the road. it only funds dhs for one week. things have been moving fast all night. we have live team coverage on the impasse. jackie will join us to break down what it all means for federal workers. steve handelsman with the late night maneuvering on capitol hill. >> reporter: the senate okayed one week of dhs funding by voice vote. >> ayes appear to have it. >> reporter: it avoids furloughs for 30,000 dhs workers like most at the national cyber security center. and avoids tsa workers and coast guard, 200,000 essential dhs employees, having to work without a paycheck. but house speaker john boehner had a bad day pushing for three weeks of funding without defunding president obama's executive order on immigration that conservatives hate. >> that took the power of congress away from us.

>> reporter: and 51 house republicans said no to the boehner plan to send a message. >> you can't keep bypassing the constitution and bypassing congress. >> reporter: president obama gathered his dhs team tonight and urged congress to avoid any dhs disruption. >> there will be within seven days full funding for the department of homeland security. >> reporter: but that's not up to the democrats. the republicans who run congress have a week to find a way to weaken the obama order on immigration and satisfy conservatives without weakening homeland security. i'm steve handelsman nbc news capitol hill. all this back and forth is made for a very tense situation for all the workers whose paychecks were actually in jeopardy tonight. news 4's jackie bensen is here to discuss a showdown that had a lot of people in our area talking. >> reporter: chris, i can tell you, this was a hot topic in the nation's capital tonight. many homeland security employees such as those that guard the

nation's borders, staff security checkpoints, would have remained on the job as you heard steve handelsman say. congress would have likely granted retroactive pay to them but nothing is a given at this point. here's some of what we saw on social media in the last few hours. eleanor holmes norton. playing with fire do gop dare allow dhs to shut down at midnight? their responsibility if there's an incident. this from minority whip steny hoyer of maryland. the house could easily pass clean bill to fund dhs for the year. it will take only a few republicans to join us and pass it. a woman who identified herself as a dhs employee tweeted, good thing i've been saving money to buy a car. now when the government stops paying me come friday i'll still be able to pay my bills. a blog on the official homeland security website claims that over 90% of tsa workers, about 50,000 employees, would continue to report to duty in the event of a shutdown.

the blog entry impacts of a potential continuing resolution or lapse in appropriation say 6,000 civilian employees of the coast guard, three-quarter of its total civilian force, would be furloughed with no guarantee of pay. we have that one-week extension, but it is just one week. and it does affect a lot of people in this area. >> you've talked to federal workers who have gone through this furlough thing before. for working families even missing a week or two of pay can be dire. >> that and again what we saw tonight wee saw things we haven't seen before. that's the concern. people do worry about getting paid. >> thanks jackie. new at 11:00, maureen mcdonnell has officially filed paperwork to appeal her conviction. virginia's former first lady made the move today. exactly a week since a judge sentenced her to a year and a kay day in prison. part of the same trial that ruined her husband's political career. bob mcdonnell was convicted of

receiving lavish gifts from a businessman. both are free pending appeal. a d.c. rabbi has resigned his position after pleading guilty to secretly recording women in a ritual bath. the resignation will take effect a month from today. they put him on administrative leave but the school has paid him $26,000. last week he pled guilty to 52 counts of voyeurism. new at 11:00, a fire breaks out at a home. firefighters from alexandria pitched in to help put it out. the red cross and dash bus are helping people who are displaced, but there's no word on how it started or if anyone was hurt. expect another blast of cold air tonight. it's already moving in. temperatures in the teens in some areas. doug is here to tell us about another threat on the horizon. >> yeah and this is a threat

i'm not really happy about. i love snow. bring us some snow. a lot of you out there saying no! no snow! this next one will be a little different. the cold temperatures 26 degrees in d.c. but look back to the west 14 hagerstown elkins at 1 below and pittsburgh at 7. that's the cold air continuing to race on in. even ocean city down at 21. a very cold night tonight. even dulles could come close to a record low, 10 degrees. a very cold night and cold start to our saturday. now, what's coming next? it's going to be on sunday. tomorrow's no problem. look at sunday. chance for snow early, then maybe switching over to ice. we could have freezing rain here by far the most dangerous of the precipitation here whether rain snow even sleet. freezing rain could be tough. how it will move in and affect your forecast.

>> tonight we're learning new details about the search for a man who has been linked to three sexual assaults. police went door to door in the neighborhood where the women were attacked trying to spread the word. and they just wrapped up that search. news 4's darcy spencer is live in bladensburg. what are folks out there telling you, darcy? >> reporter: well chris, a lot of people said that they were not aware of these attacks. and the latest attack happened just two nights ago right here behind this church but we start our report tonight at the church meks door. ♪ prayers at the tower of praise church international in bladensburg for three women sexually assaulted in the area over the last few months. >> we like the police though to really step up security of this neighborhood. >> reporter: the pastor says the church has also been repeatedly targeted by criminals. he put up surveillance cameras, but when they didn't capture a

clearer image of the burglars he turned them off. >> we had our piano stolen sometimes our musical instruments. >> reporter: police believe the same man that sexually assaulted three women since september, the latest attack happened wednesday night behind the church next door. the victim is in her late teens. this composite sketch was developed after the first attack and the attacker was captured on surveillance video. christian garcia's mom owns the hair salon across the street. >> it's a concern. you know right here happening across the street. i do feel a little better that police have been in the area a little more patrolling more. >> reporter: prince george's county police detectives went door to door in the neighborhood handing out flyers. many residents didn't even know there had been three sexual assaults all less than a mile apart. >> we're really concerned about this now. now we have to watch, you know more than normally you know. >> reporter: now, officers tell

me that they have already stepped up patrols here in this area where the attacks have happened. they're going to see more marked cruisers and there's also undercover officers operating in this area this is a high priority to get these cases solved. anyone that could help with these investigations is asked to call prince george's county police. we're reporting live tonight from bladensburg, darcy spencer, news 4. police are looking for the person who shot a teenager in southeast d.c. it happened this afternoon on naylor road near the d.c. charters school. it's not clear if the boy went to school there. police have told us he could be as young as 14 years old. he was still breathing when officers arrived but they haven't updated his condition. tonight a state department official is back home in the district after spending three days in jail. he's accused of going online to solicit a child for sex. daniel rosen turned in both of his passports and posted a $25,000 bond.

he's a senior counterterrorism official but the judge ordered him to stay off the computer in addition to staying away from minor. a state department spokesman say they placed rosen on administrative leave but today his attorney assured the judge that rosen could continue to work while he's awaiting trial. developing tonight, president obama is condemning the murder of a prominent opposition leader in russia. boris nemtsov was shot as many as seven times while walking on a bridge near the kremlin. nemtsov has been a vocal critic of president vladimir putin. this weekend he was supposed to take part in an opposition rally in moscow. virginia lawmakers decide on a plan that some say could reduce the number of drug overdoses in the state. share aed from night drink with a teenager? why a lawmaker wants to lower the drinking age for active duty troops. and l.a. sheriff's deputies may have uncovered the truth about a stolen

virginia's 2015 legislative session is in the books and laurps passed some last-minute legislation on key issues. one major bill that did not pass had to do with the rising heroin problem in the commonwealth. it would have allowed prosecutors to charge drug dealers with homicide. but in the wake of bob mcdonnell's corruption trial lawmakers did put a $100 cap on people who wanted to do business in virginia. and lawmakers also okayed pay raises for teachers in virginia. a state senate committee is considering a bill to allow teenaged troops to have a drink in maryland. that's sparking a lot of debate

on our nbcwashington facebook page. the bill would allow bar and restaurants to serve beer and wine to 18 19 and 20-year-olds on active duty. critics are worried about drunk driving and saying it would encourage service members from other states to come drink in maryland. lawmakers debated the bill in annapolis today. but because it violates federal statutes it puts those funds at risk. >> this would mean losing $32 million in federal highway funding. >> i do have an amendment asking for a waiver. i know we can't give up all that money. >> if the bill somehow passes it could go into effect as early as this summer. the fbi is now investigating how a d.c. mosque was vandalized twice in one week. the first time someone broke into the ivy city mosque was monday but police thought it was linked to other disturbances in the northeast d.c. neighborhood. now they're not sure. the mosque director says some time wednesday night or thursday morning vandals broke furniture and stole an iconic picture of mecca off the wall. >> i'm beginning to think that

it could have been a hate crime because that picture has a value to the muslim. >> the mosque has not locked its doors since it opened 17 years ago but the director says he's now stepping up security. police say call if you know anything about these attacks. generations of television and movie fans knew him as mr. spock. earlier today leonard nemo passed away. he was 83 years old and died in his home in los angeles. nimoy had been in the final stables of chronic obstructive pulmonary disease. he's most famous for "star trek" and his role of spock. nimoy spent decades playing the half human, half vowel can character on tv and the big screen. tonight fans including president obama are remembering him on social media. the original captain kirk william shatner wrote that he loved him like a brother. leonard nimoy's an icon, mr. spock. >> for sure. >> a lot of sci-fi fans just
