more snow, folks, this time winds a big problem, just in time for the evening rush. it's not done with us yet. hello, everybody. i'm jim handly. >> i'm pat lawson muse outside. we have live team coverage of this next wave here this afternoon. we'll get to veronica johnson doug kammerer and adam tuss in just a moment. but the anticipation of this latest round of snow is already prompting lots of schools in the area to change plans. anne arundel and prince george's schools have canceled afternoon activities, many school r schools in virginia canceled so school all day. and the maryland state highway administration is warning drivers to plan ahead. leave early and avoid commuting during what is normally the busiest times on the roads which of course is rush hour. let's take a look at the timing. team coverage begins with veronica and doug in the weather center. when is the next wave going to hit us, guy snz. >> the timing could not be

worse.worse from about 4:30 to 5:00 and yes it will stick to the roads. >> the amazing thing pat it's nice and sunny, everything is great. just within another couple of minutes here comes that snow squall. that's what we're worry birthday during rush hour. >> exactly. the timing of this, just one reason why it's a weather alert day for us, because the snow a coating to an inch will be sticking to area roads. on storm team 4 radar, hagerstown down to martinsburg in winchester, snow here coming right off of areas of i-81 making its way eastward. we're traging another area, too, right down to the south around areas of quantico, friend fredericksburg, southern maryland and thnohe nk. winter atr vint 9:00 p.m. for the threat of accumulation of snowfall bursts of snow. again, generally an inch or less, but it will stick to area roads. as low as our temperatures are, especially those untreated roads. so the forecast right now what

we're looking at a 40% chance that we'll see anywhere from nothing to a trace but a 50% chance that we'll have a coating to around an inch of snowfall throughout this time period, again, from about 4:30 to 8:00 reducing visibility too, on area roads. but this just part of the story. let's go to doug with more. >> the other part of the story is the cold and the wind. this system very similar to what we saw on valentine's night. the snow came through covered the roads quickly. then here comes the colder air. notice back to the west columbus, pittsburgh in the teens right now. that's where they will stay. those colder numbers moving in overnight. here's what to expect overnight tonight. look at the windchill early tomorrow morning, 6 below zero in washington 8 below in gaithersburg gaithersburg 9 below in winchester, because of that a windchill advisory in effect. another one-two punch, this one coming, what in about two hours. >> exactly. already to the west take a look at the wind gusts in petersburg, west virginia right now, up to

30-mile-per-hour gusts. around here we're in the teens, but, again the winds will pick up temperatures will drop after that snow falls. and yes again it will be sticking to area roads as i said already. we've seen the cancellations for some of the afternoon/evening activities for schools. pat, back to you. >> road crews, fktof course are staying busy, but there's concern of older residents of one d.c. neighborhood. while most roads are clear in the penn branch area still a lot of roads are covered with snow there. they include 31st place in southeast. all of that snow that piled up yesterday is now iced over. residents we talked to today say many of their have streets have been skipped over after snowstorms as far back as they can remember. and they're also worried about senior citizens and the disabled getting injured. >> no plows. plow at the top, plow at the

bottom. not one here. >> as far as i can remember they've never plowed this street. >> it's good idea to reach out to older or disabled neighbors. if there's an issue with a road in your neighborhood, call 311. neighbors in northern virginia are also having their challenges with unplowed roads. the snow we've gotten and low temperatures are a challenge for road crews there. news4 transportation reporter adam tuss is live right now on cambridge road in virginia. tell us how things are. >> reporter: we're actually an the chain bridge itself. it's sunny as we wait for the next snow squall. there's been a steady line of traffic from the d.c. side maybe some trying to get ahead of the snow squall it's another day of dealing with the cold. some side streets in the area still covered. this is 34th street in north arlington, some snow and ice here. and the ice isn't just on the roads. take a look at great falls today, a semi-frozen landscape

made even more beautiful by all the snow. how cold is it? even the hundreds of thousands of gallons of water pouring and crashing over great falls here icing up a little bit. it is cold out here. but it makes for a beautiful backdrop backdrop. and of course lots of dogs love it. howie and bogey out for a run. >> they have double coats. they're swimmers. they have webbed feet. >> reporter: doesn't matter how cold it gets they'll be warm right? >> yes. >> reporter: if you have to take the dogs out now might be the time to do it before the next round of weather comes through. you see the traffic making its way across the chain bridge here. we'll be back at 5:00 to tell you how it looks. reporting live on the chain bridge, adam tuss, news4. >> adam, thanks. the museum and basement of ford's theater is closed right now due to a broken water pipe. we first reported the story earlier on twitter. since then, we've learned about an inch of water flooded the floor of the historic site in downtown d.c. luckily, none of the

irreplaceable artifacts on display saw damage. it's believed the break is weather related. tonight's stage performance of the widow lincoln will go on as planned. amtrak tells us it hopes service will be fully restored tomorrow for the second day in a row, only about half of the usual number of trains are running along the northeast corridor between washington and boston due to our winter weather. there are normally 2200 trains running every day. we're tracking new concerns tonight about freight train safety. that fiery west virginia train derailment this week is one of three in the past year that involved tank cars, especially engineered to meet higher safety standards than the law requires. one of the other fiery derailments happened in lynchburg virginia last may. president obama and other federal officials are now urging even tougher standards for the tankers. the oil and rail industry oppose the measures because of the

cost. a mysterious development this afternoon in the hannah graham murder trial. the attorney for jesse matthew plans to file a sealed motion privately in the judge's chambers. that issue will be addressed at another hearing march 4th with matthew present in the courtroom. today a jury trial was scheduled to begin june 29th. it's expected to last about three weeks. the defense is getting two additional attorneys from the public defender's office to help in the case. matthew is accused of murdering the uva student from fairfax county last september. her remains were found five weeks later. the big reveal right here in washington. a big step forward for a local landmark 3 1/2 years after an earthquake that rattled our region. . >> reporter: i'm here in the storm team 4x4. we'll be tracking the area as snow moves through. hard to believe we'll see heavy bursts of snow, seeing sunshine right now. my full report after the break.

the agency retired in 2011 but president obama asked him to return as interim director back p in october when director julia pearson resigned amid a series of security breaches and scandaled. critics said the agency's problem ran so deep it would take an outsider to fix them. the president chose clancy. today marks a major milestone. phase one for restoring the national cathedral after the 2011 east coast earthquake is complete. cathedral officials tell us restorations on the interior have been completed and crews will now begin removing scaffolding. the stained glass also got cleaned for the first time in nearly a century. there's still aes's still a lot of work and money needed to repair the exterior. tom sherwood will give us a tour inside. in prince george's county it's out with the old and in with the new.

news4 was there when crews began demolishing the old plumber's building this morning. the building on rhode island avenue here in brentwood will be replaced with another state-of-the-art complex. it will feature retail space, apartments and work space for local artists. this is all part of the revamping of the city's arts district that began a decade ago. getting roasted on national tv. jimmy fallon makes a joke at you're expense after this week's winter storm shut down parts of the washington area. and don't try this at home. now a plea to stop something that's been trending on social media in the wake of a bad winter. and right now chopper 4 is heading to burke, virginia where there is a rescue under way on an icy lake. we'll get to it as soon as the chopper arrives.

4x4 out toward leesburg. then as the snow moves through the d.c. metro area between 5:00 and 6:00, we're going to be following that snow as it moves through, reporting the latest conditions. hard to believe right now, as we're heading west 35 degrees and sunny, and we're going to be talking about a heavy burst of snow that will impact that evening commute. then windchills later tonight/early tomorrow morning will be around zero degrees. again our plan is to continue to head west and follow the snow as it moves through the area. >> thanks. we'll be riding along with you. the back-to-back winter weather storms that have pummeled boston are creating a new hazard. you don't want to try this at home, folks. >> ready, set, see ya! don't do it. it's called the boston snow challenge. people jumping out of their second story windows or their roofs and into snow drift bez low then posting the video

online. boston's mayor is urging people to stop. he says the stunts are foolish and dangerous. >> seems like everybody has been affected by the snow. school and federal offices in washington, d.c., were shut down today after the city received 4 inches of snow in their first major snowstorm of the season. or, as boston residents put it, are you [ bleep ] kidding me? 4 inches of snow! >> well, it was the joke that has washington talking today. jimmy fallon calling out the nation's capital for shutting down the government and schools after the snow we got this week. so that got us wondering, are people here in the washington area winter wimps? >> that's our question. our nbc washington flash survey today. cast your vote by texting or calling the number on your screen or cast your vote on the nbc washington facebook or twitter page. my facebook page have exploded.

some say, yes indeed we're wimps. others are giving it right back to them. >> all of our facebook pages. >> right. and some folks say we're wimps. others say we're just not trained. >> some are die-hard and love the snow, which we're going to get some more snow. it will be impacting area roads here for the worst time, during the evening rush. in fact getting reports coming down in winchester virginia right now. that's a little more than an hour away from getting to d.c. let's talk about the snow impact for this evening. moderate conditions because the fact that roads will become slick, not treacherous everywhere because we do have treatments down on some of the main roads but it will accumulate and it will stick. that burst from about 4:30/5:00 up until 8:00, making its exit east. it will be coming down at a pretty good clip. i think it will reduce the visibility at times on storm team 4 radar, i can zoom in

hagerstown blue mont is where it is now, making its way to frederick county maryland, quantico, fredericksburg heading toward colonial beach. your future weather, here we are at 5:00. there's your line of snow, the squall frederick to leesburg, culpeper by 5:00, 6:00 right into d.c., gaithersburg, baltimore down toward manassas and fredericksburg, again, coming down pretty good at this time and sticking to area roads so that by 7:00 roads will become slick. same thing around annapolis areas of packs river and st. mary's. 9:00 it's gone then it's just cold and windy behind all of this. i'll show you our windchills for overnight and early tomorrow morning. flurries in the forecast for tomorrow. that's mainly during the afternoon hours. anytime after lunchtime and up until 6:00 a possibility of some flurries but no accumulation. here is a look at what we'll see this evening. the roads becoming covered by snow, anything untreated up to an inch could fall.

we're telling folks really during that time period use precaution or just stay off the roads if you can. temperaturewise we drop from 26 at 7:00 to 16 degrees by 11:00 p.m. temperatures coming down fast, winds go up. and those windchills will really start dropping just one reason why there's a windchill advisory for the overnight and through thursday. pretty much covers the area. winchester all the way to waldorf and annapolis for tomorrow. here is a look at the windchills i promised. 9:00 p.m. it feels like 10 to 15 degrees on any exposed skin. by 11:00 p.m. 5 to 10. by 6:00 a.m. tomorrow, anywhere from 5 to 10 degrees below zero. but that's not the half of it because we'll see even lower readings coming up friday morning. we'll talk more about that coming up in a few as well as what we're going to see this weekend. temperatures 12 degrees tonight again, windchills even lower by tomorrow morning your high temperature 18 degrees. then record cold expected early

>> now at 4:30, live pictures as we prepare for another winter blast, this one set to arrive during the evening rush. >> and it is going to pack a punch folks. let's get an update on the timing and the impact from storm team 4 meteorologist veronica johnson. >> yeah, guys. some of you still seeing some sunshine right now. if you are, expect rapidly, rapidly changing conditions and, yes, deteriorating as we get snow in here. right now on storm team 4 radar across most of the area we are still dry. but off to the west and report of even thunder snow in garrett county around cumberland, too. hagerstown getting the snow, sandy hook, all advancing toward their mont and frederick. you can see we have snow showers around blue mont front royal advancing eastward into loudoun county right along i-66. that is why we're talking about a coating to an inch. yes, it will be sticking, too. on the secondary roads, even possibly to some of the main roads in sections that don't

have the treatment on it anymore. but windy and cold right now. your temperature 33 the windchill at 25. but we could see windchills drop as low as 15 to 20 as we get ready to set into thursday morning and friday morning. we'll talk more about that, our frostbite weather as well as snowfall amounts. state police blame the weather for the death of a virginia woman today, hit by a snowplow while riding her bike. it happened this morning in enrykeco county just outside of richmond. police believe the biker was in the right travel lane when she was hit by the plow. the driver owns the truck but works for vdot. he was not injured. right now president obama is hosting a white house summit on extremism. dozens of countries are taking part in the three-day summit that examines ways to counter violent extremism, beginning in individual communities. this conference has been in the works for months but it comes amid a sharp jump in attacks by organized terror groups and the

lone wolves that they inspire. a worrisome deadline is approaching. funding for the department of homeland security runs out at the end of the month. what it could mean for workers is our talk around town today. whur's troy johnson is here with us. troy, if a funding bill is not approved in time many of your listeners who work for dhs are worried they could get laid off. >> absolutely. we're talking about something that may be coming down in about ten days, if nothing is done, all tied on this senate bill that congress wants tied to the immigration action that president obama has put forward. they would like to reverse those actions. so listeners tell me they're concerned about potentially entering these financial times with a shutdown especially one that is a result of the kind of gridlock we've seen in congress lately. people tell me the full government shutdown of 2013, they're still thinking about those situations. a lot of anxiety about returning

to a situation like that. when you think 200,000 dhs employees had to work back then without getting paid. you know, we're talking about a big umbrella, dhs even compass h sdhs encompasses tsa, coast guard, secret service, and then the management administrator people as well, those folks might get furloughed. then be forced to work in situations where there's an emergency, they go in and do the work and have trourn to a furlough. no one wants to see that. >> a lot of nail biting going on. of course also the issue of national security if the shutdown does happen. your listeners are worried about that as well. >> they are because we are essentially the epicenter of our national security infrastructure. a lot of people live in this area and happen to be working for the nsa and really control the security around the country. and of course that also speaks to what's happening in the world as well, as the united states tries to address the extremism that we've seen with boca haram

. so do you stream movies or tv shows? most likely you do or know someone who does. >> a just published consumer report survey finds that a little more than half of u.s. households subscribes to next flix or hulu plus. the survey also finds people can be loose with their passwords. it seems so easy.

type into your password and have access to countless video streams on hulu plus, amazon prime hbo go or netflix or watch espn. and it seems just as easy to give your log in to someone else. surprisingly a new survey shows that 46% of those asked share their passwords with friends or relatives who don't live with them. but is share yurg password illegal? many of the terms of agreement seem ambiguous but the companies don't seem to be cracking down. >> their business models however are evolving and next year things cob different. but for the time being, they're interested in creating streaming media addicts. >> what do you feel like watching tonight? >> reporter: while it technically may be okay to hand out your password, you could get a nasty surprise like the moranos did when the show they wanted to watch got blocked. >> they said netflix is not connecting. my husband said, see if the girls are on. see what's going on.

that should have been okay except my daughter said, oh i bet so and so is watching. i said, how would so and so be watching? she said i gave her my password. >> reporter: netflix like others limits simultaneous viewing. each plan is different. netflix is one to four amazon two at a time hbo go alous three, hulu plus only one. watch espn, unlike the others, does not state a limit. so, if you don't want to interrupt your own viewing pleasure, those limits should make uf think twice before you give out your password. erika gonzalez, news4. >> consumer reports reached out to all of those companies. a netflix spokesperson said a crackdown is not even a conversation in the company. h hbo go says the service is meant to be used by the members of a household with an hbo subscription. we do not encourage password sharing outside of that

team 4 radar advancing very quickly off to the east. in fact we're tracking it. we'll zoom down and show you the roads impacted currently route 70 there in hagerstown and reports that it's coming down good there. all this advancing to the east hitting areas like thurmont, frederick by 4:46, bart nzville by 4:55, urbana a few minutes zs after that. 5:22, bluemont to warrenton, it too, advancing quickly eastward to washington to marshall by 4:49 on to bell vor by 4:54, leesburg a 4:58, d.c. 5:30 6:00. again, we're going to see heavy snow, limiting the vizsibility on area roads. we're telling folks to stay put if you don't have to be out for the evening up until 8:00. by morning, 10 degrees, icy on area roads. then tomorrow afternoon, not talking about any accumulating

snow, but we will see some flurries come through the area and extreme cold, 18 degrees for a high temperature during the afternoon tomorrow. tomorrow morning's temperatures 5 degrees in leesburg 7 in gaithersburg, 10 degrees in d.c. but again the temperatures just part of the story because it will be windy. the two bringing down that feel-like factor, what it will be feel like on our skin if you're outside, certainly for any prolonged period of time. with more on that, how long it will last, let's go to meteorologist doug kammerer. >> it's about the kids at the bus stop walking to work early tomorrow morning. that's the critical time period where we'll see windchills well below zero the feels-like temperatures not too much right now in now, 20 degrees at 6:00. here it is on future weather 6:00, 22 in d.c. but 9 toward winchester, 13 toward martinsburg. look what happens by 7:00 a.m. tomorrow 6 below zero in d.c.

near 10 below to the west. petersburg, west virginia, at 15 below. even around noon this takes us through 1:00, we're still between zero and minus 5. that's during the middle of the afternoon. we are not going to see temperatures warm. then on thursday night into friday we're going to set records i think. friday morning record low temperature is 8 at national set back in 1896. i don't think there's any chance of us not breaking that record. we've got a low of 4, dulles don't know if we'll get there, but it will be close at minus 2. pwi marshall at 4, could set a record there as well. record breaking cold, some of the coldest air we've seen in decades. >> with temperatures that low, that means the risk of frozen pipes. make sure you're prepared, of course before getting on the road. friday morning the worst of it as doug said with the windchills 10 to 20 below. hypothermia weather frostbite weather, we're counting down with 29 days to go until spring.

let's look at the four-day forecast right now. high temperature 18 tomorrow, 19 friday. we start warming up saturday night is light, freezing rain, all rain with a high of 50 on sunday before we fall off early part of next week. we've got a lot more on the impact this snow will have for the evening rush in just a few minutes at 5:00. the storm team 4x4 is starting to see some snow in loudoun county. amielelia segal is live in leesburg. amelia? >> reporter: well, pat, we're here in leesburg right now with the storm truck. what you're looking at is our front camera. you can see in front of us a snowplow. we've been following him as he is pretreating the roads. the snow only a few miles away from us. i'm actually tracking the snow on my storm team 4 weather app. that's how i know where it is. our plan is to stay in leesburg with the storm truck until this heavy burst of snow move noose the area. at that point we're going to get on route 7 and follow the snow squall into the d.c. metro

intervention officer to find out how their training has changed the way they interact with the people they encounter every day how they say it's making communities safer and offering hope to those who maify be suffering in silence. our cameras were allowed inside the training including a giant warehouse where they practice four for real life emergencies. then at 6:00, doreen gentzler continues with this type of information. tisha thompson, news4 iteam. the news4 iteam is uncovering some big problems waiting for people outside our area's casinos. gamblers are losing big at local casinos and not at the tables. rather, car thefts at or near maryland's two largest casinos. as scott mcfarland shows us, betters walk in for some action at the tables, but they walk out to find the real drama outside.

>> reporter: you risk losing every time you walk into a casino. >> i knew something wasn't right. >> reporter: but larry mcmichael didn't expect to lose outside, too. it's 5:00 inside the garage of maryland live casino in anne arundel county. watch your screen closely. you're about to see a car thief take mcmichael's 2005 audi. a man seen walking throughout the garage makes his way to the line of cars being handled by the valet. >> just moseys in and gets in my car. >> reporter: slowly slides in before quickly pulling out. >> mcmichael didn't know how easy it happened until the iteam got the video. >> i was heartbroken. i ain't going to lie to you. i was sick. >> reporter: mcmichael wasn't the only person to lose big outside a casino. >> somebody told me, hey i think we made a mistake and gave your car to the wrong person. >> reporter: mandel way also gave his keys to maryland live's valet attendant.

police reports say the attendant gave the keys to a woman instead. news4 team was there when the man recovered his car more than a month after it was stolen. he said he was shocked the car was stolen from the grounds of a casino who is known for intense security. >> i was in a casino enjoying myself while they were probably enjoying my car. >> reporter: the iteam's review found seven police reports of investigations into stolen cars since early 2013 on the grounds of maryland live in hanover and at least one more on the property of horseshoe casino in baltimore since its opening. a spokesman for houserseshoe says 16% of crime has fallen and all gamblers can park in the casino's garage to avoid the street parking. a spokeswoman for maryland live says they have about 200 security officers and cameras covering just about every inch of the casino. and in her words it would be nearly impossible for someone to

perpetrate a crime on the property and get away with it. >> i ended up getting none of my stuff back. it was a headachy just walked away from. >> reporter: as larry mcmichael found out even when you get your stolen car back, you lose money he had to pay for a tow service, a new key, plus storage fees at the lot. mandel way's car was missing so long he bought a new one just days before he tracked down the stolen one, which he says the crooks beat up. >> they put additional 7300 miles on my car. >> police tell us neither of the car thieves have been caught. maryland state gaming officials issue a monthly report for all crime at the state casinos from stolen cars to stolen cash to stolen phones. you can read through the casino crime reports right now on our web site nbcwashington.com. click on "investigations." scott mcfarland news4 iteam. it's been getting a lot of attention since we first showed you the video monday afternoon. a so-called ice palace in the wake of a bad fire.

remember this? we first showed you these images monday afternoon, a burning building quickly turned to ice as firefighters put out the flames. since then the pictures and video have gone viral. but the building could be a thing of the past by the end of the day. nbc's george spencer explains. >> it's like an ice palace. >> reporter: an ice palace. >> that's what we call it. >> reporter: debby hicks said the nickname developed almost immediately. this former medical building glowing by day and almost other worldly in the dark of night.
