right now, we warmed up from this morning but most of us are are still below freezing. here's a look at storm team 4 radar out there. a winter storm i affecting parts from the southeast parts of our country to the northeast. we have a report from charlotte, north carolina. but we begin with dylan dreyer in new york. >> reporter: he the u.s. coast guard cutter we are literally cutting through ice here. this is the huds river. and the ice is just continuing to freeze up and take over this entire river here. this river is so important because barges carry about 70% of the home heating oil for the northeast up and down this river. so from west point to albany is where it freezes. if theyre uthic mucllhehus i will flow. downstream and end up clogging up the new york harbor. there's a delicate balance.
