or some white knuckle driving. here is a live look at the road conditions. we've encountered treacherous conditions. we're not seeing much pavement out there. we're seeing a lot of accidents on the roads. there are also -- they are also to blame for a lot of closures in our area. if you work for the federal government you don't have to go in today. opm said you should double check with your agency if your an emergency on telwork ready employee. the red on the map that is all the school districts in this area. you can read the full list of closures at the bottom of your screen or on the nbc washington app. all the districts except one are closed. that's what you see in red here. we're waiting for an update from the frederick county, maryland schools. they're on a two-hour delay now. we're tracking snow totals in your neighborhood. the conditions on the roads for you. but we begin with team coverage with megan mcgrath with what

your neighborhood streets are looking like. good morning. what are you seeing? >> reporter: good morning. well we've been spending most of our time this morning on the major roads. we were on crane highway. we wanted to get off on to -- go into one of the neighborhoods. take a look behind me here. this is maryland woods court in waldorf. you can see we have a few tire tracks through the snow but that's about it. it does not look like much in the way of plowing here. i would say we've got about 5 maybe a little bit -- 5 5 1/2 inches of snow here. it is light and fluffy. it gives away when you brush it off your car pretty easily. very slippery out there on the roads. especially the neighborhood roads. take a look at this video. it's a car we encountered a little while ago. actually in a parking lot. all though a very slick parking lot. they were just spinning wheels. they had just gotten some gas there and they were trying to get out. they were spinning wheels. so very very slippery

conditions throughout. a little while ago we talked to a guy in a heavy commercial truck. he said even with all of that weight that huge truck of his he was having problems. >> i have a big rig about 37,000 pounds driving. i'm all over the road. >> reporter: so very very difficult conditions out there. the crews are out but i'll tell you we have not seen a big change in the conditions on crane highway. so keep that in mind. now with more on the weather we're going to send it to tom. are we done with the snow? >> we are. we're, megan. where you reported 5 1/2 inches. that was just about the highest amount we had reported from the snow that came through. we had the heaviest snows from midnight to 3:00. most tampered off and ended. a few lingering flurryies. still some bands of moderate snow on the eastern shore. this is going to be passing just

north of the metro area over the next hour. snow totals around 3 to 4 inches into howard and frederick. much of loudoun county and the pan handle of west virginia 3 to 4 inches. around the metro area we had around 4 inches of snow. the highest amounts were in charles county southern prince george's. 5 to 6 inches from centerville through wood bridge to fredericksburg. those were the highest totals. the roads are snow covered, slippery and hazardous through the morning. now what is happening on the roads? >> i want to show you the video we were talking about earlier. this is scary. this is what chuck bell was following on the outer loop of the beltway earlier this morning. this person sliding all over the place. they followed this guy or gal for a while until they got off on connecticut avenue. you have to let off the gas in a situation like it. really scary. it shows you our icy things can be. let's take a look at my maps.

outer loop off ramp to kenilworth avenue we have that blocked. we've been tweeting about that as well. and georgia avenue right lane blocked. we're not seeing here. it's because of a brand new crash. 95 and virginia here at mine road rolling along nicely. 270 at old hundred road. hopefully folks are resting at home. 66 here and 95 seeing a lot of yellow. not because of involvevolume. because people are being careful and taking it slow. >> thank you so much. it's 6:04 now. we have seen cars sliding around there on the roads. we're keeping a close eye on the conditions this morning. storm team 4 meteorologist chuck bell is in the storm team 4 x 4 this morning give you a better look at the driving conditions. good morning. where are you? >> good morning to both of you.

we're on river road just about ready to get on the outer loop of the capital beltway. the exit ramp you're seeing here this is river road getting on the outer loop of the beltway. and the onramp and offramp to the beltway seem to be the biggest problem. the beltway itself is almost down to black pavement. 270 northbound that's down to completely black pavement almost. river road is crispy. here is the off ramp. these are about four to five inch deep ruts of snow. you have to stay inside the tire tracks. and as you saw from the video from little nissan four-wheel drive. and four-wheel drive doesn't do you any good if you don't take your foot off the gas. we have taken a measurement. 3 1/2 inches of snow. so far today you can see we measured up to here on the snow stick. the one we measured against is all the way up here. february 1979. that was the president's day storm 1979.

18.7 inches of snow with that particular storm. if you think it's cold now, following that 19 $7979 dulles airport dropped to 14 below zero. >> i could not even describe how miserable i would be. fortunately for you you have a nice warm fire there. thank you. we'll check with you a little bit later. 6:06 right now. if you live in d.c. and your car is parked along a snow emergency route, you less than an hour to move it or you risk getting a ticket and being towed. the mayor declared a snow emergency. trucks are clearing the streets. for a look at the district's map you can go to nbc washington.com. metro suspended all bus service due to the road conditions. that's the first of many bus and rail updates we have for you this morning. metro rail is open right now. it is operating on a saturday service. that means trains every 12 minutes. all metro access bus service is

suspended as well. mark and vre service impacted. mark service along the cam don lines. penn line operates on the s schedule today. the only commuter bus running today is route 201 between gaithersburg and baltimore, washington airport. all vre service is cancelled today. a live look now. people there saw about 3 inches of snow. maybe a little more from the winter storm. tom is tracking when the system will officially push itself way out of our area. >> flagging down a cab today comes with a catch. how snow emergency fares will impact the price you pay.

problems on road so far. some have been plowed than others. you're not seeing a lot of pavement out there. if you don't have to be anywhere stay home let the crews do their job first. >> if you have to go out. don't force other people to speed up while they're trying to be cautious. i had a big truck behind me this morning. i got news for you. 11 minutes after 6:00. if so you to head out this morning within you need to know what weather conditions you have to prepare for. >> good morning. most of the snow has ended. it's pulling ooets of the metro area. one linger band of the northern neck. another band here from lees burg up to frederick. that's going to be tracking just north of washington over the next hour. some very light snow additional flurries. we've had about 3 to 4 inches. western and suburbs 5 to 6 inches. i got a report of 7 inches. that's the highest total. we'll see temperatures in the

teens this morning. sun finally breaks out around noontime. mid 30s mid afternoon. a look at the next chance of snow. that's coming up at 6:21. >> i have snow pictures to show you. we've been retweeting. this is from chuck bell. we're showing you how things are happening in your neighborhood this morning. travel time 66 east 286 there fairfax county to the beltway 21 minutes. we're slow almost everywhere people are taking it easy. 270 south of germantown to the beltway not bad. outer loop 95 at 270 16 minutes. virginia's governor taking extra precautions as we deal with the winter storm. he's declared a state of emergency. that move authorizes the governor to deploy the national guard to different areas of the state as needed. it also frees state agencies to

team 4 x 4 along old georgetown pike. several inches of streets throughout the region. >> meteorologist tom is tracking where the winter storm is now. is the snow moving out? >> it is moving out quickly heading to the east. and it's a dead sweep through. it did leave around 4 inches in the metro area. 5, 6, 7 inches southern suburbs. it's pretty much ended. a few lingering snow showers now in the northern neck of virginia. a couple of bands here of some light snow in montgomery county and southern frederick and northern loudoun. these are going to be passing just north of the metro area over the next hour. a few lingering flurries right now here in washington. >> thank you very much. this into the news room. frederick county maryland schools are closed. it means all public school systems in our area are closed. you can do the happy dance at home right now. snow may have stopped in prince william county but the roads are

covered now. news 4's richard jordan picks up the live team coverage from wood bridge. good morning. >> reporter: hi. good morning. as you said it stopped snowing and that means it is prime time for road crews to get to the roads and clear the snow off. they've already been able to make a lot of progress on the primary roads. that was the game plan to get to the primary roads first, and they've been doing a good job at it. many of the plow drivers have been working 12-hour shifts. some even more than 12 hours. at this point making sure that the roads are cleared. pushing off the snow they can get to. they say they have been encountering some issues they didn't quite expect. that the snow is light and fluffy but it's also crystallize crystallized because there were flurries that were a little wet. that's creating somewhat of a challenge. the plows aren't scraping the pavement. they're pushing off the fluffy snow. drivers also report seeing that

many people who are just trying to leave their neighborhoods having some trouble. >> there's about a 2 foot berm of snow and they're getting hung up in that just trying to get out of the secondary roads on to the primary. it's the biggest thing i've been seeing this morning. and that's going to be the issue for the next few hours because those plows are just getting to those secondary roads right now. reporting live in wood bridge. thank you, richard. the winter storm could cost you if you're planning to use a taxi today. the d.c. taxi cab commission said the snow emergency fare will start at 7:00 a.m. it will cost an extra $15 to take a cab on top of what you would normally pay. the commission said the fee is an incentive to keep cabs in service this morning. a better look at the reason for the snow emergency in the district. news 4 transportation reporter is live at dupont circle this morning. adam how is it looking out there. >> reporter: well aaron, there

sos many ways to get around in d.c. the capital bike share here this is what you have to do if you come and clear it off for a lot of people. the bike is the only way to get around on the streets. take a look that's massachusetts avenue. it is still snow covered at this point. the plows are coming through but that's a snow emergency route. if your car is parked along a snow emergency route. you have to get it off before 7:00 a.m. i want to show you some video of a taxi cab that was making the way through dupont circle here earlier. the tires spinning cars trying to get through. it has been a challenge. and another thing we've been seeing this morning is people not walking on sidewalks but in the street. >> it's been pretty good. i stay in the street the whole time. >> stay in the street? >> yeah. i stay in the street. there ain't much traffic. >> reporter: walking in the street not the best idea all though a lot of people are doing it here in the district this morning. if you can clear your sidewalks in front of your home or business that's going to help a lot of people out.

send it back to you. >> thank you. 6: 20 right now. keeping an eye on the snow where you live. let's go back to virginia. rick adams joins us live. how are the roads looking where you are? >> reporter: good morning! yeah well, you know the roads are, well interesting here. because king street. the touristy part is truly plowed. as you can see a nice job. very well plowed. it's extremely clear. but that's a bit of a problem. the main artery is route 1. and this is the main road here and that's not been plowed at all. we've been here since, like, 3:00 this morning and not seen a single plow. outside of this coffee place, the regulars are turning out for the coffee but it's going to be hard to drive up here. we see people driving along route 1 at breakneck pace. it's silly to witns that. generally things are pretty good here. it stopped snowing. it's warming up at least a

degree. so i can tell you that i think you know for now storm wise we're clear. we're thinking it's probably going to be finishing sooner than expected. ? >> all right rick adams live for us in old town alexandria. we love your accent rick! we want you to keep talking to us for the rest of the show. >> it sort of fits in oldtown. >> reporter: you're welcome! >> thank you, sir. 6:22. let's go to the storm team 4 weather center. tom is tracking the snow. >> yeah. i love the way rick described king street. well and truly plowed this morning. most are not around our region. and as we look at the storm team radar the last of the snow is exiting much of the area. one little lingering band there in the northern neck of virginia and the lower part of the eastern shore. a little bit of snow here. southern loudoun much of montgomery county getting one

more little quick dust on top of what is already fallen. that's going to pass north of us. northern suburbs around 4 inches. a few isolated spots at 4 to 5 inches. 5 inch common amounts in much of southern prince george's county. farther south the heaviest snow totals were in fredericksburg to waldorf, over toward calvert county they had 5, 6, 7 inch amounts of snow were common there. fluffy dry snow because it's so cold. we're in the mid teens now. it makes for treacherous travel on the morning commute. we'll be in the mid teens and the afternoon commute that sun breaks out. slick spots still. temperatures staying below freezing. some of the pavement with the sun shining on it will be melting some of the snow and refreezing overnight with patchy ice tomorrow morning. we'll be dealing with that. it will be in the low teen increasing clouds on wednesday. next chance of snow is tomorrow afternoon. could get some passing snow showers that may give us a quick inch of snow from the strong snow showers like we had

saturday night coming through maybe tomorrow amp afternoon. after that gusty winds. temperatures fall to 10 degrees by thursday evening. it will el too like near zero with the windchills on thursday at very cold friday morning single digits for lows in the morning. an highs on friday just making it into the upper teens with sunshine. next chance of any snow is maybe mixing with sleet and freezing rain on saturday. right now looks like a nasty wintery mix saturday and sunday night. sunday back sunday afternoon. finally above freezing and mid to upper 30s sunday afternoon. then cold start to first part of next week. next weather and traffic on the 1s coming up at u6 31. a look at the hour-by-hour temperatures. another look at the roads now. this is a live picture in ash burn. one of our photographers heading in through ash burn village. itting loose like he may have a plow in front of him. you can see the roads.

icy, a bit snow covered, a bit snow packed. that's a plow in front of him or perhaps a truck that is salting or sanding the road there. 270 everybody looks like they're behaving themselves and taking it slow. it is slick. came from rockville this morning. it's not something to mess with here. even though it looks like it's snow packed. it is pretty icy. 66 into and out of town okay. you're seeing the yellow not because of volume. people are taking it slow. we love to see that. 95 in virginia -- beltway at land over road everything looking good there. do have this problem still the outer loop off ramp to kenilworth avenue we're blocked. i put it soup you can see a wider look at the beltway. lots of yellow. everybody taking it very slow. a developing story now. the fire is finally out from a train derailment and explosion. look at that ball of fire. this is in west virginia.

more than 100 tankers on the train were carrying crude oil when the train derailed yesterday. at least 14 of them caught fire. one house was destroyed, too. one person was hurt there. more than 200 people have been evacuated from that area. a water treatment plant in the area shut down now over concerns about contamination. a federal judge in texas ste action on immigration. 26 states requested it be blocked. a u.s. district court judge granted an injunction yesterday. the government expected to repeal the ruling. more than 5 million undocumented immigrants would be spared deportation. conditions like this we're seeing in the storm team 4 x 4 are why events are being cancelled around d.c. this morning. we'll show you what you'll be dealing with. a live look from charles county now. up to 5 inches of snow fell.

the we're tracking a number of developments now as we deal with the winter storm. a lot are getting ready for the day off. federal agencies are closed today. most area school districts have cancelled classes. all though some may still be in session. you want to check the ticker at the bottom of your screen here. you'll be able to catch a cab in d.c. today, but ready to pay extra. taxis in the city are under a snow emergency fare plan at 7:00 a.m. you may have to wait a little longer for trains. they're operate on a saturday schedule. and those are better options than trying to drive yourself. take a live look here at the conditions you are seeing along some of the roadways from our storm team 4 x 4 as it makes the way around the d.c. area.

we've seen a number of slideouts. people just fish tailing on the snow. and crashes, too. let's check with tom for the forecast at 6:31. >> good morning. ♪ the snow has ended. it does look like that's happening right now. as we look at the storm team 4 radar the last of the snow flakes in the northern neck of virginia. the lower part of the eastern shore. another band of snow. flurries in fairfax, loudoun, prince william, thaez are quickly passing to the east. that will be it. it will leave in the wake 4 to 5 inches. farther north and west 3 inches. farther south had 5, 6, 7 inches of snow. it's ended there as well. temperatures right now are very cold in the teens and by we'll in the teens. by noon low to mid 20s. hour by hour for the rest of the afternoon getting up to around 30 degrees mid afternoon by 5:00 p.m. dropping back down into the

upper 20s. look at when the sunshine returns. that's next weather and traffic on the 1s. that's coming up at 6:41. chuck bell is in the storm team 4 x 4. he's looking at road conditions. where are you now? >> reporter: tom, we're on old georgetown pike in beautiful great falls, virginia. i have the snow tick stick ready to go. five years ago this month 17.8 inches of snow. today my last issuemeasuring was 3 1/2. the roads here in great falls, the major roads, the number of roads tend to be in pretty good shape. you don't have to get too far off of a numbered street before you start running into trouble. as a result this has been at least treated a couple of times. there's still plane plenty of crunchiness. we're going stop and measure it out. if you have a great picture send

it to me. good morning. i love the gloves being warmed up there in front of the fire. very important. rub your hands together in front of the fire. i'm sure you'll be fine. brand new crash here. it's blacking the lane inner loop past wisconsin avenue. we have the right lane blocked there. beltway and river road. the person with flashers on. good idea. take it slow. if you can because it is pretty nasty and slick out there. 66 here at germantown road. eastbound westbound no major problems. seeing slow downs but that's just because people are taking it easy. not because of volume. that's what we're talking about when you see here. taking a look at 95 in virginia. about 26 miles per hour there as you're heading northbound. just because of people kind of being cautious and then the woodrow wilson bridge here into maryland and virginia. no problems but remember those bridges and ramps those do kind of freeze first and kind of hang on to the frozen snow or ice for the longest. be careful there. back in ten minutes with travel

times. we're keeping a close eye on the airports for you this morning. more than 1200 flights have been cancelled across the country today. 126 of those out of reagan national. the airport just tweeted the run ways are open but there are flight delays and cancellation. dulles cancelled 31 flights and bwi marshall has 36 grounded flights today. a travel alert this morning. if you want to use train service amtrak on the northeast corridor snow will affect travel on trains today. some services trains to new york boston parts of virginia will run today. not as off. if you're trying to escape the cold and head to florida, the auto train is running but the palmetto is cancelled running from new york to georgia. you'll be able to take other trains for the route. >> it'sthere's a lot of snow on the ground. in charles county maryland the storm brought at least 5 inches of snow. we've been showing how plows are working to try to clear the major roads.

megan mcgrath is in a neighborhood in waldorf, maryland now with a look at the conditions. it looks like snow covered streets behind you. >> reporter: yeah we still have snow covered streets. we've moved down the road a little ways. we're on arcadia road now. you can see it looks like they had maybe one pass from a plow here. it's not quite as deep as the snow on the grass but still completely snow covered. it's fluffy snow but it is so cold out here that it is compacting down. if you go down a little bit closer to the road surface, this right here is very very slippery. and you can see that we're not seeing any pavement at all. if you look over here this is copley avenue. it looks like a plow has gone through a couple of times over there. that's in a little bit better shape. seeing a little bit of pavement but still a lot of piling up snow. you can see with the tire tracks went through. but that piles up the snow on the side. treacherous conditions especially here in the neighborhoods. cold temperatures.

we've been out and about talk position people this morning asking them the conditions they've encountered. they say it hasn't been that great. >> i thought they would have this cleaned, but no i'm not surprised. i've been doing this for over 40 years. >> a lot of packing of the snow. it makes it real slippery. but i have to be at work. >> do you have four-wheel drive? >> yes. that's the only reason why i'm out. >> reporter: and we've seen a lot of folks with four-wheel drive. we've seen a couple of cars out there. two-wheel drive cars. we've seen some slipping and sliding. even if you have four-wheel drive. don't get overconfident. there's a lot of snow out there even on the major roads. the best bet here is just give the plows the chance to do what they need to do. if there's all kinds of traffic on the road they're not going to be able to put their plows down and push the snow out of the of the way. that's what they need to do today. because it's so cold the chemicals they often use or usually use that melts the snow and gets clears the roadways

not only talking about delays on the roads but on the rails. talking about orange and silver line delays now. earlier delays on the blue line. those have been cleared but orange and silver. we just tweeted about this. also this crash inner loop past wisconsin. we have the right lane blocked here. that popped. take a look at travel times we're slow everywhere. people are taking it slow. not because of volume. in virginia no major issues. in maryland same thing. a little slower than we typically like to see. people are taking it slow and that's what you need to do today. make sure you bring your pets inside today so their -- they're not the cold. in montgomery county you can be slapped with $500 fine if your dogs tied up outside. they will enforce this until thursday. officers will be patrolling ingling

of snow, it has to be better than boston this morning. >> in boston the snow is up to about here. now it's barely covering my foot. i'm totally happy to be here. i'm actually surprised we made it here. i had an 8:40 flight out of boston last night. got to baltimore about 10:30. e to washington, d.c. so the roads were a little sloppy but they were still okay. now, as you know, the roads are completely covered in sn mana. especially with the federal offices a lot of schools closed today. it keeps people off the roads and the crews can get up and working on the streets so we can get back up and running fairly quickly. i think the biggest story besides the 4 inches of snow will be the brutal cold. i thought it was interesting because it's not exactly a warm area but in the winter it hasn't been the below 0 since 1994. on january 19th it was 4 degrees below zero. we could make a run for that by the time we get to friday morning. once the snow exits, it's going to stick around for awhile. the coldest temperatures we've

seen in years are expected by the end of the week. guys? dillon dreyer thank you. and we have live team coverage all across our area with where you're seeing snow now. richard jordan live. the skies are clearing there. >> reporter: not a flake in the sky right now. the bulk of the snow came in overnight up to 5 inches here in prince william county and many of it is still on the ground covering at lot of roads. even though v-dot has done a good job. they the big plows sweeping through here. and that's why they are cleared out as you can see here. some of the black top here finally there is plenty of snow still on the roads. the game plan is to get to the primary streets first and then hit the neighborhoods, the side streets. that's happening now. we have seen some drivers encounter a few issues especially on the cars that are low to the ground. five inches is enough to get you

look at the conditions. news 4 adam is live in dupont circle. you've been there all morning. >> reporter: it is freezing out here! absolutely freezing outside. but, hey, widen out here. i have the park all to dupont circle not bad. the snow that is on the ground here a ku l of inches. it is light and fluffy. take a look at the road. for most of the morning the road has been snow covered. the plows have been coming thereupon. the problem is so many people walk through the area. you have to take your time and walk in a place that is safe. we've seen so many people walking in the street. that is not a smart thing to do. you only have a up kl of minutes left before 7:00 in the morning. a snow emergency kicks in and you have to take your car off the snow emergency routes or you could be ticketed or towed. massachusetts avenue and connecticut avenue so get out and take care of that. just give yourself extra time this morning. back to you. >> all right, thank you.

and with every big snow day comes an even bigger snowball fight. you know it's coming! you know the snow day may not be the best for packing snow tom has been telling us it's light and fluffy. but, you know, it's not going stop people from coming out to the snowball fight. it's the d.c. snowball fight association. there's t put the snowball fight. the organization is hosting it at 11:00 amadou point-- at dupont circle. past attracted hundreds of people. >> they have strategies. it might be dangerous for the kids. >> don't bring the kids! >> they're having a snowball fight in the control room now. >> it's ugly! >> stuff gets wet. >> it is fluffy and dry. not good packing. but it is good for removing. you can use a broom to get rid of it. we'll have more storm team 4 weather alerts throughout the

morning as we're dealing with the aftermath of the storm. the snow is quickly pulling away. and the stomp team 4 radar is showing lingering light snow on the shore. we have one batch of flurries here in fairfax and montgomery. that's tracking to the east. that's it. that's the end of it. we had four inches around the metro area. 5, 6 7 inches in southern maryland. toward the west 5 to 6 inches was common in prince william county. temperatures in the teens. this snow is not going anywhere. we'll stay in the teens for another couple of hours. then by noontime we'll be up into the 20s. snow covered untreated roads for the morning commute and the teens. the afternoon commute will likely have some lingering slick spots. the bright sun will likely melt the snow on pavement. it will heat the pavement above freezing but the air temperature staying below freezing. what melts is going to freeze back up overnight tonight. we'll have patchy ice by dawn tomorrow. during the day on wednesday sun in the morning then a strong

westbound before you got to the fairfax loudoun county lines. we're in fairfax county here. and great falls, virginia and got out of the truck a second ago and tweeted out a picture. 4 inches of snow. this is very typical to look forward here. definitely a snow covered road. this road has been hit with a employee at least once. it has a little bit of snow left on it. it's definitely on the slippery side. most of your neighborhood streets are going to look much like this neighborhood here in great falls this morning. slippery and slidy roads in your neighborhoods. once we get out to route 7 it was nothing but black pavement there. just to make aaron feel colder. the air temp is 15 but minus ten. >> way to mutt itput it in perspective. metro bus suspended all service this morning due to the road conditions out there. metro rail is open right now. it's running on a saturday schedule. so that means trains every 12
