>> doug how much time do we have to brace ourselves before we get hit again by more cold weather? >> about 24 hours. that's exactly what we'll be dealing with, that 24-hour period. i wouldn't be surprised to see the stuff maryland county schools closed as well. that's the area that saw all is the snow. these were the toe tallas we saw this morning. 2 to 4 inches to the north. that's what esau towards frederick, martinsburg, about 3 inches here gug around 4, 4 to 6 inches in and around the d.c. metro area back towards fairfax, did well here and down to the south 6 to 10. the highest total we saw around 8.3 inches. storm team 4 radar is clear for tonight and most of the day tomorrow. the highlight for tomorrow or the low lights or let's just call them the headlines. cold but nice early pip think most of the day on wednesday is looking okay. then here comes the arctic front. it will come with a burst of snow. we'll talk more about that.

then the temperatures plummet, windchills below zero. we're not just talking a few degrees below zero. we're talking extremely cold air. who gets what and when coming up in a few minutes. >> we just can't get used to this even though we've been going through it all winter pap lot of you today job number one was of course clearing yourself out of the snow especially those down south that got pretty hard with some of those totals. our northern virginia l bureau reporter david culvert went south down to fredericksburg to see how y'all are doing down there. david? >> reporter: hey, there, wendy. normally in the aftermath of snow we head west because that's generally where it is here in northern virginia. but following storm team 4's forecast when we came down here to fredericksburg where they got about 7 inches among the high nest our region when it comes to snow counts. folks here the focus was cleaning up all that snow and ultimately get back to work. a torpedo yus but necessary part

tomorrow. a snow emergency in the district that affect wrd you can park is over. it was lifted at 2:00 this afternoon today, but not before the district. ticketed and towed more than 130 cars. those tickets are 250 bucks and then you have to athd $100 for the towing on top of that so that really hurts. a snow emergency surcharge is still in effect if you're going to take a d.c. cab. that's a flat fee of $15 that goes on top of the fare. now, that is set to expire at 7:00 tonight. slick roads and speed may have led to a deadly crash near the montgomery and howard county line. chopper 4 was over the scene along route 97 in the brookeville area earlier today. we are told that this car slid on an icy mix on the shoulder and then wound up on the wrong side of the road and collided with a pickup truck that had a plow attached to it. the driver was killed in that.

well if you live there, you know it folks. southern maryland saw some of the biggest total snow amounts yesterday. jackie bensen joins us live from la plata. what's it like out there in those parts, jackie? >> reporter: jim, first i'm going to show you something right over here. i'll show you and look at this. this is an enormous mound of snow. you can see the snow is pretty soft. i will sink in it, which will amuse everybody, and over here we have a puddle. this is what's been coming up today as the snow's been melting. it's puddling out. the problem is tonight, tonight when it freezes, that puddle is going to get icy, that hill of snow is going to get very hard. now, people did take advantage of the relatively nice weather this afternoon we have to get out and spend time with their kids. we talked to a mom just a short time ago. >> we've just been hanging out outside and playing.

kids love sledding. we've been helping our neighbors out and get the slopes ready so we can go back to work tomorrow and hopefully school. >> reporter: you can see that multiply all these big snow mounds with all of the puddles they've created and the temperatures that doug and veronica have been talk about dropping and it could be dicey here overnight. jackie bensen news4. >> and every public school today was closed throughout our d.c. area. we're hearing more schools will be closed tomorrow. what is this going to mean at the end of the year? some schools, their snow days are dwindling. kristin wright went down to germantown to find out what the story is in montgomery county. i understand they don't have a lot of days left there, kristin. >> reporter: that's right. just one. seneca valley is one of the thousands of schools across our area that is closed today because of the weather.

today's school buses didn't move today across the d.c. area. they sat windshields covered in school no place to go. schools in every local district are closed. classrooms desks empty. students in montgomery county maryland went sledding this snow day. the third inclement weather day of the school year. law kas is a third-grader at farmland elementary. i usually ask to go sledding or have a snowball night with friends. >> reporter: monday's storm brought impressive snow totals for the area prompting widespread school closures before monday morning. montgomery county has used three snow days this school year. there's one left before extra days could be added to the end of the year. >> i don't really think it makes that much of a difference. they build in some dais where they just do like review and stuff. >> reporter: garrett elementary mother michelle manetti remembers anxious parent last year when the tough winter nearly extended the school year into summer camps and vacations. the school district was granted

a waiver for the makeup days. >> when it became clear that all these summer camps that were planned, they already had their schedules built people signed up for them months in advance, that there was no way they were going to what extent tend the school year past kind of that friday. >> reporter: coming up tonight on news 4 at 6:00 a closer look at how many snow days are left in various school districts to across our area. live in germantown kristin wright, news4. we have some breaking news in the district. a second case of the measles has been confirmed by d.c. health officials. we don't know the identity of the person or the age. we know this diagnosis however is not related to that outbreak at disneyland in california or to the first case that was reported in the d.c. area that was related to some international travel. we do know that anyone in contact with this latest person has been contacted and knows that they were exposed. health officials are encouraging everyone this is a good reminder if you have not been vaccinated against the measles, you should

do so. at least 100 people are still unable to head back to their homes after this massive explosion and train derailment in west virginia. csx tells us tonight 25 tank cars in all derailed. at least 20 were involved in fires yesterday afternoon. we showed you some of these pictures yesterday. none of those trains wound up in the river. one person was hurt and the fire consumed a nearby home. a water treatment facility downstream shut off its intake valves and warned thousands not to drink their water as a precaution. >> when we saw the train explode or the car explode and it shot up a mushroom cloud about as high as those -- there it is now, like that. >> the train was headed from north dakota to virginia. at this point, no word what caused the derailment in the first place. now, that explosion could come up in a lawsuit here in washington this week as a judge decides the future of the csx

rail line running through downtown d.c. the news4 i-team's tisha thompson here p with why neighbors say what happened yesterday matters so much to their case. tisha? >> people live eight long virginia avenue and southeast wanted a judge to stop csx from renovating its 100-year-old tunnel. csx says the one-track tunnel is starting to decay and creates a bottleneck which is why they want to double the size. but homeowners living next to the proposed construction zone like maureen cohen harrington along with a nonprofit group called the committee of 100 are going to court to stop the construction citing a long list of reasons including growing concerns about hazmats traveling through the city. last month the i-team spotted chemicals moving through the district that we found would require a mild mooil-wide evacuation zone if they caught fire or started to leak. cohen-harrington said today today she's more concerned than ever after yesterday's train

explosion in west virginia when crude oil caught fire on this same csx line where another crude shipment exploded in lynchburgless than a year ago. now, csx has previously told us it is not moving this type of crude oil through the district because it doesn't have any clients on the line requesting it. the case was supposed to start today but was postponed to thursday because of the snow. we'll keep you posted on what happens. wendy? >> thank you, tisha. first responders are telling news4 they responded to thousands of calls for help overnight. straight ahead, we'll look at the unique perspective of people who have to go out and help people. >> and one snowplow driver lived through his own emergency this morning. how his plow ended up inside a sinkhole and what police say caused it. the double trouble that had the new defense secretary's wife blushing. and our consumer reporter

welcome back inside. hey, the roads are clear. we know the sun is shining out there. some of the sidewalks are not clear so much. >> if you own a home or business in the district you have 24 hours to make sure the sidewalks are clear. news4's chris gordon was along mass. avenue in the northwest with a look at the progress. >> especially right there on the corner 14th and w is really hard going there. i may have to go out in the street to ride my wheelchair back up to my home. >> reporter: we followed this disabled veteran navigating a section of uncleared sidewalk on 14th street right across from the reed center and d.c. government's office building. some curb cuts are still clogged

with snow and bus stops can be challenging for the disabled and elderly. at 18th lamont northwest we found a moth we are two children and a dog walking on a slippery snow-covered sidewalk. a neighbor was shoveling his sidewalk so walkers are encountering a patchwork of snowy sidewalks alternating with sidewalks that have been cleared. d.c. residents are expected to shovel sidewalks within 24 hours after the snow stops falling or face a fine. the d.c. department of public works tells me the snow stopped this morning about 6:00 a.m. so sidewalks should be cleared by tomorrow morning's rush hour. the d.c. government is counting on residents to cooperate. >> as of right now, it is a $25 fine. the reason we don't write the ticket is because if we write the ticket then it obligates the city to clear the sidewalk. we don't have the staff to do that and that is why it is so important to us to achieve such

a high level of cooperation from the property owners. >> reporter: residents seem to be cooperating, and tonight most sidewalks are clear. in the district, chris gordon, news4. about 1 to 3 inches of snow fell in warren county new jersey but what happened there this morning has everyone talking. check this out. a snowplow loaded with salt fell into a sinkhole as the driver was trying to clear a neighborhood street. the driver was not badly hurt but shaken as you can imagine. police say there was a water main break in that area and that likely caused that sinkhole. not the best packing snow out there, but that didn't stop dozens of people from taking meridian hill park earlier today. check them out, fists full. the crowd originally planned to take each other on at dupont circle but they held the snowball fight where they've been held many years before. the national park service plowed the circle earlier today so the group changed course and moved everything over the big hill.

everybody having a good time out there. >> not very good ammo. >> no. >> it becomes dust. >> it got a little bet we are the sunshine today, melted at least a little bit so you were able to kind of get it there. >> is that stuff going to refreeze how fast? >> it's going to refreeze almost immediately. you felt it when you were outside. >> as that sun went down behind homeland security i was, like yikes. >> that's how fast the temperatures go down too. once the sun goes down everything refreezes quickly. take a look outside today. the snow did make for a pretty day. it really did. the snow layering the trees. there is the mlk memorial. a beautiful, beautiful day with plenty of sunshine. and, yep, tidal basin all frozen over and snow covered today. so yes, even this cold weather can be beautiful. right now, take a look out there. you see we are dealing with a few clouds but not many. clearing skies will allow temperatures to continue to fall. we're at 29 now, windchill sitting at 22 degrees. the windchill has not been that big of a factor today. boy, it will be over the next

couple day, though. 29 in d.c. 25 gaithersburg 28 leesburg and 37 manassas. that's the warm spot. look at pax river, though 22 degrees. that area saw close to 8 inches of snow across the region. everybody saw snow this time. no rain/snow line. all snow pap 12-hour event that saw 2 to 4 inches to the north, nearly 6 to 10 inches down to the south. biggest total close to 9 inches down around spotsylvania county. clear skies overnight allow temperatures to cool. then we'll look back to the west. that's our next storm. again, it's another arctic front. you can see the snowmaking its way through the kansas city area. that arctic air once again moves our way during the day tomorrow. remember valentine's day night, we went into the restaurant you came out and, boy, it felt all of a sudden like arctic weather. that's what we'll see tomorrow. we'll start off cold during the day or overnight tonight into

early tomorrow. just cold with a few clouds tomorrow. around 3:00 cold but not bad. i think most of the day tomorrow looks okay. but then here the front back to the west coming right through the i-95 corridor around 7:30. around 5:00 around i-81 then it moves on through. right now maybe a trace to a half an inch. but it will all accumulate on the roads, become slick at times. we'll see snow fist and that could reduce visibility for about a 15-minute to a 30-minute period. then the windchills come in. let's continue this. right on through wednesday night, 3 back to the west 8 in d.c. and let's all go negative. nothing compared to friday morning. friday morning might be the

the emergency call center had double the normal calls overnight including a complaint from one resident who did not like the way a neighbor was shoveling the snow. that falls under the "why i outta" category. >> tracee wilkins is live for us. >> reporter: that snow shoveling incident was pretty interesting. we got it all on tape. we were hanging out with the dispatchers today, hearing just how strange these calls can be. some of them extraordinary emergency situations and other, well, you can decide. >> 911. >> reporter: by the end of the storm, the prince george's emergency call center took more than 700 calls. >> service calls, broken water pipes, sick peel. >> reporter: twice their average. >> but right now we're just kind of -- you know, no pun intended but weathering the storm. >> prince george's county 911. >> reporter: some were pretty serious. >> okay. do you know if anyone's injured,

right now at 5:30 the sun setting on a snowy station. another snow squall could be around the corner and what follows that will have you shifing as well. jim is with doug in the storm team 4 weather center. >> when we broke some records over the week but we could have more record-breaking numbers. the rest of this week. which means the snow we got ain't going anywhere anytime soon. >> it's not. you talk about the records. one of friday morning 8 degrees in the d.c. metro area has stood since 1896. and i think that one does stand to be broken. let's take a look and show you what's happening across our area. first off, the outdoor impact tomorrow. 15 degrees early tomorrow morning. that windchill into the single digits. 22 by around 9:00 a.m. we climb steadily and most of the day not too bad. it will be cold but not too bad. we do expect snow after 5:00

tomorrow evening so that drive time forecast early sunshine watch out for ice early tomorrow morning with temperatures into the middle teens. but then snow moves in between 5:00 and 9:00. it will be a very quick burst. it will only last about 15 minutes to a half an hour but it could come down fairly quickly. we'll talk more about that. temperature of 32 degrees but those temperatures just go down and go down in a hurry. >> doug thank you. with the sun setting that refreeze a big possibility again tonight, the likelihood of which doug says is 100%. shomari stone is out in woodbridge where folks are getting ready for round two. shomari? >> reporter: that's right. a lot of folks i talked to in wood brij virginia say they are concerned about possible freezing overnight. it feels very cold right now. my fingertips feel like i'm touching ten ice cubes. you e snow. move up, that's prince william parkway between potomac mills mall and 95. you can see it's pretty clear. going to the secondary roads, going to some of the neighborhoods and you'll find a

lot of snow and ice on those secondary roads. in fact we found one man who says he is well experienced with dealing with snow. >> always chop it sfoirs you don't have to break it. >> reporter: alex frazier has advice for snow shovelers. >> when you push the shovel blow out like you're punching somebody. and use a smaller shovel. and bend your knees. >> reporter: this self-proclaimed expert has practiced what he preaches for 20 years. on matthews drive in woodbridge virginia. he likes the soft, fluffy snow. >> not too bad. it's easy to shovel. it's -- you can almost sweep it. >> reporter: last night's storm dumped around 6 inches. people who live in neighborhoods near potomac mills mall are shoveling, kicking even playing with the white powder. but drivers aren't playing around with this. take a look at some roads off of prince william parkway. although the sun is shining, not all the snow is melted and it is

shomari stone, news4. >> it is. a lot of flights are back on time this evening but it's been a rough day at the airport. we just checked flightaware. more than 1,500 flights have been canceled nationwide today. regionally reagan national had the second highest number of cancellations with more than 130. but compare that to dulles and bwi marshall which together canceled 75 flights. we did some -- find some people who were about to get out of town. >> yeah. i went to bed thinking, you know i hope we'll be traveling today so i hadn't even packed my bag. >> it does appear these cancellations will be cleared up by tomorrow. and you can head out of here. the post-snowstorm priss conference held by d.c. mayor muriel bowser featured a new face today, an interpreter for the deaf and hard of hearing. mayor bowser added this interpreter after complaints on social media that the deaf community was being overlooked. the mayor says deaf interpreters

are included at regularly scheduled events and that her administration would try harder to include them at all others. well it's a move that would force thousands of local students to relocate and cost taxpayers millions. >> tonight, city leaders sound off as officials with udc, the district's community college, explaining why they may change their main campus. >> news4's mark segraves has our report. >> reporter: the community college is operate fwid university of the district of columbia. the idea was to open campuses across the district to make higher education more accessible. the main campus located just blocks from union station on north capital street opened in 2010. last week the udc board of trustees operation committee voted to close that downtown campus. >> just like taking a step backwards. >> reporter: if the closure is approved by the full board it would mean more than 2,000 students and the staff would have to relocate to this building on the udc campus in

upper northwest. >> if you think about the travel costs for somebody who's working a couple jobs trying to make ends meet living in ward eight, having to go thereupon to try to continue their education, that's a different approach than getting to 801 north cap, which is a lot closer. >> reporter: and the move would cost taxpayers as well. $11 million. >> in the past they've just come and come and come saying give us more money, give us more money, and to what end? >> reporter: school officials say the reason for closing the campus is money. "the cost of the lease at 801 north capitol street is a big annual expenditure and escalates over the life of the lease. in seeking ways to meet operating demands of the university all options are on the table." >> we know there are a lot of pressures at udc and how to balance the books. it's important, but the community college is important in that equation. >> reporter: if the college does move, the university would still be on the hook for millions of dollars because the lease on the

maryland didn't predict the amount of money they would get from casinos. they are $200 million short of the early projections. in 2008, the department of legislative services estimated casinos could generate $1.3 billion in total revenue. but in 2013 they only generated $ 33 million. and recently revenue sfr cas in a record $90 million last november but only

into the frigid water. this was blacksburg virginia. fire officials say the children were sub merged for less than ten seconds, got to an island in the middle of the pond where they were rescued. they were both briefly hospitalized but are now back home. of course doug always a reminder don't walk on ice. >> yeah. we just don't have enough cold air around here. you need a couple of weeks sometimes with temperatures below 32 before that ice is thick enough to be able to hold a person. really needs to be about 3 to 4 inches thick. that takes a long time. let's show you what's happening outside across our region. it's on the cold side for sure. high temperatures today got up to about 30 degrees in the d.c. metro area. right now down to 29. we will fall down to about 19 by 11:00. so cold, cold, and more cold. yeah. that's wh we'll see. we will see ice out there tonight. anything that melted during the day with the sunshine will quickly refreeze. 25 gaithersburg 36 though, in manassas. i don't know if that's quite right because look at the numbers around there. 26 in reston 28 down towards
