food truck was stolen. it's been found a familiar place. somebody spotted the truck yesterday on pen belt place in forestville and called police. a place where another stolen food truck was found. it's covered in blue spray paint now. stay with us. news 4 today begins at 5:00 a.m. no matter where you look there is snow this morning. here is a side by side look at prince william county and prince george's county. snow covered roads all over the place. take it slowly out there this morning everybody. it is 5:00 a.m. good morning. >> welcome to news 4 today for this tuesday, february 17 2015. wow! have you been outside? >> we got it last night. we did. the biggest snowfall of the season. means a lot of places are closed today. first up, the federal government opm said agencies are closed. you should double check if

you're an emergency or telwork ready employee. the this is a look at the map of the school districts in our area. you can see all that in red nearly every single school district is closed. however, washington and al allegheny schools are open as of right now. schools in mineral county west virginia are open as well. frederick county maryland schools on a two hour delay. the school system said it will plan to reevaluate later this morning. >> you can watch for news alerts on the nbc washington app for any changes that might happen. check the bottom of your screen for the list of closings. i want to show you live pictures in northwest d.c. snow out here of course but it tampered off this morning. let's go to tom for the latest on the forecast. >> just a few lingering flurries in northwest washington. the storm team 4 radar showing the bulk of the snow pulled east of the bay. a couple of bands from the northern neck across saint mary's county toward cambridge.

that's one band here the brighter white color where the snow is coming down moderately. around the metro area the darker gray color is flurries in howard montgomery fairfax, northern prince william. the one band from winchester to frederick that's going to be tracking across northern loudoun county into montgomery maybe dumping an additional half inch on top of what has fallen. and the last band in southern maryland pulling away. snow totals recorded so far 3 to 4 inches and wood bridge 5 to 6 inches. and then west of there to stafford much of the shenandoah valley had 3 to 4 inches. temperature are freezing. we're in the teens now. we'll stay below freezing through the morning commute. slippery hazardous road impacts this morning. everything is snow covered. we'll see it continuing to track to the north and east over the

next couple of hours. a look at when that snow is gone completely that's next weather and traffic on the 1s coming up at 5:11. melissa has a brand new crash. >> the 11th street ramp to westbound southeast/southwest freeway. we have part of the ramp shut down. chuck bell is on this scene. this is outer loop ramp to kenilworth avenue 201. take a look at the pole down there. they're speaking with crew members there on the scene trying to get this cleared up out of the way. the ramp likely to shut down for the next couple of hours because of the problem. outer loop off ramp to kenilworth avenue completely blocked this morning. 95 south maryland here at 198 we have a problem with the crash blocking the right lane. a wider look at things. i want to show you how slow things are. not a ton of people on the roadways and a lot being slowed down because people are taking it easy. take a look. you don't want to head out today unless you have to. >> melissa good advice.

thank you. 5:04 now. stay off the roads! that's the message this morning. you're looking at video from charles county, maryland this morning. >> you're seeing between five and six inches on the ground there. it's still falling. megan mcgrath is keeping you update orderd on what the roads are looking like this morning. >> reporter: we have light snow falling. i don't know how much accumulation we're going to get from this. it's very light at this point. but we've already had about 5 inches here in the waldorf area. if you look at crane highway, you can see the very dangerous conditions out there on the road. this is a major road. we don't see any asphalt. it is absolutely snow covered. and the snow is also piling up in spots as cars go by and push it around. we have piles of snow if you hit could cause you to spin out. dangerous conditions out there. give the plows some time. that's what they need. they need time to push the snow out of the way. we are seeing traffic out there.

a lot lighter than normal. many people are obviously heeding the warning and staying home. however, we're still seeing vehicles out here. most of them are four-wheel drive but not all. i've seen two-wheel drive cars out here. i saw a taxi awhile ago. i would think you might have some hairy moments out gentleman in a four-wheel drive truck. he's heading to work. he said it's a little dicey out there. >> probably 45 minutes longer probably. because you just can't go even the speed limit. so so you to just take your time. you don't want end up in the, you know in an accident and, you know and get hurt. you might as well be safe and drive. >> reporter: so it's going take a little longer to get to work. he's keeping his speeds down. that's what everybody needs to do. or better yet, just stay at home until they clean things up a little bit better. back to you. >> megan mcgrath thank you. we have a warning for people who live in the district. if your car is parked along a

snow emergency route, you have about two hours from now to move it or risk getting ticketed and towed. the mayor declared a snow emergency. trucks are clearing the streets. for a look at the d.c. map go to nbc nbcwashington.com. terri mccullough declared a state of emergency as well. it authorizes the governor to deploy the national guard to different areas around the state. it frees state agencies to be ready to help local governments deal with the snow. the emergency operation center is up and roughening in maryland outside baltimore. it allows the state emergency agency to expedite resources. they want you to stay off the roads this morning. more tha there working to clear the roads or will be as the day goes on there. state police redeploying troopers to areas hardest hit by the storm to help keep them safe. metro suspended all bus service.

we're watching for updates from them. metro rail opened doors a few minutes ago. they're operating on saturday service levels with trains every 12 minutes. metro said it will try to keep aboveground service running. vre services are impacted. service along the cam don and brunswick line is cancelled. the penn line operating on a s schedule. the only commuter bus running today is 201 between gaithersburg and washington airport. all vre service cancelled. around here today is a weather alert day. why you need extra cash to catch a cab. >> take a look at national harbor now. tom is back at 5:11.

if you don't want to pay surge pricing on uber this morning you'll face a similar system on d.c. taxi cabs. starting at 7:00 taxis will be charging a snow emergency fare if you want to take a ride. you'll have to pay an extra $15 on top of your normal fare. the d.c. taxi cab commission said the fare is an incentive to keep cabs in service. it's going to be tough for everyone else to be on the roads. imagine if you're trying to hail a cab in this kind of weather.

>> fortunately most things are going to be closed. >> so you have nowhere to go except to work. >>well a lot of folks don't have to. >> here is a live look above. 19 degrees outside. a lot of roads are covered in snow. it's hard to tell which have been paved and which the snow is tamping everything down. let's check with tom. >> the last of the snow good morning, is exiting much of the metro area heading across the eastern shore. there's one linger band here. i have another band of lighter snow. it's around martins burg. about an hour and 40 minutes away passing north of the metro area. we have generally around 3 to 4 inches around the metro area. southern and eastern suburbs had 5 to 6 inches. those are the totals. they won't get much more than that. maybe another half inch. teens.

by noontime the mid 20s and sunshine breaks out. staying below freezing near the afternoon. back down to the upper 20s. a look at the next chance for snow is next weather and traffic on the 1s coming up at 5:21. it is treacherous out there, melissa. >> it is a mess. we have a new crash we want to show you this first. this is the outer loop off ramp to kenilworth avenue. that's blocked for the next couple of hours. we pushed it out on an app alert as well. a pole came down after a crash. let's take look at the map. kenilworth avenue between ivy and the beltway all lanes blocked. in ash burn our photographer driving through neighborhoods. it hardly looks like some of the roads were treated. 270 and germantown road take it slow. everything rougheningunning fine. 66 into town not so bad. out of town looks a little bit slow. again because people are taking

it easy. which is great! same thing at 95. we're kind of yellow all over the place because everybody going a little more slowly than they typically would. back at 5:21 with more live pictures around town. mineral county public schools in west virginia are closed today. mineral county schools are closed. live pictures are from prince william this morning. about 4 to 5 inches of snow fell there. plenty of snow on the road. we'll check with richard jordan there.

good morning. i'm storm team 4 meteorologist. the snow is quickly ending and moving east of the bay. a few lingering bands of snow. there's one other band of much lighter snow and flurries from winchester. that's going to be tracking north of the metro area. the back edge is passing into howard county and baltimore another hour and a half or so.

that's the last of it. a few lingering flurries for another hour and a half northern and western suburbs. >> thank you. as of right now in prince william county you're dealing with as much as five snow. plows are out on the roads right now. news 4 richard jordan is live in wood bridge checking on the conditions. good morning. what are you seeing? >> reporter: good morning. the snow on the ground is about ankle deep and it is everywhere. ! every surface is covered here. take a look at prince william parkway. you can see there is a light coating here that the road is covered with snow. you don't see that dark pavement. but take a look because a couple of minutes ago, three large plows did come through here. their blades were down but those blades were not scraping the pavement. they were just above the surface. that's to leave a light coating so there's traction. so there's still this light coating but that doesn't mean

that the plows haven't been through. they have. and they've been coming back and forth up-and-down the road. some have gotten into the side streets and neighborhoods to clear those roads as well. the good news there is not a lot of people out this morning. schools are cancelled today. that's giving the road crews the opportunity to get out and push the snow out of the way. it's going to take some time. reporting live this morning in wood bridge. 5:18 now. here is a good reminder to watch where you put the ashes from your fireplace. that is what started this fire overnight at the home in montgomery county. the fire department said the ashes were thrown out too close to the home on winnebago road and glen echo and caught fire on a piece of vinyl. despite the temperatures and snowfall firefighters were able to get the fire under control pretty quickly. the family was able to get out okay. no one was hurt. let's head to the district for a look at conditions there. ne transportation reporter joins us live from dupont circle. hey, adam.

good morning. >> good morning! >> reporter: d.c. you know, it's important get the sidewalks clear as it is the roads. take a look here. you have ability will have -- little bit of snow on the sidewalk. if you can do whatever you can to clear the sidewalk in front of your home or business that will help. cars are making their way here. washington starting to wake up. that's the first time i've seen the crosswalk here. a lot of the circle is covered with snow. we have seen the snowplows coming through here. they are plowing down to the pavement trying to get that so you can get out here and make your way. i've seen a couple of cars going too fast. also i've seen some people on bikes this morning. congratulations to you! you are the iron men out here on the bikes this morning. give yours a little bit of engs that time. we'll stay on top of it for you all morning. >> adam thank you. this kind of weather doesn't spare anybody. not even the president of the united states. take a look at the snow flurries when air force one landed at joint base andrews last night.

president obama had been in palm springs for the past three days. >> i'm not feeling that bad for him. >> i wish i was in palm springs. >> normally he would fly back to the white house in a helicopter. marine one not flying inging because of the snow. he used a motorcade. >> up to 10 inchested to fall throughout the snowstorm in that part of the state. virginia is under a state of emergency. the declaration allowing the state to mobilize the 2500 snow removal crews to hit the streets. more people being impacted by the weather. this just in to our live desk. copper county government as well as copper county circuit court that is closed today. essential employees, you should report as required or if you have any questions you can just contact your supervisor directly. aaron? >> thank you. coming up on 5:21.

we got snow pretty much what was promptsed ed-- promised to us. this can be slick to move around on. >> 19 degrees outside of our studio. very cold. and the snow packed down in some places. let's check in with storm team 4 meteorologist to find out about the rest of the day. >> this morning it might be a good dwrod get out and tackle snow early. get it off the front steps and sidewalk. you can probably use a push broom. it's a fluffy dry snow. right now we are getting some lingering snow just one more band here in southeastern virginia. that stretches up to the northern neck. saint mary's county and across the bay to cambridge. that's moving quickly to the north and east. there's one other band of light snow from the northern shenandoah valley to martins burg and charlestown. that's western loudoun. the back edge of that will be into northern montgomery county

by another hour and 20 minutes. maybe a lingering flurry for another a couple of hours. maybe a half inch on top of the totals reported so far. right in washington about 4 inches. southern suburbs had about 5 to 6 inches. not much more on top of that a few lingering throughs are. just in the teens. anything untreated will be sticking. we'll have covered roads through the morning. in the afternoon the sun should heat the paimtvement up. we'll be around 30 degrees in the afternoon. anything untreated doesn't get much sun will stay frozen solid. partly cloudy the low teens by dawn on wednesday. we have another chance of snow tomorrow afternoon as a strong cold front kicks up some snow

showers. we could pick up a quick additional inch from snow showers tomorrow afternoon. low to mid 30s and cool and blustery on thursday with temperatures in the teens falling to just near 10 degrees by thursday evening. our warmest part of thursdays will be in the morning near 20 then near 10 by midnight on thursday night. windchills will be near zero on thursday. temperatures single digits on friday. sunshine friday but highs in the upper teens. we have another chance of snow. it doesn't like mixing with some sleet and maybe freezing rain on saturday. kind of a nasty wintery mix with temperatures reaching the upper 20s from teens in the morning. that may continue off and on. maybe a mix with some rain on sunday morning before it end by midday sunday. and getting above freezing sunday afternoon ought to make it to upper 30s to around 0u. a bit colder on monday with highs near freezing. coming up look at the hour by

hour temperature staying sub freezing through the day ahead. >> right now i want to tell you about a crash that cleared out of the way for once. outer loop at connecticut. it is pretty slippery out. more slippery than i expected. i slipped this morning. 66 here into and out of town you can see a little bit of snow on the roadways. that's what you have to expect when you head out this morning. if you head out. you might want to wait a little bit longer. put your feet in front of the fire and have hot cocoa. beltway at saint barn bus that's moving along nicely. off ramp to kenilworth avenue that's blocked. expected to be blocked through the morning commute. once again you can see we're

pretty slow everywhere. mostly because of people taking it easy this morning. see you in a couple of minutes. we've still got the tak tanker fire burning on the banks of a river in west virginia. this is why. what an explosion! fire balls filling the sky after a train derailed and exploded. at least 100 cars had crude oil on them. 14 cars caught fire. one ended up in the river. it's still there. that's causing some of concern for contamination. we know that so far two water plants shut down this morning. hundreds of people evaluated in the area. one house did catch on fire and one person was hurt. good news is no reports any deaths. investigators letting the tankers burn out. they are trying to figure out what caused the train to derail. washington county and allegheny schools are closed now. they are closed now. a developing story this morning. a federal judge in texas

stalling president obama's executive action on immigration. 26 states requested that the executive action be blocked at least for now. u.s. district court judge granted an injunction yesterday. the government is expected to appeal the ruling under the new immigration action. more than 5 million undocumented immigrants would be spared deportation. our time is 5:26. another live look at the beltway this morning. roads still snow covered out there this morning. these are live pictures from national harbor. not a great day to be out anywhere. we'll run down what is closed coming up at 5:30.

we're tracking a number of developments right now as we deal with this winter storm. a lot of you are getting the day off. federal agencies are closed today. most area school districts also have cancelled classes. some are still in session so you can check the ticker below. you also have a look at the radar as as well as road conditions. you'll be able to catch a cab in d.c. today but be ready to pay extra. taxis in the industry under a snow emergency fare plan. starting at 7:00 a.m.

and metro is operating on a saturday schedule which means service does not begin for another 90 minutes. metro buss are suspended in terms of service. despite the hassles those who have to go out, you know, you have better options of venturing out on the roads. you're looking live at the conditions. our storm team 4 x 4 is encountering around the d.c. region. a car looks like it's pulled over after doing a little bit of swempb swerving. things are still very treacherous. this is a storm team 4 weather alert. we're here with tom and the storm team 4 weather center and the fortunate thing we're seeing the snow wind down. >> it is. and you came to my desk yesterday and said i'm nervous about driving in this morning. how was it for you? >> i slid a little bit one time but i topped 15 miles per hour. that was a fast as i went. >> i know. my brakes went off a couple of times. here is the storm team 4 radar. it shows one lingering band of moderate snow in the northern

deck. it stretches to southern saint mary's county. another band here with light snow in this gray area from east of i 801 in the shenandoah valley to the pan handle of west virginia. the back edge is passing through montgomery county in another hour or so. about four inches around the immediate metro area. southern and western suburbs had about five inches. as much as six inches fell in northern maryland toward fredericksburg. and temperatures in the teens by noontime will be in the low to mid 20s. and then by later in the afternoon only reaching up around 30 degrees as some sunshine does break out by later this afternoon. that will help to heat some of the pavement. it freezes up again. a look at our next chances for snow. that's coming up. let's check on the roads where chuck bell is in the storm team 4 x 4 and encountering pretty

bad conditions. >> reporter: yeah. the beltway we're on the outer loop. we passed the onramp to connecticut avenue. the car you saw swerving in the video was coming down the ramp from connecticut on to the outer loop. all i can tell you, everybody, less is more when it comes to using the gas pedal in situations like this. they were going along. even though they had a front-wheel drive car. they had too much power and as a result they were slipping and sliding. ended up getting stuck on the snow banks on the side of the row. once you're on the outer loop and the beltway you can see in the forward looking camera the convoy of snowplows and salt trucks that have gone around the beltway here has it almost down black pavement in sections here. the inner loop is looking much the same. the big road here the outer loop is looking back down to dark pavement. the on and off ramps could be very dangerous still.

so #slowdown! >> that is a very good idea this morning. i'm happy to see that the outer loop is looking a little better than it was earlier this morning for us. chuck, do have some metro delays. blue line between fran cone ya springfield and van dorn. just tweeted about this as well. 270 looking to look a little bit better too. we're seeing a little bit volume and perhaps some pavement coming through. taking a look here in ash burn. a photographer driving through neighborhoods for us to show us how the secondary are doing this morning. outer loop off ramp to kenilworth avenue that is still blocked this morning. kenilworth avenue northbound between ivy and 495 all lanes block there had. a mess there in the kenilworth area. i'll be back at 5:41 with travel times. it's now 5:34. keeping a close eye on the airports this morning.

more than 1200 flights have been cancelled across the country already today. 126 of them are out of reagan national airport. dulles international cancelled 31 flights. bwi marshall grounded 36 flights. we have a correction to make. metro is up and running. metro is running but with trains on a saturday schedule. snow will affect some services today on amtrak. trains to philadelphia new york and boston will run today but not as often. the down easter service will run on a normal schedule. it you're trying to escape the cold head to florida. the auto train is running but the palmetto is cancelled. you will see snow on the ground this morning. we have team coverage across our region now. in charles county maryland the storm brought at least 5 inches of snow. megan mcgrath live in white plains. conditions were treacherous this morning. we're hoping things are improving a little bit.

>> reporter: not seeing a tremendous amount of improvement. but we drove down the road a little ways here to give you a different advantage point. we're in white plains. i want to show you untouched snow to give you an idea of how much we got here. this i would say, is about five inches of snow. it's real light, real powdery, almost frozen. it doesn't want to stick together. it's very very light and fluffy snow. but it is all over the roads. and that is the problem. very very treacherous conditions. even on major roads like crane highway. we're seeing white all across the lanes. not seeing anyies ay asphalt showing through. we've been talking to motorists all morning about the conditions. they're saying they're not great. >> the roads are -- it hasn't been plowed yet. the roads were treacherous. it's like five or six inches on the roads. you can barely drive on them. >> reporter: and they're

treacherous. the major roads, those neighborhoods are even worse. as you heard the gentleman say, they haven't even been touched most of them. reporting live in white plains megan mcgrath. several of your neighborhoods have a snow emergency plan in place now. in maryland all the counties in our area put the plans in place last night. it means you can't park on any snow emergency routes today. it's also illegal to drive with summer tires on your car. angie at the live desk here. this in from montgomery county. this is regarding your garbage. it's not going happen today. service is going to slide two days. so for example, if pick up was supposed to be monday it's going to happen on wednesday. and so forth. once again, trash pick up and recycling not going to happen today. >> all right. thank you. you're looking live now at national harbor where the snow has let up a little bit at this time. 19 degrees outside of our studios. storm team 4 meteorologist is

a.m. sunshine breaks out and later in the day up around 30 and mostly sunny later this afternoon with a light wind. melissa, we've had so many accidents this morning. do you have any new ones to report? >> we have a brand new one. a problem on the outer loop at county avenue. we're talking about the inner loop at county with the right lane blocked. we have a conga line of plows come through. we're slow because people are trying to be careful which we should be doing. we have screws on the scene clearing things up and getting the sidewalk ready. it seems silly today when so many people are off work. travel times are slow because of the roadways. 270 south germantown beltway 19 minutes. outer loop 14 minutes and virginia little bit slow. you need to allow the extra time. maybe an extra half hour or so. looking for volunteers to shovel snow this morning. it's an all volunteer group to

out in the elements right now to tell us about the conditions where he is. good morning to you. >> hi good morning. very early this morning we were seeing very light snow that has stopped. the only snow we're seeing 1992 on the ground about ankle deep. it has piled up and, of course on the roads as well. the roads are snow covered here. you can see there was a plow that just went through. that's why we have a little bit of pavement. some of the black top is peeking out there. now typically the snow event we will see plows buzzing by sweeping by quickly pushing the snow on to the shoulders of the road. but that is not the case this time. this time v-dot being methodical. moving very slowly. we've seen plows two to three of them staggered almost in unitson moving to push the snow out of the way. the blades not quite scraping the pavement. leaving a light coating behind to build up traction. it is still not helping every

dupont circle. back to you guys. adam thank you. it could take up to 30 days for boston's transit service to be fully restored. the boston area is closing in on a record for snowiest winter ever. buses and trains there are operates on a limited schedule until further notice. there are a lot of -- there is a lot of power on the ground thanks to the winter storm with every big snow day comes an even bigger snowball fight. this snow may not be the best for packing but that's not going to stop the d.c. snowball fight association. if you didn't know there was such a thing. there you go! they're hosting a snowball fight 11:00 this morning at dupont circle. past snowball fights as you can see, attracted hundreds of people. bundle up and be ready for the battle. you probably don't need to worry about any bruises from the snow. >> i like some people have strategies. some hide. >> my brother was so sneaky.

he would come up and shove the snow down your coat. >> that's what brothers are for. >> like you said aaron. it's not good packing. it's a fluffy very dry snow. we have a weather alert day from overnight that is stuck. it's not going anywhere soon. and now it is pulling away. it's very cold. the snow will stay on the ground. one lingering band of snow far southern maryland and northern neck. it tampered off quickly. northeast of sauls bury. we have ano band north and west of the lees burg to frederick. it may hold together with a few flurries. perhaps an additional dusting on top of what has already fallen. we're about 3 to 4 inches fell in montgomery county. howard and frederick and northern loudoun to the pan handle of west virginia. closer to the metro area around 5 inches fell in our southern and western suburbs to six inches in southern maryland toward fredericksburg.

fluffy dry snow. it's going to be easy to remove. get the broom out and take care of it as soon as you can. as the day goes on it may be compacting more and more. temperatures in the teens will keep it frozen and keep it snow covered for the morning commute in the mid teens. the afternoon commute the sun comes out. that will heat the pavement up. we may get the meltings. the problem is it freezes up again. even though air temperatures will stay below freezing. the pavement temperatures may get a little below freezing and freeze up with patchy ice overnight down to the teens tomorrow morning. and snow showers likely tomorrow afternoon. that's our next chance of snow. strong cold front comes in trigger snow showers that may give us an additional amount of snow. similar to the snow showers on saturday. we may be getting that tomorrow afternoon. much colder and breezy on thursday and partly sunny. temperatures fall from upper teens in the morning down to near 10 by evening. single digits by friday.
