ough portions of anne arundel county calvert county prince george's county and still seeing just rain for the most part back to the west along i 81 back through 66 at faulkier county look at loudoun county now starting to see some pretty good rain coming down there. this will move into prince george's county right into montgomery county rather then into prince george's later throughout the evening hours. the bulk of this rain changing over the sleet and even some snow. notice to the north of the mason/dixon line, that's what we're seeing rain changing to snow. that will be the case as we move on through the rest of the evening hours. as i mentioned, that's why we had that winter weather advisory in effect. it includes loudoun county and they just updated this it now includes all of loudoun county all of montgomery county and now prince george'sy as well. we will continue to watch these arias through the night tonight and through the early morning hour tomorrow. rush hour tomorrow could be a little bit of a problem, but it may not be in the advisory area. we'll talk about that coming up at 6:15. >> thanks doug. news4 today will be tracking the latest road conditions in the morning.

we start our day early at 4:00 a.m. in fact. make sure you get the very latest information. we invite you to check us out on the tube and online as well. we could get a decision this week in the whistle-blower trial involving the d.c. police chief. closing arguments are expected to begin tomorrow. today chief cathy lanier faced a tough cross-examination. our kristin wright joins us now from d.c. superior court. kristin? >> repor well chief lanier took the stand for a second day today, and her testimony contradicted that of several officers last week who said look there was no clear-cut policy on celebrity escorts and that chief lanier approved many of them. superior court, police chief cathy lanier testified that mpd considers celebrity escorts on a case-by-case basis approves them only when public safety is a factor. today lanier testified for several hours in the whistle-blower case filed by a former commander of the department.

captain hilton burton says he was demoted in retaliation after he contradicted chief lanier in testimony he gave to district counsel concerning use of police escorts for celebrities. in court today, chief lanier maintainedt burton was demoted for several other reasons, including the handling of a barricade situation in 2011 and pushback against a supervisor. in cross-examination, burton's attorney asked lanier whether she was just angry, that after charlie sheen tweeted about his mpd escort burton revealed that mpd regularly provided free celebrity escorts, contradicting the chief. today lanier insisted she had no knowledge of it at the time. burton's attorney highlighted a media interview chief lanier gave in which she stated that the department does not provide celebrity escorts. lanier responded by saying that that section of the story was taken out of context and that she was making a broader statement about how the department handles celebrity

escorts. again, closing arguments begin tomorrow m. li at superior court, kristin wright news4. isis has released a new video showing captured british journalist john cantley. this is a still frame from that video which isis claims was shot in aleppo. it's the eighth video cantley has appeared in delivering isis propaganda. cantley was kidnapped with american journalist james foley in syria more than two years ago. foley was executed last august. the white house is expected to ask congress on wednesday to horize military force against isis. and today the president's focus was on ukraine and his simmering battles with congress over whether to take a harder line with russia and iran. today he argued for patience and he got some very public support from the leader of germany. steve handelsman is live on capitol hill with more. hi steve. >> reporter: hi doreen. republican critics are charging our commander in chief is weak and endangering the united states. but this was one of america's

recent security breaches and other scandals have led to several other high-level resignations in the secret service this year. it's now been more than a week since a man was killed and his fiancee seriously hurt trying to change a tire on the bw parkway. police are still searching for anyone with information about who may have hit them. park police officers handled out flyers near where the crash happened in laurel. rick warrick was killed in that hit-and-run crash and his fiance jewel pierce suffered two broken legs, a broken pelvis and a fractured skull. new tonight, we're hearing from a friend of the man who prompted a deadly four-hour police standoff in montgomery county this morning. pat collins has been at the scene of the barricade all day. it happened outside a landscape business in silver spring. pat? >> reporter: jim, the man who died here was a mechanic here. they say he would often greet you with a wave and a smile. and people who knew him here people like janet gonzalez said they have no idea what caused

him to do what he did here. the man who died in this standoff with police was a mechanic for a landscape company here. janet gonzalez saw him just about every day. >> everybody knew him, like if anything was broken down he would come up -- you know, they would come up and ask him, fix it, and he we glad to do it. i don't think he had any problems with it. >> reporter: miss gonzalez said she e man do anything suspicious or scary. did you ever see him act in an unusual way? >> no never. never. he always smiled. every time that we broef by each other, you know, going in and out, he would just wave that's it. >> reporter: but there he was today, this mechanic at the landscape company, with a shotgun in hand and a long standoff with police. and the cops they didn't hold anything back. the emergency response team deployed armored vehicles called to the scene.

now, it began this morning when the man came to work pulled out a shotgun from his truck, and then fired off a shot into a pile of mulch. >> at one point he left the business t vehicle, and retrieved a shotgun. he pointed at one employee then shot a round into a mulch pile nearby. >> reporter: police had to the place surrounded. and they made attempts to get him to surrender. it went on for about four hours. but then then came the shot that ended it all. >> at approximately 12:16, they did hear a shot and had determined that he ended his life there. >> reporter: now, this began about 8:16 this morning. police continue to work the scene here. live in montgomery county pat collins, news4. >> thank you, pat. new at 6:00 we're working to learn more details about a violent attack on a georgetown universi student over the weekend.

according the hoya newspaper, the victim was walking on m street near 33rd about 1:30 sunday morning when she was assaulted. d.c. police and georgetown universi police are looking for witnesses. the hoya reports that the woman was treated and released from the hospital. a local hospital is promising to bring one of the best disease treatment facilities in the world to northern virginia. toy inova announced plans to renovate the old exxonmobil campus into a new cancer and genomics research center in fairfax. exxonmobil announced plans to vacate that campus back in 2012. the 2,000 employees who were working there are moving to houston. inova hopes to open the new center by 2017. new at 6:00 tonight, responding to the pajama protest. why some montgomery co teachers say delaying school start times will not help students. same-sex couples getting married in the deep south. a decision today that could

refused to block a lower court ruling. it could signal the high court's thinking as it considers a case that has an fekt on gay marriage throughout the country. the chief justice in alabama says he considers the marriage licenses handed out today illegal under the state constitution. fo counties today reportedly refused to issue the licenses. gay marriage is now legal in 37 states and the district. the national football league has hired a woman to be its first medical expert. dr. elizabeth nable was named chief health and medical adviser for the league. dr. nable is a cardiologist. the president of brigham and women's hospital in boston and a professor of harvard and harvard medical school. she will work directly with commissioner roger goodell to identify airs of the league to enhance player safety, care, and treatment. > learning how to use the new electronic i-95 and 495 express

new numbers on the number of people using the express lanes later on this week. what about you, off gripe or a concern, a safety concern about the express lanes? we want you to tell us on our facebook page. reporting live in alexandria adam tuss news4. >> thanks adam. we have just learned a d.c. employee is facing charges now for pulling a gun during an argume. jim handly at our live desk. >> we just got the police report. it says an employee at the district's wastewater treatment plant pulled that gun during an argument over a parking space. george johnson now faces five gun charges. the report says two men asked johnson to move his that treatment plant at blue plains because it was blocking them in. at first johnson got out of his suv with a baton. that prompted one of the other men to threaten johnson. police tell us it was at that point that johnson reached back into his car and pulled out a sawed-off shotgun. he never pointed it at the other men.

johnson is now out of jail tonight. he has pleaded not guilty to the charges against him and will be back in court sometime next month. at the live desk i'm jim handly. >> jim, thank you. doug is back with more about our weather, that gorgeous sunday we had, it seems like a distant me now. >> it was amazing. wasn't it? i mean 68 in d.c. what's even more amazing, still only 43 up towards frederick. those people did not see that warm air we've seen but we set a record high temperature yesterday and now we're talking about sleet and even snow and even some freezing rain coming in. it's all along the radar right now, storm team 4 radar showing where that rain sleet, and snow is. most of it is now rain in our region but you can start to see some pinks moving into parts of our area. down to the south, just some shower activity after what was some heavier showers back towards waldorf and clinton over towards huntingtown area most of those now off. more towards fredericksburg along 95. back to the west this is where we're seeing heavier rain through the winchester area frederick county virginia

storm but it doesn't take a lot to create slick spots. you only need a trace of ice on the roadway to get that winter weather advisory and that's why we have it inmont fwomry and loudoun counties. the temperatures above freezing in most locations but they're getting close to that 32 te gree mark. 32 in gaithersburg 32 in huntingtown, 33 in baltimore and annapolis. that one degree difference that could pose the problem. gaithersburg you've got the moisture moving in right watch out. some of those roads could get on the slick side. here's future weather through around 9:00 and this is what we're talking about. rain in d.c. northern virginia back to the west.s where we're seeing the sleet, the freezing rain and the snow just about all of them in our region as the cold offering moves down even the d.c. metro area could be talking about sleet and freezing rain in and around midnight and 1:00. by early tomorrow around 5:00 a.m. it's down to the south. we'll continue to watch it move south. most of us should be dry, but we could still be dealing with residual effects from any ice

prosecutors say that tavon white impregnated four guards and used contraband cell phones to direct drug activity on the streets. he testified against five krebs officers a kitchen worker and two inmates charged with helping him to run that operation. five of them were convicted and the other three were acquitted after a two-month trial. the state of maryland is considering a plan to open a small casino inside bwi marshall airport. our scott mcfarlane has learned the state legislature will debate a plan that would allow 3,000 slot machines in the airport. they wou be placed in a casino-style room beyond the security checkpoint. so only ticketed passengers could play. supporters say that would prevent competition with nearby casinos. that new legislation would set up a referendum for voters to give the new slots final approval. jury selection is under way now in the so-called "american sniper" murder trial. the victims are former navy

s.e.a.l. sniper chris kyle and a friend. kyle's life is the subject of a movie that's still playing in theaters leaving some to question whether a fair trial is possible. nbc's jay gray joins us live from stephensville, texas, where we just learned the jury could be seated at any moment. jay >> reporter: yeah word the inside the courthouse they may have agreed on the 12 men and n and 2 alternates who might hear this case. we expect an official announcement soon. we started getting word from sources inside the courthouse about 20 minutes ago they had reached a decision after going through what initially was a jury pool of 800 potential jurors here. as you talked about, there was co publicity over the blockbuster "american sniper" and the best-selling biography that it was pull from the the pages of would cause some problems with finding that jury. they found, if what we're hearing is correct, ta a day before they had a deadline on finding that jury. jury in place. if this holds and the schedule

inmate. 37-year-old natasha mckenna died yesterday a short time after she was taken off life support. last week mckenna was being transferred to alexandria to face an assault charge. officials say she was combative and that they shot her with a taser in order to restrain her. she suffered what's called a medical emergency and was taken to a hospital. d.c.'s department of corrections says it's still investigating how an inmate committed suicide over the weekend. tawana johnson was found dead in her cell underneath d.c. superior court yesterday. she had been arrested on saturday on destruction of property charges. the department of corrections has been working to prevent suicides in the jail since a news4 i-team report last june. we found that 70 inmates had threatened or attempted suicide since 2013. since then 40 cells have been retrofitted to help prevent suicide attempts. federal investigators are back at the site where a small plane crashed in the woods near

tipton airport sunday injuring two people. it went down shortly after takeoff, landing on its roof just a few hundred yards from the airport. the pilot was jeffrey barnett and his passenger thomas klein. they were both injured. klein is still in critical condition tonight. both men live in maryland. now warning for drivers in a congested area for parking. thieves smashed dozens of windows in the past week in the rosalyn part of arlington county. some of the break-ins even took place inside parking garages. northern virginia y joins us with the warning from police tonight. hi julie. >> reporter: wg garage that was targeted is tucked between the buildings here on the corner of clarendon boulevard and pier street. billing management is notifying residents of what happened inside over the weekend, but both the parking garages hit this month also have public parking spaces. he parks a nice sports car in

this garage. he leases a space across t street from his home. but there are also public spots here. he says he's not surprised to learn at least 14 cars were broken into there early saturday morning. >> it happens with all these open garages. it's happened in our building which is actually across the street as well so it just kind of -- it's not like a freak situation or anything like that. it's definitely not good. that's why you want to make sure you have insurance. >> reporter: the latest rash of vehicle break-ins started at the be month. arlington county police believe they may be related. on february 1st at least 17 cars were found in this rosalyn garage with their windows smashed in. we learned the thief got in by cutting through this screen. then around 2:30 saturday morning the discovery in this garage just a half-mile away. and early sunday m this nearby residential area was hit. five cars with broken windows. >> the similarity is the suspects are smashing the passenger side windows to gain entry into the cars. they're rifling through things looking for stuff to easily

police say the ronner walked in the bank of america and told the teller he or she had a knife. they got away with some cash. nobody was injured. a virginia lawmaker who is serving jail time following a sex scandal involving a teenager has pleaded not guilty to four new felony charges. delegate joe morrissey's trial on perjury and forgery charges is set to begin april 28th. he pleaded guilty to contributing to the delinquency of a minor after being accused of having sex with a 17-year-old employee of his law office. he's spending nights in jail and attending legislat the day. he's on work release. he's accused of forging a document in the first case but is denying the charges. >> my only prayer is that you folks do give the exact amount of coverage to the acquittal as you did to the facts leading up to this case. >> morrissey resigned hi seat in the virginia house of delegates after his guilty plea.

now to new questio about the showdown between the district and congress over marijuana. so what happens if no one blinks and legalized pot goes into effect in the city in a matter of weeks? news4's tom sherwood asked that question to city leaders and representatives on the >> reporter: congress voted l.a. year to bar the district fro enacting a legal marijuana law, a measure approved 2-1 by city voters. moil met on the issue anyway. >> i would say briefly it boils down to the ability of the district to self-govern itself. >> reporter: the city ip cysted congress acted too late to block the law, only blocking the city's ability to regulate it. the law could go into effect late thermounless congress takes

them ao 12 inches if they hit the city. it's been amazing for them. can't seem to buy snow around here they've got plenty of it. 73 inches there, now one of their top ten snowiest winters, most of that coming in the last three weeks, absolutely amazing what's happening for them. for us we're just now starting to get the cold air and you notice a little e way of some pink on our map through portions of maryland and the rain continues to fall through virginia. you can see it making its way in here faulkier county loudoun county, but notice up towards loudoun county we have nothing in the district right now, but this will be moving in over the next few hours. let's zoom in towards frederick. you notice the snow starting to develop in through arnold the fed rick area, also towards airy and damascus seeing a mix in that area so heads up in this region. i think that's the area that will be affected first this and then we'll see other areas affected. and look at the temperatures. oh so critical. 32 in gaithersburg 32 camp

springs and huntington so, we are close to the freezing mark or at it in some areas. this is where we could start to see some issues in the next couple hours. temperatures will drop another 1 to 2 degrees and that's all you need when you see that 33 in rockville and 34 in college park. so watch out. the next couple hours are really going to be critical. that's why we have the winter weather advi in effect. west of i-95 in effect until 3:00 p.m. most of the precipitation will be done rain sleet, freezing rain all done. down to the south, a little different. anne arundel county prince coun maybe the rest of southern maryland you could end as some snow by early morning, and yes, we could see some delays. that's why we're gn morning agent 4:00 a.m. tom kierein, chuck bell wb in with you early to talk about that. then we get to the frigid weather, 40 degrees on thursday with light snow, a high of 28 on friday. sunday, a high of 21l near zero. >> thank you, doug. williams sent a letter to nbc news staff this weekend announcing that he was taking himself off the broadcast for, quote, the next several days. he said he had become too much part of the news. williams also canceled a scheduled appearance later this week on the late show with david letterman. nbc has started an internal investigation into williams' statements about his 2003 coverage of the iraq war after an apology he made on the air last week. wizards ought to be able to stay healthy after what they did to the nets the other night. >> hopefully they'll be successful against the magic, who are struggling. but they have to do it without bradley behl. isle tell you who will start for him. and after a tough loss for the caps they had a practice today unlike any other p this se

the cap a big trip out west after yesterday's really sloppy loss to the flyers. i talked to the capps after the game yesterday and they pointed to the fact that they haven't had a full practice in ten days because of the schedule. well today it all changed. barry trotz had his team back out on the ice attoday. at the end of practice something different. trotz had a special drill for the guys. both goaltenders on each blue line, only o puck for a little two-on-two drill, both teams playing offense and defense. first to score wins. a fast pace and fun drill, but for trotz it was good to see the guys get their competitive juices going, something he said that that's what they need as they get ready for that trip out west. you may remember this scene from the nhl all-star draft. alex ovechkin wanted to get picked last so he could get a car. he wasn't picked last but still got that car. pairing up with honda, that car is being raffled off and
