could approach 20 below zero. >> and because of all this cold weather, a lot of kids will be out of school once again tomorrow. and we can expect even more closings and delays as the night goes on. >> and if all that wasn't bad enough the snow is falling again, as the temperatures struggle to stay above zero. >> also developing right now, a woman was hit and killed at an intersection in fairfax county. police are looking for the person who hit her. we're going to get to that developing story in a minute. first up we begin with the cold. really cold. shomari stone will join us in a bit. we report on how people are dealing with all of this. >> but first, doug kammerer this arctic blast is something we don't normally see this late in the season right, doug? >> no as a matter of fact doreen if we do set a record today, it will be a record in the metro d.c. area. the old record 8. i think we'll get down to 6. that's the first time we have

set a cold record in the month of february in a hundred years -- 1970 rather but that record has stood for over a hundred years. this is historic cold air. we do have snow approaching parts of the area this area of snow very heavy. when it comes in it drops a quick coating to a half inch right now around the camden springs area up to marlboro. look at the wind chills. 3 below in d.c. 13 below in hagerstown. that's why we have that wind chill advisory for wind chills between 5 below and 20 below overnight for the area. we tell you all day long not to be outdoors in this cold but we sent shomari stone outside. i just heard you, man, talking about it. you are freezing. >> >> reporter: i am freezing doug. i have on layers right now. to be honest with you, i still feel like i'm cold. i'm here at macarthur boulevard and arizona avenue. you look right here doug 11:02, and it is 11 degrees.

a lot of folks are cold. we found one woman, even though it was cold she got cabin fever and decided to come out and take her kids outside. i mean it is cold out here. >> it is freezing. >> reporter: sarah davis quickly walks holding her daughter in this brutal cold. they just got off the capitol wheel. >> it was a great ride though warm on the wheel. >> reporter: right now i'm on the capitol wheel. we're above the potomac river. let me show you the view from up here you can see the snow the ice on the water. this guy sells winter gear in chinatown in northwest d.c. right now this bone chilling weather might be nothing compared to the temperature overnight, which could set a record low friday morning. >> even though i have a jacket on i can feel the cold like going through my jacket to my skin. >> reporter: what's in there? >> a latte. >> reporter: it is keeping you warm? >> not any more. >> reporter: and sarah davis

isn't staying out any more. she's had enough. >> cold out here oh! >> reporter: woo! so it is very cold obviously. we have an update for you. the clara barton parkway between chain bridge and glen echo is closed right now due to a water main break. that water just broke -- i mean the water main broke, then the water covered the street now that water has now turned into icy hazardous conditions for drivers. the national park service will put out more information overnight. make sure when you wake up in the morning you go to nbcwashington on twitter and we'll let you know if the road is still icy and the clara barton parkway is open or closed. shomari stone. >> thank you, shomari, go warm up. many schools in our area are on a delay and a handful closed tomorrow. that includes fairfax county which experienced major bus delays caused by the cold this morning. they're closing tomorrow. loudoun, prince william and

fauquier counties. and manassas schools all will be closed tomorrow. closings are running on the bottom of your screen. we've been asking all day whether you think schools should close because of the extreme cold. thousands of you have weighed in and it appears that most of you resounding yes is your answer. they should close when it gets this cold. jim? >> we'll have the latest on all this potentially record-setting cold on news 4 today that begins at 4:26 in the morning. you can get up-to-the-minute updates with our nbcwashington app. now to the developing story in virginia. a woman was killed crossing the street near a fairfax county shopping center. tonight police are looking for whoever was driving the vehicle that hit her. >> this happened near the village center in centreville just off braddock and stone roads. that's where we find news 4's jackie bensen. >> reporter: we're told this woman may be in her 80s.

now, police are dealing with a mystery here. take a look. this shopping center is right across the street from where this happened and you can see just over the hill here that's stone road where the collision took place on the other side a busy housing development. yet because of the bitter brutal cold no one saw anything. this woman was found in the middle of the road. we have some video of earlier when fairfax county police detectives were on the scene trying to get some evidence that may be here trying to figure out exactly what happened. and they tell us help from the public will be crucial in this investigation. >> we're hopeful that someone saw something, saw this woman attempting to negotiate across the lanes here on braddock road. and if someone saw her, we'd like them to contact the fairfax county police department. >> reporter: now, it's almost unimaginable that at 6:45 at

night someone would not have seen an elderly woman struck by a vehicle and left in the road but again, as i said because it's so cold no one's walking around outside. it's very dark here. people are wearing dark clothes. and at this point police need to hear from anyone who might hav something here tonight. live in centreville, jackie bensen news 4. two people found dead this evening in a park in virginia but police say they are not looking for a suspect. officers found a man and a woman in a car parked at mountain run lake park. that's in culpepper county. we're told both of them had signs of trauma. at this point, police are asking anyone who visited the lake area today to give them a call. just in to our newsroom, we're getting our first look at a person of interest in the case that involved an suv stolen with a 5-year-old in the backseat. a man earlier this week said he got knocked out after getting out of his car tuesday evening. this happened in southeast washington. and two people drove off with

his car. they apparently didn't realize the child was in the backseat and bailed out of it a few minutes later. the child was not hurt. a local rabbi accused of secretly recording women now faces possible decades in prison and tens of thousands of dollars in fines. his name is barry freundle. he pled guilty earlier today to 52 counts of voyeurism. prosecutors say he recorded women as they undressed at the kesher israel in downtown. there could be more than 150 victims. rabbi freundel will be sentenced in may. a house fire seriously injured a man in his 80s. when he used gasoline to start a fire in his fireplace. they found him outside his home with burn injuries. y was air lifted to a burn center. the home suffered $100,000 in damages. parents say there is a

growing problem of frequent fights in the hall of a high school in prince george's county. this is video obtained by news 4. it shows several girls fighting at forestville high school last month. today school officials told us the kids involved in the brawl were disciplined but they would not say what kind of discipline. there are new developments tonight in that road rage case in las vegas. police have arrested a teenager for killing a mother of four. chris lawrence is at our live desk with the twist in this case. >> reporter: yeah doreen it puts the random shooting in a completely different light. he's 19 years old. only lives a block away from the woman and looks as if they knew each other well. take a look that's eric nowsch with no shirt on. there was a tense standoff outside the house before he gave himself up. tammy meyers came home after the road rage incident picked up her son and his handgun. they went looking for nowsch.

he followed them home. that's when the shooting started. meyers was shot in the head. and her husband lashed out at those who suggested she's partially responsible for what happened. >> you made my wife look like an animal and my son. there's the animal a block away! are you happy? >> investigators said they had no idea that the family knew nowsch. but now there are reports that tammy mieyers was actually a mentor to him and tried to help him out when she could. police in cleveland have released surveillance video of a shoot-out that happened last year during an eviction. when bailiffs tried to go into the apartment, the man inside opened fire. everyone in the hallway dived for cover. the man inside closed the door and then was involved in a standoff for hours before he shot and killed himself. a police officer in michigan is recovering at home now after being hit by an out-of-control

car. it happened on saturday. dash cam video shows the officer helping a motorist on the icy road when an 18-year-old driver went careening across the median. the officer was hit and thrown into a ditch on the side of the road. he was taken to a hospital. we're told he had minor injuries. two pups on ice and rescuers had to battle the elements and the dogs to save them. d.c.'s finest recognize their own. we'll report how one officer earned his special honor. i'm like they need help. >> she wanted a job, and it cost her big. tonight a warning about a nanny

parents are usually careful when hiring someone to look after their children but what about the flip side the care givers? tonight how nannies are the target of a new scam. consumer reporter erica gonzales sat down with one victim who lost dollars. >> reporter: the university of married junior has a full classload and is looking to make some money. she's an elementary ed major and wanted a nanny job. she posted her information on care.com. >> i have two friends who are on it. one friend is baby-sitting right now. >> reporter: so when lee received a text message from a mom look fog are a nanny, she jumped at the opportunity. she read us the text. >> i'd like to know if you're available to baby-sit a 4-year-old child. if interested kindly send your resume or references to my e-mail. >> reporter: the job fit her

schedule it was in silver spring. and the family looked nice. >> we need you to do us a favor. that's where the money comes in. >> reporter: lee says the family read her a tall tale about being stuck in the hospital oversee saes and needed a wheelchair for their son which led to lee receiving a $3,000 check. she was asked to deposit the money if her account and wire the money back. >> supposedly it was supposed to help pay -- i can't remember what they said. the deliverer or the manufactureriers. they seemed like they need help, so why not. >> reporter: lee soon learned there was no family and no job and the check she received was fake. but the $3,000 she wired was very real. the money was gone from her bank account before the check bounced. lee reported her experience to the money transfer company and the federal trade commission. the ftc has since launched a nationwide investigation because lee is not alone. state attorneys general also mimic the warning and say scams

are evolving. >> they are constantly trying to be something that's going to be a little bit different, something that's going to go a little more after your heart. if someone sends you money and tells you to take some or all of that money and send it somewhere else and you don't know that person it's a scam. >> reporter: we asked care.com about the scam and it told news 4 overpayment scams are often targeted at internet job sites including care givers. the it started offering fraud protection tools. nbcwashington.com has a list of ways to protect consumers including care givers looking for a job through the web. as for lee, it was an expensive lesson. >> people who fall for those internet pranks on like dating sites, they just really want to find a relationship. i really wanted to find a job. >> reporter: erica gonzales news 4. dozens of d.c. police officers were honored tonight for outstanding service over the

past year. among was officer shannon strange. he was named the sixth district officer of the year for acting quickly when he found 8-year-old jaydan stancil who had been shot in the head. strange put stancil in his cruiser and took him to a hospital instead of waiting for an ambulance to do so. that possibly saved that boy's life. so doug it's not bad enough that it's bitterly cold but we're getting more snow tonight! >> yeah we got a little bit of snow tonight. and right now looks like we d see even more during the day on saturday. those numbers continue to go up a little bit. let's take a look outside. something we all want to see. how about 8 degrees out there on our storm team 4 weather deck. it's a cold night for sure. we don't have to tell you that. we've been talking about it. but what we've seen is this air coming straight from the poles. this is actually siberian air. we call it cross-polar flow. it moves over the north pole and comes straight down towards our area. we don't see this very often.

and we really don't see it very often in february but here it is. 12 degrees currently. the wind chill at 3 below at the airport. the record-breaking cold i do think we'll set a record at national 8 degrees, that old record set back in 1896. not in d.c. there was no airport there, i know but 8 in d.c. in '96. 2 below in dulles. temperatures now 7 in gaithersburg 9 in manassas 9 in windchester, 10 in the leesburg area. the cold is here and so is the snow. it did put down a coating to a half inch in some areas. now right down towards waldorf, waldorf seeing that little snow burst as it makes its way in through here. charles county brandywine this will go right it wases you folks right towards prince frederick. in 20 minutes you'll see that snow coming down.

wind chills 3 below in d.c. 13 below in hagerstown. 2 over towards cullpepper. that's why we have that wind chill advisory possibly overnight. in the d.c. area 10 below is as low as we'll go. that's low enough for early tomorrow morning. here it is. by early tomorrow 7:00 a.m. 11 below possibly. 18 in gaithersburg 10 in culpepper. even during the afternoon, we're still at 2 below in gaithersburg and 2 in d.c. an extremely cold friday. it could be definitely not only the coldest day we've seen this winter but maybe the coldest day we've seen in years. now high temperatures tomorrow are going to be on the cold side. you know that. it will be windy fairly early or at least breezy. the wind will die tomorrow. the cold a remains. another very cold night tomorrow night. that sets the stage for saturday. we see the clouds move in. and look at this. the snow back to the west at 8:00 a.m. then watch it envelope the

entire area here around 1:00 and even through early in the afternoon around 5:00 still seeing snow but now also starting to see some ice. some of the latest computer models giving us a little bit more snow. here's our first call on this. about an inch maybe more down to the south and quickly over the ice. twoives s inches plus in the d.c. area three including leesburg and that's something we'll be watching over the next couple of days. tom kierein will have the latest on this one tomorrow morning at 4:26. he gets up at 1:30 by the way. 32 degrees on your saturday. but quickly warming. it will warm overnight into saturday. some rain some likely to be heavy on sunday morning early, then it gets cold with another chance of snow next wednesday. >> and tell us again what you said about the weather in alaska. >> it's warmer there than it is here. you don't see that very often. >> no. all right. trying to keep a sense of humor.
