in marylan there will be a two-hour delay for all y'all out there. keep checking out nbc washington app for the latest announcements. >> now to our live team coverage. doug is out in the elements right now on the storm team 4 weather deck. how's it feeling out there, buddy? >> i pulled the short straw but you guys are in my weather center and i'm outside. it is freezing outside. 12 degrees on our thermometer here. it is extremely cold. the wind continues to blow this evening. it's quite nasty out. i'm watching a snow shower move just to our south here. that might come right through downtown. going to be a quick glancing blow of some snow. let's show you the numbers across our area. as we told you it's just cold. 1 in washington zero in manassas. that's the current windchill. 6 below in gaithersburg 5 below in martinsburg. quite amazing. we're talking act record low temperatures tonight. the record at bwi marshall 4 we're going go to about 3 tonight i think. the record at dulles is minus 2. i think we'll get to about zero.

line broken rail outside college park red line train malfunction there. and riders were tweeting out pictures of the backups, this one along the red line. take a look at one more here. this was just outside the noma station where riders said they saw flames on the tracks. turns out those are freight train trax and they do use a heater underneath the rails to heat them up. regardless it is cold and right fielders are having to bundle up. >> yes, it's cold but we need to working. >> put on your long johns, woolen socks, jacket, hat, you'll be fine. you can withstand the cold with the proper equipment. >> reporter: car batteries all over the area are dying and aaa says it's feeling a record number calls to fix them. at 6:00, what you might be doing right now that is draining your battery. you'll want to prepare as the cold air moves in. live in alexandria adam tuss

news4. >> while we're on transportation tonight fairfax county schools are responding to us from trapted parents whose kids had to wait outside in the cold for school buses that were delayed this morning. chris lawrence is in newsroom to tell you about that. >> tonight school officials are apologizing to parents and students but it was 10 degrees outside this morning and with windchills 7 below zero every minute that kids are waiting can be dangerous. students openly pushed officials to close school today or at least delay it. they've been venting their anger on social media. one student tweeted, kui i still can't feel my toes. dwlts delays were due to mechanical issues probably brought on by the holiday weekend where the buses didn't run for a few days. the school district did warn parents about the problem via a robocall at 7:30 in the morning after high school students were already out the door.

>> all in the south lake herndon, and marshall pyramids are running 30 to 60 minutes late this morning. this includes high schools, middle schools, and elementary rultds. >> but fairfax just released a statement saying it wasn't as bad as that call indicated. "we have about 1,500 buggss on the road each day and only 55 of our buses experienced delays of more than 15 minutes." an official says all the elementary school buses did run on time but this is the second time this year that fairfax county has a major issues with buses on a frigid day. in the newsroom i'm chris lawrence. the prince george's county circuit courthouse in upper marlboro will be parade klosed for second day in a row tomorrow. the frigid weather is blamed on a pipe that burst overnight. all proceedings will again be canceled for friday as repairs continue. it's been one of their top priorities and u.s. park police tell us tonight they have found the car involved in a deadly

hit-and-run that left a local woman mourning her fiance. park police tell news4 they're talking to a person of interest in the crash that killed rick warrick as he was changing his tire along the bw parkway in laurel earlier this month. his bride to be, jewel pearce was seriously hurt but survived the crash and talked to news4 from her hospital bed. he walked into court facing six counts of voyeurism. when he left he pled guilty to more than 50. so what's next for the rabbi who's gotten national attention for spying on and secretly recording female congregates? news4's chris gordon live outside d.c. superior court. >> reporter: the courtroom was h women who put their trust and spiritual lives in the hands of friendbarry freundel. he was a leader of kesher israel congregation in georgetown until

his arrest in october. rabbi barry freundel spoke publicly for the first time today. in court he was sworn in and asked by the judge, you want to plead guilty to 52 counts of voyeurism? "that's true," the rabbi replyied said, "52 count, theoretically the maximum sentence could be 52 years." prosecutors also said an additional 100 women appear on videos the rabbi took since 2009. prosecutors say that the case had gone to trial, they would have prove than the rabbi installed and operated recording devices at the national capital mikvah the ritual cleansing bath for the purpose of recording women fully or partially undressed without their knowledge or consent. the judge asked barry freundel do you agree with the prosecutor's statement of facts? the rabbi replied, yes, your honor. after court, the husband of one

of the women on the videos reacted to the plea. >> the point is he pled guilty. i saw tears in his eyes. he was crying. and it brings it to an end. >> reporter: there are reports the rabbi refuses to leave the house that kesher israel provides for him. his lawyer today clarified the situation. >> he is almost packed up and will be out within two weeks. the synagogue had offered to let him stay in the residence till march 1st but then wanted him to forego his pension of 25 years, which is in the neighborhood of $100,000 of his money that the synagogue is holding. when he refused to do, that they put out that press release saying he is illegally staying in the apartment. >> reporter: the rabbi's plans for the pewfuture on news 4 at 6:00. that's the latest live at d.c. superior court. chris gordon news4.

a woman who was on her way to a job interview in maryland is struck and killed. vanessa dixon was standing at bus stop in silver spring yesterday when an suv ran into her. police are investigating this as an alcohol-related crash. and today we're learning more about the victim. she was a mother of five. she comes from a large tight-knit family. her niece is one of several people who are speaking about her tragic death. >> this is hard for us. it's my aunt. and she just wanted to go to work so she could take care of her kids nap's it. >> coming up on news 4 at 5:00 her sister's thoughts on the man who hit her. video could help determine exactly what happened to a woman who died in fairfax after sheriff's deputies used a taser on her while snefs restraints. authorities are still investigating natasha mckenna's death at the fairfax county detention stwoernt weeks ago.

they say any video and data will be handed over the determine if criminal charges should be filed. new details that came out today reveal that mckenna was in a mesh spit hood and restraints when deputies used that taser. she was many the process of being referred to alexandria for allegedly assaulting a deputy. now to a pair of bold and violent bank robbers. not only are they walking into banks with guns out, yesterday one of them pointed a gun at a customer's head. the fbi tells us tonight the black hat bandits have hit seven banks in seven weeks moving from maryland to northern virginia. a $30,000 reward was just announced today. here's northern virginia reporter david culvert with a closer look. >> reporter: they're called the black hat ban diplomats. just look at the collage of surveillance images and you'll see why. since early january they've hit seven banks across our region dress in all black, their faces always covered, sometimes with a

dealing with the problem. >> but parents at forrestville high they tell tracee wilkins that not enough is being done to stop this. >> parents 'ooe reactions say it all. >> oh, wow. oh my god. >> reporter: when we showed them sh video, they were shocked. >> this is happening in this school? >> school officials confirmed it happened on january 20th during the school dey. a number of students were involved. the video is about a minute long and it's what we don't see that upset parents the most. >> i department see any teachers anywhere trying to break this pup. so that means that this was just going on. >> reporter: we received this video after airing the story about a teacher at forrestville high school being punched and knocked out by a student on january 29th just a few days after this fight. the person who e-mailed this video said the school was out of

control. >> i don't think we have one school that's out of control. >> reporter: darryl williams chief of student services for prince george's county schools, says while the students involved were disciplined due to school confidential policies he can't say to what extent. he says his job is to ensure students and parents feel safe in every school. and he'll review the culture at forrestville. >> what's the day to day life here at forestville and other schools? and what does the principal and the staff feel they need that we can bring as an additional resource to support this school to be the robust school that we know it is? >> reporter: parents hope that will mean no more violent incidents at this high school and military academy. >> i guess for me as a parent, it's time for me to begin to investigate what's really going on here. >> reporter: tracee wilkins, news4. now, school officials also told us they have complete trust in the principal at forestville high school and believe that he is able to deal with the issue surfacing at the school. maureen mcdonnell's lawyer

say the public shame was punishment enough and tomorrow we'll learn whether virginia's former first lady will go to prison. the same judge that sentenced her husband, former governor bob mcdonnell will be sentencing maureen mcdonnell tomorrow. prosecutors are suggesting 18 months for corruption that included taking gifts from a wealthy businessman. her lawyers want community service and wrote to the judge saying "mrs. mcdonnell has lived the worst nightmare of a public official's spouse vilified in the media and blamed not only for ruining her husband's political career but for sending him to prison." a highly debated change for maryland's highways is getting a green light tonight. today the state senate approved a measure to raise the speed limit from 65 to 70 miles an hour. now, this marks a milestone for the bill which stalled in the senate committee last year. a poents of the measure think it's a dangerous move that could make drivers think there's leeway to speed up to 80 miles an hour. the bill's sponsor says the increase would not be mandatory

statewide. and the museum at the ford's theater national historic site was closed again today after a water leak flooded that museum floor. an inch of water was found in the museum on thursday -- wednesday morning. maintenance crews are still looking for the source of the leak and believe it may be r related. that museum located under the historic theater where president abraham lincoln was assassinated. no museum artifacts were damaged by that. doug can you feel your face? >> yes. i was standing right behind you. just point over your right shoulder. here's the thermometer. right behind you. now down to 11 degrees outside our studio. i mentioned a snow shower to you. >> we just saw it on the other shot. >> coming right downtown. some snow coming down across the city right now. it's not going to be much. it's going to last maybe five ten minutes. that's it. these are just flurries. a snow shower.

this will continue to move on down. a chance for flurries yesterday. 17 degrees at the airport. the windchill 1 degree. 17 after a high today of 19. i have to check that though. we stayed below that 20-degree mark extremely cold. 13 in martinsburg, 10 in gaithersburg 17 in fredericksburg. not much showing up on the radar but you can see these little streerms here. these are lake-effect snow showers coming straight down from the great lakes. you can see a few coming through montgomery county back along portions of martinsburg, then that one coming right across the potomac right now eventually moving towards prince george's county. current windchill, 1 in d.c. zero manassas 7 below in hagerstown 3 below in winchester. extremely cold night but we're just getting started. tonight, brutally cold, windchills 5 to 20 below zero through noon tomorrow including one of the coldest days we have seen in february in years. and, again, we could set some records overnight tonight. feels-like temperature, the windchill as we move through the overnight hours down to 4 below

by 11:00, 12 below gaithersburg 11 below, manassas. look what happens early tomorrow morning. we're at 20 below in gaithersburg 22 below in hagerstown 15 below in manassas culpeper at 12 below, gaithersburg rockville coming in between 15 and 20 below. extremely cold start to the day and even around 1:00 in the afternoon, we're still right where we are right now. so it's going to feel very similar tomorrow afternoon than it does right now. just some extreme cold moving on in here. it will stick with us through the day on friday and into saturday. now, cold and rather breezy early tomorrow but then the wind will die and it's just going to be a cold afternoon. tomorrow afternoon will feel better than it does right now because of those winds. but then watch what happens on saturday. clouds move in and so does the chance for snow by around 1:00 2:00 3:00 in the afternoon we hope to see that snow or will see it just about everywhere. we think enough cold air will move in that we could see the snow change to ice. we could see a couple inches of snow early on saturday.

yesterday. her closest rel tichs tell me that as a family they've never experienced such a tragedy. >> this is hard for us. it's my aunt. and she just wanted to go to work so she could take care of her kids. that's it. >> reporter: vanessa dixon was a mother of five children a grandmother, a sister the large family she leaves behind is in a lot of pain. >> whoever take her life away i need to see that person put to justice. justice! >> reporter: the man driving the red suv police say hit dixon has not been charged. the investigation is just beginning. dixon was walking on cresthaven drive in silver spring wednesday morning. after hitting her and two cars, the driver was given a beth lieser. police are not releasing his blood-alcohol level, but they tell us they believe alcohol was

involved. >> there's no words can come and comfort us or no feeling. >> reporter: today flowers and candles sit where dixon, 49 was killed. her family says she had just gotten off the bus and was on her way to a job interview in white oak. vanessa dixon was a nursing assistant who showed her daughter samantha a kind of love that tonight means more than ever. >> out of all of my aunts and uncles her way of raising us was the hardest, but i actually appreciate it because all five of us are really strong children. >> reporter: coming up tonight on news 4 at 6:00 why one of vanessa dixon's family members tells us she empathizes with that driver. live in silver spring kristin wright news4. more than 1,600 students in the district are going to have to find a new school. one of the city's largest public charter schools, dorothy height community academy, had its charter revoked. the school's founder is charged

with diverting millions of dollars for his own use. today the public charter school board said in a statement that it will work"ensure that these students complete this school year with minimal, if any, interruptions and have options and guarantees for the next school year." six people will have to find somewhere else to stay tonight after a fire gutted their townhouse. chopper 4 up toemp scene this morning. as firefighters battled the bitter cold and wind gusts too. this is in columbia maryland. it began in an end unit townhome then spread to the next one over. everyone made it out safely. no word yet on what started the fire sxwroop a 77-year-old maryland man is recovering tonight after a heartbreaking attempt to rescue his dog from the icy waters of the south river in anne arundel county. he braved the cold and found the dog after a 20-minute search yesterday morning. rescue crews pulled them both from the river, but it was too his pet. after going to the hospital, the

get to really know these prospects on a personal level. redskins linebacker ryan kerrigan says he remembers sitting there trying to figure out what the coaches wanted to hear. >> everything you do you think somebody's watching like because that's how you're trained to think, even when you're just walking to get something to drink or eat, you're looking over each shoulder like is someone watching me. but so i mean that was the main thing that made it so stressful. >> reporter: you get about 15 minutes with these coaches. what are some of the questions they ask? >> they know the answers to most of the questions they're asking. they just want to hear you say them and see if you ear going to be honest or not. they'll throw a couple curveballs in there like i got asked would you rather be a dog or a cat. and of course i said a dog because i'm a dog person. but -- >> reporter: were you thinking maybe i should have said cat to seem softer or something? >> of course not. i was like a dog because, you know they're ferocious and they're more aggressive and, you know just tried to give some cliche answer. and hopefully that was what they

prince george's county bureau chief tracee wilkins at a fire in temple hills on the scene. what are you seeing tracee? >> reporter: this is still under investigation, what caused this fire and still smoldering as firefighters continue to fight this fire that started a little after 4:30 here. now, we do understand that there was one man inside this home who was airlifted to the hospital. i'm told that he is in serious condition. they are just beginning to check him out to see if he is going to be okay. again, airlifted out of the house after this fire. exactly what started it and where it started. they're going to have to investigate to figure that out. only one person in the home when firefighters arrived. they do not believe that any else was inside or injured. now, for folks who are traveling in this area coming down allentown road know that it is blocked. when you get to westchester

brutal. look at the windchill. 7 below in camp springs, 8 below gaithersburg cyr flow manassas 2 below in ft. belvoir, annapolis at 1 degree. extremely cold nap's why we have a windchill advisory in effect until noon tomorrow for windchills between 10 and 20 below zero neeps why we're talking dangerous cold and will see more school closures during the day tomorrow. storm team 4 radar clear for the most part but a few light snow showers, not going to amount to much. the cold air is in place. our next storm system moves in in less than 48 hours. it's now on saturday that we'll see that storm move in. notice at 8:00 it's already encroaching upon our area already snowing down around roanoke. in our area i think we see the snow move in right around noon and lasts through a couple hours. 2:00 everybody seeing snow even towards richmond. the warm ace races in at least aloft. what that's going to do is create not just snow around d.c.

meeting josh hardy recently you can see he's an 8-year-old so full of life. he's got a great sense of humor, loves to have fun with his three brothers. but he and his family have been through a long struggle to survive a series of medical problems. as we learned, the journey isn't over yet. when the camera turns on josh hardy can get a little shy. lots of people want to know how you're feeling, josh. >> good. >> reporter: so it can be tough to see just how far the 8-year-old has come over the last year. that's because when the world first met josh he was dying. >> he is gosh 100% from where he was this time last year. i mean just he couldn't even sit up. he couldn't eat. he could barely stay awake. >> reporter: josh was diagnosed with cancer when he was just 9 months old. he was treated but it came back twice. eventually all those years of chemotherapy took a toll and josh needed a bone marrow

transplant. but that wreaked havoc on his body. >> his body just started to freak out. his heart failed. his kidneys failed. his lungs were not working well. >> reporter: and that's when an aggressive virus took advantage of his weakened immune system. his mother amy, says their only hope was an antiviral brug called brincidofovir, but it's not approved by the food and drug administration yet, which means a doctor can't prescribe it. so the family asked for something called expan access or compassionate use to get the medication for josh. the drug's manufacturer said no. >> where there's a will there's a way. i said that once and we just didn't getlet go and so many people didn't let go with us. i mean our family was a tremendous part of this. i mean i think they ran the best pr campaign in the world. >> reporter: that's when the hashtag #savejosh was born in an effort to put pressure on the drug company. >> no idea that it was going to blossom to what it did.

the white house is calling all families with fourth-graders. >> you're about to get new options for spring and summer break opportunities. >> today president obama announced the every kid in a park initiative giving all fourth-graders and their famili free admission to national parks and monuments for the next year. it aims to get students to celebrate the outdoors ahead of the 100th birthday of the national park service. >> this all coincides with the creation of three new national monuments, one in chicago, another in colorado and a third in hawaii. and marines from across the country are gathering in a snowy arlington today to commemorate the 70th anniversary of the start of the battle of iwo jima. a wreath laid at the u.s. marine corps memorial in honor of those lost in 36-day fight. it is one of the deadliest battles in u.s. military history. coming up at 6:00 we'll hear from some of the survivors including one of the youngest
