in silver springs, surround. roads blocked. we first broke the news to you. the push alert on the nbc washington app when the standoff started shortly afte8:00 a.m. along brookville road in silver spring. news 4 p col is live on the scene. pat, tell us what's happening >> reporter: barbara, we're in a barricade situation in the k. as you look across the street it's behind the landscape business there in the back near a mulch pile. one shot has been fired. no one was injured.

we're told there be no hostages. the montgo have deployed their emergency response team. this is how we're told it all came about. it was around 8:30 this morning, a man who works at the -- arrived in a pickup truck, drove in at a high rate of speed. apparently he got ouk pulled out a shotgun and d into a pile of mulch behind the business. a number of people heard the shots, called the police. police descended on the scene. a number of roads have been closed off here as police try to comme with the suspect, with the shotgun near the mulch pile here on brookville road. i talked to a number of people who heard the shots, who saw the man.s what they had to say. >> reporter: were you in the back right?

>> working, making mulch. >> reporter: did he fire a shot at you? >> no. not me. fired at like, in a pile of the mulch. >> we working close, heard a bang and calmedled police. they told us to evacuate. that's where we're at. >> reporter: again, we're any other a barricade situation at a landscape business in 8900 block of brookville road. one man back there is talking. there are no hostages. one shot fired. no one injured but the standoff continues on as it has been now for over two hours. police tryin with the man, and trying to get him a chance to surrender here on brookville road and in the meantime a number of roads, brookville road of course is closed down. a lot of adjacent roads are closed down as well as police work the scene. we're here. we'll bring you more details as they become available. now back to you, barbara. >> thank

right now a massive winter storm is barreling down on new england. the storm is expected to dump up to two feet of snow in boston over the next few days. schools there are closed. not only today, but tomorrow too. massachusetts governor charlie baker says in the past two weeks more than 60 inches of snow has fallen in the state. that storm is having a effect on our airports. we've been checking flights all morning for you. right now 52 flights have been cancelled out of reagan national. and 28 have been delayed there. bwi reports 16 flights cancelled, 13 flights delayed. at dulles 17 flights have been cancelled already, and 8 fligh rain showers are moving through parts of our area after a very nice weather weekend. storm team 4 meteorologist chuck bell joins us with his first forecast for this monday. >> good morning, everybody. cloudy skies. low visibilities light rain and drizzle out there. lots of fog as well starting to

we are joined by kerry dan-- carrie dan. how is the relationsh the president, or maybe i should say merkel with the united states as a whole after that incident with the phone tapping? >> angela merkel is probably the most important person in the world now when it comes to this issue of ukraine and russia. she did have a little of a strained relationship you remember with the united states after her phone was tapped. so that is something that may come up today. but the other thing, an important relationship she has, not necessarily with the president but with vladimir putin. a native russian speaker, speaks with putin often and she's a key negotiator in the issue of russia and ukraine with the violence developing and continuing there. >> so does she have a better relationship with putin than we do the united states? we have a relationship at all with them? >> she's certainly on the side of west overall. most important thing about this meeting today, angela merkel wants to try to convince the

obama administration not to sende the troops in ukra coming under violm these -- separatists that the west says are being funded by vladimir putin. nobody in the west and western allies is okay with this obviously. the united states would like to send these arms. france and germany are saying no. take time. let's look for a diplomatic solution. there's going to b later on in the week with leaders of ukraine, russia france and germany, and merkel wants to tell the united states hit the brakes. >> those are the things we just saw there, that you expect her to talk about, including iran and also trade agreements with -- >> absolutely. a develop thing. the obama administration especially in asia-pacific wants to push these trade agreements. this is probably going to be something that was going to be on the agenda. over the weekend we saw diplomatic leaders talking about the situation? inn ukraine. that's the number one thing on the agenda. >> why is the u.s. considering arming ukraine's military and

little brighter than the rest. british pop star sam smith won four of the six grammys he was nominated for. chris richards' pop music critic for "the washington post" joins us with his thoughts on a night that some described as entertaining but a little somber. chris, good morning. >> good morning. how are you? >> you must have had a long night. any sleep at all? >> a little bit. >> tell me what was your overall feeling? >> somber and solemn grammy awards ceremony. the entire show bent towards the vibe of sam smith's music. austere and mollenelan. from a lot the artists. ballads, not a lot of drums or dancing. standing still and being very very serious about music. >> sam smith had a great night. did it surprise you he won four out of the six he was nominated for? >> it didn't actually. look at history of the grammy

voters and their collective taste, they toned favor british soul singers. look at amy winehouse, adele as previous grammy ceremonies. sam smith, his success carries on a tradition of collective tastes. >> tn smuftmust have surprised you. what do you think? >> it did. beck won for album of the year beating smith and beyonce's self-titled album. many were surprised by this beck alternative rocker from the '90s. his return to folk roots was a very handsome record but i think a conservative album too. in fact maybe more conservative than smith's "in the lonely hour" the favorite for the category. >> kanye. we saw him start to run up there. i wol whether that was a joke or serious? >> people are figuring it out this morning as well. kanye west took the stage as if he was going to interrupt beck's speech saying beyonce sderched the best album trophy. after the show no wasn't kidding. i'm serious. i think kanye is a valuable

right now both coasts dealing with weather extremes in the northeast and a major snowstorm. the storm is expected to dump up to two feet of snow in boston over the next few days.

in the west part of california's under water while the other part is on fire. the storm system dumped the pineapple express, which is they call it the pineapple express had been dumping rain in northern and central california throughout the weekend. those parts will see another three inches today. news 4 aaron gilchrist is following the fallout from the storm. >> reporte barbara, real headache for folks on a commuter train in the boston area this morning. video we just got our hands on from our sister station in new england. what it looked like when passengers had to find their way off a train south of boston and walk in the snow that was building up in that area all morning long. apparently the train lost power after the third rail became covered in snow. so the train shut down. the passengers on that train waited for emergency crews to get to them about two-hour wait and then had to dredge through the snow to get on buss to get

that means highness the low to mid-40s and a big drop in temperatures coming our way as we get towards thu. this coming friday the 13th, and valentine's day are going to be brutally cold. 39 now in washington. and northeast winds has windchills into the low 30s and gray and moist outside. so just an ugly day. 32 in thermont. going outside today, cool and damp and chilly. temperatures struggling into the low and mid-40s across much of the metro area. a little cooler up to the north. not a lot of heavy rain coming our way, but you may want to have the umbrella in case hit and miss showers from time to time. really that's about the most of it. rainfall amounts, generally 1/10 inch or less. there's that snow across parts of new york and new england. boston has now set their 30-day snow record. they've had 60 inches of snow in the last 30 days. the old record dated back to the

probably the nicest day of work and school week. a chance of flurries. the arctic cold front comes through thursday afternoon and thursday night. high temperatures friday, saturday a sunday. may not get up to the freezing mark. that will be a bitter cold valentine's day, barbara. >> thank you, chuck. right now federal investigators in fort meade to invest gate a plane crash. two people including one from silver spring hurt when the plane went down right by tipton airport in anne arundel county yesterday. take a look. you can see the crash sheared the plane's tail off and damaged its wings. the airport's chairman another pilot, was on the runway waiting to take off when it happened. he said the plane didn't even cl >> no smoke. didn't look like there was any mechanical issues. it's very disturbing. a very very good pilot and very, very great people. >> download the nbc washington app to find out as soon as the faa says what went wrong. the plane's passenger in critical condition at the

hospital now. the pilot is also recovering. and there are questions surrounding an inmate's death at fairfax county detention center. natasha mckenna taken off life is a important during a scheduled transfer became combative and tased. sometime after that she experienced a medical emergency an. an investigation into whether the taser actually caused the medical emergency is under way now. mckenna was in jail in an assault charge. in a statement the sheriff's office says it's fully cooperating. the statement goes ton say we anticipate prompt and comprehensive investigation and will continue to update our website as new information becos available. right now a 16-year-old in pennsylvania is in jail charged killing another teenager and then taking a selfie. a selfie of the body. this happened in western pennsylvania about an hour outside pittsburgh. police say they found maxwell morton because he sent the photo to a friend.

they charged him with first-degree murder. morton will be tried as an salt in adult in the case. bruce jenner he was not texting when he got into a deadly chain reaction crash that happened in malibu california. jenner saysd over his cell phone records if police request them. one woman died in saturday's crash. jenner was driving one of four vehicles that were involved in this crash. he was not hurt. police say jenner was being followed by paparazzi before the crash, but he was not being chased by the paparazzi. they also say jenner passed a sobriety a plan of action today for d.c. residents who think a utility merger will raise their power bill. plus how a trip to the symphony will transport you to spring and the ball field. stay with us.

in about 15 minutes a group of d.c. residents will begin protesting a utility merger. they say it will raise your power bill. exelon is planning to buy pepco more than $6 billion in april. video of a protest in baltimore

last week. today's protest in front of d.c.'s public service commission office at noon. today is also the commission's first day of formal hearings on the proposed merger. some students are going to hold a sleep-in demonstration in hopes of convincing montgomery county school board to change school start times, all part of the save our sleep campaign. middle and high school students and their parents will wear pajamas, bring their sleeping bags and camp out outside the school board's rockville office. the demonstration starts at 3:00 this afternoon. ahead of tomorrow's possible vote on changing the bell times. the proposal started with trying to adjust bell times to let high school students start a little late. tomorrow is safer internet day. millions of people from over 100 countries willpart. the goal, bud a better and safer internet for everyone. in particular children. from the isc scared foundation joins us with how parents can do

their part. good morning. >> thas to having me. >> something parents are talking about all the time because their kids even 2, 3 years old are on internet. what do you think is the biggest danger for children? >> really i think the biggest danger for children now is just everything we do seems to be online. whether it's through mobile devices, through gaming. the safest online program is a program designed for kids anywhere from ages 7 to 14. that really teaches the importance of some dangers and threats these kids are facing today. >> take a look what you say parents should do. we have a list of those things. one of the things you say monitor online activity. how far should you go to do that? >> center there are a lot of programs out there controls that parents can install on computers, but really it starts with the conversation. having that conver that the parent is aware of what the child is doing. certainly setting limits in terms of when that child can use the device. a lot of times you find these kids are using the devices late into the night and in their rooms. as long as the activity is

monitored and supervised that's where we like to start the conversation. t do you mean when you say any internet >> anything from smartphones, tax, playstations xboxes and computers, everything we do now has an internet address. there are a lot of risks involved. >> eas the game little game boxes? >> absolutely. a lot of times the predatorless -- predators will try initial chats through gaming programs such as xbox and playstations. we're making kids aware those online friends you have may not necessarily be the person that they want them to be. >> in fact a bunch of internet stories lately about the baby monitors how they can tap into those. >> absolutely. >> scary. >> yes. >> you say to treat online strangers like real world strangers? what you would teach your children? >> absolutely. anytime you're in a chat room with your online friends, if they start asking about personal information, how old are you?
