police in albemarle county told us that they would hold a news conference concerning that tomorrow morning at 11:00. >> they tell nbc 29 in charlottesville that they'll announce the charges at that news conference. he was already charged with abduction in the case and is linked to the disappearance and death of student morgan harrington. > also tonight some really nasty weather coming our way. freezing rain sleet and snow. it continues all over the area. >> here's a live look at i-270 in maryland where authorities say roads are already getting icy. let's go straight to chief meteorologist doug kammerer with what this means for the morning commute. >> that's the important question. as this continues to move through the overnight hours, some areas will see more ice t now take a look at the radar and we'll show you where this is. notice all the pink in the d.c. metro area and up to portions of maryland and snow as the colder air continues to race on down. in and around our region we're looking at the purple and the greens down to the south. that is rain.

their jobs. >> reporter: that's righ doreen. multiple sources tell news 4 that fairfax county police detectives that are charged with investigating in-custody deaths here at the coun det center have been troubled getting access to the facility. a spokesman for the sheriff's office says that is not true. fairfax county police are now investigating the death of 37-year-old inmate natashia mckenna of alexandria who suffered what is described as a medical emergency after being tased by sheriff's deputies at the fairfax county adult detention center last week. she died sunday. sources tell news 4 that police detectives who routinely investigate such deaths have been denied access to the facility. the detention center has numerous surveillance cameras. it's been nationally recognized and was recently the scene of filming for msnbc's "lockup" series. the journal of the american law enforcement center which compiles information about court

cases involving the police notice that tasers are commonly recognized for use in involuntary cell extraction. when a prisoner refuses to leave his or her cell. mckenna who had a history of mental trouble, was tased after she became combative and tried to claw a deputy during attempts to transfer her to alexandria where she faced a charge of assault on law enforcement. the journal cites the need for care when using it on a mentally ill person citing enhanced risk of harm. a spokesman for the sheriff's office says the allegations detectives had been bard or had trouble getting inside to investigate this in-custody death, he says they are not true. he says fighting the ongoing internal investigation that he's not able to comment much further on the situation. questions remain tonight whether the inmate was handcuffed and shackled when she -- the taser was used on her.

and also how many times that taser was used. live in fairfax county jackie bensen news 4. new tonight, a bill to expand dna colles closer now to becoming law. the state senate unanimously passed that bill today. it would allow police to collect dna samples from people convicted of serious misdemeanors like stalking and indecent exposure. advocates say the move could help prevent crime by finding lynns between cases. it is also expect to pass the house. supporters of whitney houston's daughter bobbi kristina held a candlelight vigil near atlanta today. as they pray for her recovy there's no questions being raised byabout possible facial and mouth injuries that she suffered. at the home in the atlanta where brown was found unresponsive in

a bathtub last month. she's stil induced coma. how human remains ended up along a walking path. someone found the bones along treadwell lane. the medical examiner is working to determine the identity and the cause of death. a worker from a landscaping business is dead tonight. he shot himself after a police standoff. montgomery county police say the man arrived at work today. he was upset. he went to his car, got a shotgun and pointed it at a co-worker, then he shot a round into some mulch outside, then he barricaded himself with that mulch for hours outside the business. that business is in the 8900 block of brookville road in silver spring. then police say the man shot himself. nobody else was injured. closing arguments begin tomorrow in the whistleblower trial involving d.c.'s police chief, chief kathy lanier spent

days defending an officer. the judge dealt her case a blow today. >> reporter: kathy lanier finished her last two days of testimony stressing that the captain was not demoted for blowing the whistle on escorts for celebrities. in 2011 they went public with their sides of why he was demoted. >> there were several matters involving hilton burton that were already under review some going back to may. that kind of gave rise to us to be concerned about him. >> it had nothing to do with my performance but everything to do with my testimony before the council. >> burton later filed a multimillion dollar lawsuit against under the whistleblower protection act. that law has pitted officers and command staff against one another. under oath today lanier said she never personally approved any of

the escorts and disputed previous testimony from other officers who said lanier did know of the celebrity escorts and even asked to have her picture taken with some of the celebrities. lanier says burton was demoted because mishandled several assis including the 2011 barricade of a mentally ill man who police later shot and killed. the biggest blow to her defense came when the jued her attorneys for saying that burton botched that barricade incident. that man's family sued the police department and during that trial the department defended burton's actions calling them reasonable. so the judge basically telling the lawyers for the police department they can't have it both ways. you can't in one court say what hilton burton did was okay a this court say no what he did was unreasonable. closing arguments will begin tomorrow then it's up to the jury who will likely decide who

they believe, which police officer they think is more truthful. reporting live from d.c. superior court, mark segraves channel 4. students in montgomery county don't have to wait much longer to find out if they'll get to sleep in a little later. the school board votes tomorrow on potential new start times. there are five options on the table from no change to delaying school bells 20 to 35 minutes. at a protest today parents and students voiced support for later start times, but many teachers say t somebody pulled off a smash and grab robbery today, but what they stole was two kittens that had been saved by a local animal rescue group. the kittens are 3 months old. they were stolen from a pet store in the district. shomari stone has our report. >> it's devastating to have this happen. >> nicole has a soft heart for kittens, but tonight her heart is broken. she volunteers at last chance

general, much less people with disabilities like myself. >> this is an emergency evacuation cart. every metro rail station has these in the stations. >> rep when the news team asked what would happen if someone in a wheelchair needed to be evac tunnel ronald explains crews can use these etec devices to roll up to the train. t onl weighs 160 pounds can hold a thousand pounds. >> reporte metro says all local fire departments are supposed to get evacuation training. news 4 was there when the fairfax county fire department learned how to use these. all members are to be trained on the etec but it couldn't provide any training records for this specific item within the . instead, it gave us training photos of the merv which can get to trapped passengers in

process of removing all or most of the ambulatory people from the train will be done first due to that process being quicker than the removal of nonambulatory people. in regards to self-evacuation, those who are nonambulatory, will need the assistance of the fire department because the width of the walkways within the tunnels is 22 inches and will t provide ample space for a wheelchair. i depend on my wheelchair. i'd have to depend on people. >> r at the metro station, reporting for news 4. no one should ever self-evacuate from one of the trains unless they are in imminent danger. a winter storm still hitting the northeast tonight. boston set a record for the most snow recorded in a 30-day period with more on the way. the national weather service said boston has gotten 61.6 inches of snow in the last 30 days. that was by 7:00 this morning. that breaks the record of 58.8 inches in february 1978.

boston mayor marty walsh says the city plans to double their snow budget. they're really struggling up there. >> you mentioned 61 in 30 days they've gotten 74 inches total. and it looks like they could have two more storms coming in the next few days. those two storms would bring us some of the coldest air we've seen this season. right now we've got ice across the area we've got snow we've got rain sleet, freezing rain you name it. there it is. storm team 4 radar showing the purples and the pinks. that is the ice. i have reports of ice up around the howard county area montgomery county northern prince george's county. you can see that freezing rain developing and some sleet. down to the south, this is mostly rain. up to the north, westminster reporting snow. so this is something we'll also continue to see. but these are the areas of concern over the next couple of hour. you can see gaithersburg down towards bethes fairfax, d.c.

bowie, out 66 notice manassas and warrenton, a sti mixing with a little bit of sleet and freezing down. now, this is the area that has mostly rain right now, but this is also the area i think could be the most concerned area early tomorrow morning in this area southern maryland the chance that maybe has the best chance for some delays as far as schools go. this is why. look at the moisture making its way in here. the moisture is making its way to the north t the cold air is making its way to the south. so because of that we have a ey in effect through tomorrow morning, 5:00 a.m. it is now including all of southern maryl again i do think prince george's county charles county st. mary's even parts of the northern could have problems early tomorrow morning. the rest of the advise ris only go to 3:00 a.m. as most of the moisture will move down the south. freezing rain mixed with sleet and even light snow in the morning and chance for icy

morning roadway. temperatures all below freezing for the most part in and around maryland. 30 over towards gaithersburg still 35 in d.c. here's future weather. i think it does a pretty goorning. notice 1:00 a.m. it is not raining or snowing back towards gaithersburg or frederick. even around the 4:00 5:00 hour it is sleet, freezing rain and snow that's breaking down here well down to the south and east of d.c. i think d.c.'s fine fairfax county montgomery county not too worried. could we see slick spots? yes, but southern maryland seeing it tomorrow as you head out the door. morning, areas of ice. give yourself a little extra time. tomorrow evening chilly but roads should be dry. temperatures at that time should be around 44 degrees. we will see 44 for a high. not bad. 40 on thursday. that's first storm that will crush boston again, but for us just light snow. but much cold are air.
