caused a fire in warrington virginia at an auction and storage facility last night. we're told the firefighters were able to quickly get the flames under control, but temperatures caused water to freeze on the roads. new this morning, d.c. police say they caught the person responsible for stealing two kittens from a petco in d.c.. police arrested the teen yesterday and charged him with theft. the robbery happened on monday at the petco store on 14th street northwest in columbia heights. the three month old kittens haven't been found. the kittens belong to last chance animal rescue and were up for adoption at petco. the big story today and really for the weekend is going to be the bitter cold temperatures. >> and the winds are piercing. but winds are dying down now? >> yeah they have diminished. we had peak gusts to around 40 miles per hour by around midnight last night until about 2:00 this morning. since then, the winds are died down but they're still blustery

the biggest clue in this video of a person wandering away the hotel monday night, police are asking for your help if you've seen this person. you may be surprised to learn that graduation rates here in the district are the lowest in the nation. u.s. high school rates rose to 81% between 2012 and 2013 while d.c. sits at 62%. lower than all the states. the national percentage has seen an improvement from the previous year but it still means that one out of five students are leaving school with no diploma. the highest rate was in iowa at 90%. a bill that gives dominion virginia power a five year break from regulators comprehensive financial reviews is now headed to governor mcauliffe's desk. the virginia legislature passed the bill yesterday. it bars state regulators from reviewing the power company's service, rates, terms and conditions. as part of the deal virginia dominion will make more strides towards solar power.
