>> windchills in the single digits. and we have snow on the way, too. tom will break it down for us. the bitter cold is causing problems at dulles airport, too. we have an update on a pipe burst that affected travel overnight. here is a look at the storm team 4 radar. snow is heading our way. and we don't mean conversational snow. let's check in with tom k. >> our windchills right now are sub zero. windchills 5 to 10 below. the winds have diminished. only dusting 20 to 25 now. we'll have absurdly low windchills. and all of the area in pink has been expanded to include all of virginia and eastern west virginia under a winter storm

warning for this afternoon, into tomorrow morning. that radar is showing cumulating snow in kentucky and tennessee. by tomorrow morning, we could have eight inches or more in southern maryland. down to the northern neck. fredericksburg south towards charlottesville and the eastern shore. lighter amounts. western maryland and the panhandle of west virginia. ea all the way to the metro area four to eight inch amounts will be common. a look at when the snow arrives in the hour-by-hour forecast coming up at 5:11. new accident, melissa. where is this? >> northbound at 323. it is going to cause sop problem here's. on the phone trying to figure out what is blocked here this morning with it just popped up. here in college park green belt avenue trying to get that out of the way. colesville road here. this is the outer loop here.

everything rolling along nicely. right now, 95 into and out of town. looking good. that crash northbound at 32. not showing slowdowns yet. getting information on the next couple of minutes. beltway is moving along nicely. penn line running on a sunday schedule. brunswick and camden canceled because of the holiday. we know a lot of schools are out today. but we do have some school delays to pass along this morning. in virginia right now, spotssylvania. jefferson, morgan and hampshire county schools are on a two-hour delay, as well. when temperatures get this low, the risk of pipes bursting rises. a burst pipe is slowly -- slowing down flights -- the pipe burst inside a control tower last night, causing an

evacuation. megan mcgrath is in dulles. what's going on. >> reporter: the airport is open. you can see people waiting in line at the ticket counter. they are open. but operations are not yet back to normal. we're seeing cancellations and delays. the broken water pipe up in the control tower forced a closure of the tower for a while last night. they had to suspend some operations. they were allowing planes to arrive but not to depart. and we're still seeing that ripple effect this morning. you look at the board here, we've got a couple cancellations and delays. people want to check with their airlines to make sure the flights are not impacted by this. they've reopened the tower. they're working to repair that pipe. arrivals and departures are limited. we're waiting to get an update this morning on how long that

will be the case. if you're flying out of dulles you want to check ahead. flight aware, the website is saying right now there are four canceled flights, two delays. there could be more depending on how long this all drags out. we're going to watch it and bring you the latest. and we'll see how long they think this might last. >> in d.c., snowplows and salt trucks will be all over the roads. crews will hit the roads at 3:00 this afternoon. they don't cover sidewalks. they're asking you to pretreat outside if you can on the sidewalks. after the storm ends d.c. says you should dig out walkways within a 24-hour period. vdot says it is in high response mode right now. it has thousands of plows and trucks ready to spray more than

1 billion counts of salt on the roads. in maryland 1,200 trucks are on standby right now. no matter how roads look drive slowly and safely out there. there can be ice out there, as well. the temperatures are not going up. we'll head out to chuck bell to get an hour-by-hour breakdown today. in warren and shenandoah public county schools closed today. also today, new leadership takes over at montgomery county public schools. superintendent joshua starr is resigning today. the team discovered there were concerns about his communication skills. we told you the board of education may have lost confidence in his ability to do the job. the school board has begun looking for his successor. larry bowers will serve as interim superintendent. if you plan to park this morning at dulles international

airport, you may want to arrive early. crews plan work in the parking lot from 8:00 a.m. to 2:00. it's in preparation for the silver line stations. and the burst pipe causing problems as well. check ahead before you head to dulles this morning. if you're not off for presidents day, like aaron and me you should know that blue line stations on metro are closed. you cannot like blue line trains between van doren street or king street old town. the system is open right now. it closes at midnight. and trains will be running on a saturday schedule today. as we told you, the frigid temperatures delaying some schools this morning. they're also cancelling some events. we'll look at what is not happening today, next. plus more kids than ever are not getting enough sleep. we'll lack at a new study this morning. and the thermometer says that. that's below 10 degrees. i'm going with disrespectfully cold. that's today's because of aaron.

enforced. a new warning for families in ashburn, virginia after a string of break-ins there. the sheriff says to lack your doors and windows and keep your valuables in a safe. burglars have hit three homes in the last couple days. each time they've broken in through a back door or window. they strike in materially evening. the sheriff says the homeowners are all of asian descent and may have been targeted because of their ethnicity. coming up on 11 minutes after the hour. want to head out this morning. chuck bell is out on the national mall. >> better you than us. you're going to tell us how cold it is. >> better me than you? wait a minute. i'm going to put ice cubes in your chair when i get back to the studio. the last couple of chances we had a snow chance in washington we were fighting the rain/snow

line. with 8 degrees, it will be all snow. hour-by-hour you have the day off for many folks. temperatures in the single digits to near 10 right now. hourly temperatures will rise in the mid and upper teens by lunchtime. and eventual highs around 20 to 25 degrees depending on where you are. and there's enough of a breeze to have windchills at or below zero. my car thermometer says 6 when i got to work. >> that's what mine said. we're twins. maybe they're both actually right. chuck, we do have one crash here. northbound on 32. you see it off the side of the roadway. no police response at this point. it's a crash and not a disabled vehicle. 270 at shady grove road. no problem there. all of the folks headed south. 66 into and out of town 95 everything looking good. no major issues there. . >> melissa, thank you.

this developing story out of the middle east. for the first time cairo is saying publicly it is taking military action in libya. here's the evidence. new video of warplanes on the way to attack i.s.i.s. targets in libya. egypt launched the air strikes in retaliation for the beheading of christian hostages. and this after i.s.i.s. released a gruesome video. and the white house condemning these murders. >> thank you. 15 after the hour. the deadly attacks in paris last month may have inspired another deadly shooting in denmark. two people were killed over the weekend in two, separate

shootings in copenhagen. police say the 22-year-old suspect was known to be involved in gang activity. on saturday he burst into a cafe and started shooting. a danish filmmaker said he was killed. but a controversial cartoonist may have been the intended target. the same shooter killed a security guard outside of a synagogue. john boehner says he is ready to let funding run out at the homeland security. he says the house has passed the bills to fund is agency. and senate democrats are to blame if the agency shuts down at the end of the month. this is the latest finger finger-pointing in a heated battle. the man accused of killing american sniper chris kyle resumes. a.j. routh was accused of the shooting. a deputy said he shot the two men because they wouldn't talk to him in a road in a pickup

truck. the judge halted the proceedings after that possible motive was introduced. routh has pleaded not guilty by reason of insanity. two wisconsin girls could find out if they will be charged with acemented murder of a classmate. the defendants allegedly stabbed the girl to please a fiction at character. the defendants are being charged as adults. according to court documents, last may, the defendants lured the victim into the woods and stabbed her 19 times. they intended to kill the victim. but she was able to crawl and get help. in las vegas, police are looking for a man they say killed a woman in a road rage. tammy myers had four children. she was teaching her daughter how to drive. and almost hit someone on the way home. that person and the woman argued. and then the man followed myers home and shot her. our affiliate in las vegas talked to her husband. >> turn yourself in.

i'm here. right here. you got a qualm, i'm right here. >> there's a go fund me page for her online right now. 5:18 is your time right now. new this morning, the washington monument is not as tall as we all thought. there's a dispute, richard, about how tall the monument is. what's up with that? >> reporter: that's right. it's time to change the civics textbooks. a couple of months ago, when the washington monument was being repaired for earthquake dow jones, the surveyors took new measurements. it's now 554 feet tall. it used to be 555 feet tall. the difference is just ten inches. we're rounding it out to give you a better perspective. the monument hasn't changed.

but the way it's measured has. the new measurements are from the pedestrian entrance. before it was measured from the base of the structure, that's nine inches into the ground. the other inches is from the very top, the peak of the monument. it's no longer a pointed peak. it's been rounded out because it's been struck by lightning so many times. if you combine that the nine inches from the base almost an inch from the top, that's where you get the ten-inch difference. and even though the structure is officially ten inches shorter than it used to be, it's the tallest structure in the district. and the tallest free standing stone structure in the world. >> as long as we hold that title. thank you. teachers in virginia could soon see a pay raise.

terry mcauliffe will include $136 million from some of his priority items in a new budget forecast. that includes a raise for virginia teachers and money for the state's rainy day fund. mcauliffe meets with negotiators this week. this latest round of winter weather left a mess around our area this morning. one prince georges county says they're lucky to be alive. look at the scene. saturday night's powerful winds caused a tree to fall in their home. check out the damage here. you see the tree smashed into a roof and into a bedroom. the man was able to push his wife out of the way. but was hit by a branch. >> i was standing here. my husband was standing right there. and we heard crashing and everything coming through the roof. it was horrible. >> the couple's four children were in the house at the time. they were not hurt. oh yes.

tennessee, missouri leading edge of it coming into west virginia. a few flurries between roanoke and charlottesville. but the bulk of the accumulating snow, is 11:20 from getting here. 5:00 to 6:00 p.m. is when it will get in our region. all of the areas in pink west virginia virginia maryland the eastern shore, under a winter storm warning for later today. here's timing. shenandoah valley 3:30 5:00. 5:00 6:00 7:00 p.m. in the metro area. quickly spreads east. and the heaviest snows south of washington by 11:00 p.m. we'll probably get our heaviest from 11:00 to 2:00 a.m. it will taper off. and by dawn on tuesday, it's gone. it's on the eastern shore, leaving in its wake four to eight inches. the heaviest snows, southern maryland charles, down towards

the northern neck. and fredericksburg could get over eight inches. our northern and western suburbs, all the way to the shenandoah valley and east towards annapolis and the eastern shore. temperatures are frigid. we're single digits. low to mid-20s. and that snow arrives by dawn. up near 30. 30 again, on wednesday. storm team, four-day forecast. a little light snow. the way it looks right now. and wednesday, partly-sunny. and frigid. won't get out of the teens on thursday. near 20 on friday. a chance for light snow on saturday. highs near 30. and getting above freezing. sunday and partly cloudy. traffic and weather on the 1s, a look at where the snow is heaviest. and look at that as the radar is changing. me lis havelissa has an update on the frash. >> a police vehicle with this

message supporting britain's first mental health week. >> the stigma around many health, means that many children don't get the help they badly need. william and i believe that early action can prevent problems in childhood, from turning into larger ones later in life. >> the duchess is the royal patron of children's mental health charity, place 2 be. in the message, she warns so that some young people can suffer addiction and self-harm if they don't get the help they need. place 2 be works to remove that stigma at an early age. teens are getting less leap than they were 20 years ago. researchers at columbia university tracked nearly 300,000 teens from 1991 to 2012. those surveyed in 2012 say they didn't get nine hours of sleep.

workers at dulles international airport are working to get everything at the airport back to normal. a pipe burst inside the control tower, causing a number of delays. road crews gearing up for snow. a storm that we are expected to get later today, into tomorrow. vdot says it is in quote, high response mode. today is the last day on the job for montgomery superintendent joshua starr. it is cold. snow is on the way. we want you to hear the forecast. so we'll go straight to meteorologist tom kierein. >> inhale and exhale. we'll have this through quickly here this afternoon to tomorrow morning. a huge area in pink covers most of maryland all of virginia. as well as most of west virginia. except the area right near the

pennsylvania border. this is going to be from 4:00 to noon tomorrow. heaviest snows in tennessee and kentucky. they are tracking to the east. a few flurries to the southwest and southwestern virginia. over eight inches of snow. metro area four to eight inches of snow by the time it tapers off tomorrow morning. a look at new timing on when the snow arrives. that's next in weather and traffic at the 1s. now, melissa, how is it looking? >> right now, looking good. 66 at the beltway. everything is moving along quite nicely. no major issues there. wider look at things. no major problems. as you're taking a big look at the beltdway. southbound moving along nicely. prince georges county nice and green. travel times coming up in ten minutes. it is 5:33. not all schools are closed for presidents day.

we have some delays and closings to tell you about because of the weather. shenandoah and warren county schools are closed today. >> also in virginia, spotssylvania. >> jefferson, morgan and hampshire county schools are starting two hours late today. companies hoping to use drones commercially are taking a close look at new rules proposed by the faa. tracie potts joins us live from capitol hill. tracie can you run down the new rules and what they indicate about how the faa wants commercial drones to be used? >> reporter: they indicate there needs to be limits. we saw that after the crash on the white house lawn. they want the drones of 55 pounds or less to fly only during the daytime, under 500 feet in altitude. five miles -- they have to stay five miles away from airports which is the same rule now for recreational use.

and they want them under 100 miles per hour. and also specifying that the done operators, the pilots need to have an faa flight certificate. not the same as a pilot's license. but some certification there. and they want them in line of sight. that's the problem with the drone that crashed on the white house lawn. >> there's some rules as it relates to companies that might want to use the drones for delivery purposes. that's been the response? >> reporter: amazon said they wanted to prime air. you order something and it's at your door within an hour if dropped by a drone. these rules as written would not allow for that. you have to keep the thing in line of sight. amazon is responding. a statement from the vice president says they want to do that in areas where they get the regulatory approval. they hope that congress acts quickly on the rules. they have to tweak them for the

amazon idea to work. an organized group of hackers may have stolen up to $1 billion from banks around the world. hackers infill traited 100 banks. the report does not name the banks. the hackers were able to program atms to dispense money and to transfer money into fake accounts. one small silver lining here the hackers do not appear to be after customer data. a maryland woman is in police custody this morning, charged with stabbing her boyfriend to death. investigators in prince georges county says the 28-year-old killed her boyfriend at his apartment yesterday. the two were reportedly in an argument that escalated. police say williams was still there when officers arrived. this morning -- >> this morning, prince georges county police are searching for a suspected car thief that led

police on a high-speed chase. it started in calvert county last night. the suspected thief jumped into a 2012 dodge charger that had been left to warm up in prince frederick. a sheriff's deputy tried to pull over the driver. he took off for a 20-mile chase. the driver eventually last control and crashed into the woods off of route 4. the suspect then took off into the woods. it's now 5:36. an elderly woman and her son have been found dead outside of their home after being outside in the colt most of the night. detectives said the woman and her son tied. viola was 84 and her son was 60. viola had a medical emergency. when her son tried to help he had his own medical emergency. there were no signs of trauma. and they do not suspect foul play. the medical examiner will determine the cause of death. gas prices back on the rise.

checking what you're paying in d.c. the average, $2.43 a gallon. in maryland 20 cents lower at $2.25. that's the average. virginia drivers paying an average of $2.13 a gallon at the pump. that's a state-wide average. and in west virginia you're paying $2.29 a gallon on average. the prices have been going up since the month began. aaa says the national average is $1.22 less than a year ago. lots of places in our area celebrating presidents day. this weekend, christchurch in alexandria brought out george washington's bible for people to touch. the statehouse is putting the speech washington used to resign from the continental army on display. maryland already has several casinos open. and more on the way. this morning, we're getting a new look at whether people across the state are happy about getting the gambling boom.

welcome back. a new poll says more of you are now against the new casinos in maryland. 53% of maryland voters feel positive about the casino expansion. 38% say casinos are a bad thing. that's an 11% increase from a similar poll three years ago. 5% of people said they had no opinion. the poll was put out by the university of maryland and "the washington post." it's time to talk about the weather. it will be the focus of everyone's attention today and tomorrow because of the temperatures. 10 degrees outside right now. >> that's disrespectfully cold.

5:48 right now. if you think it is frigid cold here temperatures in new england are dangerously cold right now. that region dealing, again, with trying to dig out from storms more on the way. sarah dallof is live in boston to tell us how the snow is breaking records. sarah, i feel for you all bundled up there. >> temperatures here in the single bigots. with that windchill as low as negative 30 that's what it feels like out here. causing huge concerns. a windchill warning in effect here in boston and throughout much of new england. people are urged to limit their time outdoors and cover up exposed skin. this is on top of the fresh snow this area received over the weekend. it's causing big problems creating whiteout conditions. there was a 20-car pileup not far from here.

roof collapses are becoming common. there was an apartment, 200 families affected by that. in boston things slowly getting back to normal. certain public transit will begin running today. some flights will be able to leave the airport. but this weather continues to paralyze this area. all eyes shifting to the midwest midwest, great lakes and southeast, as a new storm barrels down on those areas. >> sarah dallof live for us in boston. thank you, sarah. with more snow coming to new england, people working to keep it off the roads. this is a strip mall in new hampshire. the roof caved in there. in mississippi, a similar issue. people had to leave immediately and leave belongings behind too. >> a lot of stuff i thought we needed. i thought the fire department they say, no way to go inside anymore now. >> firefighters there say it could have -- could be months

before the building is safe to live in again. no one was hurt. today, transportation and public safety are on the agenda for a meeting of the local government meetings. d.c. mayor, bowser, mcauliffe and larry hogan are meeting in arlington this afternoon. this week, a new budget proposal could include cuts to your kid's favorite programs. the first to go will be discretionary programs like orchestra and sports. student steven waltz will present the budget at wednesday's board meeting. give yourself extra time if you plan to park at dulles international. the construction is part of the airport's preparations for the planned silver line station. it is a long weekend. that means extra day.

much of west virginia for a storm arriving here with snow starting 4:00 p.m. into the shenandoah valley ending by dawn tomorrow. and the leading edge of the snow now, into kentucky and west virginia. heaviest snow in tennessee and southwestern kentucky. it's about 11 hours getting away from the metro area. here's the timing. new model just coming in here showing timing of the snow arriving in the shenandoah valley around 4:00. and getting into the metro area the darker colors may be coming down harder. this is of 8:00 p.m. noticing it's coming down hard including southern maryland much of virginia. shenandoah valley. panhandle of west virginia. won't be snowing as hard in this white zone. but moderate snow in washington to heavy snows, northern neck, eastern 11:00 p.m. by 2:00 a.m., snowing heavily.

and it tapers off and ends. by 8:00 a.m. most of the snow is gone. on the eastern shore. but leaving in its wake over eight inches of snow from stafford and spotsylvania, to fredericksburg and toward culpepper and southern fog here. calvert, st. mary's southern prince georges. 12 inches of snow. the higher amounts may be in the northern neck st. mary's county lower eastern shore. and the western and northern suburbs getting around four inches. northern and western suburbs. closer in six, seven, eight inch amounts will be common in the metro area. a lot will be fluffy and dry. it will be accumulating and easy to remove because it's fluffy and dry. windchills are near zero. dry roads for the morning commute. it will hover through much of the morning commute. and during the afternoon, cloudy with some of the flight snow.

the flames and the smoke shooting out of the roof of this three-story building. a big response on the ground there. firefighters obviously, still working to get this under control. we know this is part of a medical center. there's a lot of doctor offices inside that building. that gusty wind blowing the smoke all over the place. making it difficult for firefighters so far. the good news, no reports of anybody big hurt. there's a big shakeup inside the virginia republican party. its executive director is stepping down at the end of the month. the party has faced financial trouble and an identity crisis since eric cantor was unseated last year. there's a rift between business-minded republicans and the tea party. "the washington post" says the party is carrying $200,000 in debt. a teenager who died in a shoot-out in baltimore county is the main suspect in the murder

of his entire family. 16-year-old jason hendricks from kentucky led police on a high-speed chase on saturday. he exchanged gunfire with officers shooting and wounding one of them. police say parents and sister stole the family car with four guns and drove across the country. police say he was angry at his parnltds for taking away computer privileges. bitter cold temperatures out there. causing problems for travelers in our area. a pipe burst in the control tower at dulles international airport. the impact it's having at 6:00. stay with us. we'll be right back.

right now, we are dealing with the most painful morning of this winter. it is out now, disrespectful out there. bitterly cold temperatures. dangerous windchills. and now, we have snow on the way, too. the conditions could also cause problems for travelers after a light night pipe burst is restricting operations at d.c. airports. a lot of schools that are off today. >> if you live in shenandoah or warren counties in virginia your kids' schools are closed
