>> after bright sign sunny skies today, tlaz big change on top for our weather. a winter weather advisory is going to have a major impact sunday. tomorrow is the first day of march, and the new month is arriving with yet another wintry mix. storm team 4 has the latest on what you can expect the rest of the weekend. >> what i can tell you about tomorrow is we will absolutely be dealing with a wintry mix. the biggest concern with the storm system is actually going to be freezing rain around the midday and afternoon hours. here's the latest. a winter weather having for just about everybody. this starts at 7:00 a.m. tomorrow morning. it runs until 3:00 a.m. on

monday. we are going to have a little bit of snow arriving around the morning to midday hours, and any snow that does fall will stick as soon as it starts because temperatures are going to be cold enough but like i said ice is the bigger concern with this storm system and we'll see that transition over to freezing rain around the midday and afternoon hours. that's going to lead to slick roads tomorrow. especially later in the day. we can't rule out some power outages. the weather will be having a high impact on your sunday. you want to avoid travel tomorrow. especially around the lunch time afternoon, and evening hours. because of tomorrow's weather, we are going to have a weather alert day. of course chuck will be in tomorrow morning with the latest. 7:00 a.m., we're mainly dry, but right after that we can start to see snow and even freezing rain arrive by 8:00 9:00 a.m. i'll let you know chris, when this comes to an end and also have more on the concern for ice in just over ten minutes. sdroo all right. thanks amelia. for continuing coverage stay with nbc 4 and nbc washington.com.

be sure to download our app for any updates on road conditions and possible closings. a car spins out of control and crashes into a bus stop leaving a teenager with two broken legs. now, it happened this morning in kensington where connecticut avenue crosses howard avenue. this is where darcy spencer was live on the scene as investigators are trying to piece together what went wrong. darcy. >> well you can imagine it was a frightening situation for anybody who was out here this morning. there was a bus shelter right here as of 9:30 this morning until that car came crashing through here. there were two people who were apparently sitting on a bunch inside the bus shelter when the car came through. you can see there is still car parts all throughout the area here. fortunately, no one was killed but like you said an 18-year-old had both of her legs broken and police are telling us tonight that it appears this driver had some kind of medical problem. >> i heard like a loud -- like a loud loud boom.

>> javier ruiz was working at a nearby gas station when he heard the crash. police tell us the man driving this toyota was having a medical emergency when he slammed into a bus stop on connecticut avenue when kensington. he hit two people who were sitting here on a bench waiting for a bus. that includes an 18-year-old woman who now has two broken legs. >> i saw the car tipped over on its side with the wheels facing this way. a lady trapped right here. people trying to help her. >> reporter: rescuers had to extricate the driver from the minivan. the driver who was in his 60s was taken to the hospital. he is expected to be okay. the crash took out the shelter. car parts were strewn across the sidewalk right in front of the safeway store. now, just before the crash, police got calls about a driver driving eradically at connecticut avenue and east-west highway a few miles away. some riders looking at the aftermath here are a little nervous. >> i saw the bus stop wasn't here. i was, like wow, something happened. then i realized all the glass,

so obviously a car. i see a bumper over there. that is crazy. >> reporter: so again, everyone is expected to be okay but that teenager again, two broken legs. montgomery county police tell us they did cite the driver with several citations. we are reporting live tonight from kensington. darcy spencer, news 4. breaking news happening right now in prince georges county. we have some dramatic pictures just into our newsroom of a van that crashed into a house. this just happened about 20 minutes ago. the driver of the red van was trapped, but rescuers were able to get the driver and rush that person to a trauma center. everyone in the house is okay. this is happening right now. rings row and adelphi. stay with news 4 as more information starts to come in. tonight police are reminding drivers again to move over. when you see flashing lights and police activity on the side of

the road. a fairfax county officer was hurt today after someone slammed into the back of his cruiser. take a look at the damage. the officer was helping a disabled driver on sully road and centerville. now, earlier this week two virginia state troopers were hurt and n separate incidents on area highways. the hunt is on for a missing girl. she's 12 years old and she was last seen at upper marlboro this morning. she's 4'8" tall and weighs about 88 pounds. she may be wearing a short sleeve t-shirt, pink pajama pants, and pink slippers. she's not wearing the glasses you see there in that photo. call the prince george's county police if you have seen her. someone carjacked a father right outside his son's school, and now d.c. police are looking for a suspect. it happened friday night at ludlow taylor elementary on g street northeast. police tell us the dad was waiting for his son to come back from a field trip. someone pushed him to the ground and took off in his car. he was not seriously hurt. well how to cut more than $17 million from a school budget

that is already strained? that is the problem facing prince william county. today the school board and board of supervisors held a joint public meeting in manassas to talk about how they can make those cuts. they've got a list of nearly 400 items that are considered discretionary because they're not mandated by virginia state law. full day kindergarten has been taken off that list. it's a long process, and the school board will meet again on wednesday. over in loudoun county residents got a chance to weigh in on their school budget today. the board of supervisors held a public hearing in ashburn. that's about a 25 -- there's about a $25 million difference between what the school board wants and what the loudoun county administrator recommends. now, the board of supervisors tells us there will be more opportunity to speak up before that budget is adopted in april. over in the district mayor bowser held her final budget forum of the month. the city is heading into budget season with about a $200 million

shortfall that they're trying to make up. the mayor says she wants city residents to tell her their priorities. >> everything is on the table if had terms of what's most important. things that we shouldn't touch. and gap closing ideas. >> she will submit her first budget in april. developing right now after days of speeches and campaigning by the biggest names in the republican party, senator rand paul comes out on top in the straw poll. this is the third win in a row for the kentucky lawmaker. this year the annual event was held at national harbor. it's considered a good gauge of early grassroots support for a run at the white house. coming up next cameras catch a couple of thieves in action. find out what was stolen and how police plan to get it back. a new plan to stop crooks before they strike. what you can do to keep your house of worship safe. we're still watching that winter weather advisory to bring snow

this happened back on february 8th but ocean city police posted the surveillance video on youtube hoping to get a lead on the crooks. there is a new program in fairfax county aimed at keeping sacred places free of crime. it's called worship watch, and it's based on the neighborhood watch concept. today police hosted the first workshop for the program as they try to encourage the faithful to be more involved in preventing crime at churches synagogues and mosques. >> just making people more aware of their surroundings. if something is out of the ordinary who to report it to and that reporting it is okay and that reporting it actually is a benefit, not waiting for something to happen like vandalism. >> good advice. the workshops are free and open to everyone. the fbi is now getting involved after a mosque in northeast d.c. was vandalized twice this week. someone broke windows at the identifiy city mosque and ripped apart holy books ask destroyed the furniture. the fbi is investigating whether the alleged break-ins could be

today. they think it's just ae matter of time before entrepreneurial opportunities open up, and they want to be prepared. news 4's derek ward takes us inside the cannabis academy. >> the presenters at the convention ran the gambit from high-tech to high times. the expo at job fair was just part of the equation. >> you know i didn't really know what to expect. i'm not really familiar with any of this. >> reporter: the first day of the cannabis convention in the capitol hill hotel today also addressed the business end where cpa and mba's play a role. all the things you would expect in a burgeoning industry with lots of potential in the area. e-mail yonz of potential patrons within a one-hour drive. >> with that number we think that the effective number of jobs that could be created are somewhere around about 2700 to 2,800 within the first year and we will probably end up maxing owl somewhere around 4,500 jobs just created in the city. >> reporter: this is light industry.

yet, and this one seems like it's going to be trickier to figure out what's coming and when. >> here are the two difficulties. when exactly does snow arrive. does it arrive at 7:00 p.m. or hold off until as late as 11:00 a.m.? that is one concern. then my next concern is when exactly do we see that changeover from snow to freezing rain? bottom line around the midday afternoon hours, right on into the evening hours is when you want to avoid travel tomorrow. that is the point where we will be looking at freezing rain. here are your weather headlines. tomorrow we're dealing with wintry mix. main concern, i can't say this enough, it's going to be freezing rain not snow with the storm system and then later in the day on tuesday potentially right on through thursday another system impacts the area. another round of snow sleet, ice, and rain possible. overall our temperatures remain cold. tomorrow is march 1st start of the meteorological spring. not going to feel like that at all. temperatures right now are in the 20s and 30s. 30 is the temperature in

washington. we'll fall into the 20s. the low 20s overnight tonight. temperatures throughout the day tomorrow for the most part remain in the 20s. here is the storm timeline. snow arrives during the morning hours. again, it remains to be seen if it's as early as 7:00 a.m. but like i said it could hold off until about 10:00, 11:00 a.m. we see that transition over though to freezing rain. as early as the lunchtime hours, until about 2:00 p.m. and then we'll see freezing rain or rain come to an end for sunday evening. i think there could still be delays monday morning because of the ice. 9:00 a.m. tracking snow and maybe even freezing rain already at that point. by noon we're definitely dealing with something falling. whether it be snow like you see here on white or pink like you are seeing as freezing rain, and then we're looking at a prolonged period of freezing rain tomorrow afternoon and evening. ice is going to accumulate. that will not only lead to slick roads, but potentially some power outages as well. the snow forecast everybody sees a little bit of snow, but

not much in the way of accumulation. here's the ice forecast. as early as lunchtime, we start to see ice start to stick. by 3:00 you could see a tenth of an inch of ice in places. up to two-tenths of an inch of ice by the time the event doomz an end. when you have ice accumulating that much again, that can bri bri down branches leading to power outages. the impact travel, you want to avoid travel later in the day tomorrow. exercise you have to get out for the run. go early in the morning. ice covered sidewalks by the afternoon. heading out and about if you can. just avoid that altogether. you have your sunday grocery shopping to do. if you can, try to fit it in tonight. high temperature tomorrow of 35. that's a little misleading. i'm going to be showing you the hour by hour temperature forecast for tomorrow. coming up at the end of the newscast monday a high temperature of 46. partly sunny skies. then chris, our next storm system tuesday, wednesday, and thursday 60 on wednesday, but we can't even enjoy it because we'll likely be dealing with rain. >> i'm enjoying it.
