communication, to improve their emergency system. $11 million in grants for the radio network in the me the troh tunnel. in the article, a metro spokesperson is quoted saying the system was unreliable however that information was never passed along to d.c. firefighters. the spokesperson saying that firefighters should have regularly been checking the radio system. i want to clarify the school districts i mentioned in west virginia are in fact closed today. your time right now 4:34. 7 degrees here in tenleytown. police are trying to figure out what happened to a man and woman found dead in a northern virginia park. officers found them a car parked at mountain run lake park. we're told both had signs of injuries. county police are asking anyone who visited that lake yesterday to give them a call. take a look at your screen here. a $1,000 reward is being offered for information about this man. police say he is a person of interest in a kidnapping. earlier this week a father said

two men mocked him out and stole his suv. this happened on martin luther king junior southeast. after taking the car, the thieves realized there was a child in the back seat. the men ditched the car. the child was not hurt. police say this is the man behind a series of burglaries. he was charged with burglarizing four homes in wheaton. investigators say he would enter through unlocked doors and windows. he's also accud of assaulting one homeowner. today there could be more dedays about a man shot in 2013. john gear was in a standoff with police when he was shot. earlier this year fairfax county board of directors released the results of an internal audit. the records show gear had his hands up and he was unarmed at the time of the shooting. today more records could be released. keep an eye on the nbc washington app. we'll post any new development as they happen. a local rabbi accused

secretly recording women faces decades in prison and thousands in fines. barry freundel pled guilty to voyeurism. prosecutors say he recorded women as they undressed in a shower area. they say there could be more than 150 victims. rabbi freundel will be sentenced in may. a pennsylvania man is facing murder charges in prince george's county for performing an illegal butt enhancement procedure. taylor is scheduled to be arraigned this morning. the procedure happened last march inside a capitol heights hotel room. prosecutors say taylor injected the woman's butt with silicone. investigators say the woman became sick after the injections and eventually died. today students will get a chance to weigh in on udc's plan to close its downtown community college campus. mark segraves first reported the news tuesday. about 2500 students would have to be moved to the van necessary campus. today's hearing is at 3:00 p.m..necessary campus. today'

the officer was hit by the car. he was thrown into a ditch. police say he is recovering in the hospital and is expected to be okay. it's hard to watch. >> it is. and we see a lot of that happening this time of year. if you have to be out on conditions like that, 10 miles an hour is thenot unreasonable. just creep along. this morning the big story is the incredible cold we're dealing with for the first time in a long time. >> tom kierein here now with your weather and traffic on the 1s. are we breaking records? >> we did at reagan national. brand new low got down to 7. that breaks a 119-year-old record for the date. right now elsewhere in the suburbs, just low single digits. winds are still gusting around 20 miles per hour. so we have windchills minus 5 to minus 15 around the petro area. hour by hour the winds will be diminishing by this afternoon but sunshine we ought to make it in the mid and upper teens.

good morning. it is dangerously cold right now. we're down into the low single digits. only 2 above in rockville, 1 above in gaithersburg reston 3 above, dulles now just 2 above, leesburg at 5 above, in the low single digits much of the rest of maryland. and our windchills even though winds are down to around 15 to 20 miles per hour windchills are minus 5 to minus 15. it really can be tough to describe just how cold it is when it's this cold so we want

to try to show you this morning. amelia segal is live on the storm team 4 weather deck to show us how quickly things can freeze out there. all right, let's see what you got. >> reporter: what you were seeing me doing is blowing bubbles trying to get them to freeze. i don't think the temperatures are cold enough. obviously water freezes when it's below 322 so we're well below that. let me give this a try. hang on. >> so what is happening right how is the bubbles would usually float away, they're falling right down. i haven't been able to get any of them to freeze. if i do i'll search take a picture. but throughout the morning hours, we'll have fun with the cold. i'm layered up i'm perfectly fine. we'll be doing different cold weather experiments this morning. we'll be seeing how long it takes to freeze a t-shirt, see if we can make ice cream outside, see if we can change

boiling water over to snow just to demonstrate how cold it is. now, temperatures again are well below zero. so in some spots this morning like tomorrow is saying, when the windchill is 18 degrees or lower, that's when you could start to see frostbite set in in about 30 minutes. so an area to be super careful in this morning is gaithersburg. like i said, coming up throughout the morning i'll be doing different experiments. i have to say, i think this one is kind of a bust. and also i got the bubbles what? they don't come with a wo using a straw. but we'll have different things throughout the morning. >> all right. thanks. >> make sure you bring your ice cream with you. check out these amazing pictures from mya falls. it is so cold, it's creating amazing ice formations. most water falls freeze over when it is this cold but there is too much rushing water at niagara falls for them to

completely freeze over so you get beautiful images. bitter cold is not just slowing down niagara falls it's slowing down your car, too. aaa has fielded more than 50,000 calls for dead bat theor batteries. and car experts have advice. >> unplug your little cigarette lighter adapters for your phones and just pray that it starts. >> okay. aaa recommends that you you check the strength of your battery regularly especially if it is more than two years old. the prince george's county courthouse is closed today for a second day in a row. frigid cold temperatures caused a pipe to burst in the building on wednesday damaging the electrical system. it left the building with no heat. there is no word as to when the building will reopen. 4:48 now. with temperatures like these, it takes only a few minutes for frostbite to be a real danger.

we've posted eight facts about the crazy cold weather in our nbc washington app. you can check it out there. breaking news from the live desk. two trains collide in switzerland near the german border. the early report is that five people are rurt. investigators say the two trains were traveling in the same direction, one is a subway train, the other a high speed train. it was that high speed train that hit the other behind knocking the train cars right off the tracks. none of the cars actually overturned, but they were derailed. people in the area are trying to clear the scene getting all the commuters on to buses to get them out of there. again, we know five people have been hurt. we'll keep watching this from the live didfve desk. we're waiting to hear more -- rather to hear whether a man will be charged after he killed a woman in a hit and run. have avanessa dixon was headed to a job interview when she was hit.

police are investigating the crash as alcoholrelated. they have not released the results. dixon's family told news 4 they are devastated. >> this is hard for us. it's my aunt. and she just wanted to go to work. so she could take care of her kids. that's it. >> could be up to eight week before charges are filed. the driver is not in new this morning, check your spice cabinets. hundreds of products are being pulled from store shelves after traces of peanuts were found in them. the fda is warning people with allergies to avoid cumin and products that contain cumin. other spices to avoid are groundcinnamon and indian spices. michelle obama is bringing together women from multiple generations who have helped bring about change.

4:51 our time now on this frigid friday >> frigid friday indeed. we're talking about temperatures this the single digits. tom, really? i've lived here my whole life. i don't remember it getting quite this cold. >> it is very rare. we set a new record at reagan national. and that hasn't happened in 119 years. >> so i wouldn't have seen it. >> so since 1896, that was the old record for february the 120th. and we have a weather alert day this morning because of this dangerous cold weather. the temperature right now at reagan national is at 7. old record was 8. so this is a brand new record low for the date. and the last time we had a record low in february was 45 years ago way back to 1970. temperatures right now are single digits just about everywhere from west va virginia, maryland the eastern shore, nearby suburbs north and west are down to near zero right now. and the windchills are around 5

to 15 below zero in the metro area and around the bay, and look at hagerstown their windchill now 19 below zero. that's what it feels like. winds have diminished there yesterday, but still strong enough for a windchill advisory for windchills minus 5 to minus 20 all this area in blue eastern west virginia, all of virginia most of maryland and the metro area. so walking this morning is going to be a challenge. we'll have these frigid chills with temperatures single digits for the morning commute and walking back home not much better. we'll have a lighter wind but temperatures only in the mid teens with bright sunshine. here is timing on snow coming in on saturday. this is saturday as of noontime snow comes in to the shenandoah valley and then after that moves in will to the metro area and across northern virginia continues into the afternoon. by 6:00 p.m. pink zone, it may change over to sleet and freezing rain. and then late on saturday night, changes over to some rain that may continue into sunday morning. leaving in its wake 2 to 4

inches of snow and sleet in the metro area. lighter amounts around the bay. but maybe 3 to 6 inches montgomery county western fairfax, loudoun county fauquier and shenandoah valley by the time it's all said and done by late saturday night. morning rain lingers on sunday. getting above freezing sunday afternoon. then monday tuesday and all next week should stay dry but chilly.w melissa, what's going on? >> things looking good. just got off the phone with meg ap-mcgrath. clara barton parkway just reopened. so could be a little slick of course they have a lot of treatment on the roadway there because of the freezes overnight. but it is open. so no more big problems. 270 in and out of town, no problems there. do have an issue kind of near gaithersburg high school south frederick at chestnut, the right lane blocked from an emergency road work this morning. 66 looking good. 9 a, no major issues. taking a look beltway at branch avenue rolling along nicely.

bars remain restricted. the bill heads to the governor. you may have heard the term cord cutters. people who no longer subscribe to cable tv. dish network is trying to win over those customers by launching sling tv a new streaming service that allows kugss to choose the channels in their subscription. s eat seen as a way for dish to compete with netflix and hulu. it costs $20 each month and includes a base package of channels. half a million walmart workers will soon have a bit more cash in the paychecks. walmart announced it will increase wages to $9 an hour by april. that's $1.75 above the current federal minimum wage. by this time next year, they will earn $10 an hour. some jurisdictions including d.c. already have higher minute will mum m wages. new 4/# "today" tips now continues now as 59:00. >> it is freezing. >> i can feel the cold like
