temperatures you you seesee here are the critical factor as things remain just below the freezing mark. tom kierein is tracking conditions your children will be dealing with if it they still have school this morning. >> yeah right now around the region we have temperatures that are hovering right around the low 30s to right around 29 30 degrees in our western and northern suburbs. right how reagan national at 34 degrees. and this is critical this morning because we had all the icing yesterday. we stayed at or a little below freezing all night long. so the icing is still in place. i took this picture of a side street in northwest washington a few hours ago. it's ice covered. most of the main roads wet as they have been treated with chemicals. but pavement temperatures are below freezing as are the sidewalk. you'll have to spend have a time scraping ice off your windshield. i took this picture of a car in northwest washington just covered in ice. and we also have dense fog.

all these counties in gray under a fog advisory until 9:00. that includes most of northern virginia metro area much of southern maryland, eastern shore. next a look at the hour by hour temperatures coming up at 6:11. how is the traffic? looking good on the beltway in maryland and virginia. watch for slick spots and the fog. we have metro delays fp. seeing delays to lar go and new carrollton. accident eastbound route 50 at whitehall road all lanes blocked there. use caution in which area. beach drive northwest between joyce road and wise road is closed due to a downed tree. alternate is 16th street. taking a look at d.c. 295, all lanes opened. 46 miles an hour traveling inbound. and you have an extra two hours to get into work today if you work for the federal government. agencies are on a two hour delayed arrival. yous have the option of

unscheduled telework or unscheduled leave. dozens of school districts delayed. and several are closed. we just learned loudoun county are now closed. they were on a two hour delay. loudoun county closed. fairfax, montgomery arlington and prince william county schools also all closed. >> also closed schools if fauquier county and culpeper and the city of falls church. prince george's county, spotsylvania, stafford and frederick county hear land are on a two hour lay. alexandria, d.c. fredericksburg and manassas park also on a come two hour delay. washington alleghany charles, st. mary's and calvert all starting two hours late. >> howard, anne arundel also two hours late as are paparappahannock king george. birkly jefferson, mineral and morgan county starting two hours

late. >> frederick county virginia and clarke county schools on a one hour delay. for the complete list check the nbc washington app or watch the scroll at the bottom of the screen. be sure to take your time walking out the door this morning. ice is covering sidewalks and side streets this morning. heavy ice on trees bringing down branches this morning and causing power outages, as well. megan mcgrath is live in northwest washington to show us some of the slippery conditions there. >> reporter: we go have some power outages. just a couple hundred though. you can see the accumulation of ice here on this tree branch. we got about a quarter of an inch of ice. and unfortunately it is really coating the sidewalks, people's front steps and the lying. very very slippery conditions out there this morning. anything that wasn't treated, it is encased in ice. take a look at this video here. we caught up with a crew down the street here they're actually chipping the ice away

in front of an apartment complex. when you head out, keep this mind it is very very slippery. your hardest challenge today is probably going to be getting out your front door walking down your steps and getting into your car. we talked to one gentleman a little while ago and he said once you make it out to the street it's okay, but it's thes sidewalks that are slippery. >> streets are pretty good it's the sidewalks have a very thin sheet of ice and the snow that was out here previously it's covered that snow. so those are bad spots. >> reporter: and you can see that bush there totally iced up there. almost looks like some of the trees are made ouflt glass. the sidewalk i'm organization this is all ice. very slippery out here. we are starting to see some

send a psh alpush alert to your phone. today lawyers are taking the first step in bob mcdonnell's appeal. the former virginia governor was convicted of corruption about six months ago. prosecutors say he traded political influence for more than $165,000 in loans and gifts while governor. today mcdonnell's lawyers will deliver opening briefs ahead of the full appeal case in may. mcdonnell will have to spend two years in federal prison if he loses his appeal. right now a major operation to reclaim a city from isis has begun in iraq. iraq's prime minister offering last chance. thousands of fighters from iraq's military move into try to recapture tikrit. tikrit is one of the biggest cities held by isis. we'll bring you more as we get

dense fog. watch out for that around the metro area. slow down use your low beams. temperatures are at or a little below freezing most of the region now. so the iciness we got yesterday is still in place. just light fog around the capital. getting above freezing by 9:00 this morning. and then a lot of melting going on. you'll need a helmet walking down some streets as we'll have the ice falling out of the trees. we'll be up in the low 40s. a look at another chance of a wintry mix coming up for tomorrow next weather and traffic on the 1s at 6:21. that annapolis accident all lanes have been reopened on 50. you might still see some delays in the area. and watch out for the fog warnings on the bay bridge. accident in virginia, eastbound route 7 near baron cameron avenue lanes blocked there. we do have metro delays.

east falls church earlier train malfunction, delays approaching largo. back to you. 19-year-old from southeast washington now facing charges for shooting another teenager. d.c. police say they arrested wood for shooting on friday. a teen boy was shot near the d.c. scholars charters school. we don't know his sxaktexact age, but he's expected to survive. money could be keeping some police officers from wearing body cameras. spotsylvania county sheriff's office wants to equip all of hits 2ke7deputies with cameras but it would cost about 100 grand. in king george county share revs ordered two cameras and they are trying to get a grant to order 18 more. stafford and culpeper cameras are not planning on buying cameras because they would cost too much. a skydiver plunging to earth without his parachute being

we're watching the conditions you'll face outside. take a live look at the key bridge on the washington side. crews were out all weekend to treat the roads. >> with most schools and the federal government getting a late start, we're finding things are pretty clear right now on the roads. you can see a lot of green here on the first 4 traffic maps. chuck bell is in the storm team 4 x 4 to give you a closer look at the conditions. >> but first let's go to tom kierein with the road temperatures. tom, we know the freezing mark is important to look at.

>> and it is getting a little above freezing. 95 south of washington is a little above freezing 33. 66 still at 32. as is areas along route 7 and route 15. beltway is a little above freezing. but at or a little below 95 north as well as 270, interstate 70 between frederick and hagerstown. chuck bell is live in the 4 x 4. >> reporter: good morning. we are in the new carrollton neighborhoods of prince george's county and the story has been repeated everywhere we've been from northwest through so you were montgomery and out through the heart of prince george's county as well. main roads into the problem. neighborhood streets, extra slippery first thing this morning. temperature here with the 4 x 4 still only 31.5 degrees. so we have a little bit more warming to go before we can

shooting involving a homeless man. this video was posted on facebook. police say they were in the skid row neighborhood yesterday responding to a call for a robbery. officers became involved in a fight with a homeless man. it appears the man was unarmed. the l.lapd says he was shot only after reaching for an officer's gun. at least one of the officers was wearing a body camera and detectives are gathering the video to help in the investigation. a judge will try to set a last set of legal issues ahead of the boston bombing trial, it's about recommendations on certain types of evidence. dzhokhar tsarnaev is accused in the bombing. opening statements set to begin wednesday. today local also debate the proposed purple line. it is set for 7:00 p.m. at the

afi theater in silver spring. the purple line is a planned right rail system. if you're driving on richmond highway, starting today traffic will be cut to one lane only in both directions between fairfax county parkway and backlick road. it's part of a long term widening plan. and this part of the project lasts until may of 2016. today the texas nurse who contracted ebola is expected to formally file a lawsuit against the hospital where she became ill. nina pham says texas health presbyterian did not give her proper training or equipment and she says she still suffering side effects. she became ill while treating eric duncan the first person to be diagnosed with the disease in the u.s.. in "news 4 your health"," you could be putting your child at risk if you delay vaccinations

according for a new doctors survey that says parents are delaying vaccinations. 93% of pediatricians say they are getting requests to adjust the regular schedule especially for children under two years old. most doctors say they're flexible but 87% believe it does put children at risk. a big fear from parents is a link to autism a connection that has been discredited many times. >> important to have that conversation with your pediatrician. we're waking up to some icy conditions all over the region. >> it's dangerous out there. tom kierein telling us when this will melt. >> ear we go again. unfortunately, dealing with more cancellations and delays. and this time not because of snow but because of ice. p we had our biggest ice storm of the winter overnight last night. and now this morning we're dealing with the after effects and the treated roads and everything looking like this.

just daying wedding who. temperatures hovering right near freezes between now and through 8:00. after that we'll get above freezing. then during the afternoon, drying roads with sunshine breaking out. we'll have a lot of rapid melting going on. in addition we have some dense fog these counties in gray northern virginia nearby suburbs in maryland including washington metro area. southern maryland northern neck eastern shore until 9:00 this morning. some of the visibilities under a quarter of a mile there. temperatures are at or a little below freezing there. but by 9:00 we should be getting above freezing. and then we have another chance of a round of sleet an freezing rain tomorrow afternoon in to tomorrow evening as temperatures only get a little above freezing before that happens. it will drop a little below freezing so we'll have more iciness tuesday night. and then above freezing wednesday with occasional rain showers. on thursday another chance of

wintry mix. drying out friday finally above freezing and nice for the weekend into the 40s on saturday and sunday. a look at the hour by hour roller coaster temperatures over the next 24 hours coming up at 6:31. how is the commute now? we're looking good traveling the beltway in maryland and virginia. but watch out for the slick spots. eastbound route 50 at whitehall, earlier accident. rains will open but you will still see delays. east bound route 7 near baron cameron avenue we have an accident. right lane blocked. seeing delays on route 7. and orange and silver line dras s delays toward largo and new carrollton. elsewhere, taking a look at 95 traveling toward the d.c. beltway looking good. lanes are open. and 270 looking good out of frederick.

with a lot of schools closing today, a perfect opportunity to pick up a book and read with your kids. today is read across america today. it is a nationwide celebration of reading. also happens to fall on dr. seuss' birthday. even though some schools are closed a lot of schools had events planned and they would continue those events through the week. today we'll hear from the montgomery county council about the plan to partially ban e-cigarettes down till president holding a news conference at 11:00. tomorrow the council is expected to approve a bill banning e-cigarettes from the same places traditional cigarettes are banned. another bill tomorrow will keep county pet stores free p of puppy mill cats and dogs. this you cannot believe your ice. the man who suffered a seizure during a sky dive is now recounting his terrifying ordeal. >> take a look. this is what has been out there on your facebook feeds.

christopher jones says he became unconscious and was in a free-fall for 30 seconds during a 12,000 foot jump. his sky dive master says he could he see something was wrong. he tried to catch jones. he didn't do it the first time. at about 9,000 feet. on the second try, mcfarland pulls jones' rip cord with only 4,000 feet to spare. jones regained consciousness and landed safely apparently. he says -- jones says this was literally the scariest moment of his entire life. >> i can't anything scarier. mcfarland says he was just doing his job apthank goodness he had the jump master to spot him and to see, to be aware in a something was going on. and then to go after hill. >> and to pull his parachute. very fortunate. putting metro under the microscope. the work taking place in the day ahead to make sure the agency is

you withcan see the full list at the bottom of the screen. where it isn't icy, some folks are dealing with fog. >> we have some in northwest washington. here is a live view from the tower camera. i zoomed it in on the parking area next to our building and you can see quite a bit of fog and also the lights there gleaming off the iciness in that parking lot. so even though your street may be just wet, watch out for parking lots that will be icy along with sidewalks. icy lieuthrough about 8:00 but then will we'll get above freezing and we'll have melting. actually may make it to the low 40s by mid afternoon near 40 by the time you're heading back home. by 8:00 p.m. back down to the mid-30s and then roller coaster ride below freezing by 11:00, mid-20s by this time tomorrow morning. a look at neighborhood highs coming up next weather and traffic on the 1s at 6:41.

now alexis has traffic. seeing very nice conditions traveling the beltway. no reports of delays or incidents in maryland or virginia. new accident in manassas lomond drive. so be careful. and eastbound route 7 near baron cameron avenue the right lane is blocked there. just getting word that the orange and silver metro delays are no longer in effect. that was all the way to largo and new carrollton. taking a look at 66 west of nutley street you'll see all lanes open. the pavement is wet, but there is some icy the spots here as you're approaching nutley street. back to you. we're working for you to make sure you get to work on time with some important information about driving on the ice. so we know driving on the ice can be really ricky if your car does go into a skid do not jam on the brake or jerk the wheel. instead try to take your foot off the brake and the accelerator. straighten the wheel and try to ride out the skid. if your car starts to roll backwards, stay off of the

brake. you should you look over your shoulder and try to steer clear to a safe location. the train you take to work will be under inspection starting today. the federal transit administration is examining metro to make sure you're safe. richard jordan live at the met row to break it down. >> reporter: first thing you need to know is this should not affect your more than commute. train should be running on schedule despite the review going on by the federal transit administration. they will be looking at the safety measurement system. basically how metro makes sure that it is following the proper procedures the proper safety procedures. this is only the second time the federal transit administration does this. they did this in chicago. now they're doing it here in washington. and it comes several weeks after that smoke emergency near l'enfant plaza, that yellow line train that filled with smoke that led to one woman's death

there. there has been some criticism about the radio transmissions that day, the communication system between metro and the fire department. so that is something that these investigators will be looking at as well. but what they're really doing is making sure that the safety protocols are in place and that metro is following those safety procedures. this all starts today, but it's expected to take several months until may, to complete the review and then submit their recommendations to metro. reporting live in clarn done richard jordan news 4. >> a lot of people maneuvering around the entrances. what does it look like where you are? >> reporter: entrances aring on. you'll see a lot of the yellow cones. dual purpose, usually they're out for a wet floor. today they're out for an icy floor. it a look at the sidewalk it is completely coated and the ice out here is pretty thick. so you will want to be careful

netanyahu's motorcade driving through town. he'll be speaking before a joint session of congress tomorrow. he's pushing his opposition to the president's plan to strike a deal with iran over its nuclear program. john boehner invited israeli prime minister before consulting with the white house. and that has left many lawmakers unhappy. the vice president and about 30 democrats lawmakers plan to skip the speech. a new nbc news/"wall street journal" poll says 48% of american voters say she not have been invited without the president being told. 30% have no problem with the invitation. and another 22% don't know enough to say either way. we're watching the commute carefully this morning on the icy monday tracking the impact the ice is having on road conditions and when you'll start to see it melt. and for as bad as it's been here at least we're not boston. those poor folks, the record that community is set to break at another winter storm heads that way. also ahead, changing the test your kids take a

during the afternoon. a look the new timing just coming in on tuesday's round of sleet and freezing rain that is coming up at 6:51. alexis has new information on an accident in manassas. that's right. first of all let's go to the roadways. beltway looking good. you will see wet pavement. accident lomond drive at garner drive. lomond drive is closed. alter senate sudley manor drive. route 7 near baron cameron right lane blocked. route 50 at landover, looking good there. today d.c. mayor bowser will discuss whether the district could have prevented the disappearance of an 8-year-old d.c. girl. relisha rudd went missing one year ago this week. at the time of her disappearance, she was living in a d.c. homeless shelter with her mother and siblings. family and friends held a special service yesterday.

right now we're helping you prepare for the icy commute ahead. we're tracking conditions for you on the roads after all of the freezing rain. but first your weather and traffic. >> here are the road temperatures. 95 beltway, a little bit above freezing. 270 interstate 70 and 95 north right near freezing. and near 30 degrees between frederick and hagerstown. accident in manassas lomond drive at garner. lomond is closed. new 6:45. boston really can't catch a break from all the winter weather. another round of snow is about to slam new england. it could push boston over its 20-year-old season record. dylan dreyer is now live this boston with more on that.

what are the people thisin boston going to do now? >> reporter: at this point we don't know. we heard you earlier say at least we're not boston. i think a lot of people are starting to feel that sentiment. this is actually the route of the traditional famous st. patrick's day parade on march 15th. there is a chance that this route could be changing or the entire parade itself is in jeopardy because there is so much snow covering the streets that there is no room for a parade. the all-time record for the most snow boston has ever seen in a single season 107.6 inches. we are how 3.rare now 3.8 inches away from breaking that record. this could be the snowiest boston has ever seen. we did not pick it up last night, just under 2 inches from the storm over the weekend. but as we go into thursday on the back side of that rainstorm you will see down there, there is a good chance that we could break that record. so of course all us meteorologist types will be hanging around boston to see

desk. right now thousands of iraqi soldiers are marching from a different direction toward tikrit. it's the biggest city in iraq controlled by isis. backed by iraqi air strikes, they are launching a major offensive to reclaim this city. this is saddam hussein's hometown and also on the road to mosul, the country's second biggest city. also controlled by islamic state. now, before all this iraq's prime minister offered to pardon fighters who chose to abandon the islamic state. it's now 6:49. twitter is working with law enforcement this morning to investigate threats purportedly from the terror group isis. the alleged threat directly addressed to twitter co-founder jack dorsey warning we always come back. twitter has repeatedly shut down accounts allegedly used by isis. 6:50 your time. we just got the official word from the mayor's office. this morning d.c. mayor bowser will announce a new fire chief.
