night, friday morning with another chance for winter weather coming up on saturday. for now first things first. winter weather advisories from 2:00 until 9:00 today. it does include all of the immediate metropolitan area for later on this arn and this evening. possibly bursts of snow. generally one inch or less. not looking for a lot of snow but roads are cold. that will be a risk of iciness on the roads. again, that's 2:00 to 9:00. temperatures right now, mid to upper 20s, even 30's in fredericksburg. storm team 4 radar shows advisory. the batch of snow we're watch, are the one racing in here late this afternoon, early this evening. where the snow is for now. afternoon hour-by-hour forecast cold for now. snow off to the west of the metro at 3:00. snow chances through the heart of the metro between 4:00 and 7:00 coming to an end after evening. subzero windchills coming back and near record cold. all that with the seven day. back to you. >> see you in a few minutes.

a water main break causing big problems in bethesda. at live desk aaron gilchrist. >> really big problem. massachusetts avenue closed in bethesda because of a water main break near goldsboro road. see from the live picture, actually looks as though traffic is moving through the area but you might see that little black car went through what seemed like ponding of water. we understand from wssc that a ten-inch pipe broke not far from the intersection of mass and goldsboro. as a result crews are on the scene there, and you see all the water that cars are driving through. trying to get that water main shut off, and they are working to get that road completely back open for traffic to roll through there. it's an 83-year-old pipe that broke a little over an hour ago. wssc crews on-scene there. working to get new information from montgomery county police whether mass avenue is actually closed in that area or another part of the road is closed. latest from the live desk. back to you. >> aaron, thank you.

right now below freezing temperatures creating dangerous driving and walking conditions. the know snevsnow never plowed is iced over. we have a closer look at conditions in this area. hi richard. >> reporter: hi barbara. good morning. plows had been very busy tackling a lot of the roads, clearing them out and have done a good job but there is an exception right here in southeast washington on 31st place. here's the problem. take a look. this is nash street. it is completely clear. the plow has been through here completely cleaned off. turn it off on to 31st place it is snow-packed. at the end of the block, that is also clear. so the residents want to know why they haven't seen plow. >> driving in the district you'll be sandwiched in snow. a clear path with piles on both si but you may want to avoid turning on to the 1300 block of

31st place southeast, because you won't see any clean pavement. >> i like to see we've been forgotten. >> reporter: reggie strayhorn lives on the short block and can't explain why the rest of the naked iseighborhood is plowed but not the road in front of his house. it's upsetting. >> no plow. you can see. like i said plowed at the top. plowed at the bottom, but not one here. >> this is not the first time. >> as far back as i can remember since i've been a child, never ploured edplowed the street. >> reporter: a serious concern for those left feeling ignore pd only six houses on the block but still we're d.c. residents. >> reporter: strayhorn says for years he's tried to get an explanation and received no attention. doesn't know why it's happening and is concerned for the elderly residents that live on the block and could possibly slip or fall on this frozen street.

case in fairfax, county. two parents charged with leaving their children in a cold car wrapped up a hearing. they left their toddlers in their car seats locked in their parked car while they went to a wine tasting at a restaurant in the foggy bottom neighborhood. the couple faces two counts of attempted second-degree cruelty to children. our mark seagraves was in the courtroom and says the mother is represented by the same attorney who defended singer chris brown. there's another court hearing next. and right now a ceremony is under way to commemorate a building many of you will be familiar with. today is the 80th anniversary of the rfk justice building in northwest washington. attorney general eric holder and acting deputy attorney general sally yates are speaking at that ceremony. the building is located at 9th street and pennsylvania avenue built in 1935 and renamed after the 64th attorney general of the united states robert f. kennedy. that happened back in 2001.

i'm aaron gilchrist it's a live desk. live pictures we're getting in from overseas asia. live pictures from china where we're about tinten minutes after midnight on thursday and this is the beginning of the chinese new year. live pictures of fireworks going off there. just lost the picture. we can tell you they are celebrating and will be well into the night. this is the year of the goat according to the chinese clend perp that's the latest. brash? >> thank you, aaron. new video of a shooting in kansas city. this can be hard to watch a warning. see a man wearing a hoodie outside a bus. as the bus pulls away he take as gun out of his pocket and starts shooting. this happened in kansas city a few months ago. police are still looking for this man.

a 15-year-old girl on the bus was hit and is recovering now. police say the person next to her, her boyfriend, may have actually been the shooter's target. and right now there are new questions about the safety of tanker railcars after a fiery derailment in west virginia. the 26 derailed cars happened outside charleston and they were supposed to be reinforced cars. supposed to be actually safer cars out there on the rails, but the cars have now been involved in several fiery derailments, including one's in lynchburg last year. this train was carrying crude oil when it derailed on the con roy river monday. a boil water advisory enz today for folks in that area snoins traces of oil were found in the drinking water there. a building in philadelphia survives a fire but it may not survive the ice. a fire broke out in the medical building on monday. now the water used to drench the flames has frozen. look at that.

covered with several inches of ice, the building could collapse apartment any time we're told. city officials described the building as eminently dangerous. the city will demolish the building in ten days if the owner does not flatten it first. a second caves measles is confirmed in the district. the first case reported back in january, you may remember and was linked to international travel. well the health department says there is no indication that the cases are in any way connected, except they're measles. there have been no cases reported in maryland virginia or west virginia but 17 states and d.c., now have the measles. right now a summit on violent extremism. the message president obama has already delivered. plus skidding out of control. it is a danger we all face this time of year. black ice and snow-packed roads can make travel pretty dangerous out there. what can you do behind the wheel to avoid the worst outcome. and we have filtered sunshine right now and never has 30 degrees felt so warm. soak it in everybody.

crews fixed everything since damaged by the earthquake a few years ago. next up the exterior of the building and will cost about $2 it$22 million and take as long as a decade to complete. and sending a bill to the governor allowing kids home schooled to play sports and other programs at public school. the bill is named after former nfl quarterback tim tebow. home schooled and allowed to play football for his local high school. similar bills have been passed. virginia governor terry mcauliffe has not said whether he will sign the bill into law. more than 11 million people are signed up for affordable health care now. the white house says the numbers are estimates as many applications are still being processed. if you didn't finish your application you still have time. you now have until february 22nd to complete that application. last year 8 million people signed up. and right now president obama's holding a summit at the white house to stop violent

extremism. he wrote an op-ed in the "l.a. times" saying our focus will be on empowering local communities. groups like al qaeda and isil promote a twisted interpretation of religion that is rejected by the overwhelming majority of the world's muslims. nbc's tracie potts is on capitol hill with how the president aims to broaden the world's approach to extremism. >> reporter: toechd summit is calmed countering violent extremism focusing not specifically on isis and islamic groups but on young people in this country and around the world radicalized under that ideology and bringing it back home. one of the things they'll do today, focus on programs working in communities here in boston and minneapolis, in los angeles, this is homeland security secretary jeh johnson opening the conference today. >> we've evolved to a new phase in the global terrorist threat. we therefore, must evolve into a new phase in our

counterterrorism efforts. >> reporter: president obama gives the keynote address today. we don't know how many and which countries are attending. the uk, great britbritain, we know is here. along with other countries from the middle east, jordan the ae. the state department is holding this conference tomorrow. president obama will be there again to talk about violent extremist ideologist. >> thank you. talking politics. jeb bush is expected to talk about fighting terrorism today as he lays out his ideas on foreign policy. for more on that we're joined by mark murray nbc senior political editor. good morning. >> good morning, barbara. >> ahead of the speech that we're expecting him to give he has said just recently said i am my own plan and have my own views, they're shaped by my own thinking and my own experiences. why do you think he felt he needed to say that? >> distinguish himself from his brother's presidencien as well

as his own father's presidency saying, like i'm my own man. the excerpts from the speech giving later today at 12:30. also we ended up getting from the advanced excerpts he'll talk about a muscular hawkish foreign policy saying you achieve peace through strength. that you don't want to invite weakness and in critiquing president obama's policies. one of the tightrope he has to walk politically is you say, i'm my own man, and i'm not going to have my brother's foreign policy but your advisers and a lot of the rhetoric sounds like his brother's, that's a very difficult thing to do and a lot of people have memories of what happened with the iraq war and its aftermath. >> it will be different from his father's and brother policies? >> a big task and haven't heard a lot of what would be different on the domestic policy. people want to pay attention to the speech today what he has to say on foreign policy so far haven't heard much what's going to be different. that's key when he's saying i am my own man, the follow-up question is so what is

different? >> he just got good news at least in the state of virginia. apparently tied with hillary clinton in a poll there. is that right? >> yeah. absolutely. it was, of course most of the polling showed hillary clinton is ahead or slightly ahead of republican challengers, and it was not only in virginia but also in states like colorado and iowa. jeb bush doing much better in virginia not as well as in iowa and south carolina. but certainly virginia is important to the audience and it's an important battleground. swing state. one that republicans and democrats need to be able to get to 270 electoral votes. >> talk about video if we can show it. while we talk about it. this is biden, vice president biden, standing there behind the wife of the new defense secretary appearing to be giving her a back rub. what do you think is going on there? >> barbara, the context, nothing new from joe biden. he is a touchy and feely politician. he's a devoted husband. a devoted father.

right now many neighborhood streets are packed with snow and covered with ice. working with you to make sure you don't skid on the ice like this. nbc news's jeff rossen stoped by a local driving school and shows you what to do and what not do. >> reporter: hi good morning. it happens just like that. you're driving along, everything's fine. all of a sudden you hit a patch of ice and it's scary. you start spinning out of control, and by the way, it's not just snowy streets like this where you know it's going to be dangerous. it's when you can't see underneath here at this thick, thick layer of ice and, by the why, it's on what appear to be clear streets as well that are plowed and you can see the pavement. layer of black ice there that will send you spinning. so this morning, as so many wake up with ice outside your home

thicken as we go through the rest of the day today. the weather impact is going to have on your afternoon is fairly high. because of a quick burst of snow coming our way which could leave a coating to as much as an inch in locations. for now increasingly cloudy sky. 28 degrees for a current temperature. winds eased up a bit for now. actual air temperatures range from 271 in theirmont 31 in frederics towne. temperatures upper 20s, 40e 30s. after 3:00 a chance of snow showers coming in as well. what to expect. a little burst of snow between 5:00 and 9:00. could leave a coating to as much as an inch and after those snow comes to an end turning windy and cold again. current windchills not all that extreme but by late tonight and tomorrow windchills running 5 to 15 degrees below zero again. windchill advisories up and cog breaking records again by friday morning. these are the record lows for

friday morning. 4 in washington. 7 dulles. some of these records go back more than 100 years. most locations outside the beltway at or below zero by friday morning. so make plans now to protect people pipes and pets over the next couple days. there's a little ripple of snow coming our way. essentially an alberta clipper coming through and the winter weather advisory up from 2:00 until 9:00. future weather showing a chance of snow coming through, making roads briefly slippery at times. reduce speeds a touch. here it is on future weather by 4:00 today, snow showers west of the metro. by 5:30 moving right into the capital beltway. 7:00 most metro seeing light hits of snow by 8:00 9:00 snow racing out of here. good riddenses to that snow. half an inch to an inch maybe more in a few spots but not a lot in the way of snow and it's getting very very cold. hometown forecast only 28 in gaithersburg today down to 8

tomorrow morning. and highs only near 14 degrees tomorrow in gaithersburg. here's everyone's seven-day forecast now. highs around 30 today. lows down near 10 tonight. highs in the teens tomorrow. and lows down at or below zero for many locations on friday morning. then a chance for sleet saturday afternoon. temperatures holding steady or rising saturday night into sunday. so that should end as rain. a lot going on barbara. >> all right. see you in a little bit. d.c. mayor muriel bowser facing criticism over when she declared a snow emergency in the district. crews not able to begin plowing until 7:00 a.m. after snow already had fallen for hours. the intent of the delay, reportedly protect car owners since the snow arrived just after a holiday weekend. despite the delay, the district says more than 100 cars were ticketed and it wasn't cheap. each ticket cost $250 plus another $100 for the towing. right now police are looking for two suspects who

stole an suv with 5-year-old child inside it happened on second street in southeast washington. the owner of the vehicle pushed to the ground by two suspects getting out of the car. the vehicle was gone for just about 15 minutes before police actually found it. the child was not hurt. if you have any information, though, call d.c. police. you may be caught on camera if you don't slow down in the district. here are the nine new camera locations you play get a ticket for speeding or ignoring a stop sign. there are seven speed cams and two that will snap photos of you for blowing through a stop sign. we've the full list of new locations on our nbc washington app. police say the next 30 days will be just a warning period but after that if you're caught you're going to have to pay that big fine. well if you are a fan of the dr. seuss classic "one fish two fish" news for you. a new book how it came to be

proepd firefighters arrived at home around 11:00 a.m. saying smoke was coming out of the basement and then the fire spread to other floors there. firefighters now saying those flames are fueled by natural gas. washington gas has been called out on to the scene now. nobody has been hurt. we'll keep you updated on this one. at the live desk melissa mollet news 4. new today, word of a new book coming out in july that you may want to try, and you may even want to buy. that's right. a new book from dr. seuss. more than 20 years after his death. random house children's books announced today it will public a manuscript discovered back in 2013. the book is called "what pet smo i get" featuring the same bro and sister seen in the 1960 classic "one fish two fish redfish, bluefish." the book hits shelves july 28th. for every parent about to put a child down for a nap. a new study says kids should not nap after 2 years old. researchers in australia say

kids 2 years old and up who napped during the tay had a more difficult time falling at sleep when time to go to bed at night and shortened the overall nighttime sleep the child had nap said different children have different needs. before you make abrupt changes, talk to your pediatrician. she was given just a 15% chance of survival when she was diagnosed with late stage cancer but took the crim news as a challenge. changing her lifestyle and her diet. since surviving cancer pam braun is sharing what she learned in a cookbook entitled "cookbook -- "ultimate anti-cancer cookbook" and joining us with her favorite and least favorite foods. >> thank you for having me. >> what a story. tell us a little how you found out and when and what happened? >> almost 11 years ago this summer i was diagnosed with late stage fallopian tube cancer the rarest of women's cancers and given a 15% chance of survival

and 75% chance of recurrence and i went the traditional route of surgery and keepchemo, my odds were so add i had to do everything to help myself. >> were you a chef? >> in restaurant business for years, yes. >> did you decide let me twhak i know? did you do research? >> started researching food. what i started to do desperate to find anything that would help me and what i discovered is that some foods help cause cancer and some foods help prevent it is pp so i started putting a diet together around those two food groups. >> you brought the good the bad and not so ugly. everything looks good but tell us what are the things we really ought to avoid? >> well the experts now say this is the main culprit. red meat and processed meat. >> just did you just stop eatinit completely? >> i personally haven't had it in 11 years, but the experts say that you can have 18 ounces of red meat a week with the goal of getting it down to 11. you don't have to nix this altogether.

>> the processed meat? >> processed meat, no leeway. >> sausage, baloney. >> bacon. anything that -- anything that has been processed ought aul eded at all. smoked cured, salted. >> keep meat low in your choices? >> there's convincing evidence that causes cancer. >> quickly, what else? >> junk food. all of your processed food. and your salt. >> potato chips, candy, pizza, cookies? >> shoogugar. >> what's this? >> sugar and salt definitely eliminated and avoid sugary drinks. >> the kind of things we know. you've proven it because you survived getting rid of this stuff from your diet. what's good? what should we add? >> stuff we've learned all our lives. fruits vegetables. whole grains. nuts. la legumes, beans pliklike a little miracle 2350d,food. >> raw? >> no evidence raw is better than cooked. my cookbook is normal foods,

right now crews in prince george's county just started to tear down the building formerly known as the plumber's building making way for a brand new facility. joining us live from brentwood, telling us all about it.

what's going on out there right now, zach? >> reporter: barbara, tearing thins down today and excited about it. this is all part of the gateway arts district. just off of island avenue here in prince george's county. all going to be 147 apartments here as well as retail space and most importantly, new studios for artists. this is the second wave of development in the gateway arts district and folks here really believe this is going to provide a pillar for the community. as i mentioned, a mixed-use building. a thriving artist community is around here and this is much-needed space for them to create and also to showcase their work. brentwood mayor called this the new face of brentwood. and local artists i talked to are optimistic what it might provide. >> i think what's special about the arts district is that every time something is redeveloped it has to include the arts. having space for artists to work and great spaces for artist is
