kierein has eye on the winter weather advisory zone. >> good morning. the radar is showing we're getting a little bit of some light sleet here this area in pink in west virginia. it extends to ohio. north of there it's snow. a few scattered flurries on the radar in frederick county, howard toward washington county. pan handle of west virginia shenandoah valley may be getting a few flurries trying to reach the ground. we have the areas in purple color under a winter weather advisory it includes northern virginia, the metro area most of maryland for this wintery mix combination that is going to get going here by later today. temperatures right now ahead of that are all below freezing. we're in the 20s to around 30s degrees. what melted overnight may have refrozen. watch out fors patchy ice. the roads are dry here. patchy ice maybe this morning and little bit of snow moving in and a greater chance of

accumulating snow coming in on thursday. how are the roads? >> we have some construction right now. roadwork right now in northeast washington. a water main break that broke overnight overnight. this is f street northeast between second and third. 66 virginia visitor center everything is running along nicely there. take a look at 95 as you head northbound. we're nice and clear. same thing out of town there in virginia. and 95 and maryland cherry hill road everything rolling along nicely. we're watching the closings because of the weather. if you work for the federal court you can take for unscheduled leave or telework.

agencies are opening on time. you can check the nbc washington facebook age or the app for a list of all of today's they ares. schools are starting late or closed today, however, we're already hearing from fairfax county schools they may send your kids home early today. as of right now close fcps is not trending today. it went worldwide at one point this winter as parents criticized the district for not giving enough notice. montgomery county schools is a handful that has a max out their snow days for the year. megan mcgrath is live at bethesda elementary with the changes the school system is making to the schedule. >> reporter: it has been a tough winter. lots of school delays and cancellations and it will mean a

longer school year for the kids. many jurisdictions in maryland have actually used up all their a lotted snow days. a spokesperson is telling parents and teachers to plan on an extended school year. they may have to add days to the end of the year. let's take a look what is going on in the various jurisdictions here. montgomery county prince george's county and charles county they have four days built into their calendar. however, all three of those jurisdictions have used five days. frederick county they have five days built into the calendar and they have used all five. winter may not be over. we're hearing a wintery mix we could see later this afternoon. there's a possibility of additional cancellations making the situation even worse. now the state requires schools to have 180 days of instruction, however, the state can also waive snow days that aren't

built into the calendar. what will happen this year? we're going to have to wait to see what the state decide to do. in montgomery county at this point they're tealing teachers and staff members to plan accordingly accordingly. they may have to go until june 15th. montgomery county couple has been responsible for unsubstantiated child neglect daniel and alexander meitiv are gained attention for the free range parenting style. they found their 10 and 6-year-old children walking home. she said her children are happy and safe and are not the ones that child services should be worried about. unsubstantiated child neglect and by the dictionary of definition unsubstantiated means without evidence. she said she'll continue to let her children walk home from

california beach goers found themselves pelted with hail. the skies opened up over huntington beach dropping pea-sized hail there. it almost liked like a blanket of snow there. people at the beach made the most of it and tried to make some the snow is making it harder for people to train for the boston marathon. more than 100 inches of snow has fallen. many of their people spent most of their time digging out.

blossoms are coming and today we should find out that peak prediction date. a very important date when it comes to the cherry blossom festival. this year it will be from march 20th through april 12th. typically the peak week was the first week of april. last year was a little late. it was april 10th. that's when 70% of the cherry trees were in bloom. it is big business for the area of course, because hotel reservations fill up restaurants get crowded because so many people come down to get a look at the cherry blossoms. most of them coming in from out of town that's why the peak prediction date is so critical. it helps people make the travel plans. that's the benefit, of course of living in the d.c. area you don't need to worry about that. whatever day it is you will be close by and you can come down and check it out. of course big event here

state department official. police say daniel rosen was e-mailing and texting off and on with what he thought was a 14-year-old girl since november. the teen was an undercover detective. according to the search warrant obtained by julie kerry the arrest one came one day after rosen got suspicious a cancel on february 23rd. you can ge search warrant by using nbc washington app. a howard county restaurant owner faces charges today as a class action suit is filed against him. muehlhauser is one of the owner of the ram's head tavern. they found footage of six different women. they arrested him last week. we may see a delay in the murder trial of jesse matthew.

according to our affiliate matthew's lawyers said they need time to hire a dna expert. prosecutors said the t use dna analysis again matthew. defense lawyers want their own expert to look. matthew is cha murdering uva student hannah graham. his june 29th. the university of virginia hosting a series of meetings to come up with recommendations to prevent sex assaults on campus. the daily progress reports a that uva will hold a working response group this morning. this will be another meeting tomorrow at noon at the special elections library auditorium. in response to a now discredited rolling stone article about a female student being assaulted in a frat house. we learned two men in their 20s created the man cave in canada. and it created concerns of terrorism. police discovered this underground bunker in january near toronto. it's a major tennis venue that will host part of the pan a.m. games this summer.

ground as well as the pan handle of west virginia. we might have a few flurries this morning. then some light sleet and a little bit of snow here in this purple zone. after that around 1:00 or 2:00 we'll get a little bit of snow and sleet quickly coming through and after that it changes over to maybe a little bit of light icing on top of that around 7:00 p.m. most changing over to a little bit of light rain in the area of green after that between 6:00 and 8:00 p.m. it settles down for a bit. but then more rain begins to move from the west. that's after midnight tonight. what to expect? a little sleet and snow between 1:00 and 4:00 p.m. light icing on top of that. after that ending by around 8:00 p.m. we'll have temperatures holding steady in the 20s this morning near 30 by noontime after a few scattered flurry maybe this morning. we get a mix in the afternoon. but getting above freezing by 5:00 to 6:00 p.m. it should be above freezing. we'll have melting of the

budget proposal. the city manager will present that proposal to the mayor and city council. it's the first of several work sessions and public hearings before the budget is adopted. you can see the proposal on our website that's nbc washington.com. your taxes may be going up if live in loudoun county. according to the loudoun times, the board of surpss there and the school board are in favor of a tax hike. they are debating a $1.15 increase affecting most property owners in the county. it would mark a shift in the board which has annually lowered the tax rate during the budget deliberations. it has come despite your pleas calling for more education funding in the county. a final decision on the fiscal 2016 budget either happens later this month or in april. 4. do you remember when the blossoms peaked last year? >> i do. it was fairly late because march was so cold. and march temperatures are typically the ones that matter the most. so keep that in mind. it's been really cold here for the month of february. in fact this february was colder than last year. as a result it could get things off to a slow start. last week the peak occurred between april 10th and april 14th. and during that five-day stretch, we were 80 degrees or higher three out of those five days and that cooked the blossoms off the trees or they may have lasted longer. last march the reason the blossoms were so late last year because march was a cold one. we were four degrees colder than average last march and we had 12 inches of snow in the month of march last year! things have took off to a slow start. a colder february this year. look at the tidal basin. the nasty brown snow. the basin is frozen out.

partners argued in gaithersburg. it was yesterday afternoon. the homeowner pulled out a shotgun and the other person ran and called for help. chopper 4 flew over the scene when police were asking neighbors to leave hairtheir homes. manhattan the man with the shotgun is in custody. the investigation of this deadly shooting in l.a. in the skid row neighborhood. we'll focus on two officer-worn body cameras. sources tell nbc news that audio from the cameras suggest that the homeless man tried to grab the officer's gun. millions viewed and shared this cell phone video posted on facebook of sunday's shooting. in it you can see a man wrestling with four officers. there is a shooting and eventually five gunshots. l.a.'s mayor said there will be a thorough investigation, but some groups are calling for an independent probe. right now there is a $25,000 reward for information that helps d.c. police found

releashsha rudd. they have no new leads but are holding out hope she can be found. she lived in the d.c. homeless shelter. they added security, surveillance cameras, and repaired heating and air-conditioning systems there. many have been afgted eded eded affected by the cold snap and the toll it's taken on the water mains. the washington suburban sanitary commission said crews repaired more than 400 broken water mains last month. it's the second most breaks in february ever behind the 479 in february of 2007. it fielded more than 17,000 calls. more than double the number during the same time last year. the utility company continues to ask for your patience as it expects more mains will break. just tough going all around in this kind of weather. it was pretty cold last winter too. >> the up-and-down temperatures
