through the weekend. in roanoke, brie jackson, nbc 4. a steady snowfall across our area tonight. streets and sidewalks are coated right now in centreville, virginia. and the ground is so cold that snow is starting to stick. >> snow's not going anywhere anytime either. look now at the radar showing most of the storm still headed our way. >> d.c. has declared a snow emergency effective tomorrow morning so they can try to get the streets clear. that process could take days. first at 6:00 let's get you updated on the latest closings and delays. >> the national zoo, the university of maryland already closed for night. we just heard from several school districts in virginia. prince william, faulkier stafford and spotsylvania counties along with falls church manassas and winchester. all of them closed tomorrow. >> we have team coverage of this winter storm. we begin in storm center 4. both doug kammerer and veronica johnson are tracking all this for us. when does it get heavy, you guys?

>> yeah. we really think the heaviest time will be between around the 8:00 hour then the 3:00 in the morning hour. treacherous travel already. >> overnight storm for sure, the snow piling up quickly and becoming icy too by morning with such low temperatures. >> we've seen this with those temperatures nap's why everything is sticking right away. it does not take much. we saw it just the other night, saw about a tenth of an inch of snow and saw a lot of problems on the roadways saturday night, valentine's day. we'll get more snow than that. we have issues along 66 beltway snow covered, i 95 301 through southern maryland. one thing you notice look at frederick and hagerstown that's the drier air i've been talking act over the last hour. we'll get to that again in just a second but still a lot more moisture to come. the biggest area right down to the south. i think a line from washington right on down towards roanoke, south and east. that's where where we'll see the most snow for everybody. a winter storm warning continues in effect until noon tomorrow. we'll talk about why some areas

to the north may not see quite as much this time. eve therein it won't take a lot with these cold temperatures. sfler. >> that's right. the storm system fighting the dry air to the north but not the cold. it's cold enough across the area that fine powdery type snow. it's the kind of snow that's very easy to be slick and icy on area roads. looking at our temperature range, 10 degrees gaithersburg to 18 just inside the beltway. but even around the beltway we're hearing reports of roads becoming covered. everything sticking to the roads and significant delays and cancellations expected easily by tomorrow morning. doug? >> we've seen a lot of those this evening. we'll keep you posted on twitter, facebook and here. it's going to be a long night for road crews. they'll be working around the clock for the next few days. but you might not see a snowplow on your street for some time. adam tuss is over in fairfax to tell us why. adam?

>> jim, vdot in northern virginia has a policy that until there's about 2 inches of snow on the ground they don't send the plows out because they can't push it unless there is about 2 inches. but the work is just starting here in the vdot yard. take a look. the trucks continue to roll in. they've been hitting the road for the last couple hours because the snow has been falling and they keep coming back for salt and sand. looking for a plow on your street? well it may not be coming for a while. >> start plowing when there's about 2 inches just enough on the ground to let the plows move the snow. and then we'll keep hitting it throughout the night. >> reporter: here in the vdot yard it's all hands on deck. when the subcontractors from all over the region start to pour in like this it usually means something significant is going to happen. this is serious business for a lot of people. obviously we have a keep the roads clear, but snow means money for a lot of guys. a lot of these guys are subcontractors for vdot. they get the call to come here. some of these guys have been working in new jersey. they come down here. now it's time to take care of

our roads. these guys are being told to start their spreaders every hour so that they don't freeze in the cold. this is hard work. and because it is so cold out, all across the region, putting down any liquid is a risky move. instead, this storm being dealt with initially with a heavy dose of sand and salt and the plow. drivers like courtney parker are not worried about it. in fact get this -- she thinks we've become tough we are the snow. happy to hear you say you're heartier. >> i think so. >> reporter: back here now live in is the vdot yard, the salt continues to get poured into the trucks. we have trucks coming and going. these guys are going to be out here 24/7 until the snowstorm is all done and they can get it all out of the way. another tip vdot has for you. they ask you that if you can park your car in your driveway tonight, all of your cars get them off the street they'd appreciate that so they can plow as much of the street as possible. live in fairfax, adam tuss,

news4. >> adam thank you. the northeast isn't the only part of the country getting hit by the winter weather this time around. parts of the south are dealing with a dangerous mix of snow sleet, and freezing rain right now. thousands of people are without power and roads are treacherous in places. parts of kentucky could see up to 15 inches of snow. forecasters say this could be the worst snowstorm to hit the louisville area in ten years. the storm is creating a mess at the airports tonight as you might expect. this is what's called the misery map. it's on flightaware.com. the red portions of those circles represent delays and cancellations into and out of each of the regions there. you can see our three airports are truly feeling the effects of this storm. >> all those delays and cancellations can cause headaches for people trying to get anywhere. >> consumer reporter erika gonzalez with us right now. >> the reach of the storm is massive but the good news is

most airlines are waving fees for travelers from atlanta to philly. we checked in with all the major airlines. all are waving that change fee for those with flights scheduled to leave tonight or tomorrow. the catch is you have to reschedule travel for sometime late they are week friday at the latest. if you had plans to fly tonight or tomorrow get online folks, get on the phone, check with your airline. oftentimes you're stuck with paying the fare difference. but we found airlines such as united and jetblue waving those as well. by the way, we also checked on amtrak vamoose, ground and other, none announcing cancellations for tomorrow. we'll put those on our website, nbcwashington.com, and our nbc washinapp. >> it a l bit of patience helps. >> yes, it does. >> thank you, erika. right now doug and veronica are answering your questions about this storm on the storm team 4 facebook page. go there now if you have a

question for them. and track the storm on your phone or tablet with the storm team 4 weather app. it's free in the app store and google play. a mess out in west virginia tonight. the water supply for thousands of people there could be contaminated. it's because of a train derailment today that created quite a fire. it happened in montgomery about 40 minutes outside of charleston. at least 14 tankers exploded. one house caught fire. 200 people were forced to evacuate the area. most of those cars were carrying crude oil. one of them ended up in a nearby river. now to the isis threat. at least 35 more egyptians have reportedly been kidnapped in libya. one day ago isis released a horrific video show being bee heading of 121 egyptians kidnapped in libya last month. they're warning these are all part of the same threat. steve handelsman is live with the latest on all this.

steve? >> reporter: pretty terrible in libya, a lot like civil war, isis exploding there, could be a lot more than 56 egyptians killed most of them christian, seen as infidels by the fanatics of isis. now, it's 2,000 miles from denmark to libya, but both those countries now are in the forefront of this fight against this fanatic organization that's centered now in syria but is spreading. egyptian warplanes this morning flew not east to syria but 1,300 miles west to strike isis forces in their newest nation libya. in copenhagen a gathering to show the same threat of islamic extremism metastasizeing across the middle east. in this video, isis advertised its expansion to libya by bia mass beheading on the beach. the victims were egyptian christians working in libya.

there's grief and rage back in egypt, where arab christians are 10% of the population. egyptian officials vowing to fight the isis threat. >> that is coming closer to home and by home i mean not only egypt but also europe. >> reporter: pope francis today protested the christians' beheadings. in denmark, there's upset but little surprise after two attacks that left two people dead. the suspected terrorist was killed by police who said he was inspired by the attacks in paris by isis admirers. scandinavia may have a worse problem of homegrown terrorists with combat training. >> denmark, for example has the second highest number per capita foreign fighters in europe that have gone to fight in syria. >> reporter: danish police tonight are detaining two associates of the suspected killer hoping to expose isis cells while egypt takes the fight to libya that like syria, is so chaotic now. isis can build it newest army

and show off its trademark barbarity. in denmark tonight, the prime minister said latest information is the weekend terrorist, the shooter there who killed two acted on his own even though he was inspired apparently by outside ideology. she vowed her nation will not be intimidated. i'm steve handelsman, news4. >> thank you, steve sxwroop the terror attacks in denmark and in france have some people in our area concerned about more violence aimed at jewish communities. our chris gordon reports. >> one can say it's a random violence. i don't believe that. this is pure anti-semitism. >> reporter: at the greater washington jewish community center in rockville, some local residents are concerned. >> i think there is increased danger of anti-semitism in europe, in particular because of the rise of the muslim population and the radicalization of the muslim population. >> reporter: the deadly attacks in denmark are being condemned

by c.a.r.e. the council on american-islamic relations, the muslim civil rights and advocacy based in washington. here at the u.s. holocaust memorial mu semi they are concerned about what they call a resurgence in anti-semitism in europe. >> in denmark, the danes really pulled together and rescued almost their entire jewish population and that's where the most recent incident has occurred so it's very concerning for us we're seeing it in these lands again. >> reporter: visitors to the holocaust museum learned that the danes smuggled jews by boat to sweden a neutral country, and some feel the shooting at the synagogue in copenhagen was not anti-semiism as much as a terror attack carried out by islamic extremists. >> as you can see yesterday they killed almost 24 christians so i think it's ees's more about a population itself as relyigions and they're triking to make a statement about it but i don't

a snow emergency in the state of virginia. the governor joins live on the phone. governor mccauliffe, thanks for joining us. >> thank you. >> what does the state of emergency mean and how does it affect people in the commonwealth? >> we declared it at 3:00 today, which allows for the mobilization obviously of your national guard, e allows us to

deploy more of our state troopers and allows us to lift the weight restrictions on the roads. right now we presently have about 12,000 pieces of equipment deployed throughout the commonwealth and how that weight restriction is lifted these trucks can move anywhere they want to. it can help us move quickly, get the salt and brine down and be on top of the storm. >> i heard you recommend people stay home but obviously everybody can't. any ideas or suggestions for people who have to drive through this? >> yeah but let me reiterate it again. if you can stay home -- in richmond we're forecasted to have 9 to 14 inches. this will be the most snow we've had in five year northern virginia around 6. this is a different storm than like what we had last year where we could deploy and move our equipment around the resources. the commonwealth the entire state of virginia is being impacted tonight. so all of the equipment is out. so i really would stress let our

folks do their job, 2,500 crew members, let them get out there, emergency vehicles, let them get their work done. if you have to go out, drive very carally, drive slow. the roads will be slick. what we're very concerned about is then it could turn to sleet and ice which could happen early tomorrow morning, which is going to be just treacherous on these roads. but we have the equipment, we have over 500,000 tons of salt 565,000 gallons of calcium chloride and salt brine. we're prepared for this, but getting folks off of the roads, staying at home as i say, this would be the worst storm we've had in virginia in five yoors. let us do our job and let the virginia department of transportation get the job done for us. >> all right. virginia governor terry mcauliffe we hope everything goes okay in the commonwealth and we thank you for joining us. >> thank you, jim. thanks doreen. >> the governor was supposed to meet with maryland governor larry hogan and d.c. mayor muriel bowser today. that meeting was cancel because of the weather. now mayor bouzer is declaring

her own snow emergency in the district. that set to begin at 7:00 tomorrow morning. our team coverage continues now with news4's tom sherwood. he's live in northeast d.c. hi tom. >> hi doreen. let me show you, this is one of the largest salt domes in the whole region here. mayor bowser so declaring a no parking snow emergency at 7:00 a.m. and people all over the city were reacting to the bitter cold and the coming snow. the city's fleet of salt trucks were suiting up for the snowy night. more than 200 trucks getting ready to go. >> i am also declaring a snow emergency in the district effective at 7:00 a.m. >> reporter: other officials were checking encampments around town for any homeless people needing aid. this camp was empty. >> we're asking residents if they see someone in need to call 211. >> reporter: mayor bowser facing the most serious snow of her

short time in office pledged the city would be ready and all eight boards. meanwhile, at the office of personnel management a spokeswoman had no early word for the 700,000 federal workers on-in the region on what to expect tomorrow. on the national mall tourists were putting up with the cold for souvenir shots. one person was even flying a kite. but one person visiting from jacksonville florida, wasn't impressed. what do you think of the weather? >> it's different. i'm not a fan. it's too cold. but it is what it is today. we're supposed to leave tomorrow but i hear it will probably be canceled. >> reporter: a friend from delaware wasn't too happy either. glad we're not in boston. >> i'm happy about that. i complain when we had like 6 inches so -- >> might get that tonight. >> maybe. we'll see. >> reporter: but some people in town knew the best place to go. the botanic garden at the foot of capitol hill with its jungle and desert rooms. did you plan this? >> we did. we came down because of the cold weather. we had to get these two out of

the house and so we know this is a great place to come. >> reporter: i really love the botanic gardens not just because it's warm this time of year. don't forget we have a snow emergency that starts at 7:00 a.m. tomorrow morning. you have to move your car off a major roadways there are signs designating those roads. it's $250 tickets plus $100 for the towing. if your car gets towed, $25 a day, if for the time they keep your car. don't forget, the city's going to be meeting at 7:00 tonight out by phone and by 9:00 tonight and again at 4:00 in the morning to decide what to do about government closing and school closing. live in northeast washington tom sherwood, news4. >> all right, tom. be careful. stay out of the traffic. >> yeah right? >> those trucks moving we just heard that fredericksburg city schools are planning to be closed tomorrow. >> good call. >> so this is a high- volume of

snow because of how cold it is or -- >> because of how cold it is. normally your ratio is about 10-1 meaning one inch of rain equals ten inches of snow. this time we could get 15 or 20 to 1 so one inch could mean 20 inches of snow. not getting 2 inches of total precipitation. i think we'll get about a half an inch which means 5 inches in the d.c. metro area. got all that? >> sort of. >> facebook me. i'll explain it all there. look at the storm team 4 radar right there. you notice some gray you notice some whiter areas, some brighter white. the brighter white areas here these are the areas we're seeing a little bit more in the way of heavy snow right now coming through portions of stafford county around the quantico area through prince william county another band right here through montgomery county northern loudoun county. you can see that band as well. this is the banding that we talk about. anytime we have this banding that's something we're going to be watching throughout the rest of the evening hours to see where those heavier bands are. right now in d.c. notice just

that light gray color, just seeing light snow right now around the region. you can see that banding showing up here as well. and the wider portion, and that's why we do think we'll start to see some heavy yore know moving in in the next couple hours. the other thing we're talking act, the cold air, 10 degrees in gaithersburg 14 in frederick, 14 in manassas. that's why it's sticking on the roads. that's the real reason we'll see snowfall total taos. no melting here. winter storm warning for everybody here between now and noon tomorrow. the northern portion of this little skeptical that you're going to get that much snow for a warning but still going to have snow in that area. snow moving in right now, here we are at 8:00 everybody seeing the snow. but notice the northern edge here. very tough to get too far north of baltimore because we've got dry air that's in place. and that will continue to try to make its way in as the snow is moving down. now, the darker purples, that's heavier snow. southern maryland parts of northern virginia south of 66 i think you folks are going to be the bull's-eye through this as we make our way through the

overnight period. 3:00 a.m., one of the hardest times we're seeing the snow and it starts to move out. what to expect early tomorrow morning, 2 to 4 inches of snow plus in this area but martinsburg, hagerstown frederick, middleburgh, i think 2 to to 4. winchester front royal, leesburg gaithersburg including d.c. metro and bowie, 4 to 6 inches maybe a little more in some of the areas with some banding. then down to the south, this is the bull's-eye area 6 to 10 fredericksburg quantico colonial beach, leonardtown, calvert beach, huntingtown. that's where i think we'll see the most snow 6 to 10 enchs. some locations could pick up more. high of 31 tomorrow 32 on your wednesday with another chance of light snow and then the arctic air really comes in again, high of only 18 on thursday 20 on friday near record cold thursday and friday morning, then saturday and sunday another storm making waites our way. >> going to be a while before we thaw out. >> yes. >> thanks doug. the snow doesn't hit the northeast part of the country until tomorrow.

a new poll shows maryland's casinos are losing support. closing tomorrow in virginia and, doug what else are we looking at tonight? >> i think we're going to continue to see more closures obviously. the biggest area of concern i think is from d.c. down to the south, a little different type of storm as this system will continue to move just down to our south and off toward the east. take a look right now, everybody seeing snow in our region over towards frederick and hagerstown on the lighter end in through d.c. on the lighter end. there are some brighter whites you can kind of see here, but i'll show you a different vantage point. one thing you know there is snow everywhere and because of cold air it is sticking everywhere on the roadways. give yourself extra time. as i said, if you don't need to be out on the road, please just don't do it. notice the brighter whites here. you can see some of those coming in through portions of central virginia right now in through portions of southern maryland. these are where we're starting to see heavier bands setting up. once those bands set up that's when we'll tart to see some of that snow collating. the heaviest snow between around 8:00 tonight and 3:00 a.m. in the morning. the roads cover quickly and they

have been already in many areas and i expect 4 to 8 inches by the morning hours in most locations. i'll break it down one more time we'll show you region by region. >> thank you. we turn our team coverage now to northern virginia. news4's kristin wright is near the fairfax/prince william line with people trying to beat the storm home. kristin? >> reporter: hey, there. as it gets -- as night falls, it is getting colder it is getting snowier. we're on centrewood drive in centreville. look at the road here. it is snow covered. traffic is going slowly as you can see. but people want to take their time. it's just getting worse as the night goes on. angel is picking up one last bag of rock salt at sears appliance and hardware in centreville. she knows the drill. she used to live in alaska. >> we make sure we have two, three, four shovls and we eastern talking about good shovels. >> reporter: many hit hardware

stores trying to beat the storm. >> hopefully a lot of snow don't come past the 5 inches that they're calling on. >> reporter: a garage nearby a strategic cocktail to battle the elements. >> stir it up like that. >> reporter: jeremy vaughn in centreville operates a snowplow truck. he has a long night ahead. but first he has to get his own home snow ready. >> i'm going to really salt this down. >> reporter: back at sears, a run on salt today, it's snow removal tomorrow. >> if we get some significant amount then tomorrow they'll be in buying snowblowers because they won't want to shovel. >> reporter: officials have two important reminders tonight, of course limit travel. also they want people to be prepared in the way of blankets in the way of food and water and power to your cell phones just in case. live in centreville, kristin wright news4. >> thanks kristin. more than a dozen families will have to find another place to stay tonight after a pipe burst in a condo building in the district. some of the units suffered water

damage. others had have no water at all. the building is at 450 condon terrace in southeast d.c. it's near the washington highland recreation center. maintenance people say it could take them several days to fix the problem there. and this is what it looked like when another pipe burst causing problems in silver spring. units at the bennington apartment building were flooded this afternoon. icicles formed on the balconies on one side of the building. that water has now been turned off. we've compiled some information that can help you prevent your pipes from freezing. open cabinet doors to allow warmer air to circulate around the plumbing. allow a faucet to slowly drip cold water. when it's cold, the faucet should be the one farthest amain from your main water shutoff valve. unhook all the garden hoses outside.

a frozen hose can burst an interior pipe because of the increasing pressure throughout the whole system. somebody stole a man's entire bies biz on four wheels. we have learned where the missing food truck ended up. but as pat collins explains it's similar to another recent theft in our area. >> reporter: this popcorn food truck stolen in alexandria back in november found a short time later abandoned on penn belt place in forrestville. last week another food truck stole en in alexandria found on penn belt place in forestville. this appears to be a dumping ground for stolen food trucks. >> if you want to put it that way. >> reporter: this is sonny, and this is what his food truck looked like last week. it was big. and red. with vanity plates and a rooster on the side.

and this is what his struck looks like today. no tags. blotches of blue cover the rooster. when you see this picture psh -- . >> repor impounded by police so they can process it for prints and other evidence. you see, it was stolen last weekend in alexandria and ended up ditched this morning in an industrial area on penn belt place. jason honeycutt was on his way to work. he saw that truck. he remembered it from the news. he called 911. what kind of man would steal another man's food truck? >> i don't know. not somebody i would want to associate with. so why is someone taking food trucks from alexandria and why are they dumping them on penn belt place? now, there are a lot of businesses on penn belt place, and they have a lot of security cameras, and those cameras may help police solve this food truck mystery.

in alexandria, pat collins, news4. storms impacting a huge part of the country from the hid west and south to new england again. >> miguel almaguer is nbc's disaster guy. fit ice bad weather or some kind of natural disaster he is on it. miguel what do they have you working tonight? >> reporter: hey, jim and doreen. good to be with you guys. we're out off the boston harbor in frigid temperatures. we're aboard a u.s. coast guard cutter. a ship, a battering ram that's been clearing ice blocks all night long. we'll show you coming up in just a little bit what they're doing out here and how frigid it's been not just here but all across new england. of course you guys are feeling it in d.c. too. missed you guys. >> we miss you, too, miguel. all things considered i think you'd be better off if you were here tonight than there. our heaviest snow hasn't even arrived yet. we'll go live at 6:45 to the area doug kammerer says is in

the bull's-eye for the highest snow totals around here. we have now learned this storm has turned deadly in the south. and up in boston tonight, a normal commute could be weeks away.

at the news4 live desk we've learned one person has died as a result of the storm hitting us. the tennessee highway patrol says one person was killed in a

crash today as snow fell. there have been 100 accidents but not any resulting in injuries. the boston transit authority says it will be 30 days before rail and bus service get back to normal if boston doesn't get hit with any more snow. that's a big "if." another storm could extend that time frame. crews are starting to clear ice and snow from the trails but transit lines are only operating underground. the city's received nearly 60 inches of snow many this month, more than 90 inches since the first of the year. at the live desk i'm jim handly. >> such a hard time they're having up there. thank you, jim. another school closing to pass along. loudoun county schools are going to be closed tomorrow. the cold right now is helping all of this snow stick to the roads and sidewalks. we'll go back live and check out if conditions outside next. doug and veronica also

county border and started heading south and that is when we saw the snow. we have some pictures to show you because it very quickly became dangerous for a lot of folks. it is literally so cold out here. the snow what little there is at this point, is sticking to the road and because it was rush hour and because some people did work today, there was no way that they could get in and put annie salt or anything on there. and so people the slightest little tap on the brakes went sliding. now, i can tell you what we're seeing and if you want to come back out to us here in waldorf, what we're seeing is semi big trucks like this that were going to make some part of their route overnight tonight, maryland department of transportation has said those folks might want to just lock it down until the morning, till they can get the roads plowed because if we do get the snow that doug is calling for, and since it all sort of started exactly when he said, i think this is going to be significant here tomorrow

this is what we always see in our area the banding of the snow. you can see areas of brighter right towards warrenton, prince williamportions of montgomery county. look at this band heading towards the martinsburg area that band coming right up i-81, one of the heavier brands. martinsburg, baker's heights. we continue to see some of that heavier snow. look outside our planner here and roads still moving -- this is new hampshire avp. this is our parking lot right here. veronica johnson outside just around our parking lot. j.j. because of the cold temperatures and the way the snow is coming down this is sticking very very quickly, making roads very treacherous. >> that it is. it's great to look at very fine powdery type of flakes that are coming down right now that are kind of sparkling. we've got about a half inch out here in our storm team 4 weather deck. the bottom of my boot rubber i've been just going like that and you can slide very easily. a lot of the tires on area roads. let's talk about the amounts and

temperatures across the area because we are in the teens throughout the area from 10 degrees around germantown gaithersburg 16 d.c. down toward culpepper in fredericksburg. those are the arias just down to the south we're already seeing some of the higher amounts of snow. two inches in front royal, inch and a half in fredericksburgs, d.c. half inch, with only trace amounts in pred frederick, maryland. one of the reasons why storm team 4 thinking what that's where the delays will be tomorrow morning with cancellations just south of there into arias like howard county montgomery county loudoun county as well. but delays for those northern counties that border pennsylvania. snow ends early tomorrow morning. doug after that we're below freezing with still some icy conditions. >> yeah. we may not get above freezing for almost the next week. that's something else we're looking at. let's show you who we think will see the noes snow. it will be down to the south. to the north 2shgs to 4 2 to 4 inches. some could see 5. hagerstown frederick,
