the people on board a plane that crashed in maryland. we're getting a fran account

t from a witness. and beantown trying to dig out of four feet of snow. mother nature is dumping even more. good evening, i'm chris lawrence. first at 11:00, a fairfax county inmate dies in police custody. doctors took the woman off life support to five days after she was tasered. investigators say she physically resisted deputies. but news4's darcy spencer spoke to someone who knew the w who shows us what the sheriff's office is now saying about the investigation. >> reporter: woman who was tasered at the fairfax county detention center after reportedly becoming combative died sunday after being taken off life support. she has been identified as natasha mckenna. she was 37 years old. the incident now classified as an in-custinmate death. the fairfax county police n notified and an investigation is underway. the county sheriff's office instead a statement that the department is fully cooperating with the investigation.

fairfax county sheriff stacy kinkaid said in a statement, "we anticipate a prompt and comprehensive investigation and will continue to update our website as new informaavailable." a press release previously stated that she experienced a medical emergency after becoming combative and was subdued by the taser. questions are being raised about what caused the medical emergency. sources tell news4 mckenna has a history of mental health issues, and that was confirmed by a neighbor at her leak apartment complex. a neighbor tells me on a recent very cold night, mckenna asked him to come in to her apartment to look at her heating system. he assume that maybe it wasn't working right. when he got to the apartment, she told him she felt that someone was pumping poisonous gas into her apartment through e heati system. he realized that she was having some mental health mckenna of jailed on an assault charge. february 3rd she was scheduled

to be transferred to alexandria. officers say she physically repat lawson mused dew points' commands -- physically refused deputies' commands. d to an emergency unit. cpr was performed before being taken to a local hospital. in fairfax, news4. >> and in d.c. authorities are investigating how a woman died in the district's central cell block. the corrections department says taiwan tawana joh arreste yeste on a misdemeanor charge for destruction of property. tonight, two men are being treated at the university of maryland shock trauma center after they survived a plane crash in anne arundel county. new at 11:00, we're hearing from a witness in his own plane looking up at the one that crashed. >> reporter: this mangled wreck is all that's left of a small plane that crashed in anne arundel county. >> we're going to need a rescue.

>> reporter: tonight we're hearing from a fellow pilot who saw it go g down. >> it's shocking to watch, especially since we knew the people in the plane. we were right behind them. the man was on the runway ready to take off next. >> no smoke or mechanical issues. they didn't gain enough altitude to clear the trees. >> reporter: the single engine plane took off from tipton airport in ft. meade. >> a plane entered the trees -- >> reporter: within seconds it crashed into a marshy wooded area not easy to get to. >> four-wheel drive, utility vehicle unit for ecocalfating the patients out of the woods. >> reporter: on board, thomas cline and the pilot jeffry barnett. they were airlifted to the hospital. >> we're lucky they didn't suffer more severe injuries. >> reporter: investigators have to figure out what went wrong.

>> they're very disturbing. good piles and great people. >> reporter: we first told you about the story from an alert on our washington app. you can download it for free from itunes or google play. indianapolis police are trying to find the owners who dropped their dogs on the side of the road in a crate thursday. someone called police but couldn't pinpoint the location. another woman took the dogs home to keep them safe. she posted on social media, and police picked them up. they're in protective custody but will be put up for adoption. the highs approached 70 degrees today. those unseasonably high temperature are not going to last. meteorologist amelia seigel shows what to expect in the morning. >> chris, hopefully you soaked up the warmth today. tomorrow it will be a distant memory. d.c. actually tied the record high temperature today set back in 1900 of 68 degrees. there was a massive temperature spread and high temperatures

today across our area 41 for the high in hagerstown to 71 for a high in charlesville. now tomorrow's temperature forecast is just as tricky. i think we'll see the big temperature spread again from 39 in frederick and 40 in gaithersburg. 47 in washington. i did lower this earlier with new information coming in and a high of 49 in culpeper. not only cooler tomorrow chris, but temperature in the 40s. some showers, as well and maybe a bit of a wintry mix. i'll have the latest timing coming up. >> thanks. new tonight, another big stor bearing down on new england. with four feet of snow already on the ground boston's mayor says the city is running out of space to put it. that's not the only place dealing with wild weather. nbc has a look from washington state. >> reporter: tonight outside brennan, water falls are raging rivers are rushing, the brunt of the storm has just passed. the storm that walloped washington battered much of the

of a deadly crash. saturday a lexus hit the back of a pre-us then jenner rearenned the lexus causing it to spin and hit a hummer head-on. the person driving the lenox died. jenner send condolences saying "it is a devastating tragedy and i cannot pretend to imagine what this family is going through at this time. i am praying for them." the head of homeland security warned at least 30,000 federal workers could be furloughed if congress doesn't agree to fund his agency by the end of the month. jay johnson went on cnn today and said it's not right to make people work without pay. the current standoff revolves around a bill and whether it should include provisions to end president obama's executive action on immigration. tonight we're getting new reaction to the death of dean smith. the coaching legend's career spanned more than 40 years. he led the u.s. basketball team to olympic gold and the university of north carolina to two national championships. we have details from the

newsroom. jason? >> reporter: chris dean smith did so much for the game of basketball not just on the court but off the court also. he recruited the first black student athlete to north carolina in 1966. his legacy goes well beyond championships and wins. in his 36 years at unc, smith coach some of the greatest players the sport has ever seen. michael jordan sam perkins, james worthy those three played on the same team for the tar heels. smith, he touched so many lives of people but was former assistant coach and current head coach now, roy william, smith was about more than wi. >> coach smith of the best there's ever been on the court getting people to make sacrifices toward the common goal. truly coaching to make people better and help them reach their own individual dream. he was better off the court. he cared more about people than wins and losses or records or anything. a lot of the things that i do will be from him. that's a pretty good legacy.

one, too. >> not a coincidence. >> reporter: no, someone did a number on the tires on th street southeast. one resident noticed their tires had been cut and flagged down a passing police officer. that's when the pattern became clear. >> they came from house to house to let us know our tires had been slashed. >> about 4:00 this morning, knocked -- police knocked on my door. i didn't know when he said the police -- i have kids you know. i was standing by one of my kids. >> reporter: the tires were punctured in a way that a patch job may not fix. >> along the side wall. >> for somebody to go in everybody's pocket ridiculous. >> reporter: one neighbor helped another, tending to his own tires. two of his cars were hit. >> i took the front tire off of this put the good tire on his so i could get them done. >> reporter: nobody knows for sure who did it or why, but there are theories. >> a mad woman. >> i hope they catch him. >> reporter: at least one person whose car of hit is putting this in perspective. yes, it's costly and

state workers and public school teachers could get a pay raise under a new budget plan in virginia. the senate and house both role out proposals today with salary bumps between 1.5% and 3%. the governor did not include pay raises in his budget proposal but says he would support them. millions of people played but no one matched all the powerball numbers last night. and that means the jackpot is now a whopping $450 million and counting. in bed, people lined up to buy tickets ahead of wednesday's drawing. the odds of winning are about one in 175 million. in virginia runners didn't have to bundle up for today's love the run you're with race. the 5k is one of arlington's favorite way in valentine's y for singles and married folks alike. even at 9:00 in the morning, a lot of them were lining up in shorts and t-shirts. what a day. i mean i know they nut on in

cool chilly to start off. by the end, it is brutal. winter makes a big return by friday and hang on into next weekend. satellite and radar showing this system this is what's going to bring us rain. mainly later tomorrow. mainly during the afternoon and evening hours. there will be a few scattered showers in west virginia. and in northern maryland tomorrow and around the lunchtime hour. you'll see with future weather it really hold off on the rain until later in the day. let's walk you through. 7:00 a.m. cloudy mainly dry. even once we hit lunchtime, still mainly dry. notice the chance of a shower there in northern maryland. now 6:00 the evening commute, we're tracking scattered showers across the area. across the area from southern maryland the northern neck up through parts of loudoun, prince william, and fauquier countys. as we get into the evening hours, 10:00 p.m., look at what happens. we're not just seeing gray which is rain but pink as well. a wintry mix. maybe snow sleet, and isolated chance of some freezing rain as

well. 3:00 a.m., the system stars to pull away. so we're tracking precip mainly in southern maryland at that point. look at 7:00 a.m. tuesday morning. maybe some freezing rain and sleet in southern maryland. here are the headline for the system -- light showers, especially later in the day tomorrow. mainly tomorrow evening. as it comes to an end, it could end as a wintry milk, leading to -- wintry mix, leading to slick spots tuesday morning, especially in southern maryland. john's in tomorrow morning updating the forecast. your impacts tomorrow with the weather, traveling, traveling during the day should be just fine. traveling at night, isolated slick spots lead a delay on tuesday morning. exercise tomorrow you need the cooler weather gear. just heading out and about -- it's going to be chilly. probably want to grab the warmer jacket. temperature now in the 30s and 40s. 46 in washingtonment one of the warmer spots. most of the suburbs in the upper 30s. so tomorrow morning, the suburbs, you're around 30 degrees inside of the beltway.
