here's what's happening, road conditions are improving, but not fast enough for drivers like this. highway officials are asking you to delay travel today. no more snow today, we are watching other weather issues in the week alead. more snow and the arrival of even colder conditions. good morning, you're watching news 4 midday i'm barbara harrison. this morning snow totals range between three ad our area but the radar is now clear. some places even had a little sunshine break. ing out right now. our coverage begins with meteorologist tom kierein in the weather center. >> the sun is breakingd areas our west. it's all sunny now, but still below freezing.

it was our most snow we have had so far this winter around the metro area. there's the sky lookine west now a live view from the tower camera overlooking the foreground in the middle d on the horizon is bethese da. . snow totals reagan had 4.7 inches. areas to the south had the highest totals. and yesterday was around four to eight inches. that's what we ended up getting. and in waldorf, five to six inches was common. we had totals of six to seven inches from stafford through southern prince county and around culpepper as well. so this was enough snow certainly for fun to have in the snow with sledding and making snow angels. it's not good packing though. temperatures right now are hovering in the low 20s in

washington. we are in the upper teens right now in the suburbs to near 20 degrees staying below freezing throughout the day. let's chech chul lye in the 4 by 4. he's been looking at roads this morning. where are you now? >> we are out in fairfax county. we're in virginia right now. and it is indeed a tail of which road you're on as to what your conditions are. this is a neighborhood street but the minute you get out of the neighborhood and much of county, we hav been experiencing the minute you get out of the neighborhood and on to a main road right down to black pavement. it's not dry and with temperatures dropping way down tonight, a little bit of a refreeze is going to be an issue for sure. they have done a wallop of the job getting most of the main roads cleared off. in up pretty well. snow ratio, we thought they would be higher. it came in at 10 to 1. we really thought there would be more in the 15 to 1 range

because it was so cold yesterday. temperatures in the mid- to upper teens so we thought the ratios would be a little higher. we are 4.7. that's what we had this february. and this over here 17 inches that's what we had five februarys away. not quite the wallop. >> thank you. aaron gilchrist is following breaking news at the live desk. >> we're just learning about a fatal accident that happened in maryland a short time ago. we can show you live pictures over the scene. this is of in the brookville area right at the howard county line. 97 is closed right now as a result of the collision you see here. that w it has a a shovel a plow attached to the front of it. the other vehicle, we can't make out what that is at this minute. police are on scene

investigating, but we can tell you that at least one fatality has resulted from the incident that you see here and route 97 is closed as that investigation continues. as we gather more information, we'll try to bring that to you. >> the winter storm dumped five to six inches of snow in charles county. it's making it difficult to get this morning. megan mcgrath is live with what you need to know. >> reporter: barbara, it's amazing the difference an hour and a half can make. we have the sun out right now, and you can see that's helping to melt things here on the roadways. this is crane highway behind me. you can see we can actually see the pavement which that has not been all morning long. we also have road crews still out here. the snow along the side of the road getting it out of the way, and things have really improved

quite a bit. beautiful to look at. >> i love it. indeed i do, i love it. >> reporter: but not sf you had to drive. >> i was sliding and other people were sliding. couldn't stop at one point. i panicked. >> reporter: early this morning conditions on crane highway were pretty bad. >> you were just hoping the car in front of you that was going the right direction and keeping a straight track. >> reporter: as the plows make progress road conditions continue to improve. but neighborhood streets, that's another story, they are still snow covered. dig out of the house is also quite a chore. >> cleanup is good exercise. >> reporter: now while the main road looks pretty good here it's the turn lanes that we're still seeing an issue with. as you make the right-hand turn here, there's o the slushy snow that has built up

and actually pulling out of a parking lot a little while ago to get here i actually fish tail ed tailed as i made it troad . so keep tha in mind. that's going to be a challenge for you. the neighborhood streets, they haven't gotten the attention that the mhave, so still take it easy in your neighb. reporting live megan mcgrath news 4. if you parked along a snow emergency route in d.c. move your car now. the mayor declared a snow emergency, whis will be out clear ging the streets j and towed. for a look at the map, go to nbcwashington.com and search fe emerg routes. just about half an hour ago, metro bus began restoring limited service. service has been suspended due to road conditions out there. for now buss will only be operating on major roadways. metro rail is open operating on a saturday schedule. trains are departing every 12

minutes. make sure you dress warmly and expect longer wait times out there. you can be charged the regular weekday price. metroaccess is suspended as well. more than 1400 flights have been cancelled already today. 133 of those are out of reagan national. dul dul. snow is a problem for most of the state of virginia. some places got a foot of snow with the natl guard on standby right now. >> reporter: what happens when it snows in d.c. you get a big snowball fight. it's happening right now. we'll give you a

spot spots out there and plenty of t wint move was. richard jordan picks you have our live coverage in virginia. what's going on there? >> reporter: barbara, a lot of progress was made over the past couple hours here on prince william parkway and telegraph road. most of the snow is gone the lanes are clear, but earlier a lot of people got stuck. wheels spinning, but brittney van hook isn't going anywhere. she got a mush-needed push from police officers to break free. >> i saw a plow truck so i thought i was okay, but i guess not. >> reporter: plows couldn't get ahead of it. those small cars weren't the only one who is had a hard time getting around. the professionals had trouble getting around too. >> it's real slick. even the machines started. >> reporter: overnight the work began. state plows were out clearing

the primary roads and then those buried side streets were tackled next. but some drivers still had to pull out the shovel toout. >> a lot of cars and trucks getting stuck just trying to get out of the secondary roads on to e primary roads. >> reporter: amos hopes to make it out. first, he's shoveling the front of his home then he's going to work as a custodian it's going to be a long day. >> it's been pretty bad. for the most part people have been staying off the streets. it's hel now that the main roads are clear, the focus is on those neighborhood side streets. as you heard from amos he's at school making sure that area is cleared off for classes tomorrow. reporting live, richjord 4. >> thank you, richard. a burst pipe is causing problems in be thes da. >> an awful day to deal with this problem. this is happeni at the bennie

hana restaurant. we can show you video from. chopper 4 from earlier this morning. it happened around 9:00. montgomery county fire says the pipe burst inside the restaurant and you can see some of the water that did make its way outside and pretty much just froze up as soon as it hit the street there. firefighters going in and out of the restaurant for the better part of the morning trying to deal with the situation. this is not a wssc water main of any sort. this is just a pipe inside the restaurant. you can se the icy conditions from the ground shot here. they are getting this under control, but also tol there have been dozens of incidents, water issues that e county as when we deal with temperatures as s of late, this is something that happens. the word of caution for wh a frozen pipe is not going to get that with a blow torch. they need to warm the pipe without causing a fire or breaking the pipe in r your home or business. >> good idea thank you so much

the weather doesn't spare anyone, not even the president. take a look at the snow when the pres lags night. president obama has been in palm springs for the past three days. normally the president would fly back to the white house in a helicopter but marine one was not flying because of the snow. he took a motorcade instead. you're looking at a live picture of the white house on this snowy morning. a lot of people have today off. many are heading to maine rid yan hill park for a snowball fight. not too bad nor making snowballs. >> reporter: it's definitely not the best snow for making snowballs, but that's not gop e from camming here and getting in a snowball fight.

let's get right to the play-by-play. 15 minutes ago. it's not that we don't want to with everybody, it's just that this side of the line is actually winning. every now and then there's a big charge. people start yelling and screaming and they advance. so the line on this side has been winning. i don't know what the two sides are called or if they have a mascot or what their name is, but i doe know there's a group that organizes these snowball fights and become somewhat of a thing in the d.c. area. we he o heret now involved in this thing. it looks like it could be going on o for quite some time. people have been bringing premade snowballs to the event. that's something to get around the fluffy snow. we'll keep an eye on things and tell you who ends up winning the battle. back to you. >> so they learned about this through social media? >> reporter: yeah, that's the way a lot of this starts happening. originally it was supposed to

happen at dupont circle. the park service shut that down and said it wasn't going to happena of t snow out of there. so the whole thing through social media got changed to meridian hill park. >> maybe it will warm up a bit. have a great time. on the win ingning side. d.c. is under snow emergency through the eveni and you'll have to pay more to take a d.c. taxicab while in effect. taxis are charging an $15 snow emergency fair on top of what you'd normally pay. the taxicab commission says it's an incentive to keep cabs out there in service. the fee will end at tonight. at 11:o 30 meteorologist tom kierein will be back. he's tracking more snow heading our way. the timing event next round coming up. and we have a developing story this morning. a federal judge in texas has

blocked president obama's executive action on immigration. a u.s. district court judge granted an injunction yesterday. the white house is expected to r the new immigration action. more than 5 million undocumented immigrants would be spared e deportation. this morning house speaker john boehner praised the ruling saying the president acted beyond his authority. and right now, federal railroad and hazmat officials are trying to figure out what caused a fiery train derailment. hundreds of families are out of their homes. tracie potts has more on the investigation from capitol hill. >> reporter: it looked like a winter wonderland on fire. >> did you get a picture of that? man, that's hot. >> reporter: a 300-foot fireball over west virginia. thick, black smoke blanketing two small towns. a thousand people were evacuated in hotels and shelters this morning.

>> when i went outside, one of the bigger explosions happened and by that time be ready to get out of there. >> the train was carrying more than 100 tankers of crude oil. it slammed into a house several cars exploded. >> we saw the car exmode. >> reporter: one tanker landed in the river causing concerns about contamination, oil leaking out. power went out. officials shut down two water plants as a precaution. as for the fires, officials are letting them burn out. amazingly, only one person was treated for smoke inhalation no one else was injured. washington has been concerned about some of the older tankers carrying crude oil across our country. the department of transportation has asked the white house to add about an eighth of around inch of steel to some of the old cars to make them thicker and safer.

rolled on through. the heaviest amounts were in southern maryland. and in southeast of virginia it was a mix of freezing rain. we had about four to five inches. reagan national had three to four inches. and areas just to the west and southwest of washington had about five to six inches in fairfax county. seven inches around fredericksburg. and then in southern maryland, that's where they got. the most snow. we were thinking it would be higher amounts in southern maryland and in saint mary's can the they got about eight inches. i love this picture. the snow lovers are rejoicing and celebrating this snow. this photo posted on twitter. this is taken in calvert county. time to shovel but it's easey to shovel. it's not the heavy wet snow. as soon as you take care u of

the road if we get there before you live shot time ends it's right down to black pavement. it is wet pavement and with temperatures staying below freezing during the daylight hours today and more importantly getting back into the teens tonight, there will be a big problem for black ice on the roads first thing tomorrow morning. so be extra, extra careful tomorrow morning any time after the sun goes down tonight. it will be a little more of an issue. we have had a solid four to five inn mcclain area first thing this morning. we havr all day. i already got my own pat collins snow stick. >> did you take your dog out in the snow today? >> i'm going to enter her in the pat collins snow stick challenge. i think i'm going to be disqualified. pat is going to y employees can't win. nothing but bureaucratic red tape. but i already got a stick.

>> i won't ask how you got it. virginia's governor is calling in extra help to deal with the winter storm. he declared a state of emergency. that move authorizes the governor to deploy the national guard to different areas around the state. it also sta agencies to be ready to help out local governments deal with the snow out there. the state of emergency operation is and running in maryland maryland. that resources to local first responders. state officials want you to stay off the roads if you can today. more than 2,000 plows are out there cleaning the roads right now. state police are redeploying troopers to areas that received a lot of snow. we have seen those preparations in action this morning. megan mcgrath is live in waldorf where cre s working to clear some of the streets. megan? >> reporter: yeah we are still seeing some plows here and there. specifically doing some of the parking lots in the area.

as for the main roads themselves look at this. this is crane highway behind me. just continued to improve in the last two hours or so. we have basically wet pavement. there's a little bit of slush on the side of the road but nothing too bad. take a look at the video from earlier this morning. you can see the road conditions earlier before the sun really came out and started beating down and the snow. we had caravans of plows working the major roads this morning. several plows just following each other and just getting everything up from curb to curb. that made a big difference this morning. also the sun comeing out also made a difference. the salt t things up and causing that to melt. so that's improvement. we're still asking people to be a little bit careas. some of the slush has built up in the turn lanes and it's pretty deep in spots. if you hit that at any speed, you could have a problem. neighborhood streets a lot of those streets have not been

touched by a plow. they are going to take care of the busy roads first. then hth into a guy out and about. he's working with a company that's clearing some of the parking lot here at the shopping centers. e has a big job ahead of him. >> to clear all the sidewalks, make sure all the spots are cleared. salt is down make sure everything is safe for everybody. >> reporter: if you are out and about and you're in one of the shopping center parking lots be careful. these trucks are moving around and moving the snow out of the way. they don't have great visibility. one of them. give them room. >> thank you, megan. here's a good reminder to watch where you put your fireplace ashes. ashes cause this fire overnight at a h montgomery county. the ashes were thrown out too

close to the house and caught fire on a piece of vinyl. despite the frigid temperatures and the snowfall firefighters were able to get in there and put it out pretty quickly. a family was able to get out okay. no one was hurt. you're seeing more and more pavement by the minute across the area thanks to road crews and a little sunshine out there now. don't forget about t y you should not wait to shovel. and in case you didn't remember it's fat tuesday. a look at the celebrations in new orleans, we' okay, i need a better pizza. one made with only real cheese. and dough that rises naturally. with no chemical leaveners. a pizza my family will love.

as you and your families are work working on shoveling your s a out across virginia clearing the roads. as many as five inches fell in some places. richard jordan is live inwood bridge to show us how everyone is digging out right now. >> reporter: barbara, many people want to get outside and enjoy the snow especially those children that have the day off of school today. and now it will be easier for them to get out because the plows havel night long into the morning. most of the main roads throughout northern virginia are clear. the focus now is on those side streets, nose neighborhood roads. it hasn't only been the plow drivers that have been busy this morning. sho have police officers. police are saying in northern virginia alone, fairfax, arlington and prince william

county there were more than 120 traffic accidents this morning. about another 120 vehicles that were disabled. we have seen many cars stuck in the snow. a lot of drivers thinking they can get past the mounds of snou the inches of snow on the ground. it's just not happening. especially those drivers in vehicles and cars that are low to the ground. people are getting stuck. there we have seen many of them need some help to get pushed out of their tires out and get them going. so that's still going to be a problem, neig streets and those shopping center parking lots. many of them are still covered in snow. richard jordan, news 4. time to get your shovel out. the clock is ticking if you live in lou don county you must clear after six hours. the district gives you eight

pentagon with him. there they are. carter was scheduled to speak to workers at the pentagon, but his speech was cancelled becauseweathe> today prosecutors are expectsed to rest their case against the man on trial for the murder of american sniper chris kyle. the videotaped confession was shown. he said he was sorry for what he said. he's accused of shooting and kig kyl and his friend at a firing range. he pleaded not guilty by reason of insan ta. kyle had written his memoir before he was killed. it's called "american sniper", which inspired the movie 37. d. police need your help finding this missing teen. in 14-year-old was last seen overnight on the 4th street. she was wearing a black jacket green jeans and burgundy glasses. we posted her picture on our

facebook page so you can share it and get the word out. if you have seen her, please call d.c. police. now to the next level in craigslist caution after a string of recent crimes. police are creating safe zones to conduct online business. gabe gutierrez explains. >> reporter: it can be quick and easy but police say doing business on websites like craigslist can also be dangerous. just last week a 21-year-old college student was robbed and killed. investigators say he had responded to a craigslist ad for an iphone 6. >> it's sad to know that people would do something like that over an iphone. >> reporter: in january a georgia couple was murdered after driving to buy a car. police are taking action. they are now asking buyers and sellers on craigslist to do

meridian hill park where a giant snowball fight is taking place now. adam showed us the action earlier today. he tells us that he's staying out of the action right now, but he's out there somewhere. we don't know which side is winning. time for a final check of the forecast with tom. >> it's not good packing. you're just throwing dusts of snow at each other. it's fun, enjoy it while you can. temperatures are into the 20s. reagan national is at 25. should make it up to around 30 degrees by mid-afternoon. and then tonight under a partly cloudy sky right back down to around 10 degrees by dawn on wednesday. during the day on wednesday, may get a little above freezing and then scattered snow showers coming through during the latter part of the afternoon. maybe around 5:00 or 6:00 p.m. might produce a quick one inch or so of snow. we could get potent snow showers tomorrow late afternoon into early evening. then cold on friday.
