>> if you live in shenandoah or warren counties in virginia your kids' schools are closed this morning. >> in spotsylvania and fauquier county, students on a two-hour delay, stam were winchester city schools. >> jefferson, morgan and hampshire counties are opening two hours late. check our website for the delays and closings today. we're tracking the impact the cold conditions are having on the roads and at dulles international airport. >> we begin our coverage with tom and how much snow we could see. >> we're going to have enough to shovel. that's for sure. and it will likely end up being our heaviest snowfall of the season so far. where is the snow now? right now, you can see the area in white. it's in kentucky and tennessee. missouri southern illinois indiana, into arkansas. this continues to track off to the east. a few flurries trying to reach the ground southwestern virginia. the accumulating snow is 11

hours away of getting in the metro area. we have a huge area, under a winter storm warning. most of maryland all of west virginia 4:00 until noon, winter storm warning in effect. it could unload eight inches or somewhere in maryland calvert county, and southern prince william, over to culpepper, north around the metro area. four-inch to eight-inch amounts will be common by the time it wraps up tomorrow morning. next weather and traffic on the 1s, new timing coming in now. i'll show you what's the arrival time. that's at 6:11. >> thank you, tom. crews at dulles airport are working hard to make sure your flight leaves on time today. there's a number of delays after a pipe burst overnight inside the control tower. megan mcgrath is live at dulles with the impact this could have

on flights throughout the day. megan, good morning. >> the control tower is open again. but we're seeing residual consolations and delays because of the problems they saw yesterday. you look at the board. a number of delays listed here. a couple of cancellations. the problem was with a water pipe in the control tower because of the cold temperatures. it burst for a time. that control tower had to be evacuated. cancellations and the like. we'll seeing that trickle-down effect. when you cancel flights like that it's tough to reschedule them and get that schedule back on track. that's what they're trying to do here this morning. people who are leaving from dulles keep in mind that you may have either a cancellation or a delay. but many of the other flights are okay. you're going to have to check. we spoke to a woman who is headed out of town. headed to chicago. she arrived here to find out

windchills make it feel like it is 12 below zero in germantown. >> the parade is canceled today. the parade would have started at 1:00 p.m. and gone through old town alexandria. organizers say groups began pulling out as soon as the forecast worsened. it's a good thing. when it's nine degrees outside on the windchill makes it feel that much colder it's dangerous. it's dangerous. of course the story in the hours ahead, will switch from the cold weather to the snow. >> tom kierein will track when it's going to fall in your neighborhood. >> got new model timing into kentucky and tennessee. here's the new timing. looks like the first flakes falling in the shenandoah valley. around 3:30 or 4:00. after that.

welcome back. it's 6:15 right now. right now, we're tracking big changes for our weather. look at the storm team 4 radar. this system over the west of us over kentucky will be bringing a lot of snow in our region. chances are, you start seeing flakes in your neighborhood by dinner time. the story this morning will be the brutal wind chills you have to deal with today. it's enough to take your breath away.

chuck bell l mall with the windchills we're experiencing in our area right now. chuck, you are almost enjoying this cold weather. >> the delirium is about the snow for tomorrow. temperatures right now in the single digits. our little wind gauge up here is just whizzing around in the breeze. the winds are averaging 10 to 15 miles per hour. that has air temperatures lowered in the negative numbers for windchills. our windchill on the national mall is 5 degrees below zero. there's other places. gaithersburg out to the north and west running 10 to 15 degrees below zero range. it's cold for sure this morning. the key is to march in place, like five to six minutes in place. get that bead on your draw before you go outside. back to you in the warm cozy studio. >> try to stay warm out there. it's 6:17 right now.

members of one prince georges county family says they're lucky to be alive this morning. powerful winds caused a tree to fall in their home. here's the damage. you see the tree smashed into the roof and into a bedroom. the man was able to push his wife out of the way. but he was hit by a branch. >> actually, i was standing right here. my husband was standing right there. and we heard crashing and everything coming through the . >> the couple's four children were in the home at the time. they were not hurt. tom is tracking the impact of this incoming snow and what it will have in your neighborhood. when you can expect to see the heaviest snowfall. that's coming up at 6:21. a new set of proposed rules from the faa could bring commercial drones one step closer to daily life in the u.s.

all of the companies hoping to use drones are taking a look at the rules. the rules give us important information on how the faa manages commercial drones should be used. drones will be used for aerial photography, monitoring crops and inspecting buildings and bridges. they are barred from within five miles of airports. and could be three years before the rules become final. as many of you know it is illegal to fly drones in d.c. for fun. not everyone is happy about the new rules, though. they banned delivery drones. delivery had been a huge potential market for drones especially for companies like amazon. the retail giant has been working on technology for same-day delivery using drones. investigators will be at a walmart in mississippi, today, where police shot and killed a man. police say he shot at officers. one was phrase grazed but is expected to be okay. we received this new video just a few hours ago.

you can see police tape is around that store. police have not said why the shooting started. it's now 6:19. prince georges county police are searching for a suspected car thief that led police on a high-speed chase. this started in calvert county last night. the suspected thief jumped into a 2012 dodge charger that had been left to warm up in prince frederick. a sheriff's deputy tried to pull over the driver. he took off, leading police on a chase to upper marlborough. the police say the suspect took off into the woods. new warning for you in ashburn after a string of break-ins. burglars have broken into homes. they usually strike in the early evening hours when your neighbors are not home from work yet. the sheriff says the homeowners are all of asian descent and they have been targeted because

of ethnicity. the duchess of cambridge released a new message. >> the stigma around mental health means that many children don't get the help they believe. william and i believe that early action can prevent problem childhood, from turn larger >> the d patron of children's mental health charity, place 2 be. the charity works to remove the stigma around mental health as an early age. your teen is getting less sleep compared to teens 20 years ago. researchers tracked nearly 300,000 teens from 1991 to 2012. those surveyed in 2012 say they didn't get nine hours of sleep. doctors recommend teens get nine to ten hours of sleep a night. the increasing use of smartphones before bed and obesity could be to blame for the rising rate of sleep deprivation. with teens getting less

sleep, they have to make sure all of the distractions are out of the way. >> it's a health issue. you're more healthy if your body can re time for weather and traffic on the 1s. it is 10 degrees outside of our studios in northwest washington. that's the air temperatures. we're not talking windchills and everything else. >> beyond adjectives what old man winter is doing right now. let's check in with tom. >> that's one of the factors that's going to play a role in how much snow we get. it's so cold and dry, this will be a light and fluffy snow. likely it will be piling up quickly. it should be easy to remove as compared to the usual wet, heavy snow we get. it's snowing hard. the bright white area in kentucky and tennessee and missouri. that is the area of accumulating snow. it is about 10:30 from getting into the metro area. around 5:00 it will be alivinge ing arriving here. 8:00 p.m. to 3:00 a.m. on

tuesday. a six or seven-hour time frame we have moderate snow. eight inches or more up to 12 inches in st. mary's county the northern neck. eight inches in calvert and southern prince georges. west of there into prince william county. stafford and spotsylvania. the metro area, prince georges, the district four to eight inches. the lighter amounts, the four inches maybe in southern frederick county and into the panhandle of west virginia near the pennsylvania border. in western maryland they may get around two to four inches there. all of this ends by dawn on tuesday. near 20 degrees tomorrow morning after we reach mid-20s today. sun back up near 30. near 30 on wednesday. might get light snow. and very cold on thursday and friday. another chance of some light snow coming up on saturday. finally, getting above freezing on sunday. a look at where that heaviest snow is falling right now.

bitter cold. the strong winds on the national mall to the left-hand side. driving down our harsh morning temperatures. you see the flags whipping in the wind. a handful of school closings. jefferson county schools in west virginia are closed thap were on a two-hour delay. shenandoah and warren county closed today. in virginia spotsylvania and fauquier county schools on a two-hour delay. as are winchester schools. in west virginia morgan hampshire county schools on a two-hour delay. this complete list is on the bottom of your screen own nbc washington's app. we'll switch from the cold temperatures to the winter weather we're going to see. >> where the snow is right now and when the flakes will start falling in your neighborhood. tom? >> it's snowing pretty hard down in tennessee and kentucky. right now, we are off to our coldest morning of our winter season so far.

it is down into the low single digits. around the metro area. that includes prince georges, montgomery and fairfax county. that snow now, is falling heavily. this heavy snow zone is the one that's going to be passing just to the south of the metro area. but not until later tonight into tomorrow morning. we have a big area under a winter storm warning. most of west virginia all of virginia the district and most of maryland. 4:00 p.m. today until noontime tomorrow. winter storm warning in effect. four to eight inches in the metro area. lighter amounts in the pennsylvania border and into western maryland. a look at when the snow will be heaviest and when it ends on the 1s at 6:51. melissa has a disabled car. >> 270 northbound at west montgomery avenue. it's blocking the right lane

when the monument was under repair for earthquake damage. all of that scaffolding was up. they say it was 555 feet tall. now, 554 feet tall. to be exact, it's ten inches shorter. but here's how we get to the number. the monument did not shrink here. the measuring of it has changed. the measurement was taken from the base of the pedestrian entrance to the top of the monument. before that, it was taken from the base of the monument, about nine inches into the ground. the last inch is from the very top of the monument. the peak is no longer pointed. it's curved because the monument has been struck by lightning so many times. it's a ten-edge difference in the official measurement of the washington monument. the tallest structure in d.c. and the tallest free-standing

stone structure in the entire world. good morning. i'm following breaking news out of west philadelphia. look at the live scene of a two-alarm fire, where firefighters are struggling to get this blaze under control. they've been working on this more than an hour now. you can see an immense amount of smoke. the flames shooting out of the roof of this three-story building. we know it is a medical center. it houses a lot of doctor offices. as of right now, not getting any initial reports of anyone being hurt. so that's some good news. it looks like they have work cut out for them. the high winds making it extremely difficult. >> angie, thank you. it's 6:35. this week prince william county school superintendent will include a new proposal. it could include cuts to your kids' favorite programs. the school board is looking to cut $11 million from the budget.

the first to go would be considered discretionary programs. steven waltz will present the budget at wednesday's board meeting. in honor of presidents day, you can see one of our first president's coaches at the statehouse in annapolis. they're putting one of george washington's speeches in a display you can see at anytime. he delivered the speech six years before he came became the first president. if you're not off for presidents day, there's track work on metro. you can't take blue line strains between van doren street and king street. but they're open right now. the stations are. metro is providing shuttle buss to get around. the system is running on a saturday schedule today. it closes at midnight tonight. grab your warmest coat. all of the layers long underwear you're going to need with the below-zero windchills.

will switch from the cold to the snow. >> chuck bell is live to start tracking when the flakes will start falling in your neighborhood. chuck, good morning. >> good morning. moments ago, my storm team 4 weather app said i had a windchill of minus 5. i may have frozen my app off out here. we're going to get a little sunshine early this morning. but that won't last long as clouds will be racing back in. you should plan on sub-zero conditions outside this morning. it's a brutal start to the day, no doubt about that. we will see some improvement today. but we will not get above the freezing mark. that's the reason the next storm system is coming in. it will be all-snow. we will not be fighting the rain/snow line this time. clouds in mid to late afternoon, with highs in the mid to upper 20s.

right now, we are watching the flight boards at dulles international airport. a frozen pipe burst overnight, triggering a slowdown for flights at the airport. megan mcgrath is tracking the developments from northern virginia. first, weather and traffic. >> right there at dulles airport this morning, they had a new record low set this polar plunge. dropped the temperature at dulles down to just six degrees the last hour. new record low there. melissa? >> our biggest problem is not the roads. the trails the biggest issue, though. orange and silver lines, no longer single tracking. the delays remain. you have to bundle up. 15 before the hour. crews at dulles are working hard to make sure your flight leaves on time. there's a number of delays after a pipe burst inside a control

where it is just four degrees outside. although we're about that cold here too. >> not only do they have that issue to deal with that region is preparing for more snow. sarah dallof live in boston to tell us what they're doing up there. good morning. >> good morning. people here in boston waking up to the coldest morning in more than ten years, with that windchill. temperatures as low as 30 below zero. this is on top of the snow they received over the weekend. and more than a foot of snow. all of this has combined to create real problems. there was a chain-reaction pileup on i-95. and the weight of that snow is not going well with some roofs. we've seen a number of roof and building collapses as a result including an apartment building in new hampshire. some 200 people affected by that. of course all eyes, now, shifting to the incoming

new video right here. this is warplane from egypt on its way to attack i.s.i.s. targets in libya. also launching an on i.s.i.s. controlled city. attacks destroyed place where's they train, the islamic state trains and store weapons. this is revenge after the release of the video that showed the murder of 21 christian hostages. the white house calls it despicable and cowardly. new information about the deadly shooting in denmark. danish authorities say the 22-year-old suspected gunman may have been inspired by last month's massacre in paris. the suspect was known to be involved in gang activity. on saturday the gunman burst into a cafe and started shooting. a danish filmmaker was killed. police say a cartoonist may have been the target.

through the rest of the day today. the storm team 4 radar showing snow is advancing coming in from the southwest to the east. that advancing snow is -- snowing pretty hard right now in parts of west virginia now. just coming into kentucky. and northern tennessee. that area of heavy snow is going to continue to advance off to the east. and the latest timing on this is showing that it is going to be moving through here coming in from the south and west. and advancing to the east. as it does advance to the east we will see it picking up in intensity, as it moves into the shenandoah valley. that's going to be moving east and passing into the metro area around 5:00 or 6:00 p.m. the heaviest snows will be passing to our south. and the heavy snow will be moving to the east and pulling out of southern maryland and crossing the bay and the eastern shore by dawn on tuesday. and will have the heaviest amounts of snow occurring during

the time period of 8:00 p.m. to 3:00 a.m. tuesday, with the moderate snow. we have an area of winter storm warning that controversy all of virginia the metro area and much of maryland and much of west virginia. as this continues to pull on through later tonight into early tomorrow morning. and then by dawn we'll be down to near 20 degrees during the day on tuesday. up to near 30 degrees during the afternoon. and as we get into wednesday, we have another chance of another round of some snow coming through. maybe just some light snow. will be in the upper 20s to near 30 degrees by then. then thursday night friday. very cold again, another surge of arctic air moves in. highs near 20 degrees on thursday and friday. we'll have some sunshine. and a chance of light snow moves in on saturday with highs around 30 degrees. finally getting above freezing on sunday. now, melissa, what's happening on the roads? >> it is brutally cold out there. roads and rails be careful.

response mode. that means thousands of plows and trucks are ready to spray a billion pounds of salt on the state roads. house speaker john boehner says he is prepared to let the funding run out at homeland security. he says you can blame senate democrats if the agency shuts down. he made the comments yesterday. democrats accuse him of playing politics. it's part of the ongoing battle of the president's executive action on immigration last year. today, a high-powered meeting with the high highest members this afternoon. they're going to sit down to talk about cross-regional issues including transportation and public safety in our region. if you live in maryland we're learning more about how you feel about the state's casinos. the university of maryland and "the washington post" put out a new poll. it says 53% of maryland voters

school closings to pass along today. jefferson county schools are closed. they were on a two-hour delay. shenandoah and warren county schools are closed today, too. >> spotsylvania and fauquier county schools are starting two hours late. winchester is two hours late as well. morgan and hampshire county schools are two hours late. the complete list is on the bottom of your screen and on the nbc washington app. snow around the metro area about 5:00 this afternoon. 8:00 to 3:00 a.m. on tuesday. ending around dawn tomorrow leaving about four to eight inches in the metro area. northern western suburbs. highest amounts of snow will be south of the metro area that dark blue zone. southern maryland and into virginia stafford and spotsylvania culpepper, southern prince william, could get 8 to 12 inches of snow there. >> makes me cold. this is our biggest problem on the rails. orange and silver lines, no longer single tracking there.
