reason there is a windchill advisory. good morning. i'm eun yang. >> and i'm aaron gilchrist. welcome to "news 4 today". we have team coverage of the cold weather and we begin with tom kierein in the storm team 4 "weather center". >> coldest windchills are right now. it is near 10 below zero windchill in hagarstown. windchill there 8 below zero. windchill this gaithersburg is minus 3. manassas prince william county windchill there is at minus 4. much of prince george's county windchill there as well minus 4, minus 5 martinsburg, minus 6. feels like zero right in washington baut windbecause the winds are still whipping up. peak gusts now are around 25 to 30 miles an hour. your weather headlines for this frigid friday morning, we'll still have blustery winds for the morning and it will stay subfreezing all day long. and then higher winds moving in saturday night into sunday.

breaking news right now in brandywine. it is cold out there this morning. we have a new crash here crepe highway southbound at short cut road. this is one we talked about a little bit ago. now all lanes are closed. so alternate is indian head highway. trying to get more information on this see how long this will be in the way. but that is the bigr look into robs on the beltway. 95 bw parkway, everything moving along quite nicely. 66 and 95 in virginia also looking good for us here this morning. no major issues there either. do have this still in hyattsville for us. west bound east-west highway between 43rd and adelphi, those two lanes blocked. water main breaks all over the place because of the chilly weather. it's 5:03. we're following a developing story, d.c. police officer involved this a shooting with a robbery suspect. this happened just after midnight near the u street corridor on 15th street in caroline. richard jordan is at the scene

for us with new information on what led up to the shooting. >> reporter: a lot of police officers are here too, the investigation is under way. take a look. further down the street this is 15th. a few blocks down is swan street. that's where all of this started early into the morning. d.c. police officers say they came in contact with a robbery suspect, an officer tried to get that suspect into custody. shots were fired. it seeps likems like the officer fired shots, suspect fired shots. things moved further north to 15th and carolina and that'se care caroline. and they're trying to determine if the police officer shot the suspect or the suspect shot himself. that's unclear at this point. that's why he is gateinvestigators are here trying to figure it out. s suspect was critically

injured. not clear if he was able to survive the gunshot wound. still waiting for information on that. but the d.c. police officer was not injured here. an active investigation, several streets are closed just off of u and 15th. so an area to avoid this morning as the investigation continues. reporting live this morning in theft washington richard jordan news 4. right now take a look at your television. d.c. police say it is critical they find this boy. take a look. 12-year-old anis hassan has been missing since yesterday much. he was last seen near kelly miller middle school in northeast washington. police say he was wearing an orange and gray jacket, a school logo shirt and khaki pants. we put his picture on the nbc washington facebook page. top brass at metro will be on capitol hill today to answer questions about last month's smoke emergency. the general manager and the chairman of the board will join ntsb investigators at that hearing. scott mcfarland learned that lawmakers will focus on how metro inspects the third rails

a majority of americans want president obama fight isis, but confidence in the president's strategy is lack. 48% of americans have little to no confidence in the strategy. two thirds of americans believe the united states and its allies will ultimately be able to defeat isis. you can't hide from winter this year. today 17 states are under windchill advisories or warnings. a blast of arctic air affecting temperatures from the midwest to the deep south, midwest and northeast can expect single digit temperatures for the next several days. even from alorida and deep south are facing below average temperatures. for new england, this comes ahead of yet another snowstorm adding more than 6 feet of snow that has buried that region. adding up to that, i should say. p. >> i feel so bad for people living in the northeast. i can't imagine then the thaw. an spring doesn't come early.

just in case you weren't 100% sure it is 100% cold outside this morning. we brought the 4 x 4 down here to the commuter lots at woodbridge virginia. current temperature, it's cold outside. we have a 15 degree reading right here. and more importantly, when you factor in the winds which are averaging about 15 miles per hour, it has the windchills all the way down to zero this morning. so you're going to need to have everything you got to stay warm today on your what to wear forecast. just be ready to layer up, everybody. it's probably a three or four layer kind of a morning. might even be the long johns recommended for this time of the morning. current windchills are generally at or just below zero. so have your heaviest winter gear ready to go before you head out to work and school on your friday. it will stay cold much of the weekend, too. tom will have more on that coming up. you know it's cold when i have my ears protected. that's the serious part. >> i was just going to say chuck, there is the most bundled

up i think i've ever seen you this winter. so we're taking seriously. thank you, chuck bell live in woodbridge for us. 5:17. today marion barry's son will be back in a d.c. courtroom on charges he threatened a bank teller. marion c. barry has pled not guilty. according to court documents, a pnc bank employee would not allow barry to withdraw from an already overdrawn account. barry then threw a trash can and broke a surveillance camera. that's according to police. the incident happened last month at the china town branch. barry is currently running for his late father's vacant ward 8 d.c. council seat. today we're learning a tooes rabbi could face more charges. 152 is the number of women police have identified on video who were caught by hidden camera by rabbi barry freundel. the rabbi is accused of recording them during a ritual bath in georgetown. he's charged with voyeurism. >> i'm just very shocked.

i'm shocked and it's just an amazing amount of victims. >> some of the videos date back as far as 2009. freundel has a hearing date set for february 19th. new information this morning on the deadly stabbing of a d.c. lawyer. police say david messerschmitt may have been set up. messerschmitt was found stabbed to death in a fourth floor room at the donovan hotel on tuesday. i'm molette green at the live desk with some breaking news. just got shall video in and new information after the shots were fired along a parade route in new orleans to kick off the carnaval weekend. we've learned one person a man in his early 20s, has died at the hospital. another fighting for his life. police do have a suspect, a possible suspect in custody. the parade rolled on last night even as police put up barriers around the crime scene. that is the latest. back to you. it's 5:19.

now to a developing story. the fbi says it's opening an inquiry into the execution-style killing of three university of north carolina students. dozens gather this haddhafithered in dupont circle to show solidarity. police say the students who were all muslim were killed in an argument over a parking spot with a neighbor. friends are concerned religion could be a motive. parents and students at two local schools face big changes. thomas claggett and kenmoor will close and students will be shifted to other schools. kenmoor will be converted in to an early childhood education center. the board made that decision last night. hift some sixth grade students from elementary school into middle school. this is part of the board's long term plan to shift all sixth grade classes to middle school. studies have shown sixth graders perform better when in a middle school setting. 5:20 now. graduation rates here in the district are the lowest in the

night into sunday morning, a high wind watch. gusts to 60 miles an hour saturday night into sunday morning for all these counties in color. northern virginia metro area around the bay and the eastern shore and up if to northern maryland near the pennsylvania border. overnight tonight, increasing clouds down to the teens tomorrow morning. and then during the day on saturday, we'll have a lot of clouds around up near 40 early afternoon. and then afternoon snow showers, then becoming very windy saturday night with those gusts to 60 miles an hour. they continue into sunday morning, sunday afternoon highs only reaching around 20 degrees. and then the coldest temperatures down to single digits on monday morning. near record cold. record for reagan national on monday morning is 5 degrees. afternoon highs, mid-20s on president's day. and then on it tuesday into wednesday, there is a smaller chance of some snow. european model doesn't give us any snow. the american model, though which has handled the extended range better this winter is

it's cold out here at the commuter lot the in woodbridge. we have a windchill down near zero this morning. and actual air temperatures not much of a bargain this morning. 4 x 4 says it is 9 degrees here in woodbridge. so no matter where you are, if the cold nt won't get you, the windchill will. so be prepared for it. windchills will be hovering at or below zero here for the next couple of hours. even with the sun coming out the windchills will stay in the single digits and maybe only up into the teens. so have your wamrmest layers on. i have my hat, scarf got it all. >> and you'll need all of it. stay warm please. do have a cancellation on marc. penn 407 and 505 those trains canceled. still having southbound departures on other trains but these two specific trains are canceled completely. taking a look 95 in maryland, no

problems. same thing at bw parkway north and southbound. 270 is looking quite good. wide look at things, enerinner loop and outer loop moving along and 95 at dale boulevard also rolling along. travel times in a couple of minutes. we have two school delays to pass along this morning. anne arundel county schools are on a two hour delay. and morgan county schools are on a two hour delay as well. 5:33. it's been a deadly winter in maryland because of the freezing cold temperatures. three more people have died as a result of the cold weather. the department of health says the three people died last week. the victims were from charles and baltimore counties. officials say 19 people have died in maryland because of this cold this winter. >> and the cold can be tough on your car, too. mechanics say check your battery strength because a weak battery when it's warm will turn into a dead battery when it's cold. also make sure you have at least half a tank of gas. that will revent the fuel line

from freezing. and check the tire pressure often. and if about youp uabout you park outside, you can cover the car hood with a tarp to keep it a little warmer. there is better news. when tom says the winds will die down. that's at 5:41. new this morning, police say they caught the person responsible from stealing two kittens from a petco. police arrested the teen yesterday. the robbery happened on monday at the petco store on 14th street northwest in columbia heights. the three month old kitten enten haven't been found. they belong to last chance animal rescue and were up for adoption at petco. a woman accused of murdering a virginia tech student will be sentenced without going to trail. jessica ewing entered an alfred plea, so she maintains her innocence but the state has enough to convict her. ewing was charged with strangling samantha last year.

she was from vienna. ewing faces up to 20 years to life in prison. miss have identified one of the suspects in an armored car robbery. sheriff's deputies say jared williams shown here is one of the two men who tried to rob an armored car yesterday afternoon in loudoun county. there was a shoot-out and one of the suspects was hit at least four time. the men escaped, but police caught up to them several miles away. this morning we're hearing from local veterans about a new tax legislation backed by larry hogan. it would eliminate the state inco on their military pensions. >> the money that i pay in taxes i would be able to put additional money into educational fund for my grandchildren. >> hoe dwangan announced the plan yesterday during a gathering in greenbelt. the governor said tax relief would be phased in over four years. philadelphia will be the site for the 2016 democratic national convention. party leaders announced the

a lot of you are using the express lanes and it's lead to go big toll revenue. the company that runs the lanes says it's taking in an average of about $103,000 per weekday. about 33% of weekday trifrdrivers are getting a free trip by using e-zpass flex. average toll is just over $4. a full revenue report will be issued in april. transportation crews will begin in-specting more than two dozen bridges across the state. a chunk of concrete fell on to a woman's car on tuesday. that bridge has been deemed structurally deficient, but it is still safe for travel over the state says. you can find out if you travel over or under one of the 27 bridges on your commute. check out the nbc washington app

it is a frigid friday morning. so dress accordingly. wear your warmest winter gear. hood warm coat warm hat, didn't forget the warm footwear. you won't need your umbrella. we'll have bright sunshine. make sure you have warm gloves and a scarf. if you'll be out for more than five minutes, you will appreciate the fact that you layered up with your warmest winter gear this morning. >> tom, thank you. it's now 5:46. president obama wants to remind you that the deadline to sign up for health insurance is looming. it take a look at this, the president posted a pretty entertaining video on facebook to remind you you of this. so far it has 15 million hits. if you don't seen up for health insurance by sunday you will have to pay a fine. nbc's tracie potts is live on capitol hill with more. that was a funny video, tracie. so what are these deadlines for our region? >> reporter: well, we know that the deadline is sunday for everyone. february 15th. what that means is if you're under 65 if you don't have medicare, you don't have medicaid and you do not have

health insurance through your employer you have to sign up for one of these plans or you'll get hit with a fine of $325 or 2% of your income when you file your taxes. that fine is a little higher than last year. so sign up. we've been digging into the numbers from the kaiser family foundation. what we found is that in our area people in the district just over half were eligible have signed up so far. in virginia, about 40%. the lowest in the area maryland at only 22%. the other thing you need to keep in mind is that the prices of these plans have changed. so what you already had, you might want it take another look. it may be cheaper or higher. we know in the district the average price per month for a silver plan if you're 40 and nonsmoker is about $242. a little less than that in maryland. in virginia, quite a bit higher. it's $260. even more if you're in arlington and fairfax county. they're already over the $280 mark. so you can see there is a $30,

$40 difference depending on where you live. >> thanks for breaking the information down for us. tracie potts live on capitol hill for us. thank you. 12 before the hour. developing this morning, several roads near u street corridor in d.c. are closed. police are investigating after a d.c. officer exchanged gunfire with a robbery suspect. richard jordan is live with more on why this investigation is taking several hours. >> reporter: it will take a while because there is still a lot to sort out. it is not even clear at this point who shot the suspect. take a look. this is 15th street at caroline that is just one block south from u street. a lot of police activity here. but this all started just a few blocks ss done on swan street. d.c. police officers say they came in contact with the robbery suspect, they tried to get the suspect into custody. that's when shots were fired.officer fired shots, the suspect fired shots. things moved up over to caroline street and that's when the

suspect was shot. it's unclear if the police officer shot the suspect or if the suspect shot himself. we're learning that the gunshot wound appears to be consistent with a self-inflicted gun shot wound, but because there were so many shots fired, it's hard to tell at this point where the shot came from. we know the suspect was critically injured. we're still waiting for an update to see if he's able to survive that injury. the d.c. police officer is doing okay. but a lot of streets closed off here just off of u street along 15th. again from swan to u street closed off for the police investigation. and it will be a while before these roads can reopen. reporting live this morning in northwest washington richard jordan news 4. today firefighters are trying to figure out what caused a fire in fauquier county. it started at an auction and storage facility on fall mouth street. these photos posted by twitter users show the flame. we're told firefighters were
