beginning. this amp, storm team 4 is tracking another cold snap that will hit us this evening. >> it could lead to more trouble tomorrow morning. it even has a chance to break a few records. storm team 4 meteorolo veroni begins our coverage first at 4. v.j.? >> nearly two dozen counties with school delays this morning because because of icy conditions. i think we'll have more delays tomorrow maybe not quite as widespread. the temperatures are back down again, 31 in d.c. 33 in fredericksburg. folks south around quantico stafford 25 to the north, montgomery county around gaithersburg and sandy spring. the windchill factor though those temperatures what it feels like out there, at least 10 degrees lower than the air temperature. the winds still gusting over 20 miles per hour. look at that windchill, 16 now manassas 15 in gaithersburg. our cold run is expected to continue with our average temperature now around 49 to 50. but we're not feeling any of that. got a little bit of a break, of course second half of the weekend, but for us it's a cold week ahead.

your weather headlines, more icy conditions coming your way tomorrow morning, freezing conditions tomorrow and yes, this week we could see a few flurries drift by. i'll show you when coming up. >> all right, veronica. thank you. the courthouse in upper marlboro is closed for a third straight weekday because of broken water pipes. >> something a lot of homes and businesses are dealing with right now. tracee wilkins joins us with a unique look at the issue there. >> reporter: we have a unique look from the inside of the courthouse. this is cell phone video that one of the employees shot inside of the courthouse. take a look at what it was looking like. it looks like it's actually raining. those are two pipes that burst this afternoon, and they had to once again evacuate the courthouse. now, it was already closed to the public but they had employees come back in to cover up their personal belongings and get pictures and d e brie off the wall because they were going to test the sprinkler system.

but then they decided to hold off on all of that after a pipe burst and water started pouring into the courthouse. and then once again they decided to close the courthouse. from what i'm hearing, it could very will be closed again tomorrow. on news4 at 5:00 and 6:00 we take a look at what this means for the cases and the business that needs to be handled inside this courthouse. tracee wilkins, news4. >> a broken water main is causing headaches in an alexoo one is on janee's lane near west taylor run parkway. the pipe ruptud this morning and the entire block is closed off. it could create a sinkhole and one resident is afraid to leave the house. we'll check in with kristin in the next half hour for an update. some context about the winter weather's toll on this region's water infrastructure. there have been more than 160 water main breaks in just the

past week. about half of those happened yesterday. and those were just in prince george's and montgomery county. crews are working around the clock to restore water service. for help winterizing your home, go to nbc washington and search winter tips. we're also looking into the frequency of smoke and fire emergencies at metro stations after several more incidents along the rails over the weekend. transportation reporte crunching the numbers for us. >> reporter: it's not your imagination. the number of fires on metro are on the increase. the trend is heading in the wrong direction. this past weekend a fire and smoke incident at woodley park. look at this graphic and you can see fire incidents are on the rise. 104 in 2014 compared to 86 fire incidents in 2013. riders along the system say they'v has it ever crossed your mind

when you're riding that might be an issue? >> yes. i know walking is safer. that's why i do that. this should be completely safe and it's not. >> reporter: coming up on news 4 at 5:00 these incidents are obviously tis ruptive to metro service, so how is metro doing its on-time performance? this is what firefighters in montgomery county saw driving up to a house fire early the morning. the home is in gaithersburg. it took 75 firefighters to bring the blaze under control. no reports of injuries. we just learned a 29-year-old man was the one killed during a burst of gunfire overnight. police kol got a call about a shooting just after midnight in northeast. they found the victim in an apartment on brentwood road near 13th street. he had been identified as marcus mclan of upper marlboro. a neighbor tells news4 she heard about six shots that sounded like they came from two

different guns. police are looking for two men who left the scene in a black car. it looks like president obama's immigration action is headed for federal appeals court today. the government filed notice that it would appeal a judge's temporary stay on the presidential action that shields millions of people from deportation. now, the judge's order gives a coalition of 26 states more time to pursue a lawsuit aimed at permanently stopping the president's executive action. getting around has been especiallily tough in northern texas today because of wet and icy conditions. this is a look at the roads in denton this morning. the region could end up with an inch of ice. there have been dozens of highway accidents and more than 900 flights have been canceled out of dallas-ft. worth airport. the temperature right now 27 degrees, the average high this time of year 60. the government is joining the conversation after an oscar moment that nearly brought the house down. and one of the city's most famous furry citizens marks a

things are getting back to normal on a road in gaithersburg after a trash truck sp. it happened about 8:30 this morning. crew was called in to help with the cleanup. the truck collided with a van. one person was take on the hospital. last year's csx train derailment in lynchburg could be a costly one for the company. state environmental officials are proposing a $361,000 fine for the accident that dutched 30,000 gallons of crude oil into the james river. 17 cars derailed last april

30th. three went into the river, and one caught fire. that blaze consumed most of the oil that leaked out. water quality checks found no environmental issues. the state also wants cs dposhgs pay more than $18,000 for the investigation. a frederick man accused of raping a 13-year-old girl last summer is now in police custody. 18-year-old zachary crawford turned himself in yesterday a few hours after being featured on frederick's most-wanted list. investigators say back in august crawford and the victim were spending time together at a park in frederick. that's when he allegedly raped her. the following week police say he also threatened the victim and her friends with a knife. an arrest warrant was issued just last month. it's a concern on every driver's mind during these freezing temperatures and unfortunately for one maine rez tent the ice smashed his car and ins shurns won't cover it. a huge chunk fell from a roof and crashed right through the windshield.e area was blocked off

nbc news has learned nancy writebol is headed back to liberia this weekend with her husband david nape made the announcement yesterday in a church service in e couple worked as missionaries. nancy was diagnosed with ebola last september while working at a clinic in liberia. she plans to revisit the clinic during the trip and help out if needed. both received vaccinations and are now considered immune from the strain in west africa. congress is back from a mid-february break, but it feels like groundhog day. funding for the department of homelay runs out on friday. >> republicans are trying to pressure president obama into dropping his immigration action but it's federal workers who

it's a stalemate on the hill. unless republicans back down on immigration, dhs funding could end friday. steve handelsman news4. she was a young woman with boundless determination to alleviate suffering in all corners of the world. and tonight kayla mueller's parents are talking exclusively to nbc news about the legacy of the daughter they lost to isis. kayla was taken hostage in aleppo syria, in august of 2013. isis demanded more than $6 million in ransom. u.s. law bars ransom payments but the muellers say even if they could have raised the money, the trade of five taliban prisoners for bowe bergdahl made the whole situation worse. >> that made the whole situation worse because that's when the demands got greater, they got larger, they realized that they had something, they realized that well, if they're going to let five people go for one person why won't they do this or why won't they do that?

now at 4:0, widespread issues all over the area because of this cold weather. in prince george's county the courthouse in upper marlboro has been closed since last week after a bippipe burst, sending water pouring into the building. four metro stations full of smoke over the weekend just as that snowstorm struck our area. this comes as our transportation report uncovers a spike in smoke incidents over the last few years. and folks in this alexandria neighborhood are worryied about

sinkholes after a water main break opened up. flights canceled fender-benders slippery sidewalks, a mix of snow and freezing rain is causing problems today from texas to the east coast. >> it's ugly out there coast to coast. one of the hardist hit arias, dallas, where we find jay gray. jay? >> reporter: jim, pat, you're absolutely right. look when will it all end? that's what millions of us are asking after another crippling bl winter weather. ice, snow and sleet again making mess of thing the country. winter storm watches and warnings stretch from california through the carolinas and up the east coast today. in ohio a coast guard cutter worked to break the ice on lake erie where experts say the bitter cold has left 98% of the surface frozen solid. in maine, it was ice from above causing problems.

reportedly to marry a jihadi fighter. the girls' families are begging them to come home. british police have gone to turkey to help in the search for the girls, but they caution that if the teens have already crossed the border there's very little they can do to find them or bring them back. good news for a virginia lawmaker charged with forgery and perjury. delegate joe morrissey will be getting back some of the case files and computers seized from his office. the lawsuit brought his office to a virtual standstill. he's accused of fabricating a document used in his trial for having sex with a minor. he was convicted on that charge and spends nights in prison and day at work in the virginia general asse growling man tried to break into three anne arundel county homes around 3:30 saturday morning. police say the suspect wept to two homes on d highway, then worked his way around the corner to central avenue. 36-year-old christopher shore was arrested after allegedly

new at 4:00, a major discovery released moments ago about peanut allergies. it's in a study in the "new england journal " for years parents were told to avoid giving babies peanut products to help prevent allergies, but nbc's erica edwards res turns out that advice may have been flatout wrong. >> i guess peanuts in the airplane. they have a reaction. >> reporter: 11-year-old spencer is staring down the very thing that has sent him to the emergency room sev times -- pe naughts. diagnosed with a peanut allergy at age 3, he can now safely tolerate the equivalent of ten peanuts thanks to an experimental peanut patch. in a clinical trial, half of those wearing the patch laced with peanut protein for a year were able to eat about four peanuts. significant, because even trace amounts of peanuts can cause severe allergic reactions. >> it's really nice to know that i have a little bit of a cushion so if i have a little bit of

welcome back on news 4 at 4:00. we could be in for some record-breaking cold here again overnight. >> we have team coverage from storm team 4. let's begin with meteorologist veronica johnson. so how much longer are we going to have to tough it out? >> a while. you're going to have to really hang on here right now. a lot of folks getting tired of it. we're going to take a look at that trend, as i said as to what folks can expect not just the next seven days but the next 14 days. meanwhile, yes, icy conditions out there this evening. just a little bit of help from the sunshine today. not a tremendous amount. hey, we'll take it. the deal is though, if you go out this evening and it looks wet, it's likely to be ice so use caution. by tomorrow morning more icy patches across the area 13 degrees is how we'll start out. just one reason i think why we could get close to that record

this afternoon a man already in jail admits to mailing a threatening letter to president obama. joseph savage mailed the letter from a jail outside of pittsburgh threatening the president and an unspecified family member. the problem is hae he mailed the letter to 1400 pennsylvania avenue 1600. the white house got it anyway and handled it or to the secret service. savage is expected to plead guilty and serve two yn prison. he's already serving 25 years for child molestation. now stories we're working on in our newsroom this afternoon. a bar owner accused of the unthinkable. how police say he violated his female customers. and a story you'll see only on news4. money stolen from local homes. and the person accused of doing it is someone that may have -- many have trusting is trusted for years. we've just learned a water main bre is causing more trouble than fir in part of northern virginia. news4's kristin wright is live along janee's lane in alexandria

where there are several streets, dozens of homes and one school without water. kristin? >> reporter: mcarthur elementary school has no water and they've canceled all afternoon activities. 100 customers are without water right now. if you think about households that's hundreds of people. look at this, the water still going. we do have crews here to make repairs, but they haven't been able to even start digging for that pipe yet. water just spewing from this broken pipe. the pipe is eight inches. that is sizable. gallon after gallon of water is pouring from it. the break first reported at noon this morning. folks are positive it is related to the cold weather, the force of this water gushing washed out the ground underneath and so the pavement here is buckled. tonight on news 4 at 5:00 we'll hear from people affected by the break. in alexandria kristin wright
