montgomery county schools are open on time as well. schools in fairfax, prince william and loudoun county are closed. >> prince george's county schools are on two hour delay. same for arlington county and anne arundel county schools. charles county closed, st. mary's county closed al and also calvert county. >> spotsylvania county is closed stafford fauquier county, culpeper county is closed. page county king george, westmoreland counties are closed as well as fredericksburg and manassas city. clark county on a two hour delay. hardy county two hours late, too. also alexandria and manassas now tom kierein will tell what you it will be like outside. >> it may be slippery. this is patchy ice.

>> reporter: good morning. yeah we're on connecticut and believe it or not we have already seen people running this morning on these very slick sidewalks. it can be really dangerous. haven't seen anyone take a spill, but could happen. take a look this is a patch of ice covered with some snow here on this sidewalk. looks like the end of the block has been taken care of, that was cleaned up by the business that is directly behind the sidewalk. but there are some businesses of course that didn't open yesterday because of the snow. so we do still have some slick conditions on some of the sidewalks. however, time is about to run out. there is oom an hour left in the district before sidewalks have to be cleared out or you could face a fine. d.c. has a 24 hour period where people who live in apartment buildings, home business owners all the sidewalks, you must clear them out. that expires at 6:00 a.m. this

morning. so time is almost up for that. again, you did face a fine. we have checked out several of the metro stations most of them are looking good. the sidewalks, areas right around the metro, looking good. but it is the walk to the metro that could be a problem because again, you'll see some icy sidewalks morning. reporting live in northwest, richard jordan news 4. amtrak will run on a modified schedule today. there will be fewer trains between here and boston. the palmetto train is canceled. on metro, we're told bus service should be back to normal. however the agency says you should prepare for delays just in case. in the day ahead, two parents accused of leaving their kids alone in their cold care are expect car are expected in court. they left their toddlers in their car seats locked in their parked car while they went to a wine tasting. the couple faces two counts of attempted child neglect.

they have not been allowed forr 2 and 1-year-old kids. jesse math duethew his arraignment in the hannah graham case. he's currently in fairfax county jail awaiting trial on sex assault and attempted murder charges from a case in 2005. graham disappeared last september, her body found a few weeks later following a massive search. you may face traffic delays today as an old building is demolished in prince george's county. the old plumber's building in brent wood will be demolished to make way for it a new state-of-the-art building. that will take place this morning. the new building will include apartments artists and retail space. it's not known when the $36 million project will be complete. today is ash wednesday for christians here and around the world. catholic cardinal donald wuerl will offer mass at 12:10. alfred street baptist church in alexandria offering ashes to go at your car from 6:00 to 7:00 this morning. then again from noon until 1:00

in rockville, your trash collection will be a day late because of the snow. if your trash is normally collected today, it will be collected tomorrow and so forth. this will last until friday. follow tom sher rootwood on twitter as he gets a special look inside the national cathedral. crews say they have fixed everything inside. you'll remember it was damaged in that earthquake four years ss ago. next most of the exterior will have to be fixed and we're told it could take as long as a

the side streets still have some slipperiness but the main roads, this is route 1 in old town alexandria that we're on right now. we came down we went wilson boulevard down glebe road and now we're on route 1 southbound south of target going right through old town. and really as long as you're on a main street there just is not a problem at all on any of the main roads we've seen so far this morning. i'm sure some of the littler roads are more of an issue. so if you have ice on your neighborhood street this morning, show it on tv my twitter handle is @chuckbell4. and i'd be happy to come over there and show your neighborhood on tv. but so far so good on the main roads. i think it's probably a really good idea a lot of the school districts on that two hour delay this morning, get the sunshine up a little melting going on and everything will be just fine around here. so this snow came down as a powdery snow and as a result i think it's just been very easy to treat and clean off the roads. so that is all very good news. so from the storm team 4 x 4, that's all we got for now.

back to you. 5:17 now. today maryland state lawmakers will talk about a matching grant program for new school construction. that program will help school stricts like montgomery county public schools build new faster. you you could see some major change at prince william public schools. today we'll hear a plan to cut $11 million from the budget. zachary kiesch is live atl in wood bridge now with what programs could be cut. >> reporter: good morning. the good news here is that full day kin ter garden are not in jeopardy of being cut, but everything else is on the table. at the same time, school board members would like to see somethinged teacher ed increased teacher play and smaller class sizes. among the programs vulnerable in this case are things like element staer orchestra, middle school sport, gifted and talented programs, and other programs viewed as discretionary

they're all on the chopping block. all this as a result of funding that for years has not kept pace with growth and inflation. now, the superintendent was expected for give a budget proposal today as a school board meeting. it's unclear exactly if that will happen at this point. as we know prince will criminal schools are not in session today. as we take a look, you can see all the snow and not too many tracks. but we'll have the updates all among long. zachary kiesch news 4. today police are looking for two suspects who stole an suv with a 5-year-old inside. that happened last night on second street in southeast washington. the owner of that vehicle was pushed to the ground by two suspects as he got out of his car. the vehicle was gone for about 15 minutes before list found it.poli found it. the child was not hurt. a second case of measles is confirmed in the district. first case was reported in january and was linked to

international travel. the health department says there is no indication that the cases are connected. there have been no cases reported in maryland virginia or west virginia. but 17 states and d.c. now have measles cases. today the first openly by sexual oig governor will take officer. kate brown will replace oregon's outgoing governor. he resigned under pressure. his fiance is accused of using their relationship enrich herself. there are new questions this morning about the safety of tanker railcars after a fiery derailment in west virginia. the 26 quarters that derailed outside charleston were supposed to be reinforced and safer, but the cars have thousand been involved in several fiery derailment derailme train was carrying cruel oil when it derailed on monday. a boil water advisory ends today

since no traces of oil have been found in drinking water. that explosion could come up in a lawsuit in the district tomorrow. the judge will decide the future of the csx rail line pasugh downtown d.c.. csx says the one track in the 100-year-old tunnel is starting to decay. the train company wants to double its size. homeowners who live near dlts by want to stop the construction citing a long list of reasons including growing concerns about hazardous materials traveling through the city. you may have seen these viral videos of people jumping out of windows. look oh, my right into the snow. this is in boston. well the mayor of boston is telling people to stop it. he's piptsointing out these stuptss can be incredibly dangerous. the city has scrambled to keep roads clear after record breaking snowfall. so we know there is a thick padding of snow, but you don't know what is under there. you could seriously injure yourself. >> you can't tell stupid people not to break things.

the reason why this is so important is because of course schools in the district are open this morning. you'll have children trying to get to school walking to catch the bus. they could easily slip and fall with the ice that is on these sidewalks. you may also have someone in a wheelchair trying to get around. they won't be able to pass this. so there is a lot to consider here. and that's why the district wants to make sure that the sidewalks are clear. we have been around this morning, we've checked a lot of the metro stations. they are looking good. you can tell the area right around the metro station has been cleared. bus stops is a different story. some of the bus stops have not been taken care of and again sidewalks also could be treacherous for you this morning. let's get the latest on the forecast now with tom kierein. >> yeah at the bus stop this morning in addition to watching your footing, make sure that you are dressed warmly. it is going to be colds. your bus stop forecast for the morning hours between 7:00 and 8:00 this morning, we'll have our temperatures hovering only

welcome back. metro is pushing back against new agencies connected to that deadly smoke emergency at l'enfant plaza. before the incident, it says it knew it needed to upgrade computer software that handled smoke emergencies. the upgrades could make it easier for the metro control center to pinpoint smoke in the system and coordinate ventilation fans. metro responded with a letter to the editor say, quote, wmata is

a live look outside on the roads this morning. all that cold air could be making for some icy conditions on the roads. we'll check in with chuck bell in just a few minutes. a judge's ruling has blocked a program that would have begun today for immigrants brought to the u.s. as children. tracie potts live for us. walk us through the ruling. >> reporter: it starts on the day that the kids dreamers who were brought here illegally, were supposed to be able to apply for legal status. so they could go to college. so they could stay here legally, get a work permit get a social security number. none of that is going to happen thousand because a federal judge in texas said that what the president did is unconstitutional. it was part of a lawsuit brought by 26 states led by texas.

so now this has been temporarily blocked by a federal court. so those applications are not going forward starting today. >> this immigration policy is a big priority for the president. how will the white house respond? >> reporter: well, the president has already said that he thinks this is really just one step toward what is likely going to land at the u.s. supreme court. we heard that from eric holder also. so their response they're reviewing it now. the attorney general, solicitor general, they will take a look and figure out how they will appeal it. pretty certain that they will appealt ruling likely the supreme court looking at this. and it will be interesting to see how much of this if any of it gets done before may. because that is the second part the parents of kids who are here legally were supposed to have their chance to apply for this legal status starting in may. but now all that is in limbo. >> tracie potts live for us. thank you. 5:48. some people are already calling this move the veep creep.

more than 1,000 congressional staffers are expected to attend. the event starts at 11:30. we will learn today who will receive grants in virginia to help boost tourism. the grants of more than $750,000 will be dsistributed to local and regional tourism groups aimed to attraction more visitors. the announcement will be that today in richmond. get ready for slick conditions when you step outside this morning. the problems we're finding on side streets and sidewalks. and the deadline that people in d.c. need to know about to avoid a fine.
