weather. megan mcgrath is live at trash headquarters in northeast washington with more on you how this is going to work. >> reporter: well, all of this snow and ice that we've seen here lastly has made picking up the trash in d.c. a real challenge. it's been difficult for work crews and the equipment to get down alley ways just because of the weather conditions. so beginning today, there will be an all hands on deck trash collection effort and it's getting on later this morning. and they will bring on additional crews, bring folks from leaf collection put them on trash collection duty. and there will be a push to really salt and clear the alley ways also that they can get the trash picked up all of it within the next 72 hours. we're expecting to learn a little bit more later on this morning. a press conference is scheduled. but folks in the district should

know, if you have not had your trash picked up, help is on the way. the hope is that everything will be back to normal and trash will be hauled away within the next 72 hours. and i'm going to have more coming up later on in the show. megan mcgrath, news 4. today a state department official accused of soliciting a minor will be in a courtroom. daniel rosen was picked up from a d.c. jail yesterday by fairfax police. rosen was arrested earlier this week after police say he had a series of online exchanges with a fairfax county detective who posed as a minor. rosen's security clearance has been suspended at the state department. today is man is facing charges after a fatal crash. a woman died after the car she was a passenger in was hit head-on by a truck. police say alcohol may have been a factor in this crash. the it happened at 8:00 p.m. last night on route 40 in the ridge road area of middletown. the truck driving westbound crossed into the east bound lane hitting the car head-on.

the car's driver was also injured but not seriously. today family and friends will gather to remember the young man killed by a driver in the district. funeral services for philip snodgrass will be held today, memorial service will take place on saturday at chestnut grove presbyterian church in phoenix, maryland. snodgrass died earlier this week when police say a man running from the scene of a crash flipped his car and crushed snodgrass. he was walking to a night class in northwest washington when that happened. the spokesman for the republican party of virginia will announce today that he is stepping down. the "washington post" reports that shipley will take a new job that will allow him more time with his family. shipley has been a spokesman now for five years. your student in stafford county could soon be moving to a new school. the fredericksburg tree lance star reports the school board has decided to redistrict schools to help with overcrowding. students from rodded anywould go to

new schools. total of 40 # students would move. students are being spent to stafford county middle because that school is experiencing underenrollment. after a tense week of negotiations house republicans will try to move today to try to prevent a shutdown of homeland security. john boehner is reportedly quote, adamant that the department won't shut down. they're expected to vote today on a short term fix that will allow more time for negotiations over immigration. twras city twras i'm at the live desk with breaking news. a man who says he had a bomb under his coat was just arrested outside the u.s. consulate in istanbul turkey. police taking him into custody. at this point it's not clear whether he did have any explosives on him. police saying he is mentally unstable. the staff at the u.s. consulate

the roof over a toys for tots warehouse in maine caved in due to all the snow. a coordinator says up to $20,000 in toys for underprivileged kids may have been destroyed. the 20 feet by 80 feet hole is directly above the toy storage area. toys for tots says that it can't begin salvaging until the roof is repaired. the building's owner still hasn't had access. he says insurance won't cover the loss of the donations. space savers will soon be a thing of the past in boston and people who live there are not happy about that after digging out a park space after all the snow. bostonians use bucket cones to hold the space. but boston's mayor says on monday they will no longer be allowed. >> i think the mayor's office needs to reassess that

welcome back. what a difference a day makes. storm that came through the region yesterday quickly left virginia dealing with about 8 inches of snow. this video was shot in woodbridge amelia segal is in the storm team 4 x 4 in woodbridge. a lot of improvements today i best. >> reporter: exactly. so we left the station in northwest. right now we're traveling along route 1 southbound in woodbridge. and we have not seen one sis city patch on any of the main roads. the temperature here in woodbridge right now around 30 degrees. and the entire way down here, temperature was below freezing. so there certainly could be icy spots. the plan is to take the storm team 4 x 4 to check out the secondary roads. we'll stay in prince william county all morning long where

the schools are on a two hour delay because of yesterday's weather. but at this point, i have to say, we haven't seen any inclement road conditions across the area. but again, some of the secondary roads could of course gave some problems. i'm amelia segal. 16 after the hour. new this accused of calling the train key railment isderailment is a free man and the district attorney announced he will not be chargeded at this time. he's accused of abandoning his produce truck on the train tracks. 28 people were hurt. a warning now for college women. a 0 20-year-old student fights off a would-be rapist. and it's not the suspect's first victim. the assault happened wednesday night near the university of maryland. the student was dropped off by a

friend at her apartment. in the foyer, a man began trying to talk to her and offereded her money. she turned the money down. this very brave young woman told us how that man then became violent. p. >> i told him no and he threw me on the floor. and right there in theor foyer. and then he ripped off my pants. >> the student says her instinct kicked in and she began screaming and kicking. the man got scared and ran off. the same man recently tried to expose himself to another woman. police are putting together a sketch to try to identify him. two people have been arrested for a set of armed carjackings in northwest washington. they both took place yesterday on p street in georgetown. they happened just blocks apart. u.s. park police caught up with one suspect yesterday afternoon and d.c. police say they arrested 21-year-old ronald johnson after a police chase. no one was injured in the

carjackings. police say they're closing in on a man suspected of posing as a police officer in fairfax and machineryontgomery counties. this is the vehicle, a 2008 vw passat. list seefed ammunition light boards. there were a half dozen incidents where the drive every tried to pull over other cars. police are investigating whether there were other incidents. no charges have been filed as of yet. the maryland 911 dispatcher who told a teenaged caller to, quote, stop lininge ing whining is now out of a job. >> stop lining. it's hard to understand you. >> the anne arundel fire department says the dispatcher no longer works for them. the 13-year-old girl called for help. her father died, he and his fiance were hit while changing a

tire on the parkway. police believe they found the car and the driver who hit the couple. . this morning we're learning more about the man known as jihadi john. his real name is mohammed emwazi. they say he's a 26-year-old computer program from a well to do family in west london. "washington post" and bbc are reporting he was born in kuwait and moved to london when he was 6. neither the police or the fbi are confirming those reports. jihadi john has been seen on multiple beheading videos but police have not been able to catch him. it is a scary trend, teens joining terrorist organizations. canadian officials say six teens are now inside syria fighting for isis. the group includes two women and four men all 18 and 19 years old. they left last month. police say four of the students were studying at a canadian college when they likely became radicalized.

the college has suspended a contract employee after police say he was an al qaeda sleeper agent. the college found a link between his course and one of the students who joined isis. the parents of ap ss an american journalist killed by isis says the american government needs to do more. speaking at the university of arizona, diane and john foley said the government kept them in the dark and failed to help them when their son was being held captive. >> we really feel our government needs to have a clearer policy and be more up front about what they can and cannot do or will and will not do. >> foley's parents say the government intentionally did not provide a network for families in the situation. foley was kidnapped in will november of 2012 and executed in august of 2014. if you've found yourself reaching for the junk food during your busiest days and

it's a last minute scramble on capitol hill. congress has to make a deal on funding for homeland security today. now house republicans are eyeing a short term fix. tracie potts is live with more. so walk us through the gop fix. >> reporter: sure. house republicans say they will go for three week of money while they sit down in a conference with the senate and try to work this out. no word if the senate the especially senate democrats will be willing to participate because today they have their own vote happening. full funding for dhs for the rest of yeert with no mention at all of the controversial immigration issue. so two different plans, neither deals with immigration at this point. neither gets us on track to avoiding a shutdown by midnight. >> so if congress can only come up with a short term fix would we be right back where we started? >> reporter: we could. if they can't at least sit down at a conference and try to work this out, the deadline comes and goes and people go to work and

30 across virginia maryland. all below freezing out of the mountains where it's always colder. oakland down to just 3 above freezing right now. and we'll have mostly dry pavement all the treated roads dried out overnight, but there could still be icy spots. watch out for that especially those areas that got the most snow south of the metro area this morning. and then during the afternoon, even those icy spots will be melting and then drying and temperatures hovering right in the low 30s during the afternoon. keep up with all these wintry changes with the storm team 4 weather app when you're away from your tv. wednesday i traveled to columbia and visited students. they were so smart. many already starting to read. i want to thank the teacher barbara frederick in the back for the invitation. and look at the temperature its here over the next 7 days roller coaster ride. we stay cold through sunday then monday up near 50.

then 30s again tuesday, near 60 on wednesday. and then 30s again on thursday. up and down we go. and different kinds of weather, too, each day with tomorrow in the mid-30s, partly cloudy sunday cloudy, might get a little sleet and rain in the afternoon. then monday partly cloudy near 50. then a chance maybe a little bit of snow and rain on tuesday. doesn't look like a big deal. then warming up with the rain on wednesday. chance maybe of a little bit of rain ending as snow on thursday. amelia segal is live in the storm team 4 x 4. are you nearoccoquan? >> reporter: yes. we're traveling more on secondary roads and even these roads have been treated. we haven't seen one icy patch. even the parking lots here are okay. of course schools though this morning are on a two hour delay after the snow everybody received yesterday. it was about 3 to 4 inches.

isolated spots maybe saw a little bit more. temperature in the storm team 4 x 4 coming in at 32 degrees. but again, road conditions appear to be fine. to give you a frame of reference, we are running about eight degrees below average for february. so very cold february. and like tom saying no different for today. we'll send things over to alexis davies with a check of the road. >> an accident in springfield this morning westbound franconia road mere rosso street right lane blocked. taking a look elsewhere, 270 south just before 109, an accident being reported on the left side of the roadway. 66 in virginia, beltway looking good about that all lanes open. 95 traveling toward the beltway, seeing a little bit of slowing. no reports of incidents there. route 50 in maryland seeing volume.

>> exactly. landon dowdy, thank you. have a great weekend. >> thanks. there is an easy or maybe not so easy test to try to figure out how long you'll live. it's called the sitting/rise test. as you're standing, you cross your legs and try to sit down on the floor with your legs still crossed. then try to get back up the exact same way. no help from your hands, arm knee nothing. the better you can do that the more likely you are to live longer. the test was developed after looking at older patients who were able to perform that test well. and so it's based on a 10 point scale. if you have to use lims to get up you lose points. >> or if you lose your balance you lose points. we're going to try this. we might not have it on camera, but -- >> and you have to be in comfortable clothes no shoes. >> so maybe not today. you may not be able to smoke marijuana everywhere you thought you could. landlords will not be required to allow marijuana use on their property. so if you rent your apartment
