it's very very cold. >> this is siberia. >> how many of us started the day, shocked by how cold it felt. right now a small improvement. windchills single digits. also right now police piecing together whatted in a shoot-out involving officers that left one person dead in the district. and on capitol hill right now, lawmakers looking for answers on the metro smoke incident. a man who survived that emergency breaks down in tears during testimony. good morning, everyone. you're watching "news4 midday." i'm barbara harrison. begin wig the weather, round one of the extreme cold. and more snow could be this weekend. and the first "midday" forecast.

good morning. >> good morning. breezy conditions outside, producing a brutal windchill. right now looking at winds at about 10 to 15 miles an hour and gusts anywhere from about 20 to 30 miles an hour. when you factor in the winds, this is how cold it feels outside. windchills in the single digits feeling about 8 in washington. 2 degrees in gaithersburg and 4 in hagerstown. 8 in fredericksburg. 13 now down in fredericksburg. it continues to feel cold throughout the day today with high temperatures only in the 20s and breezy conditions continuing on into the afternoon hours. so -- 3:00 p.m. a temperature, windchill temperature, around 18. 5:00 p.m. a windchill temperatures around 20. 7:00 dinner plans, only feeling about 24 degrees. looking at colder air to move in over the weekend, and with that the winds also increase. a windchill watch beginning valentine's day evening. saturday at 6:00 p.m. that

a robbery suspect when he pulled out gun and got away. officers exchanged gunfire with the suspect still trying to run away at the time. news 4 richard jordan is live on the scene with more on this ongoing investigation into who actually shot the suspect. good morning, richard. >> reporter: barbara, that is the big question police officers are addressing right now at a news conference over at police headquarters while here at the scene investigators remain hard at work trying to sort out what happened. it all started several blocks down over on 14th and swan. that's where d.c. police officers tried to break up a robbery. the suspect pulled out a gun, shots were fired. the suspect made a run for it ending up on caroline and 15th with a gunshot wound. police believe that the suspect may have shot himself, because they say that fatal blow is consistent with a self-inflicted gunshot wound. today, getting to work and getting around a crime scene for

many who live in northwest off 15th and u streets. the yellow tape extended across several blocks. >> this is a mess because usually it's a shortcut to avoid 16th street traffic. cut through here to get up top. since it's just a one way. especially school's at the top of the hill and everything else like that. so but usually this is a quiet street. >> reporter: the medical examiner pulled away in the early morning. d.c. police say a robbery suspect died after a shoot-out with a police officer. who fired the deadly shot isn't clear, and is now under investigation. the detectives immediately closed off the area. ryan mantleker left out in the cold seven hours, standing just feet from his home because his apartment building was off limits. >> i live right there. i would love just to be walked over, escort me blindfold me. let me in my apartment, i have to work tomorrow. they said no. i understand. just doing their job. as he said it's a crime scene. >> reporter: that man did eventually make it into his

apartment but much of this area is still blocked off with the yellow crime scene tape. it looks like it's going to be that way for at least the next hour or so. the d.c. police officer involved here was not hurt and, again, right now d.c. police holding a news conference over at headquarters. we have a crew there and will bring you new information when we getit. richard jordan news 4. >> thank you. metro is in the hot seat on capitol hill right now. the general manager and ntsb investigators are being grilled about last month the smoke emergency. news 4 mallette greenolette green is following the hearing. >> reporter: before the grilling came tearful testimony from the very first witness. d.c. resident jonathan rogers was on that smoke-filled train. videotaped part of it and actually gave cpr to the virginia woman who later died. >> in a foetphoto i believe to be

someone spotted remains in herndon on sunday. today marion barry's son is back in d.c. court on charges he threatened a bank teller. marion c. barry pleaded not guilty a according to court documents a pnc bank teller wouldn't let him withdraw from an already overdrawn account. he threw a trash can and broke glass. barry is currently running for his late father's ward 8 d.c. council seat. today we're going to find out a new trial date for jesse matthew. in court for a hearing. last week a fairfax county judge agreed to delay his rape trial in fairfax. his lawyers requested the delay to have more time to analyze dna evidence. this week matthew was charged with the murder of a uva student, hannah graham. a developing story out of new orleans pap shooting along a mardi gras parade route, part of a kickoff of the carnival

i'm mowlet green at live desk. a developing story, getting more information about a prisoner escape in woodbridge. look at your tv now. prince william county police are looking for this woman. in-year-old theresa brown, arrested about 1:00 a.m. this morning. she complained apparently of pain and was take ton a hospital where she escaped several hours late perp she is not considered violent. that's the latest from the live desk. back to you. >> thanks. a developing story now. a person behind bars accused of shooting two people during a mardi gras parade in new orleans. it happened around 10:00 last night. both victims taken to the hospital. one died. the other listed in critical condition at this hour. police have not released a motive. the defense department has approved hormone treatment for a military inmate serving time for spying. chelsea manning formerly known at bradley manning will undergo gender reassignment.

take a look at these windchills. temperatures plunged. this was megan mcgrath live in northwest d.c. way look how everyone from commuters to bao bao coping with the colder temperatures out there. megan? >> reporter: well barbara, it was just 14 degrees with a wicked windchill when we started our day at 3:30 this morning. it is now up to a balmy 21. so still pretty cold. we've been talking to folks all morning long. needless to say, most people not too keen on this cold snap. we did find one person or really i should say critter who thinks this cold weather is just great.

might want to log on and take another look because the prices of these plans are changing. for example, in fairfax county a 40-year-old non-smoker making $30,000 a year pays $282 a month for the average silver plan but in montgomery county that same person very same scenario pays $55 less. so a lot of it has to do with where you live. lots of people are going to be looking for help this weekend. health navigators trying to get you signed up before the deadline. for more joined by a political writer for nbc news. good morning. new information out on the number of uninsured in the country. more or less than a year ago? >> this is going to be a number you'll hear the obama administration talking about pap victory for them. last year 17% uninsured. number down to 13% pointing to enrollment numbers in obamacare for reasons for that. >> are the numbers for the

affordable care numbers up? >> certainly. in the last year this time last year 3.3 million americans had enrolled in obamacare. that number is up to about 10 million today. >> are people changing their minds tab were we had of baltilot ballyhooing. >> more and more are involved in the program. ask nationwide how people view obamacare, the numbers are in the same place as last year. one-third of americans think obamacare is definitely a good idea. that was the same a year ago as it is today. >> so let's move on to something else. talk about voters and the way they feel about military action against isis. >> a brand new poll out today, nbc and marist polling on this issue and asked people throughout the country about the president's authorization request to congress for war powers to fight isis. we see a narrow ma jompty of americans. 54%, saying they want their

i'm monthlet green at live tefk. new information from police. police moments ago confirming a theory a robbery suspect turned his gun on himself after exchanging fire with cops in northwest very early this morning. now, this just came out of a news conference held at police headquarters. no i.d. yet of this suspect. police say they got this conclusion at this point from witness accounts. this is all very preliminary in their investigation. and this happened this morning in the 1400 block of swan. that's in the u street corridor and it may be connected to another robbery that happened ten minutes earlier four blocks away. that's the latest. back to you. >> thanks. new today, former ravens player ray rice is apologizing, saying thank you to the team and to the city of baltimore. rice was cut from the ravens and

suspended from the nfl after video surfaced of him punching his then fiancee in a hotel elevator's in a letter rice calmed his years in baltimore the best years of his life. he went on to say, "there is no excuse for domestic violence and i apologize for the horrible mistake i made. i hope you can find it in your heart to forgive me and i hope to make a positive difference in people's lives by raising awareness of this issue." a group of high schoolers from washington state are calling out the host of the "tonight show" wanting to challenge jimmy fallon to an improv-off. >> so jimmy fallon sk versus fallon. here we go. the students in the improv class are huge fans inspired by this challenge, when they the comedian did his ew sketch on the "tonight show." the class made a youtube video and issued that challenge that way. it's already gotten nearly 40,000 views.

right now 17 states under windchill advisories or warnings. a blast of arctic air affected temperatures from the midsouth to the deem deep south. for new england, it comes ahead of yet another snowstorm adding to more nan six feet of snow that has buried that region already. some homeless people in our area will get a chance to pick out a vital piece of clothing later today. more than 200 people will be given a gift sir tifr kitcertificate for a winter coat. recipients then go to foreman mills to pick out their own coats. the event is part of a birthday celebration for residents at politics. the gift certificates were

donated by radio one and foreman mills. storm team 4 meteorologist amelia segal, what's the story? what is going on out there? >> frigid outside. >> it is cold. how cold is it? >> when you factor in the winds it feels like temperatures are in the single digits right now. we have colder air that's going to be moving in saturday night into sunday. it sticks around for our president's day and extremely high winds. your weather headlines. a break from the extreme cord during the day tomorrow for valentine's day but snow in the forecast. a high likelihood. dealing with some snow later in the day, not amounting to much but could produce slick spots across the area. high winds then move in very late saturday night into sunday morning. brutal cold will be with us saturday night on into monday. wait until you see the temperatures. a windchill watch will go into effect saturday at 6:00 p.m. and that's going to run through sunday at noon. gusts anywhere -- excuse me. windchills anywhere from 30 to

20 degrees below zero for the county shaded here in blue. this includes parts of montgomery and howard counties, western loudonun county and frederic county. extremely cold in those areas. again, saturday evening into sunday dangerous cold in those areas. a high-wind watch goes into effect for everybody saturday at 11:00 p.m. that's going to run through sunday at noon. not only are we dealing with frigid temperatures saturday night into sunday but we are going to be dealing with howling winds, gusts near 60 miles an hour. when you have winds that strong you can't rule out power outages. hopefully that doesn't happen because of the cold over our area. temperatures without the winds, in the upper teens and low 20s. 22 is the temperature in and throughout date today our temperatures will warm into the upper 20s. a high today of 29. getting into the afternoon and evening hours, when you factor in the winds it will feel like temperatures are only in the teens. now, for tomorrow as far as weather is concerned, going for

big changes on the way for parents and students at two local elementary schools. the board of education voted yesterday to close both thomas clement and kpen more at the end of the school year. kenmarch turned into an early education center. and a big change for 200 sixth graders moving several classes from elementary school into middle school next year. part of the board's long-term plan to shift all sixth grade classes to middle schools. ♪ somebody to lean on ♪ ♪ those are students from d.c. along with students who are part of the youth ork tra of thechestras of the americas. some are with us today, and the

orchestra teacher with us. welcome to all of you. thanks for coming. you guys have had a busy last two weeks. haven't you? the orchestra america, students here to help with the students and tell us why. what is it about your orchestra program that's so exciting for students at kipp? >> kipp d.c. is a network of high-performing charter schools in washington, d.c. seeking to service students in under resourced communities. what's really beautiful about the residency we've had with the youth orchestra of the americas fellows for the past two weeks is the collaborative effort between our students and our musicians from all over the world coming to teach our students music from their cultures. setting different genres of music, sharing experiences as global musicians with our students right here in washington, d.c. >> kipp you start students right off the bat, is it first grade? >> yes. >> and have to be in the orchestra in the first grade? >> yes. >> why is playing an instrument important for education? >> important for urs as

educators to make sure all students have exposure to many different instruments and genres of music, to world music, music that's indigenous to communities right here in washington, d.c. >> okay. you guys are students there. right? >> yes. >> do you agree with what she says? >> yes. >> playing since the first grade? >> no. since sixth grade. >> so -- started later, but both playing the violin. fantastic. i think we just saw you there on the film. you are both from the orchestra of the americas playing all over the world, actually now. aren't you? how did you get into that? >> well, we are applying for this orchestra and on internet. we applied in videos and they chose our work. and then we get together and they teach us with very good maestro and we learn a lot with them. >> fantastic. >> and then we play together and we share different experience for all over the world. >> where are you from? >> i'm from the dominican republic. >> and you're from canada. so this orchestra includes kids from all over the -- the north

two tablespoons. instant espresso. >> melissa is the one who decorated this beautiful table. the one who does the decorating and you do the cooking. is that right? >> indeed. >> i set the table. he brings the food. >> we try not to let her in the kitchen. >> olive oil you just put in? >> lemon infused olive oil. a little acidic nature to that espresso. honey, natural sweetness, and then we're done. so once we have fully combined this mixture, we will scoop it out. so you can take whatever size scooper you'd like. scoop it out. place it in your tray. and then simply -- >> let me hold that. >> set it in the refrigerator. >> oh. so that's done? no cooking at all. >> very easy. once it sets and it is cool take it with the kids or your valentine and have a truffle and simply dip it in your favorite chocolate. we have white chocolate here and then set that aside. once it cools, we have a
