good. southbound too, bw parkway in and out of town, no major issues. travel times coming in ten minutes. 6:03. potentially dangerous conditions on roads and walkways in our area. not only are we seeing refreezing but not everything is shoveled. that could be a problem. richard jordan is bouncing around from neighborhood to neighborhood checking on conditions for you. he's live now. >> everything we may have spotted the trickiest spot in the entire district. these stairs are so slippery, they are completely covered in snow and ice. as you walk down them you realize just how small the steps are. tricky to and a halfnavigate. and then the sidewalk covered with snow and ice. but l people running on this. and doing it pretty well. down the block, there is a metrobus stop there.

so that could be an issue walking to the bus stop this morning. dealing with snow and ice on the sidewalks. yes, time is up right now. the dead line expires at 6:00 a.m. for the district for residents, for property owners to clean out their sidewalks or they could face a $25 fine. 6:00 that's 24 hours so sidewalks should be clear. however, we're finding that many of them are not. it seems that the trend is that those sidewalks directly in front of someone's home or business those for the most part are looking good. but here where you don't really have anyone who is responsible for the sidewalk because there is not a home or business right here on this sidewalk those are the ones that are still icy and snow covered. so those are the ones you really need to watch out for this morning. reporting live in northwest washington richard jordan news 4. and which you can bell is tracking chuck bell is tracking complains you'll see driving. he's driving around prince george's county. what he's encounters when he

joins us live at 6:15. today a man will face charges in the abduction and murder of uva student hannah graham. jesse matthew will appear by video link for his arraignment in the graham case. graham disappeared last september and her body was found a few weeks later. right now matthew is in a fairfax county jail awaiting trial on sexual assault and attempted murder charges from a different case in 2005. also today, a couple accused of leaving their young children in their cold car is expected in cold. jenny chang and christopher lucas left their toddlers in the car seats locked in the parked car while they went to a wine tasting. the couple faces two counts of attempted child neglect. they have not been allowed to see their 2 and 1-year-old children. police are looking for two suspects who stole an suv with a 5-year-old child inside. the owner of the vehicle was pushed to the ground by two

suspects as he got out of his car. the vehicle was gone for with 15 minutes before police found it. the child was not hurt. if you have any information, call d.c. police. a second case of measles is confirmed in the district. the first case was reported in january and was linked to international travel. the health department says there is no indication that the cases are connected. there have been no cases reported in maryland virginia or west virginia. but 17 states and d.c. now have measles cases. today christians here across the world are marking ash wednesday. cardinal donald wuerl will offer a special service at 12:10. alfred baptist church offering ashes on the go until 7:00 at your car. and then again from noon until 1:00 and 6:00 until 7:00 tonight. many of you are headed into work for the first time since monday and we're making sure you have a smooth commute. the potential slick spots we're

right now there are new questions about the safety of tanker railcars after a fiery derailment in west virginia. the 26 that derailed outside of charleston were supposed to be reinforced and safer, but the cars have thousand been involvew been involved in several derailments. a boil water advisory ends today

that car just spun out right this. so we are now getting on to the open bridge span here. so 295 south going on to the woodrow wilson bridge heading in to virginia. so be extra careful this morning. most of the travel lanes are just fine but as you saw right there, some of the median strip, a little bts of ice left in a few spots. so be extra alert this morning on your drive in because you could have a spinout right here going on to the woodrow wilson bridge. but most of the main roads have been just fine but it's the sides of the roads, medians and some of the less traveled roads that will have problems for you. but as you can see here so far so good. and didn't worry about the snowflakes, just a coating. it won't bother you at all. >> thanks. i appreciate that. it's now 6:17.

bowser is facing criticism for when she declared a snow emergency. crews were not the able to beginlowing until 7:00 a.m. yesterday when the snow had already stopped. the mayor's office says the incident was to protect car owners especially since the snow came just after a holiday week he said. despite the delay, the district says more than 100 cars were ticketed. each ticket cost $250 plus another $100 for towing. we're watching for more potential snow in the day ahead. tom has your hour by hour timing of the snow showers coming up at 6:21. today a state senate panel will talk about a matching grant program that will offer money for new school sdwrigt. it would help them build new schools faster. and new rules for ride share companies like uber and lyft. governor mcauliffe signed a bill that requires background checks

for drivers. companies can only hire licensed drivers who are 21 and older and drivers now have to get an additional million dollars of liability insurance. police are asking for your help to find a man wanted in new jersey who may be in our area. the man was last seen in maryland. they say he that three consecutive atm transactions and next day he tried to withdraw more cash from a bank of america atm in pasadena, but was denied. if he looks familiar call police. more than 11 million people are signed up for affordable health care. many applications are still being processed. you now have until february 22 to complete your application. last year 8 million people signed up. if you live in maryland you also have have a time to complete your health insurance sign up. marylanders now have until february 28 to complete the process, but only if you started your application before the

february 15th deadline. a new study shows teen fathers pass on six times more genetic mutations than ss ss than teen mothers. the next step will be to see whether gchlt nadna from young fathers can be linked to specific birth defects. and a new study says children should not nap beyond the age of two. researchers in australia say they had a more difficult time to fall asleep at night. and it also shortened the overall amount of nighttime slooep that a child has. children do have different needs so before you make any abrupt changes, you should you probably talk to your pediatrician. that transition is so tough. because when you first try to take away that nap, your baby is

will introduce us to the officers who handl every day. it is 6:25. we told you about a "washington post" report the other day that said metro knew about computer issues before that underground emergency last month. metro is now pushing back against those allegations. the post wrote that before the incident metro knew it needed to upgrade computer software that handles smoke emergencies. the upgrades would make it easier for metro's control center to pen point smoke in the system and coordinate ventilation fans. metro wrote a letter saying wmata is working to improve training and operating procedures with respect to the ventilation. metro says the current software works properly and upgrades must be funded by local jurisdictions. we've posted metro's entire letter to the editor on our

melissa has breaking news. beltway we're talking about the outer loop of the beltway at american legion bridge we have a crash right here underneath this graphic. but you can see all of the backups chopper 4 he showing us now approaching this crash. outer loop at the american legion bridge. outer loop at river road you can see the slowdowns. this does not look as it typically does. then in front of that crash, outer loop at chain bridge right lane blocked. so kind of a mess down to the tysons corner area. blue line delays to franconia springfield, those still hanging around. as is the problem with brunswick east 890, 40 minutes behind right now. that is because of a frozen switch. 95 in maryland bw parkway in and out of town looking quite good. same thing in prince george's county. overall no major problems. travel times coming up. today we can hear what programs could be cut at prince william county schools.

the superintendent is expected to layout his plan to cut $11 million from the budget. board smebs are smembers have ruled out cutting all day kindergarten. zachary kiesch is live with more. >> reporter: yes really tough divisions here as the school district here in prince william county tries to trim spending. among the programs that could be cut, elementary orchestra, middle school sports. but as you mentioned, full day kindergarten are safe. everything else on the table. prince william county as you mentioned faces an $11 million deficit. at the same time school board members would like to see smaller class sizes and increased teacher pay. programs viewed as discretionary are on the chopping block as they try to trim again i mentioned a couple other programs. gifted and talented programs also on the chopping block, as well. all of this the result of

funding that for years has not kept pace with growth and inflation in the area. now, the superintendent was expected to give his budget proposal today as a school board meeting with schools being closed in the strikts today, we're not clear whether that will happen or not. if you take a peek behind me here it's very clear that school hasn't been in session here for a while and it won't be in session here today either. but we will keep you posted as we have more information. reporting live in woodbridge zachary kiesch news 4. today maryland governor hogan will push to give you more options for charter schools. he'll meet with secretary of education arne duncan. he wants to make it easier for dollar ter chafr charter schools to run. a bill has been passed for let hose

those home schooled to play sports. it's named after tim tebow. gruff mc mcauliffe has in order not said whether he wi sign the bill into law. some are feeling the impacts of a key ruling. today would have been the first day for immigrants brought to the country as children to apply to stay in the u.s.. but a federal judge temporarily blocked program. it stems from a lawsuits over president obama's executive action on immigration. 26 states are involved in this suit. the white house has promised to appeal. today the national cathedral will give us a special look at its fully finished first phase of repairs. crews say that they have now fixed everything inside. you can download the nbc washington app, we'll put the pictures up there as soon as we get them. the cathedral was kamged in the earthquake four years ago. we're told it will cost $32 million to restore everything to the way it was. you might face traffic delays today as an old building is tee mole lished.

he joins us love from glover park. jeff good morning. >> reporter: good morning. and if anyone needs that advice it's me driving on black ice. and all of you too. we found an unpaved street here in glover park. look at this, you have the snow on the street and when you see this kind of thing you know you you need to be careful. what is dangerous is what you you can't see. there is a full layer of ice here. so we went out to that special ice driving course in maryland, spend the day with one of their certified driving instructors about what to do if you're caught in a skid. we see the accidents all around the country. many of them right here in this area. and it's dangerous. you can slide off the road. you can swerve and hit other are cars. so this morning, we're about to show you what to do if you get into a skid. take a look. >> you just did the two things you should they ever do.

northern virginia in maryland, for some scattered snow squalls and snow showers similar to those that passed through saturday. right now we're getting those in ohio, kentucky tennessee. they are advancing off to the east tracking toward us. and the leading edge of that coming into the panhandle of west virginia about 2:00 this afternoon. timing very similar to the earlier run. still has it in the shenandoah valley around 4:00 to 4:30 and then advances east into our western/northern suburbs. comes right into the metro area away around 7:00. and all the way down to fredericksburg. after 7:00 it quickly drifts off to the east. by 8:00 p.m., prince george's county calvert, charles apnne arundel. and then we begin to clear out and turning much colder leaving in its wake maybe a dust to going to an inch.
