next couple of hours rising to the low and mid 30s by later. more of a break down on that coming up. >> chuck, thanks. new this morning, a live look at the capital where hours ago funding for the department of homeland security was extended but only for a week. they stopped the funding bill before the deadline and agreeing on the funding was not the issue. that was the immigration issue that caused a clash in the house. they prevent 200,000 government workers from working without a paycheck. >> the prince william board of supervisors will hold a meeting to talk about the budget. there is a $17.5 million shortfall that could mean major cuts for the kids. where that meeting is going to happen. what's on the chopping block this morning. >> you know the easier question to answer may be what's not on the cutting block. that is anything that the state

said the school system has to have. everything else is fair game. we are here at this firehouse because the school system's house is burping. they are going to take drastic measures to try to save it. school officials as well as the county board will be here with a list of about 400 nonessential items that could be cut or may be cut. things that are not mandated by the state that. includes sports programs and all day kinder garden. the goal is to cut about $17.5 million from the budget. this is the result of a tax hike that didn't happen. there was going to be a 4% hike that would cost about $96 more per year. that didn't happen. one of the proposals to meet the system's challenge is reducing class sizes. that may be one of the things they will be happy with and they won't be a lot. this is the second largest.

spending per pupil is low. they had about $10,000, but when you consider they spend 40,000 that puts it into perspective. they want to give teachers a raise. that adds to the pressure here. as you can see, folks are not here but there is a caterer here. there will be a meeting harshed out and probably will be here a while and want to meet the people to make it go down easier. tough times here in prince william county. later today at about noon. they will find out how tough it can be. live in menassis news 4. >> thanks. also you can share your opinion about the proposed budget in loudoun county. they are proposing a budget. there will be a publicring at 9:00 this morning in ashburn. >> virginia's former first lady filed paperwork to appeal her

conviction. it has been seven days since she was sentenced to a year and a day in prison. she was charged with corruption with her husband, bob mcdonald. both of them are free pending appeals. >> a d.c. rabbi resigned his position after pleading guilt tow secretly recording women in a ritual bath. his resignation will take effect a month from yesterday. he was put on administrative leave in october, but since then he was pate more than $26,000. he pleaded guilt tow 52 counts of voyeurism. >> police are trying to figure out who shot a teenager yesterday afternoon on nayor road near the charter school. class is just getting out when the shots were fired. it's not clear if the boy went to the school but he could be as young as 14 years old. he was still breathing when officers arrive and we are working to get an update on his condition.

its lights. the last time was when actor robin williams died. >> no one is escaping the winter weather. today new mexico is dealing with heavy snow and there is more on the way in the northern part of the region. look at this video shot near the border. you can see the road conditions out that way. winter storm warpings and more snow early into the next week. >> another further east a few inches of snow caused major problems in texas. white out conditions and icy roads. >> jason rascon has more on the frozen temperatures and the frozen traffic. >> sudden white out conditions and icy roadways led to hundreds of accidents in north texas, including a 20-car pile up outside of dallas. >> a lot of brake lights and people scattering.

9-year-olds were practicing. this happened in kaptcanton massachusetts. it collapsed on the opposite side from where the team was practicing. about a close call. >> i read an article in one of the scientific publications and this is a natural disaster in snow motion. they had nearly nine feet of snow that lasting nearly six to eight weeks. every drop of rain that they get adds weight to the snow mass and a lot of people have been unable to get to work and travel. they are not going out to dinner and tax revenues are falling. it will be a major impact for all of new england. for us old man winter has not been taking it easy. temperatures near record levels for much of the month. at reagan national it's the coldest february since 1979. the second coldest in the last

80 years. in dulles and bwi marshall it's the coldest february on record. dulles is nearly 11 degrees below average. still cold. 22 right now in washington with a wind chill of 13. where you see temperatures they are in the tens. gaithersburg is 16. even though there is not much of a wind. any breeze at all has the wind chill temperatures in. bundle up and they will rise into the upper 20s. around freezing and low to mid 30s. you need the winter coat and the sunglasses. you are probably going to be needing that tomorrow as rain comes our way. we may have a brief period of sleet or snow in the front part of the day tomorrow. the forecast in waldorf, maryland sunshine and 35. increasing clouds and lows near

24 degrees. my buddy tells me anyway. views from the towers high up in the sky this morning, this is looking westbound and plenty of blue skies. there is looking down over national airport and the frozen over potomac river. the ice is too thin. stay off the ice. a lot of ice along the shoreline. out the door temperatures this morning in the upper teens and low 20s. highs today only barely up over the freezing mark for a brief time. that's about it. it will be quite cold this evening as well with temperatures into the 20s. for tomorrow a little chance of snow in the morning and what could be a rain sleet, freezing rain mix. it doesn't look like a lot of anything but it's the possibility of a little slushiness and freezing ice that we will be watching carefully. i will tell you how much snow-ice combinations we will expect in a few minutes. for now, back to you.

when it all happened. despite a tough budget year, the school board wants more money than expected. they are seeking almost $2 billion. that is 7% more than the original budget. that includes programs that he was going to cut and competitive pay for teachers. they are dealing with funding for the state. they head to the county executive for approval. >> a trial can happen in massachusetts. an appeals court ruled the trial can stay in boston. the defense attorney wanted a change of venue. three people died and 260 others were hurt when two bombs exploded near the finish line in 2013. the trial is set to begin wednesday. >> the fbi is investigating vandalism attacks. they were vandalized for the second time. the first time was on monday night.
